The article discusses the issues of strategic development of the management of accommodation and specialization of the municipal level agricultural entities, where the main threats associated with the justification of the strategic management object at the municipal level, the assessment of its state, trends and prospects of functioning, starting with the initial link of economic interactions of agricultural organizations, as well as the possibility of the formation of agricultural production, implementation and transformation of its potential, with the highlighting the number of features corresponding to a certain relationship at a given level are determined. Priority principles are substantiated with the choice of the main strategic areas for more efficient use of existing opportunities, as a result of which a new or improved agricultural product will be created. The transformation of the management strategy of agricultural economic entities in the field of accommodation and specialization was carried out, and its organizational and structural model was presented which will have a certain sequence and interaction at the municipal level.

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

In the context of dynamic changes in the external environment, the intensive development of global food markets, the accelerated introduction of digital technologies, biotechnologies, and genetic engineering, strategic management of the agro-industrial complex is an urgent scientific problem of national importance. The presented methodology takes into account the influence of the peculiarities of agricultural production on the formation of a strategic management system in the agro-industrial complex and allows the complex to function successfully in the long term.

In this study, based on the water function zoning and the related analyses on the current situations and tendency of the pollutions on water environments in Sichuan province, concluded that the primary cause responsible for the deterioration of water resources is the discharge of agriculture wastewater, and the strengthening of agricultural production management as well as the reduction of the agricultural wastewater discharge are the key points to alleviate the water-quality deterioration.

The article considers the process of corporate training, offers the concept of key competence as a system of two portfolios of the organization. The analysis of the needs for corporate training has been developed. New approaches to the selection, development, encouragement and evaluation of employees in connection with changes in strategic management have been formulated.

In Taiwan, mushrooms are an agricultural product with high nutritional value and economic benefit. However, global warming and climate change have affected plant quality. As a result, technological greenhouses are replacing traditional tin houses as locations for mushroom planting. These greenhouses feature several complex parameters. If we can reduce the complexity such greenhouses and improve the efficiency of their production management using intelligent schemes, technological greenhouses could become the expert assistants of farmers. In this paper, the main goal of the developed system is to measure the mushroom size and to count the amount of mushrooms. According to the results of each measurement, the growth rate of the mushrooms can be estimated. The proposed system also records the data of the mushrooms and broadcasts them to the mobile phone of the farmer. This improves the effectiveness of the production management. The proposed system is based on the convolutional neural network of deep learning, which is used to localize the mushrooms in the image. A positioning correction method is also proposed to modify the localization result. The experiments show that the proposed system has a good performance concerning the image measurement of mushrooms.

Nonpoint source (NPS) pollution caused by agricultural activities is main reason that water quality in watershed becomes worse, even leading to deterioration. Moreover, pollution control is accompanied with revenue’s fall for agricultural system. How to design and generate a cost-effective and environmentally friendly agricultural production pattern is a critical issue for local managers. In this study, a risk-based interval two-stage programming model (RBITSP) was developed. Compared to general ITSP model, significant contribution made by RBITSP model was that it emphasized importance of financial risk under various probabilistic levels, rather than only being concentrated on expected economic benefit, where risk is expressed as the probability of not meeting target profit under each individual scenario realization. This way effectively avoided solutions’ inaccuracy caused by traditional expected objective function and generated a variety of solutions through adjusting weight coefficients, which reflected trade-off between system economy and reliability. A case study of agricultural production management with the Tai Lake watershed was used to demonstrate superiority of proposed model. Obtained results could be a base for designing land-structure adjustment patterns and farmland retirement schemes and realizing balance of system benefit, system-failure risk, and water-body protection.

Traceable system, which is as an effective way to control the quality and safety of agricultural products receives increasingly attention globally. Using the poultry as the research object, the paper builds a safety production management and quality trace system in order to achieve the goal of quality trace. This paper designs the process to fulfill the main function, discusses the key techniques and develops the safety production management and quality trace system. The system has several functions-producer management, production alert, bar code print, sending messages and quality trace for consumers. The results indicate that this system can increase the level of production management, enhance the awareness of agricultural production for the consumers, which builds solid base for poultry full process trace.
