Analysis of integrated development of digital economy with the Heilongjiang Province’s cross-border E-commerce with Russia

Since the establishment of the China (Heilongjiang) pilot free trade zone, the development of cross-border e-commerce with Russia has continued to increase speed and quality. With its geographical advantages and its comparative advantages in the Internet field, Heilongjiang Province promoted the rapid development of the Internet economy in Russia, fostered a new digital trade format represented by cross-border e-commerce, and promoted online and offline collaborative promotion of customs clearance logistics and financial services. The paper expounds foundation and development status of Heilongjiang Province’s cross-border e-commerce, analyzes in integrated development of digital economy with the Heilongjiang Province’s cross-border e-commerce with Russia, and further puts forward prospects and recommendations.

The group of high school students has increasingly become an important part of the Internet consumption market, and its consumption concept is also deeply influenced by the Internet economy. Based on the analysis of the development status of the Internet economy and the characteristics of high school students’ consumption concepts, this article analyzes the double impact of the Internet economy on high school students’ consumption concepts. On this basis, it expounds how to guide high school students to form the correct consumption concepts under the Internet economy from the three dimensions of school, family and individual.

The internet and digital technologies are upending global trade. Industries and supply chains are being transformed, and the movement of data across borders is now central to the operation of the global economy. Provisions in trade agreements address many aspects of the digital economy – from cross-border data flows, to the protection of citizens’ personal data, and the regulation of the internet and new technologies like artificial intelligence and algorithmic decision-making. The UK government has identified digital trade as a priority in its Global Britain strategy and one of the main sources of economic growth to recover from the pandemic. It wants the UK to play a leading role in setting the international standards and regulations that govern the global digital economy. The regulation of digital trade is a fast-evolving and contentious issue, and the US, European Union (EU), and China have adopted different approaches. Now that the UK has left the EU, it will need to navigate across multiple and often conflicting digital realms. The UK needs to decide which policy objectives it will prioritise, how to regulate the digital economy domestically, and how best to achieve its priorities when negotiating international trade agreements. There is an urgent need to develop a robust, evidence-based approach to the UK’s digital trade strategy that takes into account the perspectives of businesses, workers, and citizens, as well as the approaches of other countries in the global economy. This working paper aims to inform UK policy debates by assessing the state of play in digital trade globally. The authors present a detailed analysis of five policy areas that are central to discussions on digital trade for the UK: cross-border data flows and privacy; internet access and content regulation; intellectual property and innovation; e-commerce (including trade facilitation and consumer protection); and taxation (customs duties on e-commerce and digital services taxes). In each of these areas the authors compare and contrast the approaches taken by the US, EU and China, discuss the public policy implications, and examine the choices facing the UK.

Abstract— The continued advancement of the “One Belt, One Road” strategy, coupling with the rapid development of the Internet, has provided a convenient online platform for cross-border e-commerce enterprises. China’s cross-border e-commerce enterprises have made unprecedented progress. However, at the same time, the problem of intellectual property infringement in cross-border e-commerce has become increasingly prominent, seriously restricting the development of China’s cross-border e-commerce enterprises. On the basis of analyzing the intellectual property strategy of enterprises. This paper describes the necessity of creating an intellectual property strategy for cross-border e-commerce enterprises, and proposes strategies for building relevant intellectual property strategies aimed at the weak awareness of intellectual property and the copycatting of enterprise products, which are common in the operation of cross-border e-commerce enterprises in China.

In the modern era, the use of technology is growing rapidly to obtain information and various other electronic services, many people who already use technology, especially the internet to facilitate their work. Seeing the rapid development of the internet has given rise to various innovations, especially financial technology to meet the various needs of the community including access to financial services and transaction processing. Fintech (Financial Technology) is an innovation in the financial sector that refers to modern technology used to transact, check deposit rates, transfer funds, and perform various other financial services. The creative industries are an industry that utilizes the creativity and skills of individuals use as goods of value. The purpose of this study is to determine the role of financial technology and its constraints in the creative industry in Indonesia. The existence of innovation and creativity that arises in the community, making the creative industry is an essential role in the development of a regional economy. The research method used in writing this article is descriptive qualitative. Thus, qualitative research only describes responses to situations or events so that it does not explain causality or do hypothesis testing.

The rapid development of the Internet has led to a growing electronic cross-border delivery of services. While the WTO negotiations have not caught up to the reality of such service trade, the first GATS case dealing with the Internet, namely ‘United States – Measures Affecting the Cross-Border Supply of Gambling and Betting Services’, has advanced matters. This paper distils the substantive conclusions of the case and remaining questions in relation to Internet-supplied services and certain core concepts of the GATS. Moreover, it sheds light on the case's implications for the services negotiations under the ongoing Doha Development Agenda. It concludes that the second ever GATS case has provided an encouraging set of answers to the unresolved questions of the WTO's Work Programme on E-Commerce, mainly confirming the applicability of GATS commitments to electronically supplied services and shaping the concept of technological neutrality. While more work or dispute settlement cases are necessary to clarify the remaining questions, the rulings have paved the way for the GATS to be a more effective discipline for cross-border (electronic) trade. The paper also explains that a ‘chilling effect’ of the rulings on the Doha services negotiations is not warranted.

The paper discusses the specific features of e-business in the world market, as well as identifies its current state and the key development trends. A special emphasis is put that e-commerce as a critical element of a "new economy" is gaining increasingly more practical implications. It is argued that further effective development of world commerce triggers a need to evaluate the main trends and prospects of the e-commerce market which makes the basis of information business. The world economy demonstrates rapid development towards building global economic space to give rise to a new type of economy. In this context, the need to provide more insights into the role and significance of Ukraine in this environment seems relevant and timely. The global economic space enhances the elimination of barriers to the movement of goods, services and capital, speeding up payment transactions, as well as contributes to harmonization of market regulation. The authors suggest avoiding hasty conclusions as to the readiness of the Ukrainian economy to the total integration into the free market system without verified findings from rigorous research. The study provides evidence that digital globalization of economic processes is becoming a fundamental trend and a driver of the overall modern economy development which has been underpinned by a number of revolutionary technological advances along with the general patterns of economic evolution that guides modern management to be sensitive to the rules of doing business, encourages labour productivity and product quality increase, helps to smooth the recession phases of the economic cycle, etc. The study findings demonstrate that a major effect of digital globalization is international economic integration which spurs non-traditional cross-border flows of goods, rapid loan and investment growth, fosters global exchange of information, ideas and technologies, thus contributing to a transformation of national economies into single global economy. However, it is argued that excessive national protectionism can hamper the development of the global digital economy. Moreover, the desire to store all data solely on the national servers and unjustified protection of confidential information will create extra barriers to cross-border trade and inhibit globalization of the world digital economy.

The rapid development of information and communication technologies and the development of digital economy and society brings new challenges and opportunities for individuals, companies and the whole society. The huge growth of the Internet, which has contributed to these changes, and causes changes in the living of individuals and households. In addition to new ways of communicating, the Internet brings individuals new opportunities for collaboration, business, but also information retrieval and, last but not least, shopping, contributing to the growth of living standards. In this paper, the authors focus on one aspect of the digital economy – household access to the Internet and its usage for purchasing products and services in the Slovak Republic. The aim of the article is to find out the level and reasons for using the Internet by households of the Slovak Republic. In this paper, the authors use methods: time series analysis, comparison, synthesis. The authors use data from the Statistical Office of the Slovak Republic. The authors have found that the level of Internet usage in the Slovak households is increasing, but it varies depending on gender, age group and type of household. Slovak households buy mainly clothes, sports goods, and households’ goods for the private usage.

Приостановлено развитие мировой экономики, международных торговых обменов, что привело к необходимости развивать экономику внутри стран. Приостановлено также заключение международных торговых контрактов и переговоров. Поиск путей выхода из затруднительного положения становится главной задачей для специалистов в области международной торговли. Благодаря быстрому развитию интернета, созданию электронной базы данных и использованию мобильной связи люди по всему миру повышают культуру потребления в сети интернет, используют возможности интернет-технологий, в том числе: электронную торговлю, рекламу услуг маркетинга, сайты для совместного сотрудничества. С помощью использования базы данных и международных сайтов в режиме онлайн возникают возможности для осуществления международных покупок в реальном времени. Под давлением эпидемии многие традиционные отрасли начали пытаться трансформировать онлайн-продажи, которые могут уменьшить убытки, вызванные эпидемией, и даже найти новые точки роста. Наступила эра «живых продаж». Можно предвидеть, что в будущем «живые» продажи охватят больше областей и станут одной из основных моделей продаж. Международная электронная торговля отличается от внутренней электронной торговли, и ей приходится сталкиваться со всё более и более сложными проблемами. В таких условиях наиболее актуальным является вопрос разработки путей развития международной электронной торговли. Abstract. At the beginning of this year, a sudden COVID-19 pandemic disrupted the lives of people all over the world. International trade exchanges were forced to be suspended, which resulted in economic development only within each country. People were unable to conduct face-to-face negotiations and transactions. Thus, the way of breaking through the dilemma has become a problem that the experts who deal with cross-border commerce need to think about. Due to the rapid development of the Internet, creation of electronic databases and use of mobile communications, people all over the world are using the Internet technology. Therefore, the consumption culture of the Internet has been enhanced, including: e-commerce, advertising promotion, advertising marketing services. They share and cooperate with the help of sharing sites. By using databases and online international websites, international shopping can be carried out in real time. Under the pressure of the epidemic, many traditional industries have begun to try the transformation of online sales, which can reduce the losses caused by the epidemic, and even find new growth points. The era of “live sales” has quietly arrived. It is foreseeable that live shopping in the future will cover more areas and become one of the mainstream sales models. Cross-border e-commerce is different from domestic e-commerce in that it faces more and more complex problems. It is imminent to find a suitable development path for cross-border e-commerce direct sales.
