As a basic industry for national development, the development of agriculture will reduce food insecurity, get rid of resource dependence and achieve broader development. This paper constructs a four-dimensional measurement system of food production, economic development, ecological protection, and social progress by considering food security. Comprehensive agricultural development in Sichuan Province from 2004 to 2018 was evaluated by using improved entropy method and coupling coordination degree model (CCD). The study found that: (1) From 2004 to 2018, comprehensive development of the four subsystems in Sichuan agriculture are different, ecological protection (9.62%) > social progress (3.34%)> economic development (2.61%)> food production (-0.44%); (2) The comprehensive development level of agriculture in Sichuan Province had been continuously improved from 2004 to 2018, with obvious phase characteristics; (3) The coordination development among subsystems advanced in volatility, which is adjusted from the medium to the optimal level of coordination. Finally, based on the above conclusions, Sichuan agricultural sustainable development can be improved from the perspective of food production, economic development and social progress on the basis of ecological protection.

Gender equity in education generates a push force that accelerates progress across sectors and goals; thus sustainable development. Gender equality constitutes central position in both national and international programmes as an accelerator for achieving development. Women’s place in national development appears subordinated. Thus, this study examined gender equity in education in Nigeria and the impact on national development. Specifically, the study sought to determine the degree of women access to education, ascertain the impact of women education on socio-economic development and determine the factors that constitute barriers to women education in Nigeria. The study discovered that educated women serve as stabilizing factor in national development and recommended ‘soft competition technique’ as the approach that will grant women the needed equity in national development in Nigeria.

Sustainable development is a type of development that advocates first of all the harmonization between economic development and environmental protection, adding social progress; it would therefore be a development in which high and stable growth in the production of goods and services is compatible with widespread social progress, environmental protection, and prudent and efficient use of natural resources. Among the different sectoral areas transferred by the idea of sustainable development is undoubtedly the field of urban planning and housing. The activity generated in cities has an important environmental impact, so it is necessary to orient urban structures, homes, and buildings under premises that are as respectful as possible with the environment, also taking advantage of its economic potential and its effect on the social fabric that inhabits it. It is about promoting integrated actions in the urban environment that are in tune with the objectives.

There has been a growing scholarly interest in the links between natural resources and socio-economic development. While numerous studies offer robust evidence on the detrimental effects of natural resource dependence on economic outcomes, no study has robustly investigated the link between natural resource dependence and quality of life across countries. The aim of this study is to address this gap in the literature by investigating the relationship between natural resource dependency and social progress. Using the cross-country data from 143 countries for the period of 2012 to 2019, we find that resource rents are significantly and negatively linked to the Social Progress Index. Moreover, this effect remains robust even after controlling the potential transmission channels such as governance, economic development and human capital accumulation.

The traditional economic growth measures based on SNA are not precisely as welfare indicators. The economists have tried to construct indicator that include both quality and quantity aspects of economic development. Achieving a balance between three board objectives of sustainable development – maintenance of economic growth, social progress, and protection of environment - the new challenge for statisticians is to develop a package of indicators that can monitor and report progress towards the concept of sustainable development. The aim of this article is to present some different and less popular approaches to alternative measurement of welfare are discussed. The paper does not decide which indicator describes the level of sustainable development most precisely, but tries to present advantages and defects of each method. Concluding, the sustainable indicators are more precise than traditional ones in estimating welfare. The main difficult in calculating these measures is the requirement of data which can not be gathering easily.

One can not forget the importance of trade, which is also caused by surplus food production and free enterprise, as a democratic economy linked to sustainable development and the economic development of agriculture. The methodology used was the dialectical method, based on bibliographical and qualitative research, in a multidisciplinary way, analyzing doctrine and jurisprudence. Ownership, now an integrating instrument for land distribution through Agrarian Reform, and its inclusion in the legal system, since the State has always been the main landowner. The influence of the Federal Constitution of 1988 that included as its foundations the dignity of the human person that consubstantiates in the eradication of poverty and the national development, as fundamental objectives. Emphasis is also placed on free enterprise in the chapter on Economic and Financial Order. Unfolding these constitutional norms, the National Biosafety Law emerges. Also reflecting the importance of free initiative for economic development and elimination of social inequalities, warning of the use of transgenic foods, looking at the natural environment and its forms, as well as human health. It was concluded that the fulfillment of man's happiness is only done with social justice. The advent of biotechnology with transgenic food to save the population from the dread of hunger that was plaguing the world, facing overpopulation. The dangers of the use of transgenic food by the lack of adequate information for consumers, its side effects. Aiming only at the profit, leaving a false economic development, food insecurity and maintenance of poverty. It is therefore necessary to align economic development and sustainable development and sustainable development, and fundamental human rights. The maintenance of the human species is imperative, since the right to food is a universal fundamental right.KEYWORDS: Right to Food; Transgenic Food; Hunger; Sustainable Development; Free Enterprise.
