Sustainable development of mankind, which consists in meeting the needs of the present day without undermining the possibilities of future generations, enshrined in the UN program documents, is becoming a necessary condition for the survival of civilization. The growing scale of global environmental problems makes it vitally important to find solutions to combine global economic growth and sustainable development of mankind with the preservation of the environment. Today, the issues of energy and resource efficiency of production are especially relevant, particularly in the agricultural sector, which environment burden has increased. In conditions of high global competition and aggravated issues of the world ecology, the country faces the task of modernizing its economy. The new national development goals of Russia directly resonate with the sustainable development goals defined by the UN and are reflected in the general policy of resource use and environmental protection. However, additional steps are needed to maintain positions in world trade. The paper formulates the prerequisites and solutions for the greening of agricultural production and identifies the leaders of the process, as well as the segment of producers, for which greening measures are factors of survival. Indicators of environmental efficiency, the use of which will make it possible to make greening measures the engine of the country's economic agricultural production, as well as goals and solutions for the greening of agricultural production are proposed.

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

Agriculture and commercial economy of the Northern zone developed together with the development of the territory, is a way of life of the peoples rooted here. It was based on centuries-old agricultural traditions taking into account the extreme harsh natural conditions and agricultural features. The agro-industrial farm is designed to provide the population with biologically complete local food products, perform a social function. The purpose of the article is the sustainable development of agricultural production, providing an increase in the level of food self-sufficiency of the population of the northern territories on the example of the Komi Republic. The subject of the study is the process of managing the sustainable development of the agricultural sector. The research methods used were systematic, comparative analysis, analogies, statistical, generalization of accumulated experience. The hypothesis of the study. The development of local agricultural production will increase food self-sufficiency, which will lead to savings in investments in transport, reduce product losses and improve its quality. Presentation of the main material. The possibilities and limitations of the development of northern agriculture are revealed. The trends in the development of the agricultural sector in the 1960s-1980s and in the conditions of market transformations are considered. The reasons for the decline in agricultural production, the reduction of the coefficient of food self-sufficiency are established. Priorities for the development of agriculture have been determined. Practical significance. Conclusions and recommendations can be taken into account by the Ministry of Agriculture and Consumer Market of the Komi Republic and other government bodies when determining the directions for improving state policy on the development of the agricultural sector. Conclusions of the study. Sustainable development of agriculture and increasing food self-sufficiency will require strengthening innovative modernization, the formation of a multi-layered agrarian economy, improving the economic mechanism, priority development of rural infrastructure, improving the level and quality of life of peasants.

This chapter considers the UN contributions to treaty-making in practice on the environment and sustainable development. It begins with a brief survey of the crafting and “clustering” of multilateral environmental agreements as international responses to emerging global environmental problems. Specifically, this chapter considers the role of the UN in this process, focusing on successive waves of treaty-making over recent decades. It suggests that the UN has played a very important role in negotiations in this field, and continues to serve as a crucial and valuable actor in the implementation and refinement of these treaties and the broader problem-based clusters, in spite of very limited resources. This chapter identifies several key treaties that address a selection of the Sustainable Development Goals (SDGs,) leading to a concluding consideration of how international accords in this field are, in turn, contributing to the UN Charter. It suggests that, without the UN-facilitated treaties, many SDGs could be considered “hollow,” dependent on voluntary collaborations, and devoid of reliable regimes to achieve their targets. Not all relationships are equally integrated. Fragmentation, duplication, unintended overlapping of obligations or even conflicts may exist. As international governance becomes more sophisticated and complex, these interrelated instruments can be negotiated, implemented, and interactionally refined across multiple nested levels. To this end, this chapter argues that adoption of the SDGs may support greater coherence across the UN system.

Studies have affirmed that restructuring for sustainable development is a process involving three essential elements; feasible industrial growth to fulfil basic socio-economic needs; ensuring maximum development of human resources and achieving greater socio justice through a more equitable income distribution. Unfortunately, none of these is satisfactorily manifesting in African nations. In Nigeria, unemployment rate is increasing among the youth and young graduates. Globally, cooperatives societies have become well appreciated as a strong vehicle for promoting economic empowerment particularly among the youth and other vulnerable and marginalised groups. This will be a vehicle to eradicate poverty among the youth thereby fulfilling the first Sustainable Development Goal (SDG). This study examined the contributions of cooperatives societies to poverty eradication among members and national development; investigated how cooperative societies can be better positioned to achieve the Sustainable Development Goals in Nigeria; and determined the factors affecting the performance of cooperatives in Nigeria. Two thousand Nine Hundred and seventy-two respondents from all 1,486 cooperative societies in Osun State were sampled. Result showed that cooperative societies have ability for economic significance, employment creation, income generation, poverty reduction, environmental sustainability and institutional capacity building. The paper concluded that cooperative societies, if well harnessed, could be used to make local entrepreneurs have access to finance and thereby eradicating poverty and so fulfil goal one of the sustainable development goals.

The purpose of this article is to check Russia’s strategic planning system and anti-crisis measures against the United Nations 2030 Agenda for Sustainable Development by monitoring the documents for policy objectives directly or indirectly corresponding to the targets of the sustainable development goals (SDG); comparing the indicators present in the Russian documents with those in the 2030 Agenda; assessing the impact of anti-crisis measures on the sustainable development outlook in the country; and tracing the changes present in the latest socio-economic development initiatives of the Russian government. The scope of the study in terms of the number of documents analyzed was determined in accordance with the provisions of Article 11 of the Federal Law No. 172-FZ On Strategic Planning in the Russian Federation, and includes a vast array of federal strategies, sectoral strategic planning documents, national and federal projects, state programmes, the 2020 Presidential Decree No. 474 On the National Development Goals of the Russian Federation for the Period Until 2030 and its auxiliary documents, as well as other ad hoc anti-crisis planning instruments, such as the 2020 Nationwide Action Plan. The results of the analysis make it possible to trace the paradigm shift in Russia’s decision-making toward incorporating more elements of the sustainability discourse characteristic of the 2030 Agenda and other multilateral arrangements, particularly in regard to climate change and environment, taking place in 2020–21.

The article analyzes the correspondence between the national development goals of the Russian Federation and the UN sustainable development goals in the field of ensuring the quality and accessibility of education. It has been substantiated that the implementation of sustainable development goals in Russia is of great importance for activities to achieve the country’s national goals and development priorities. A comparative analysis of the education system in Russia as a source and factor of socio-economic development and improving the population’s quality of life is carried out. An analysis of the comparison between SDG 4 and the national project “Education” led to the following conclusion: the consistency of national policy measures with plans to achieve SDG 4 depends, first of all, on political priorities and national interests of the country and requires intersectoral coordination in planning and monitoring the implementation of targeted activities. Analysis of the compliance of the development goals of Russia within the framework of the implementation of the national projects “Labor productivity and employment support” and “Small and medium-sized entrepreneurship and support of individual entrepreneurial initiative” and SDG 8 showed the importance of institutional and financial instruments, the active use of which in the Russian economy is facilitated by the significant changes in legislation. The problem of mismatch of indicators of the studied documents is determined. For these are no statistical data in the framework of the implementation of sustainable development goals. It is concluded that the national development goals of the Russian Federation in the field of ensuring the quality and accessibility of education are generally consistent with the UN sustainable development goals.

Today many countries are participating in the implementation of the sustainable development goals in the framework of the global agenda 2030. The G-7 countries, having significant economic and political potential, play a special role in ensuring the sustainable development of the world. Despite the similarity of the political positions of the world’s largest economies on many pressing problems, each of them acts in its own way in the sphere of sustainable national development. The authors of the article intend to find similarities and differences in the actions of the G-7 countries to achieve the sustainable development goals. In this regard, a review of the G-7 national sustainable development strategies was carried out. As a result of the study, regularities are revealed and the features of the policies of these countries in the implementation of sustainable development goals in the period from 2010 to 2020 are presented.

In the context of the implementation of the 2030 Agenda for Sustainable Development, which encompasses the Sustainable Development Goals (SDGs), mainstreaming means the landing of the Agenda at the national and local levels and its integration into development plans and budgets. This review paper casts light on approaches adopted in the Mediterranean countries to incorporate the SDGs into their national development policies, plans and strategies. It draws upon a comprehensive analysis of the Voluntary National Reviews (VNRs) on the implementation of the SDGs submitted by Mediterranean countries from 2016 to 2019. Mediterranean countries have taken concrete measures to map existing policies against each of the SDG-targets in order to identify policy gaps and to mainstream the 2030 Agenda into their legal and policy frameworks. They used different policy instruments and planning frameworks to take up the 2030 Agenda such as national development plans and strategies (e.g. Albania, Algeria, Croatia, Montenegro, Italy, Slovenia, Turkey), vision documents (e.g. Egypt, Malta, Slovenia, Tunisia) and action plans (e.g. Algeria, France, Spain). A few Mediterranean countries (e.g. Cyprus, Greece, Israel, Lebanon and Morocco) did not adopt any integrated policy instrument and opted for the implementation of the SDGs through existing national policies and strategies. The harmonization of national development plans and strategies with the SDGs is a continuous process and needs to be implemented across sectors. The analysis of the VNRs shows that little attention was dedicated to address trade-offs through policy integration. The achievement of the SDGs implies new modes of policy making as well as a better cross-sectoral coordination and harmonisation of policies in Mediterranean countries. Sharing lessons learned and mutual policy learning among Mediterranean countries could help ensuring a step forward from the formal description of legislation in the VNRs.

The paper considers the biodiversity and climate change perceptions in the semi-arid landscape of Botswana. Ecosystem services are essential to the planet’s equilibrium/wellbeing. However, anthropogenic influences, including climate change remain a stressor to the biodiversity resources. For Botswana, the land degradation and droughts, climate change and livelihoods are intertwined to divulge distinctive vulnerabilities and impacts. The existing action plans such as National Biodiversity Strategy and Action Plan (NBSAP), the Botswana National Action Programme to Combat Desertification (BNAP-CCD) and climate change’s nationally determined contributions (NDCs) point to the need for synergies. Research projects highlight increased vulnerabilities for various sectors, which challenge the country’s sustainability initiatives to meet the Sustainable Development Goals (SDGs), National Development Plan 11 (NDP11) and the Vision 2036 imperatives. The perception study reveals the general public’s interpretations of what is good and what are challenges, at district levels. These reveal that biodiversity or climate change are not perceived to contribute much to the ‘good’ of the country, except for 2 district groups in northern Botswana. The national challenges hinge much on biodiversity loss and climate change – hence restricting attainment of the national development priorities.
