The urgency of environmental technologies in the construction sector is evidenced by the current environmental conditions in the post-industrial period, the demand of the global community for the use of energy-saving technologies, underdevelopment, and existing development prospects of the relevant technologies in the Russian Federation. Article is devoted to application of green building standards of the former airport renovation in the Rostov-on-Don.

The purpose of the article is to assess the nature of the evolution of the institution of political parties in post – Soviet Russia. The article substantiates that political parties continue to be one of the leading political institutions in the modern Russian Federation. The premature to recognize the functional incapacity of party institutions in the post-industrial/information society is noted. It is argued that political parties continue to be a link between society and state power, and retain the potential for targeted and regular influence on strategic directions of social development. The research methodology is based on the principles of consistency, which allowed us to analyze various sources of information and empirical data on trends and prospects for the evolution of the party system in the Russian Federation. As a result, the authors come to the conclusion that in Russian conditions the convergence of party elites with state bureaucracy is increasing, and there is a distance between political parties and civil society.

The main tasks of the "Kyiv City Development Strategy until 2025" are in development and reconstruction of the city, improvement of its infrastructure and environmental protection, which perfectly correlates with the basic principles of green building. This is the modern practice in construction, reconstruction and the exploitation of buildings, in which they im-plement optimal architectural solutions, advanced engineering systems and materials for re-ducing of energy consumption and material resources, it is the process of improving the qual-ity of buildings and the comfort of their internal environment, improving of impact of build-ings on the health of people by minimizing the negative impact on the environment at all stag-es of life cycle of building structures. The practice of the tasks outlined in the Strategy will significantly contribute to the implementation of international environmental standards and to the application of constructive solutions of green building technologies. In particular it ap-peals to such urban development sectors as city development and land relations, housing and communal services, transport and urban mobility, environmental policy and environmental protection, public space, security and civil protection, historical and architectural heritage.

Abstract. The Russian government's plan to reduce spending, plan not to extend the stimulus package and have the possibility of raising taxes by 2021 are steps to be taken. One of the objectives of the policy of the Russian Federation is to provide the conditions for complete economic development for all levels of society. This study aims to explain how one company in the Russian Federation in the city of Kazan is related to increasing corporate liquidity and risk management. This study uses quantitative analysis methods with liquidity analysis approaches and corporate risk assessment. The results of this study explain that a company in the Russian Federation in the city of Kazan can develop measures to increase corporate liquidity and risk management. The International Monetary Fund also warned that the Russian government's conservative economic policies could impede an immediate recovery - especially in the context of the second wave of infections that pushed the country's healthcare system to its limits.

Background: Within the framework of cholera surveillance in the Russian Federation, annual isolation of nontoxigenic V. cholerae O1 strains from water bodies is registered in the Republic of Kalmykia. This fact is the rationale for the present study and analysis of data on contamination of water bodies with V. cholerae O1 with account for some environmental and quality indicators of water bodies used for recreational purposes. Objective: To study contamination of water bodies with V. cholerae O1 as a component of cholera control surveillance in the Republic of Kalmykia. Materials and methods: We used notifications issued by Offices of the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing (Rospotrebnadzor) in the constituent entities of the Russian Federation, passports for V. cholerae O1 strains, and information from “Cholera vibrios. Russia” database for 1991–2019. Results: In the 1970s, 1980s and 1990s, several outbreaks, sporadic and single imported cases of cholera were registered in the republic. The total of 446 strains of V. cholerae O1 El Tor were isolated during the analyzed period. The PCR analysis identified them as V. cholerae O1 ctxA–tcpA– and V. cholerae O1 ctxA– tcpA+. We observed an increasing trend in the number of isolated strains with the approximation coefficient of 0.374 against its general decrease in the country in 1991–2019. Strains were isolated annually, mainly from the Elista River, Zayachy Pond and other water bodies with poor microbiological and chemical water quality parameters. V. cholerae O1 ctxA– tcpA+ were isolated mainly at the wastewater discharge sites, which indicated their imported origin, along with V. cholerae O1 ctxA– tcpA– with InDel and PCR genotypes not previously found in this region. We consider the contamination of water bodies with V. cholerae O1 ctxA– tcpA– and V. cholerae O1 ctxA– tcpA+ as prerequisites for possible deterioration of the local epidemiological situation due to cholera importation from endemic areas. Conclusion: When analyzing the pollution of water bodies in the Republic of Kalmykia with V. cholerae O1, we established a long-term annual isolation of cholera vibrios from some water bodies in the city of Elista, including Elistinka river, Zayachy and Kolonsky ponds, notorious for poor microbiological and chemical water quality indicators. The contamination was mainly attributed to domestic wastewater discharge and poorly treated effluents of sewage treatment plants into the Elistinka river within the city boundaries, as well as watercourses from hollows. This proves the imported origin of the bacterium confirmed by isolation of V. cholerae O1 ctxA– tcpA– with InDel- and PCR-genotypes not previously found in this region.

The chapter provides a retrospective analysis of entrepreneurship development in Russia from the 9th century to 2020. It highlights four periods in the development of SMEs in Russia and gives characteristics of each of the periods. It also highlights criteria for classifying enterprises as small and medium-sized businesses according to Russian legislation. A retrospective analysis of government programs to support SMEs from 1994 to 2020 was carried out. The state support program, effective since 2016, “Strategy for the Development of Small and Medium-Sized Businesses in the Russian Federation for the Period Ending 2030,” is considered in detail. Attention is paid to target indicators of SME development until 2030. An analysis of measures of state support for SMEs in the context of the COVID-19 pandemic has been carried out, highlighting the most affected industries. An analysis of SMEs by region of Russia was also carried out. An analysis of SMEs in effected industries in the post-pandemic period is carried out.

The article describes the first official meetings between the leaders of the Moscow State University of Civil Engineering, BRE Global Limited and the Russian Green Building Council in Moscow on the topic of the localization of the Building Research Establishment's Environmental Assessment Method (BREEAM) to for the Russian Federation. It outlines the main steps taken and the actions to be undertaken of the parties to those proposed activities. Then a brief overview is provided of the main aims of the partners’ organisations, their positions in the countries and their purposes. The main part of the article summarises the benefits of an international “green” standard. There is an introduction to the National Scheme Operators, the processes involved in the BREEAM schemes and the role assessors play. The main intention for the article is to show the potential for synergy when connecting the country’s largest organisations involved in sustainable construction.

The study is devoted to the objects of unfinished construction (hereinafter - UCO). The problem of the UCOs is urgent both for the regions and for the Russian Federation as a whole. The main reasons for the large number of the unfinished construction objects are analyzed in the paper. The global experience of solving the issue of long-term construction is considered. The unfinished objects spoil the architectural outlook of the city, while the lands are used inefficiently and the necrosis of capital occurs. In Russia, as a rule, conservation of these objects is not done that creates a real threat to life and health of people. The state and society cannot count on the economic effect of these objects, and they do not justify the goals and the means invested in them. Based on the conclusions drawn, measures are proposed that will allow preventing the suspension of the objects under construction at the moment, and complete the construction of the objects that begun earlier.
