The article is devoted to the characteristics of environmental investments in the Russian Federation, which are divided into two types: the first investments are aimed at the development and implementation of environmentally friendly production technologies; the second investments are directed to the commissioning of environmental protection and nature-cleaning fixed assets. Investments of the second type are considered in more detail. The data of modern statistics show the reduction of organizations with special costs, associated with investments in the construction of environmental facilities. The dynamics of “green” investments, their structure by directions and sources of financing are analyzed. Economic methods to stimulate environmental investments of enterprises and increase, targeted government spending on the environment, are proposed. As a result, we can consider that transition is needed from the residual principle of financing environmental protection to a directed increase in targeted government spending.

Introduction. Developing environmental entrepreneurship and attracting investments in the sphere of waste management are relevant for increasing the sustainability of economic systems in the circumstances of catastrophic environmental pollution, climate change, and depletion of natural resources. Based on the conducted research, the article assesses the impact of industrial and consumer waste generation on the development of the regional investment market in the sphere of waste management. Materials and Methods. A systemic analysis of the databases of the Federal State Statistics Service characterizing the development of the investment market in the sphere of waste management was performed using the correlation, factor, and regression (linear and nonlinear) methods of analysis, as well as the analysis of variance. On the basis of econometric dynamic modeling using instrumental variables, the study has revealed the dependence of the volume of investment in fixed assets in the Russian Federation aimed at environmental protection and rational use of natural resources on the volume and structure of generated industrial and consumer waste. Results. The volume of investment in fixed assets in the Russian Federation aimed at environmental protection and rational use of natural resources has been prognosticated taking into account the statistical criteria; conclusions have been drawn about strong influence of the dynamics of industrial and consumer waste generation. Based on the conducted research, proposals for increasing investment activity in the sphere of waste management have been formulated. Discussion and Conclusion. The sphere of waste management has a high development potential enabling this sector of the Russian economy, with appropriate competent investment policy, to solve not only environmental, but also significant macroeconomic problems. The results obtained can be used when elaborating and implementing measures aimed at the development of a waste management system, the key exogenous parameter of which, determining the magnitude of the macroeconomic effect, is the volume of investment in the production of waste collection and processing equipment.

The article describes environmental investments in the Russian Federation. It shows the reduction of number of organizations with special costs associated with environmental innovations, changes in the structure of environmental investments, analyzes the sources of funding, shows the dynamics of investments in areas of environmental protection. The information is based on statistics for the past more than 10 years. The paper concludes that there is a need to improve economic methods for stimulating environmental investments and increasing targeted public spending for environmental protection.

The author offers mapping and geoecological analysis of the Russian Federation regions presence in the state program “Environmental Protection”. The unequal distribution of the program’s targets and activities in different regions is revealed. A considerable number of relevant environmental problems for several mentioned regions have not been reflected in the program. It is important to increase the area of specially protected natural areas for a significant number of subjects of the Russian Federation. The status “part of the territory occupied by specially protected natural territories of Federal value in the total area of the subject of the Russian Federation” is recommended to be assigned all regions of Russia. Identification and elimination of objects of accumulated environmental damage that threat to the Volga river is relevant, at least for all the regions in which the Volga flows. Not all regions with a high level of air pollution and/or large masses of air pollutants have the indicator “reduction of total emissions for the reporting year”. It is necessary to increase the Program of measures for the protection of rare and endangered species of plants and to expand the list of regions in which it is planned to protect rare and endangered species of animals.

A single limit on the value of fixed assets for all commercial organizations, equal to forty thousand rubles and existed in accordance with the Order of the Ministry of Finance of the Russian Federation of December 24, 2010 № 186n in PBU 6/01 “Accounting for fixed assets” from January 1, 2011 in the new standard — FSBU 6/2020 “Property, plant and equipment” does not apply. Organizations themselves can determine such limits for their organizations, above which they will consider objects as fixed assets, and below which they will write off to expenses of the current period. The regulator also granted the reporting entities the right to switch to the new accounting procedure voluntarily from January 1, 2021, or, already on a mandatory basis, from January 1, 2022. The article examines, using an example, a retrospective and prospective transition to new individual limits for fixed assets from January 1, 2021.

To achieve this goal, the following tasks were solved: the structure of investments in fixed assets in the Russian Federation by sources of financing was investigated; the forms of bank financing of investment projects are characterized, types of project financing are identified depending on the distribution of risks between the bank and the borrower. During the study, the following methods were used: a review of literary sources, comparison and grouping.

The article discusses topical innovations in the development of the current economic mechanism for environmental protection. The issues of introducing into the system of environmental customs fees of carbon payments to import «climate unfavorable» goods, its environmental efficiency is analyzed, as well as economic consequences from the inclusion of payment into the system of customs fees of the European Region. In the specified context, the authors consider problems and prospects for the implementation of such environmental payments into the system of national law of the Russian Federation.

Today in Russia there are 1120 cities that are located in the territories with varying degrees of concentration. In the federal districts and regions of the Russian Federation, there is a wide disparity not only in the size of cities, but also in their growth rates. At a decrease in the population in small cities, there is an increase in big towns and cities with more than one million inhabitants. This trend shows the “attraction” of the population from regions into capital cities. The aim of the article is to assess the effects of factors that can influence the growth of a city in the Russian Federation. The scientific novelty of the research consists in the analysis of the influence of external (infrastructure, security) and internal (economic, social, infrastructure, human capital, environmental situation) factors on the growth of cities. The paper presents a system of factor indicators of urban growth. Cities of different sizes have different levels of life standard, and therefore author’s methodology was tested in terms of urban sizes: towns, medium-sized cities, large cities, million-plus cities. The significant factors in the growth of millionplus cities in the Russian Federation are the initial population size and average monthly wages. The growth in the population of large cities is negatively affected by the spatial concentration of industrial enterprises. A high level of average monthly wages contributes to an increase in the population of this type of cities. A significant positive impact on the growth of large cities depends on the concentration of mining industry, volume of investments in fixed assets, number of doctors. The concentration of mining industrial production has a positive effect on the basic growth rate of medium-sized cities. The concentration of manufacturing and the volume of investment in fixed assets have a significant positive effect on the growth of small towns. The practical significance of the obtained results consists in the possibility of creation of a methodological toolkit for the assessment of urban systems of the region, which can become the basis for the development of an algorithm for the strategic planning of the spatial development of cities in the Russian Federation.

Subject. We consider financial parameters of the Russian Federation economy. Objectives. The purpose is to assess the condition of the financial system of the Russian Federation based on the analysis of financial parameters of the national economy. Methods. The study employs analytical and expert methods on the basis of the analysis of data of the Bank of Russia and the Federal State Statistics Service. Results. The paper analyzes certain financial parameters of the Russian national economy, i.e. investments in fixed assets by fixed asset type, the country's external debt, the national currency rate of exchange, in comparison with indicators, characterizing the condition of the financial system, i.e. capitalization of commercial banks, monetary aggregates, the volume of reserves of the Bank of Russia. The analysis shows a better dynamics against that predicted at the beginning of the crisis period. Conclusions. To justify the assessment of the condition of the financial system, it is necessary to rely on a deeper analysis of a wider range of indicators, both economic and financial.
