With the development of megalopolises, constant expansion of their borders and chaotic and – to a greater extent – unreasonable territorial division of lands, potential recreational areas are experiencing colossal anthropogenic load and can be found in the state of oppression, gradually moving into an industrial functional zone, from the environmental point of view. For the preservation of ecosystems and rational planning of urban development, it is necessary to pay special attention to the functional purpose and mode of use of the sites, which are the essence of zoning and governance in the field of urban development of land. This paper presents a geoecological assessment of the dynamics of changes in pollution halos among the functional areas of the Eastern Administrative Okrug of Moscow over the past 30 years. Geochemical series of pollutants were compiled with the help of methods of preliminary preparation and statistical data processing. A forecast of the spread of pollution in the surface horizon for the next 100 years is presented, taking into account the hydrogeological features of the territory of the Eastern Administrative Okrug of Moscow.

In the article, the author reflects the existing problems of the fight against corruption in the Russian Federation. He focuses on the opacity of the work of state bodies, leading to an increase in bribery and corruption. The topic we have chosen is socially exciting in our days, since its significance is growing on a large scale at all levels of the investigated aspect of our modern life. Democratic institutions are being jeopardized, the difference in the position of social strata of society in society’s access to material goods is growing, and the state of society is suffering from the moral point of view, citizens are losing confidence in the government, and in the top officials of the state.

Information on the18 species of vertebrates included in the Red Book of the Russian Federation and the Red Book of the Chelyabinsk Region habitats in the territory of the Zyuratkul National Park is presented. The developed system of functional zones in the Zyuratkul National Park is presented in order to ensure the safety of animals living on its territory. The analysis of literary sources describing the Red Book species of vertebrates inhabiting this territory is presented, on the basis of which the necessary requirements for their habitat are characterized and the climatic conditions formed in the studied territory are described. The general geographical features of the area are revealed, the laws of natural and economic territorial complexes are established. The established boundaries of the habitats of vertebrates are highlighted and plotted on schematic maps. Proposals have been developed to adjust the boundaries of previously defined functional areas. Proposals have been made for monitoring the number of rare and endangered species of vertebrates and monitoring anthropogenic load.

Formulation of the problem. Issues of environmental management, infrastructure of regional and municipal scale, development of trade and services, use of real estate, introduction of special forms of education, culture and health care can be implemented with the help of financial resources of the region. The work is devoted to theoretical aspects of financial resources of state extrabudgetary funds of the Russian Federation. The purpose of the article is to determine the importance and place of state extrabudgetary funds in the financial system, the main directions of optimization of state financial resources, their development in spatial aspect from the point of view of the functioning of territorial budgetary systems and federal extrabudgetary funds in the regions of the country. The object of the study is the financial resources of the state extrabudgetary funds of the Russian Federation. Methods used in the study. The methodological basis of the study is the system of scientific methods used in the complex to achieve the goal and solve the set tasks. The dialectical method had made it possible to justify causal relations in the operation of State budgetary systems. The historical method is applied in the study of historical experience of financing the social sphere. Popular scientific, systemic and logical methods have also been used to obtain research findings. The empirical basis was international conventions, legislative acts of the Russian Federation, reference literature. Statement of the main material. Public finances in the regions should be considered not only with regard to the budgetary sphere, but also the activities of state social extra -budgetary funds, their importance in education and spending of public finances. The functioning of State budgetary funds is based on the rele- vant legal acts of State authorities, where their activities are regulated, sources of education are established and rules for the use of financial resources are drawn up. One of the main priorities of the Government 's activities is the pension, social and medical sectors, which need significant expenditures. The systemic independence of the above-mentioned funds, their removal from the budgetary sphere, will ensure the smooth implementation of these expenditures. Research conclusions. The analysis of theoretical aspects of financial resources makes it possible to conclude that regardless of the interpretation of the concept of "financial system," state extrabudgetary funds are an independent link of the current financial system of Russia. The diversity of forms and sources of financing for social development and social protection programmes has determined the increased responsibility of the State in regulating these processes, the improvement of which should mean the implementation of a set of measures.

The author places special emphasis on the fiscal function of the customs authorities, which is expressed in the formation of the federal budget revenues. Apart from that, fiscal function is a fundamental one from the point of view of determining the state economic potential. The article provides a detailed analysis of the mechanism of customs revenue administration, which is integral to solving the fiscal problem, and the legal foundations of which are laid both at the national and supranational levels.

Abstract Using the case study method, the study examines the prospects and initiatives of the state that can create preconditions for the formation of new areas of legal regulation in the field of digital public procurement as well as issues of improving the mechanisms of information systems, taking into account the specifics of states with a multi-structured economy. The objective of the study is to assess the applicability of the tools for digital transformation of the Russian Federation in the field of public procurement in the context of international practice. Confirming all the advantages of the idea of digital transformation of public procurement systems, the Russian experience is intended to demonstrate what problems at the level of legislative regulation the state policy associated with the implementation of such systems can face. In this case, in contrast to foreign practices, the Russian system of electronic public procurement in the aggregate creates a single information space that, in fact, has no direct analogues and is a special example of interaction between electronic platforms in this area. In addition, the example of introducing distributed ledger technology into such systems is significant from the point of view of the functioning of electronic public procurement platforms. The results of this study and the tools used to assess legal regulation in the field of public procurement can be used by state authorities of the Russian Federation, taking into account the needs of entrepreneurs, to better assess the feasibility and consequences of participation in public procurement procedures. This study’s results can also be of relevance to researchers of comparative legislation in the field of legal regulation of public procurement.

The article analyzes the master plans and functional areas of 42 cities from different federal districts of the Russian Federation. To identify the dependencies between the characteristics of localities and the allocation of functional zones in them, the data clustering method was applied. Also criteria for clustering were identified – these are quantitative characteristics that are universal for various localities: total area of a locality, population, population density and gross regional product. With these criteria clustering was carried out using the software package «Deductor», based on algorithms of neural network modeling. Self-organizing Kohonen maps (SOM) were used to visualize the obtained data. As a result of the clustering the connection between the characteristics of localities and the ratio of functional zones in them is revealed.

The article deals with the concept of an electoral landscape, it is noted that its content includes both electoral phenomena proper and phenomena considered as factors that influence them. The point of view is stated that the method of qualitative background is better suited for cartographic reflection of the electoral landscape. In connection with the practical orientation of electoral subjects, it is important to map not only the primary information, but also display the results of analytical work. Based on the study of the correlation of electoral phenomena with socio-economic and worldview phenomena, support factors have been established for each of the three main political parties. The results of the elections to the State Duma of the Russian Federation in 2016 were used. In terms of the quantitative ratio of ??support factors / actually provided support?, four types of electoral predisposition of RF subjects were identified. These are regions of sustained-increased support for a particular party, regions of sustained-lower support, regions of potential increase and potential downgrade of support. The maps of the Russian Federation reflect the distribution of types of electoral predisposition in the Russian Federation.
