The article is devoted to the study of problematic issues of ensuring environmental safety in the Russian Federation as an urgent task of the state and society, on the solution of which the national security of the country and the possibility of its sustainable development largely depend. The role and importance of environmental safety in the system of national security of Russia is analyzed, the necessity of forming and implementing a long-term state policy in the field of environmental protection and rational use of natural resources is proved. On the basis of environmental monitoring data, the current state of the environment is characterized, especially in areas of intensive industrial production (the Urals, Siberia, the Arctic), negative anthropogenic factors are identified that violate the ecological balance in the territories of active resource extraction, and the environmental threats arising in this connection are analyzed. It is noted that in the context of increasing economic activity and global climate change, compliance with environmental safety requirements becomes a factor capable of ensuring sustainable economic development.

After analyzing the documents of the strategic planning of the Russian Federation, the state policy of the Russian Federation in the Arctic until 2035, the author makes an attempt to consider current legal problems in the field of environmental management and environmental protection in the region, ensuring the sustainable development of the Arctic zone of the Russian Federation. The article highlights the main threats and risks of ensuring the environmental safety, including when applying innovative, genomic technologies in the field of agriculture. In conclusion, a summary is made about the need to amend the legislation of the Russian Federation in terms of ensuring the environmental safety and sustainable development of the Arctic zone of the Russian Federation

The theme of the article is essentially relevant. Relevant because Russian environmental safety can be ensured only with a glance to the sustainable development. In order to make this happen the state's priorities should be altered from economic to ecological ones. The article clarifies the definition of environmental safety, identifies the place and role of environmental safety in the country's national security, discusses some of the issues of the environmental security in a state in today's ecological crisis, offers a mechanism to ensure environmental safety, reflects the need for a change in the perspective of decision-makers and different groups of citizens with the instruments of ecologically-oriented policy. Moreover, the author explains the necessity of environmental education for the implementation of the environmental security in Russia in terms of the sustainable development. The author points out that if the systems of nature and the appropriate quality of the environment remain in a proper balance, the sustainable development in the Russian Federation, the quality of life and health of its population, as well as national security will be ensured. The fact, that the National Security Strategy of the Russian Federation includes the issue of environmental safety and defines it as a safeguard of the sustainable development in the society and favorable living conditions, is a reflection of such understandings. The article underlines there is a need to develop a mechanism for improving the legal regulation in the sphere of environmental security in the country. In this regard, the author concludes that such a mechanism will be aimed at protecting the interests of citizens and their right to an ecologically safe environment. That objective implies that enterprises and organization of all forms of ownership should be economically motivated to use the environmentally acceptable technologies and, consequently, to improve the environment's condition. The author implies that the environmental security is an essential component of the state national security, which can become a nation-binding idea, that can unite the peoples of Russia.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

The article examines the main challenges to the national security of the Russian Federation in the Arctic region. In particular, the author analyzes the reasons for the behavioral patterns of Russia and the NATO countries in relation to the Arctic through the prism of a realistic paradigm in the theory of international relations. It is the comprehensive approach to the consideration of the Arctic situation that determines the novelty and relevance of the study. In connection with the discovery and development of large mineral deposits, the role of the Arctic region in modern world political processes has increased. Also, since the late 20th – early 21st century, the Arctic has been in the focus of increased attention of international actors due to its geopolitical importance. All this makes it a priority for Russia. The intensification of the economic activity of the Russian Federation in the Arctic, as well as the implementation of such projects as the Northern Sea Route, has become the cause of the growing tensions in the region. The United States and other NATO countries, whose geopolitical interests are affected, are not only strengthening their anti-Russian rhetoric, but also increasing their military presence. In turn, this is perceived by the Russian side as a strategic threat and leads to mirror measures, including the deployment of a military infrastructure and an increase in the number of military exercises. However, despite growing tensions in the Arctic, Russia has consistently demonstrated its readiness for open dialogue and cooperation with its Western partners.

The presented analytical review considers environmental and socio-economic problems of environmental management in the Arctic, the comprehensive studies of which were carried out within the framework of the subprogramme "Development and use of the Arctic" of the Federal target program "World ocean", the Federal target program "risk Reduction and mitigation of natural and man – made emergencies in the Russian Federation", the UNEP/GEF project "Russian Federation-support to The national action plan for the protection of the Arctic marine environment" and other international projects. Many of the author's conceptual and methodological developments remain relevant at present to solve the problems identified in the strategy of development of the Arctic zone of the Russian Federation and national security for the period up to 2020, the Strategy of development of Maritime activities of the Russian Federation until 2030, the Strategy of national security of the Russian Federation. Strategic planning documents have been developed: including the Basics of the state policy of the Russian Federation in the Arctic, the action Plan of the Arctic Council for sustainable development, the Strategic action program (SPD) for environmental protection of the Arctic zone of the Russian Federation, the draft concept of sustainable development of the Arctic zone of the Russian Federation, investment proposals and guidelines for cleaning the Arctic territories from pollution, including in the areas of the Russian presence on the Svalbard archipelago, reduction of natural and man-made risks of emergency situations and increase of protection of valuable natural areas. Also in the monograph are considered: proposals for the regulatory consolidation of the boundaries of the Arctic natural territory in the Russian Arctic to establish a special regime of natural resources, taking into account the high vulnerability of Arctic ecosystems to man-made impacts; methods of causal analysis to determine the relationship between the quality of the environment, the activities of sectors (industries) and the policy of public administration and regulation; road map for the transition from sectoral to complex (integrated) management of marine environmental management; methods of marine spatial planning; strategic environmental assessment of infrastructure projects, etc.

t. Theoretical approaches to the sustainable development of cities and towns in the Arctic zone of the Russian Federation are considered. As such approaches, the concept of a «green» smart city, the concept of thermal stress in an Arctic city, the concept of a «winter city», the concept of an Arctic base city, the concept of developing coastal Arctic settlements based on the principles of the blue economy (the economy of marine nature management and coastal zones), the concept of ensuring the vital activity of Arctic cities, etc. are analyzed. In addition, the contribution of Arctic cities to environmental pollution and climate change, socio-economic and demographic development of the Arctic zone is analyzed. The development of Arctic cities, especially single-industry towns and settlements is considered in the context of the Republic of Karelia, the Murmansk, Arkhangelsk Regions, the Komi Republic, the Chukotka Autonomous Okrug, the Republic of Sakha (Yakutia) and the Krasnoyarsk Territory. The main directions of sustainable development of Arctic cities and towns are substantiated from the point of view of achieving the target indicators of the “Strategy for the development of the Arctic zone of the Russian Federation and ensuring national security for the period up to 2035”.
