This research is part of the RO-BG Cross-Border Cooperation Program, project “CLEANDANUBE”, MIS-ETC 653, which has finalised by providing a common strategy to prevent the Danube’s pollution technological risks with oil and oil products. This paper presents a new sustainable water purification solution. A short introduction will be offered and an overview regarding the research and new methods to greening the waste is provided. The theoretical aspects of the centrifugal separation phenomenon are studied and the preliminary project bases were established. The paper conveys the possible constructive variations and the technological implications of those. Ultimately, the technical project for a new water purification solution and conclusions with critical points encountered during the designing phase are presented.

Abstract An ANSYS simulation of the multiphase complex fluid flow motion in a centrifugal device (tricanter) is presented in the paper. This centrifugal device is designed for one step efficient solution for contaminated river water processing with oil and oil products. The proposed tricanter is one of the main objectives of the project named “Common strategy to prevent the Danube’s pollution technological risks with oil and oil products CLEANDANUBE” financed by European Commission within the frame of Romania-Bulgaria Trans-Border Cooperation Program 2007 - 2013 (grant MIS-ETC code 653). Results for liquid phases (water and oil products) and for solid particles motion are presented graphically and are commented.

Transportation of oil and oil products through main pipelines is accompanied by the outpouring of these components into the environment, which creates risks of reducing the level of environmental safety and emergencies. The object of research is the factors and methods of environmental and civil safety management of cross-border transportation of oil and oil products through pipelines. Investigated problem is the analysis of environmental and civil safety management factors for cross-border transportation of oil and oil products through pipelines has been carried out and new technical and organizational solutions have been proposed to improve the level of management. The environmental safety of oil and gas facilities is defined as the state of environmentally safe functioning of oil and gas facilities and the absence of harmful environmental impact on these facilities. On the basis of the analysis of emergency situations on the linear part of the main oil pipelines, five main reasons leading to depressurization have been identified and ranked. The oil pipeline emergency is presented in a mathematical form. The analysis of depressurization of main oil pipelines in the world and in the Lviv region is carried out. The international normative legal acts regulating the management aspects of environmental and civil safety of cross-border transportation of oil and oil products are analyzed. Innovative products – in case of water pollution as a result of a catastrophic inflow of oil products, it is proposed to use a patented installation for modeling the process of pollution of running water and a method of physical modeling of the process of spreading pollution as a result of a single discharge of oil products into the river. In the case of soil contamination with oil products, it was proposed to use a patented installation for modeling the process of filtration of contaminated solutions through the soil or bottom sediments. The advantages of the proposed new technical solutions based on known analogues are shown. The area of practical use of the research results is the subdivisions of the Ministry of Environmental Protection and Natural Resources of Ukraine, the State Service of Ukraine for Emergency Situations, NJSC Naftogaz of Ukraine, higher educational institutions, research institutes of oil and gas ecological profile.

This paper seeks to investigate sustainable cross-border cooperation (CBC) as a distinctive model of interstate collaboration, embedded in the neighboring borderland regions of two or more countries. The focus of the research revolves around the establishment and further development of geostrategic, economic, cultural and scientific capacity of the Ukrainian-Romanian partnership as a fundamental construct in ensuring and strengthening the stability, security and cooperation in Europe. This research highlights Ukraine’s aspirations to establish, develop and diversify bilateral good-neighborly relations with Romania both regionally and internationally. The main objective is to elucidate Ukraine-Romania cross-border cooperation initiatives, inasmuch Ukraine-Romania CBC has been stirring up considerable interest in terms of its inexhaustible historical, cultural and spiritual ties. Furthermore, the similarity of the neighboring states’ strategic orientations grounds the basis for development and enhancement of Ukraine-Romania cooperation. The authors used desk research and quantitative research to conclude that Ukraine-Romania CBC has the impact not only on the EU and on Ukraine multi-vector foreign policy, but it also has the longer-term global consequences. In the light of the current reality, the idea of introducing and reinforcing the importance of Cross-Border Cooperation (CBC) sounds quite topical and relevant. This research considers a number of explanations for Ukraine-Romania Cross-Border Cooperation as a key element of the EU policy towards its neighbors. Besides, the subject of the research is considered from different perspectives in order to show the diversity and complexity of the Ukraine-Romania relations in view of the fact that sharing common borders we are presumed to find common solutions. As the research has demonstrated, the Ukraine-Romania cross border cooperation is a pivotal factor of boosting geostrategic, economic, political and cultural development for each participant country, largely depending on the neighboring countries’ cohesion and convergence. Significantly, there is an even stronger emphasis on the fact that while sharing the same borders, the countries share common interests and aspirations for economic thriving, cultural exchange, diplomatic ties and security, guaranteed by a legal framework. The findings of this study have a number of important implications for further development and enhancement of Ukraine-Romania cooperation. Accordingly, the research shows how imperative are the benefits of Romania as a strategic partner for outlining top priorities of Ukraine’s foreign policy.
