Despite the fact that the theory of endogenous growth states that economic growth is mainly the result of endogenous rather than external forces, however, the theory assigns the greatest role in this growth to investment in human capital, innovation, knowledge, etc. Because of this, the greatest attention in the aspect of economic development of territories is given to the nature of the implementation of national projects as locomotives of growth. However, their implementation at the regional and local level is hindered by the extreme lack of preparation of local and regional management in the field of their own project and organizational activities, as well as clear interaction among themselves. The solution to this problem is associated with a new stage of local self-government reform aimed at building a model of a single executive vertical based on cooperative federalism. In the article, the author analyses two main trends in the development of this model: management centralization and cooperation. It is established that centralization has affected all aspects and directions of the implementation of power, while the problem of cooperation and coordination of actions of individual branches, spheres and levels of government remains. The task is set, and certain steps are identified to implement a complementary combination of centralization and cooperation or coordination of actions at different levels of management.

The article analyses modern legal methods used by the post- Soviet states to improve the performance of local representative bodies of self-government. The experience of the Republic of Moldova and the Russian Federation in the period after gaining their independence (1991) is used as an example. The author reimagines the formation of the Russian and Moldovan systems of local government, thus showing that the process was attended by a radical breakdown of the former command and administrative structures and by the widespread introduction, too hasty at times, of new forms of the state power and governance, specifically, at the local level. The article delves into the successful and unsuccessful attempts of the Moldovan and Russian leadership to increase the performance of local representative authorities. In particular, the author focuses on identifying, systematizing and conducting a comprehensive analysis of the typical for the post-Soviet states conflicts between different levels of the power and administration, which the author believes are primarily caused by the distribution of power and the management of financial resources. Finally, the author attempts to put in perspective the prospects for the development and performance increase of local representative bodies in Moldova and Russia in the wake of the recent global crisis trends.

Розглядається організаційно-культурна діяльність одного з помітних у регіональному просторі Західного Полісся фотомитця – Олександра Купчинського, а саме виставковий її вектор, втілений в презентації артефактів світового фотомистецтва; видавничий, розглянутий у  контексті  друку  різноманітних  фотоальбомів  із  творів експонентів, організація творчих зустрічей художньої інтелігенції міста з питань обговорення актуальних питань культурного розвитку, заснування фотоклубу тощо. Доводиться, що втрата зв’язку з Батьківщиною, у якій би формі це не відбувалося, не дозволяє митцю творчо самореалізуватися повною мірою. The importance and problematic range of local government reform in the regions of the country and ways of its solution in the field of culture are analyzed. The most effective steps are proposed for management structures at different levels to change attitudes of both the management and the local population regarding different cultural practices. Emphasis is placed on the role of sectoral methodological services in the implementation of this reform. The experience of other countries in activating the local population in this process is emphasized. An attempt has been made to offer effective, in the authors' opinion, solutions to the reform. Emphasis is placed on the educational factor.

Processes of the expected spatial socio-economic changes arise as a result of rational planning and continuation of development at regional and local level. A three-tier division ofthe local self-government creates opportunities for engagement of community in the rational planning model and local resource management, as well as usage of production factors; for socio-economic growth and improvement in the quality of life of the residents. The aim of the article is to show the functional structure and role of local government units in formation of regional and local policy toincrease economic growth, while maintaining the environmental protection requirements.

The article examines the relationship between attracting foreign capital in the form of foreign direct investment and ensuring economic development. In particular, the analysis of the current structure of the economy is indicated, its raw material character is pointed out and, based on other researches, the necessity of its reform is substantiated, as Ukraine will remain a low-income country if the current trend continues. This is due to the fact that countries with a raw material structure of the economy are characterized by a low level of economic complexity, and therefore are not able to generate high levels of income in society. As a result, the expediency of stimulating the attraction of investment resources into the country’s economy, in particular in the form of foreign direct investment, is substantiated. The dynamics of attracting foreign direct investment to Ukraine and a number of other countries for the period from 1991 to 2019 is analyzed and the key negative factors that deter foreign investors from investing in the economy of Ukraine are indicated. As a result of the analysis, divergent trends in the economic development of Ukraine and other analyzed countries (Poland, Czech Republic, Slovakia, Turkey, Romania, Hungary) were identified, which contributed to economic stagnation and restrained economic growth and development. Taking into account the analysis, as well as based on the concept of investment and innovation growth, it is proposed to use the experience of Israel to improve the country’s investment attractiveness and stimulate foreign capital inflows by adapting the Yozma program to Ukrainian realities. According to our estimates, the adaptation of this program to the Ukrainian economy will attract about $ 350 million over a five-year period of venture capital alone. In addition, programs such as YOSMA can also be implemented at the regional or even local level. We believe that the use of this tool will improve the investment attractiveness of the country, as well as provide sufficient financial resources to modernize the domestic economy and ensure rapid economic growth.

The article analyzes scientific approaches to defining the concept of inclusive growth, its place, and its role in the structure of economic systems. Attention is paid to the participation of various researchers and international organizations in the formation of this concept. The practical as-pects of the implementation of the concept of “inclusive economic growth” are determined and the prospects for further research on this concept are outlined, in particular, in terms of different levels of the economy.
