COVID-19 pandemic intensified the transition to online learning practices. The article aims to analyse how students perceive distance education quality compared to face-to-face education mode. The author argues that the groups of social actors, interested in the promotion of distance education in higher schools, include: university leadership, geographically and physically disadvantaged students. In the period 2015-2020 the group of USUE researchers conducted a series of students’ surveys. Analysing the survey findings, the author states that despite the benefits of distance education, students consider that the quality of distance learning is inferior to the traditional face-to-face education mode. Among the problems faced by students in distance learning, is their inability to select information, assess its reliability, and differentiate significant information from insignificant. It is concluded that it is of great importance to continue research into the impacts of digitalization on the quality of higher education.

This article considers the perspective of the key social actors (students, teachers and university management) regarding distance education development in Russia. In the modern information and digital age, distance education – based on the possibility of disseminating knowledge through modern computer technologies – is being actively introduced into the Russian higher education system. The pace of implementation is increasing in Russia, yet its assessment as a new form of learning and teaching is ambiguous. There are clear advantages to this form when compared with traditional face-to-face classroom instruction including: the accessibility of education to a wide audience; the possibility to earn a degree irrespective of place of residence; variability of learning time selection; relatively low tuition fees. At the same time, however, many believe that the quality of education received by distance students is lower than that received via face-to-face teaching, due to both the lack of student’ readiness and the difficulties related to pedagogical process organization and management. This study considers whether distance higher education will continue to develop in Russia. The answer to this question depends to a large extent on the perspective of the key social actors. The study analyses their attitudes to distance education and make the following conclusions: 1) University management generally accept this form because of its economic advantage and attitudes of the higher education authorities. Students also vote in favour, because it allows them to earn a degree without giving up work, family and home-related commitments. The most negative assessment is given by teachers who conduct classes at a distance and can compare distance learning outcomes with those in the traditional face-to-face classroom instruction. The article presents the results of the study of standard-setting activities of higher education institutions (certain aspects of said activities under the conditions of the pandemic). The authors conclude that the conditions of the pandemic and the transition to remote work determined the need for corrections in the legislation governing the activities of educational institutions to maintain the level of quality of higher education. In particular, due to students’ mass transition to distance learning, there is a need to create quality standards for distance education and the attestation procedure for universities using blended and distance learning.

In the context of the digital economy and the globalization of the social sphere, the introduction of distance learning technologies in the educational process, as well as the legal regulation of distance education and assessing its quality are the most relevant. Mass quarantine restrictions associated with the COVID-19 coronavirus pandemic, on the one hand, challenged existing distance learning systems, on the other hand, created a serious impetus for its further development. The first goal of the study is to analyze the regulatory legal acts regulating distance education in the Russian Federation with a view to establishing its place and role in the educational process. The second goal of the study is to assess the quality of distance education in modern conditions. To achieve these goals, regulatory legal acts were analyzed, an assessment of distance education in the Russian Federation at the present stage was given, a system of indicators for assessing the quality of higher education was developed. To conduct the study, methods such as the deduction method, methods for calculating relative values and a graphical analysis method were used. Based on the study of normative legal acts, it was concluded that distance learning is an educational technology and, accordingly, can be used as a means of organizing the educational process in the implementation of the educational program for any form of training, including full-time, in accordance with local educational normative acts organization. At the same time, modern services for the implementation of distance learning have wide functional capabilities, which, if used correctly, allows achieving the proper level of quality. Based on the analysis of fundamental legal documents and available sources of information, the authors developed a system of indicators for a comprehensive assessment of the quality of higher education, which includes three groups of indicators: the quality of students, the quality of the teaching staff and the quality of the educational process.

At the present stage, Kazakhstan is in new socio-political, economic and international conditions caused by growing globalization. This determines, on the one hand, a significant impact on the development of the education system of Kazakhstan of world educational trends, on the other hand, the market nature of the national economy determines the inevitability of the impact of education in general, and educational services, in particular, on the country's economy and its development through the capitalization of knowledge. Currently, Kazakhstan's universities are developing in accordance with the trends that have developed in the world and domestic economy, among which globalization stands out. The modern Kazakh higher education is characterized by the desire to integrate into the world educational space. The purpose of this article is to study the international experience in managing the quality of higher education on the example of some European countries and the United States of America. The modern two models of quality management of higher education in the global educational space are characterized and the model of assessing the quality of higher education in Kazakhstan is determined. The article analyzes the Kazakh legislation in the field of state control and assessment of the quality of higher education. The best approaches to assessing the quality of higher education for the Kazakh higher education system have been identified, following the example of the foreign countries under consideration. To write the article such methods of research as analysis of legal acts and documents, case study, deduction and generalization were used.

In modern conditions of reforming the system of higher education, the introduction of time-based blended and distance learning, the mission of higher education is to ensure the efficiency and quality of university education. Therefore, the problem of using blended and distance learning technologies becomes relevant, which, taking into account the peculiarities of the conduct, should ensure the quality of educational services for students. Blended learning is defined as a hybrid of traditional face-to-face and online learning so that instruction occurs both in the classroom and online, and where the online component becomes a natural extension of traditional classroom learning. The article highlights the peculiarities of the introduction of mixed and distance learning at the university, analyzes and clarifies the essence and content of the concepts of « blended learning», «distance learning», identifies the main approaches, methodical principles underlying the organization of the educational process, the priority tasks and advantages of the introduced forms of education are singled out, the tendencies of their development are outlined, in particular in modern conditions. The methods, organizational forms and means used during blended and distance learning are described, specific examples of their introduction at Kyiv International University are given, as well as the schematic structure of the methodical system of the proposed forms of education that ensure the quality of university education. It is proved that blended and distance learning solves the problems of individualization, intensification and optimization of education, is the most effective evolution of the traditional model of learning7

The current study looked at how computers help students of different reading abilities. Studies have been conducted on the effect of computers on educational achievement and attitudinal levels. During this study, we have gone through the impact of Bloom’s taxonomy over the conventional system and then focused on integrating CAI in higher education. This research is branching out to encompass the use of computers in the education system. The paper aims to outline and elaborate on the way computers aid every department of life, including education. Information is much more valuable when presented within the context of education or training. Teaching to reflect well is known as “advance” teaching. This research paper is concerned with the educational faculties, facilities, and the organizational structure of the educational process. This study aims to focus on CAI to improve the quality of higher education in India. We have also discussed the areas where we can implement this technology

<div><p><em>Open and Distance Learning (ODL) has very crucial role in our higher education. According to Distance Education Bureau, UGC; approx. 23.50% of the total higher education enrolment comes from distance education but this mode has been facing few major challenges since the time of its inception. ‘Distance’ is the biggest challenge for ODL. Distance educators have been trying to overcome this issue with the help of technology. ICT is the most appropriate solution. The interactive nature of this technology can minimize the impact of ‘distance’. Website is one of the most important tool of ICT. Despite that the system of higher education has been greatly affecting during the crisis of COVID-19, the Higher Education institutions forced to adapt to the new situation quickly and change the models of education from traditional system to distance learning system because of the increasing of student enrollments. Although there are different systems of Distance Learning which helps students get their education, still doubts of achieving the planed learning outcomes. The aim of this paper is to try understand the most requirements needed to build a good distance learning system, and to know the impact of distance learning requirements in achieving learning outcomes during COVID-19 at the private Jordanian universities. The results revealed that the Jordanian Private Universities operating at Amman are aware of the importance of distance learning requirements (The Human Resources, the Infrastructure, the Academic, the Financial, and the Managerial). And the learning outcomes (the knowledge, skills and competencies) were achieved by using distance learning as a substitute of face to face education. For this purposes a purposive sample was selected consisted of (11) Universities that are operating at AmmanGovernorate, and the sampling unit was consisted of those who occupied the positions of dean and head of academic department in the (11) universities, and their number reached (235). The most important recommendation of this paper is to strengthen the human resources, the infrastructure and the academic requirements, and to get attention more to the financial and the managerial requirements on achieving leaning outcomes.
