Objectives To describe and evaluate the accuracy, intra- and inter-observer variability of the laxity index (LI), used to quantify hip laxity on stress radiographs obtained with the Vezzoni-modified Badertscher distension device (VMBDD). Methods Stress radiographs of 10 dogs obtained with the VMBDD were measured three times by an experienced observer. Six participants with different backgrounds (two ECVDI residents, two PhD students, two veterinary assistants) followed a short presentation and performed subsequently the measurements four times in two separate sessions. The effect of self-learning, feedback and specialization on the accuracy of the measurements was assessed. Results While the intra- and inter-observer variability were in agreement with other studies, the results of the experienced observer indicated that the variability can be very low. Neither feedback nor self-learning improved the results. A high degree of experience in radiographic assessment was not necessary to perform the measurements correctly. Clinical Significance As the LI measurements were acceptable after a short presentation, they support the use of VMBDD for a complete and correct in-house evaluation of the hip joint by trained clinicians. However, we propose that, in the context of screening, measurements should be performed by a limited number of experienced examiners, to limit the impact of the inter-observer variability.

Objective: To evaluate inter- and intra-observer variability, influence of hair clipping and laser guidance on canine thigh circumference (TC) measurements amongst observers.

Background: It was our goal to further study the reliability of canine TC measurements as currently performed. For this purpose we designed a cadaveric model that allows for controlled inflation of the thigh resembling increase of muscle mass. We also investigated the impact of novel technologies (laser guidance) and hair clipping on TC measurements in this model.

Evidentiary value: Phase 1 cadaveric study - five long-haired, large breed canine cadavers; Phase 2 clinical study - eight clinically healthy Golden Retrievers. This study should impact clinical research and practice.

Methods: Phase 1 - Canine cadaveric thigh girth was manually expanded to three different levels using a custom, submuscular inflation system before and after hair clipping; Phase 2 - TC of Golden Retrievers was measured with and without laser guidance. TC measurements for both phases were performed by four observers in triplicate resulting in a total of 552 measurements.

Results: Phase 1 - TC measurements before and after hair clipping were significantly different (3.44cm difference, p<0.001). Overall inter-observer and intra-observer variability were 2.26±1.18cm and 0.90±0.61cm, respectively. Phase 2 - Laser guidance nominally improved inter-observer variability (3.34 ±1.09cm versus 4.78 ±2.60cm) but did not affect intra-observer variability (1.14 ±0.66cm versus 1.13 ±0.77cm).

Conclusion: TC measurement is a low fidelity outcome measure with a large inter- and intra-observer variability even under controlled conditions in a cadaveric setting. Current methods of canine TC measurement may not produce a valid outcome measurement. If utilised, hair coat clipping status should be considered and an intra-observer variability of at least 1cm should be assumed when comparing repeated TC measurements. Laser guidance may be helpful to nominally reduce inter-observer variability in settings with multiple observers. Further investigation of alternative methods for canine TC measurement should be pursued.

Application: This information should be considered by everyone utilizing TC measurements as an outcome assessment for clinical or research purposes.

In order to reveal the impact of different viewing field on observer metamerism and accuracy of soft-proofing between display and printed samples. An EIZO LCD display was placed inside the back of the viewing cabinet concealed by a grey background board. 38 observers were asked to match 9 test colors for each configuration. The spectra-data of printed samples and the matched color patches were measured by Photo- Research PR-650 in this experiment. The CIELAB color difference was used to evaluate the intra-observer and inter-observer variability under different viewing field. The chromaticity ellipses were used to evaluate the observation variability of an observer repeated several times and all observers. Observers had similar observation variability in the two configurations. Both sets of results had smaller observer variability and a closer agreement to the CIE standard colorimetric observer.

The paper analyzes the impact of the “model budget” on the problems of intergovernmental relations in the Russian Federation: a high proportion of expenditure obligations of regional and local budgets and a high degree of interregional inequality in fiscal capacity and socio-economic development. It was concluded that the planned broader use of the “model budget” will not solve the problem of unfunded mandates and will lead first to a significant reduction in incentives for regional authorities to develop the territorial revenue base, and then to economic slowdown in the country. As an alternative approach to improving intergovernmental relations, options are being considered for adjusting the parameters of the equalization transfers distribution formula, the procedure for determining their total volume and calculating the budget expenditure index. In solving the problem of unfunded mandates, an equally important role is given to the procedure for preparing a financial and economic rationale for draft laws.

Introduction. T e leading place in the structure of occupational morbidity of agricultural machine operators is occupied by vertebroneurological diseases, the development of which can be associated with the impact of ergonomic factors of labor activity. T e aim of the study is to assess the ergonomic factors of working conditions on mobile agricultural machinery and to identify their impact on the formation of health disorders of agricultural machine operators. Materials and methods. Complex physiological and ergonomic researches at operation of tractors and combine harvesters of old samples of domestic production including an assessment of the organization of workplaces on compliance to requirements of ergonomics and anthropometric data of workers, temporary, statodynamic, biomechanical characteristics of working poses and movements, a functional condition of machine operators (130 people aged 20–45 years with professional experience of work not less than three years) in dynamics of a work shift are carried out. Anthropometric studies were conducted among male machine operators (663 people) aged 18–59 years and with experience in the profession for more than three years. Results. The discrepancy between the size and space-layout parameters of workplaces ergonomic requirements and anthropometric data of machine operators, causing the formation of uncomfortable working positions, increasing physical activity and the severity of the labor process. A high degree of correlation between changes in the parameters of the neuromuscular system and the severity of the discrepancy between the ergonomic parameters of anthropometric characteristics of machine operators (r=0,7). T e results of the research allowed to determine the priority measures for the prevention of vertebroneurological diseases in agricultural machine operators. Conclusions. T e organization of workplaces on domestic tractors and combine harvesters of old samples does not meet the ergonomic requirements and anthropometric data of machine operators, which is the reason for the formation of an uncomfortable working posture, increased statodynamic physical activity, early development of fatigue and fatigue in the process, which can cause the development of pathological conditions of the spine and ligamentous apparatus. Ergonomic improvement of workplaces is one of the priority measures to preserve the health of agricultural machine operators.

Oral lichen planus (OLP) and oral lichenoid lesions (OLL) can both present with histological dysplasia. Despite the presence of WHO-defined criteria for the evaluation of epithelial dysplasia, its assessment is frequently subjective (inter-observer variability). The lack of reproducibility in the evaluation of dysplasia is even more complex in the presence of a lichenoid inflammation. We evaluated dysplasia in 112 oral biopsies with lichenoid inflammation in order to study the inter-observer and the intra-observer variability.
