How is structural inequality made fair in a meritocratic education system?

Abstract This paper examines how, within the context of meritocracy, a highly differentiated education system can coexist with assertions of equal opportunity. Drawing on the example of Singapore’s education policy texts from 1991 to 2012, the paper exemplifies and expands the analytical potential of a micro-meso-macro movements framework with which to critically engage the discursive role of neo-liberal metaphors in ameliorating the tension of providing ‘equal opportunities’ between students who will undertake the university pathway and those who will have to undergo vocational training. Based on the interconnected discourses of opportunity-choice and opportunity-skills through a more flexible system, the analytical development of these two simultaneous sub micro-meso-macro movements demonstrates how the playing field is levelled, and competition for society’s occupations and academic progression is fair even for Vocational and Industrial Training Board Act (VITB) trainees.

This article discusses the features of the personal-oriented training methodology TBL (Task-Based Learning), which is based on communicative tasks with the aim of immersion in the language environment. The authors of the article emphasize the advantages of the TBL method compared to traditional methods of teaching English in the university system. In the article the features of group work at the lessons of English are revealed and the factors which influence on its efficiency are formulated. The TBL method is actively used by the authors in their work with students of economic specialties, the experience of implementing the method is also reflected in the analysis of one of the communicative situations.

This paper aims at providing the reader with information about the forestry education system in Canada and its trends. As a basis for undertanding the framework of forestry education, a general picture of the Canadian forest sector is drawn and the main issues and concerns that will shape its evolution in the near future are presented.In a second part, after having described the current forestry education system with some emphasis on the university level, a summary of the challenges facing forestry education is presented. In the last part, a practical example of program revision influenced by these trends and challenges is presented in order to convey to the reader how a revised university forestry program can be designed to meet society's needs.

Актуальность статьи обусловлена необходимостью изучения особенностей организации деятельности преподавателей вуза в условиях дистанционного режима работы в связи со сложившейся неблагоприятной эпидемиологической ситуацией в стране. Исследование посвящено проблеме и особенностям организационно-методической деятельности преподавателей при дистанционной работе на основе использования автоматизированной информационной системы Битрикс24 в Чувашском государственном педагогическом университете им. И.Я. Яковлева. В работе представлены результаты изучения отношения научно-педагогических работников к удаленному режиму работы, рассмотрены проблемы и трудности, с которыми пришлось столкнуться преподавателям в ходе дистанционной работы. В работе оценены возможности системы Битрикс24 в решении задач организационно-методической деятельности преподавателей. Авторами был проведен анализ организационно-методической готовности преподавателей вуза, вынужденных в условиях пандемии планировать и организовывать образовательный процесс дистанционно. Результаты проведенного исследования предназначены для работников системы образования и руководителей образовательных организаций. The relevance of the article is due to the need to study the features of the organization of the University-teachers’ activities in a distance mode of work in connection with the current unfavorable epidemiological situation in the country. The study is devoted to the problem and peculiarities of the organizational and methodological activity of teachers in the process of distance work based on the use of the automated information system “Bitrix24” at the Chuvash State Pedagogical University named after I.Ya. Yakovlev. The paper presents the results of studying the attitude of scientific and pedagogical workers to a remote mode of work, considers the problems and difficulties that teachers had to face in the process of distance work. The work evaluates the capabilities of the “Bitrix24” system in solving problems of organizational and methodological activities of teachers. The authors analyzed the organizational and methodological readiness of university-teachers who are forced to plan and organize the educational process remotely during a pandemic. The results of the study are intended for employees of the education system and heads of educational organizations.

This report is a part of the results of the international project entitled “Studium in Osteuropa: Ausgewählte Aspekte (Analysen, Befunde)” conducted in the years 2013-2015 under supervision of Prof. Wilfried Schubarth and Dr Andreas Seidl from the Potsdam University, Department of Education Science, and Prof. Karsten Speck from the University of Oldenburg, Germany. The project was conducted jointly by representatives of academic centres from Germany, the Czech Republic, Poland and Russia. Its general aim was a comparative analysis of the effects of implementation of Bologna Process directives into the higher education systems of the individual countries. The changes introduced into the higher education systems in the countries involved in the project were described and evaluated, discussed was in particular the problems of education of teachers at the university level. The following text is the result of the contribution of the Polish group participating in the project. The report will be presented in two parts. The first part is focused on the macro-societal context of transformations in the higher education system in Poland. The implementation of selected aspects of Bologna Process directives is described and supplemented by empirical comments. The second part deals with selected aspects of university level education of teachers, followed by a polemic against the assumptions and execution of the target transformations of higher education system.

One of the important problems of training competitive specialists in creative professions is the theoretical substantiation and practical implementation of the idea of integrating science and technology, education and production, searching on this basis for innovative approaches to creative education. Taking this into account, the problem of integrating knowledge in higher education acquires significance and has a number of advantages. The university is faced with the task of providing students with a holistic, scientific, flexible system of knowledge, which is modified depending on the profile and purpose of each type of educational institution. One of the most effective ways to achieve this goal is to integrate the content, forms and methods of teaching into the educational process.

The paper analyzes up-to-date distance learning technologies used in European education system for ensuring overall organization of the educational process during the COVID-19 pandemic. Quarantine conditions have become a catalyst for development and practical testing of virtual learning tools and innovative pedagogical technologies, and application of the experience with them is a necessity of today and a strategy for the future. The article is focused on distance learning technologies in higher education. Institutions of England, Germany and France are chosen for the study due to their banner quality of educational service, like the University of Oxford, for example. The basis for successful conduct of all types of classes is employment of universities’ own specialized learning platforms. The learning model remains more similar to the traditional one. The main role continues to belong to communication between qualified teachers and students through various interactive web applications, while digital technologies create space for such interaction, filling it with learning materials. Students get access to all educational services using a single password to the university network. At the same time, some learning materials are available with open access, video lectures and podcasts are popular. Unlike other countries, education in Germany is governed by strict principles of information and data protection. In the contrary, in France many courses have been made available on network, and the education system has instantly adapted to work in virtual mode through the developed system of national distance learning platforms and the massive open online courses. The result of effective distance learning organization in Europe during the pandemic is that the introduction of digital technologies and transition to more flexible learning models become the education strategy at the state level, while pedagogy becomes an area of advanced development of information and communication technologies. Система высшего образования развивается не в изоляции. Она находится в непосредственной зависимости от школьной системы и от рынка труда. С одной стороны, образовательные результаты, полученные в университете, зависят от уровня знаний и навыков, которые получили студенты на предыдущем этапе образования, с другой стороны, ожидаемое высокое качество жизни, которое является ключевой мотивацией для поступления в вуз для большинства населения, определяется состоянием и структурой рынка труда. Именно наличие спроса на продуктивную рабочую силу определяет результативность системы высшего образования. The higher education system does not develop in isolation. It is directly dependent on the school system and the labor market. On the one hand, the educational results obtained at the University depend on the level of knowledge and skills that students received at the previous stage of education, on the other hand, the expected high quality of life, which is a key motivation for entering the University for the majority of the population, is determined by the state and structure of the labor market. It is the demand for productive labor that determines the effectiveness of the higher education system.
