Nationalism and social welfare in the post-Soviet context

This paper offers hypotheses on the role that state social welfare measures can play in reflecting nationalism and in aggravating interethnic tensions. Social welfare is often overlooked in theoretical literature on nationalism, because of the widespread assumption that the welfare state promotes social cohesion. However, social welfare systems may face contradictions between the goal of promoting universal access to all citizens on the one hand, and social pressures to recognize particular groups in distinct ways on the other. Examples from the post-Soviet context (particularly Russia) are offered to illustrate the ways in which social welfare issues may be perceived as having ethnic connotations.

The article explores the central role of the entrepreneur in neoliberalism. It demonstrates how a displacement and a broadening of the concept of the entrepreneur occur in the neoliberal interpretation of the entrepreneur compared to Schumpeter’s economic innovation theory. From being a specific economic figure with a particular delimited function the entrepreneur is reinterpreted as, on the one hand, a particular type of subject, the entrepreneur of the self, and on the other, an ism, entrepreneurialism, which permeates individuals, society, and institutions. Entrepreneurialism is discussed as a movement of the economic into previously non-economic domains, such as the welfare state and society. Social entrepreneurship is an example of this in relation to solutions to social welfare problems. This can, on the one hand, be understood as an extension of the neoliberal understanding of the entrepreneur, but it also, in certain interpretations, resists the neoliberal understanding of economy and society.

Nearly 30 years of transformation of the sociopolitical and legal, socioeconomical and financial, sociocultural and welfare, and socioenvironmental dimensions in both Central and Eastern Europe, including Ukraine, has led to a change of the social quality of daily circumstances. On the one hand, the interconnection and reciprocity of these four relevant dimensions of societal life is the underlying cause of such changes, and on the other, the state as main actor of the sociopolitical and legal dimension is the initiator of those changes. Applying the social quality approach, I will reflect in this article on the consequences of these changes, especially in Ukraine. In comparison, the dominant Western interpretation of the “welfare state” will also be discussed.

This article seeks to showcase the previously underexplored theoretical potential of the recent “sub-national turn” in comparative politics. Specifically, I hope to delineate how theories derived to explain variation in an outcome across sub-national units can enrich our repertoire of theories to explain variation in the same and/or related outcomes across national units. I show the potential of this method of theory generation through an analysis of social welfare, a specially apposite outcome for this purpose because it has been studied rigorously at the both the national and sub-national levels of analyses. I argue that sub-national analyses can, on the one hand, help us refine and rethink national-level theories for the same outcomes. They can push us to nuance and extend established national theories and show us how the same variables and mechanisms that have been hypothesized to explain cross-country variations might work differently, even in opposite directions, within countries. On the other hand, sub-national analyses can push us past the established repertoire of national-level explanations to bring to light new (or forgotten) theories. In this way, this article seeks to challenge cross-country analyses as the exclusive domain of theory building in comparative politics.

HAPPINESS ON EARLY RETIREMENT: THE WELFARE STATE AND AFFECTIVE MOBILITY IN JENS BLENDSTRUP’S GUD TALER UD | The article takes its point of departure in current happiness studies and probes the possibly fruitful interdisciplinary relation between research in social science that suggests close links between the Nordic welfare model and the high levels of selfreported happiness we find in the region, and literary criticism which instinctively seems to hold that unhappiness is most conducive to inspire the literary mind. To demonstrate that things are never as simple as that, the article reads Jens Blendstrup’s novel, Gud taler ud (2004), as an example of both a welfare narrative and of what it coins ”an affective mobility story”: a story about a person’s enhanced feeling of happiness in retirement. On the one hand, the novel portrays a person who finds happiness when he is granted early retirement from the welfare state. On the other hand, the novel relates this in such a manner that we are reminded that one man’s happiness may be another’s unhappiness.

Although with the Maastricht Treaty, European construction took a remarkable step forward, the robust pillar of the single currency started to shake the other one: the social welfare systems. The main goal of this contribution is to study the evolution of Social Protection in Europe by questioning the existence of a convergence between the different social welfare systems and the impact of the Treaty of Maastricht on this process. The evolution of the social protection concept in Europe, the reforms implemented in the most important domains of social protection: pensions, health and employment are analyzed. A common philosophy clearly appears. The welfare State is receding, calling more and more upon market mechanisms. Furthermore, the traditional binary typology is changing and countries are becoming more similar in their financing methods. We can thus say that a process of social convergence seems well and truly underway in the European Union.

For Dieter Grimm, the constitution that emerged from the bourgeois revolutions of the 18th and 19th centuries appears as one of the greatest achievements of our time. Originally geared to the liberal state, it now faces challenges from within and without. The party state and the welfare state on the one hand, and Europeanisation and globalisation on the other, are escaping its grip. The question is therefore whether and how the specific conjunction of democracy and the rule of law, including fundamental rights, can be maintained under the changing conditions. Resumo: Este estudo discute as características e a passagem do Estado de Bem Estar Social para o Estado Schumpeteriano, com a reestruturação do capitalismo em meados da década de 1970. Desde então, o Estado diminuiu sua atuação no atendimento das necessidades humanas e amplia seu papel na organização e sustentação da acumulação capitalista. Nesse sentido, o fundo público é canalizado para o atendimento das necessidades do capital e as políticas sociais assumem um caráter de amortecedor das tensões sociais, promovendo a coesão social e, por outro lado, atuam como moeda, que impulsiona o crescimento econômico e os lucros dos membros da burguesia. Abstract:This study discusses the characteristics and the passage of the Welfare State to Social State Schumpeterian, with the restructuring of capitalism in the mid-1970s. Since then, the state reduced its role in human needs and expands its role in the organization and support of capitalist accumulation. In this sense, the public fund is channeled to meet the needs of capital and social policies assume a character buffer of social tensions, promoting social cohesion and on the other hand, act as currency, which boosts economic growth and profits members of the bourgeoisie.

AbstractThis article sheds new light on how conservatism has affected American state development by tracing the history of how block-granting transformed from a bipartisan tool to solve problems of public administration in the 1940s into a mechanism to roll back and decentralize the welfare state that had reached its zenith in the 1960s. By the early 1980s, conservative policymakers had coopted the previously bipartisan tool in their efforts to chip away at the increasingly centralized social welfare system that emerged out of the Great Society. In the early 1980s, Ronald Reagan successfully converted numerous categorical grants into a series of block grants, slashing funding for several social safety net programs. Block-granting allows conservative opponents of the postwar welfare state to gradually erode funding and grant more authority to state governments, thus using federalism as a more palatable political weapon to reduce social welfare spending than the full dismantlement of social programs. However, despite a flurry of successes in the early 1980s, block-granting has not proven as successful as conservatives might have hoped, and recent efforts to convert programs such as Medicaid and parts of the Affordable Care Act into block grants have failed. The failure of recent failed block grant efforts highlights the resilience of liberal reforms, even in the face of sustained conservative opposition. However, conservatives still draw upon the tool today in their efforts to erode and retrench social welfare programs. Block-granting has thus transformed from a bipartisan tool to improve bureaucratic effectiveness into a perennial weapon in conservatives’ war on the welfare state.

Up to now, in the traditional biomedical paradigm the terms "sex" and "gender" have either been used synonymously and the insertion of gender among the determining elements of conditions of wellbeing/disease has been difficult, and obstructed by disciplinary rigidities that retarded the acceptance of an approach which had already been largely found to be valid in other areas of research. The effected simplification demonstrated its limitations in describing the theme of health; but if, on the one hand, there has been a growing awareness of a subject which can in no way be considered "neutral", on the other hand there continues to be insufficient attention, both in theoretical analysis and in empirical research, given to female differences. The article is intended to support that the sick individual is a person, with his/her genetic heritage, his/her own cultural acquisitions and personal history, and own surrounding life context; but these and similar factors have not traditionally been taken into consideration by official medicine and welfare systems, despite a hoped-for socio-health integration.

This chapter contributes to the discussion of public and private social welfare by drawing together recent information on these different ways of providing social benefits. It presents data on public social expenditure for 2015–17 and accounts for the impact of the tax system and private social expenditure to develop indicators on net social expenditure for 2015. The chapter shows that conventional estimates of gross public spending differ significantly from estimates of net public spending and net total social expenditure, leading to an incorrect measurement and ranking of total social welfare effort across countries.Just as importantly, the fact that total social welfare support is incorrectly measured implies that the outcomes of welfare state support may also be incorrectly measured. Thus, the main objectives of the chapter include considering the implications of this more comprehensive definition of welfare state effort for analysis of the distributional impact of the welfare state and for an assessment of the efficiency and incentive effects of different welfare state arrangements.
