The 1979 election heralded a new approach to public sector finance and employment. For local government, this has involved a new regulatory framework, which attempts to reproduce private sector financial and labour market structures. This article examines the effect of this new regulatory framework on the labour markets of three case study local authorities and the manner in which those effects have been mediated by local politics over the period 1979–1984

PPP model is an important model which provides public products or services based on the coordination between the public sector and private sector. The implementation of PPP model is helpful for relieving the stress of insufficient funding for public sector and improving the efficiency of resource allocation. Comparing with traditional infrastructure project, PPP project involves many stakeholders, and the cooperation efficiency during the different stakeholders impacts the results of the project directly. Thus, it is important to explore the cooperation efficiency of PPP project. Based on grey clustering model, this paper evaluates the cooperation efficiency of PPP project. An evaluation index system including 36 indexes is established based on the aims and objectives of three stakeholders (public sector, private sector, and passengers). A case study of Beijing Metro Line 4 PPP project is implemented to verify the validity and applicability of the evaluation model. And the results showed that the cooperation efficiency of Beijing Metro Line 4 PPP project is relatively high. The model also provided insights into the shortage of the cooperation efficiency of Beijing Metro Line 4 PPP project. As such, the results can assist all stakeholders in adjusting the cooperation efficiency.

Personnel management in localgovernment in Flanders bas undergone some major reforms during recent years. We examine the purposes and the extent of these reforms. Also, the new personnel management in Flemish local government is evaluated in terms of flexibility. The Flemish civil service can be considered as an Internal Labour Market. The rigidity which characterises the Internal Labour Market in local government in Flanders is shown by the fact that local government lacks discretion in elaborating the personnel statute, which still constitutes the basis of personnel management. However, the thesis that the public sector employment policy is too rigid has to be nuanced. The civil service is familiar with irregular forms ofemployment. Infact, in Flemish local government only half of all personnel are employed according to a statute.Despite some constraints on the development of more flexible personnel policies, it is still possible to find opportunities which provide hope for the development of new and modern personnel management strategies in local government.

Corruption is always a big problem exist in every country. Today, the corruption is not only in the public sector but also in the private sector. Each State has used many ways to prevent and fight this crime. The 4th Industrial Revolution (4IE) brings many innovative solutions for modern life. Especially, e-Government is a great achievement of the 4IE. Base on the e-Government, the policies and regulations of States are transparent. It plays an important role to prevent and fight corruption more effectively. In this paper, the author will analyze the case study of Vietnam on fighting corruption base on the information technology and the outcome of applying e-Government on preventing and fighting corruption in both public sector and private sector. From this result of research, the author will recommend some solutions to improve the corruption status in Vietnam on the next period.

The chapter will be a case study from an Ordoliberal perspective of the conception, implementation and policy output of the newly created Private Council of Competitiveness (PCC) in Guatemala, a country wracked by mistrust of the public sector by the private sector. The PCC was founded as a private sector initiative, in conjunction with academia, to work with the government to spawn new efforts aimed at augmenting Guatemala's national competitiveness, by fomenting innovation, entrepreneurship and closer ties between academia and the public and private sectors. The chapter utilizes first hand interviews with the members of the PCC and key public sector players, academics, and other top representatives from the private sector to show how working together built the trust necessary to make the PCC a successful working body with the potential to produce important initiatives in matters of competitiveness, innovation and entrepreneurship.

This study carries out an in-depth analysis of urban water policy implementation in China through a policy cycle analysis and case study of Sponge city program. The policy cycle analysis articulates discrete steps within the policy formulation and implementation process, while the case studies reflect the specific problems in water project implementation. Because of the principal–agent relation between central and local government, a ‘‘double wheel’’ policy cycle model is adopted to reflect the policy cycles at central level and at local level. Changde city and Zhuanghe city, two demo cities in the Sponge city program, are chosen for the analysis. The policy cycle analysis shows that the central government orders local government to implement policy without clear direction on how to attract private sector participation. The evaluation of central government did not include private sector involvement, nor the sustainability of the investments. This promotes the local government’s pursuit of project construction completion objectives, without seriously considering private sector involvement and operation and maintenance (O&M) cost. The local governments do not have political motivation and experiences to attract private investments into project implementation. The case study in the two demo cities shows that local government subsidies are the main source of O&M funding currently, which is not sustainable. The water projects are not financially feasible because no sufficient revenue is generated to cover the high initial investments and O&M cost. The lack of private sector involvement makes it difficult to maintain adequate funding in O&M, leading to the unsustainability of the water projects. It is not easy to achieve private sector involvement, but it could be the key to realizing urban water resilience in a more sustainable way.

The general objective of the study was to examine effectiveness of the role of public sector monitoring and evaluation in promoting good governance in Uganda, with a focus on Ministry of Local Government. Specifically, the study sought to: examine out how effective role of M&E accountability, M&E Management Decision, M&E Organisational learning in promoting good governance and draw lessons from practice, and provide a recommendation to better inform the implementation strategy of M&E in the Ministry of Local Government. A case study design was used and both qualitative and quantitative data collection techniques were employed. The respondents comprised of staff of the Ministry of Local Government and Office of the Prime Minister. Quantitative data was analysed using correlation and percentages while qualitative data was analysed using content analysis. The study revealed that M&E accountability, M&E management decision and M&E organisation learning had significant role in promoting good governance in the Ministry of Local Government. It was therefore concluded that M&E enhanced accountability, management decision and organisation learning and promoted good governance. The study recommended that M&E should not only be tied to nominal compliance but should support evidence-based decision making. M&E should be properly institutionalised, funded and located so as to mediate policy process, planning and service delivery.

Employee motivation has always been a matter of concern for both public and private sector organizations. Since the industrial revolution in the late 18th century, organizations have struggled to foster workforce motivation and morale to enhance productivity. While a plethora of literature focuses on private sector motivation research, public sector organizations receive only modest scholarly attention. However, a new concept has emerged in public management literature during the late 1980s and 1990s, later known as public service motivation (PSM). The debate about PSM is premised on the notion that the motivation of public sector employees is quite different from their private sector counterparts because of their orientation to public service. Perry and Wise (1990) expressed this concept in the theory of PSM. Subsequently, a growing stream of scholarship has emerged which explores the many aspects of antecedents and outcomes related to PSM. However, questions remain about how to best keep the motivation of public sector employees sustainably high, and about what factors embolden or enervate the motivation and morale of public sector employees. This study focuses on the sustainable work motivation of local government employees. Its arguments and discussions draw from PSM theory, total quality management (TQM) principles, and inspiration from Sustainable Development Goals (SDGs). This study examines and attempts to uncover the career trajectories of local government employees in the State of Oregon, United States, through a rigorous grounded theory method (GTM) of inquiry. The study reveals a number of factors that facilitate and/or inhibit employees’ PSM. We expect the findings to be useful for both practitioners and government human resource policymakers in understanding the subtlety and vicissitudes of public sector employee careers and motivations.

In 2015, the local government of the city of Madrid (Spain) introduced an electronic participation system. This initiative stemmed mainly from the social movements that had occupied the squares of many Spanish cities since 2011. As a result of the local elections in 2015, many of those same activists gained institutional power, took citizens’ participation very seriously, and decided to use the possibilities offered by the internet for political and administrative participation. In this article, we seek to assess the impacts of the Madrid city government with the e-democracy experiment – based mainly on establishing an online platform to facilitate citizen participation in political and administrative decision processes. Drawing on qualitative and documental data, our research indicates that whereas the overall aim of the project was to give citizens a say in local policy and decision making, our case study shows that participation was very low since most of the population does not feel concerned by these processes. Indeed, one of our findings showed that citizens’ involvement offline surpassed in some cases their online participation. To identify who is politically active online and offline is a great challenge, to which the promoters of the project did not pay much attention. Although e-participation was meagre in relation to the electoral turnout, the case study also shows that many proposals from the public were incorporated into the local policies, indicating that from a qualitative point of view, e-participation influences decision-making processes. Perhaps local governments should use a more strategic and integrated approach towards the use of electronic technologies to foster and motivate citizens’ involvement in local politics and administration. This more integrated approach should be less dependent on ideological incentives, more institutionalized, and must incorporate citizens’ perceptions and inputs before the introduction of new technologies.
