External Governance on the Terms of the Partner? The EU, Russia and the Republic of Moldova in the European Neighbourhood Policy

The European Union’s neighbourhood is complex and still far from being stable. In Ukraine, significant progress has occurred in many areas of transition; however, much work remains to be done, especially in the field of regional development and governance where many legacies of the Soviet model remain. At the crossroads between East and West, Ukraine presents an interesting case of policy development as an expression of European Union (EU) external governance. This paper asks the question: why was the relationship between the EU and Ukraine fairly unsuccessful at promoting stability in the region and in Ukraine? What was missing in the European Neighbourhood Policy (ENP) in Ukraine that rendered the EU unable to prevent a conflict on the ground? By identifying security, territorial, and institutional challenges and opportunities the EU has faced in Ukraine, this paper underlines the most important factors accounting for the performance of its external governance and crisis management in Ukraine.   Full text available at: https://doi.org/10.22215/rera.v12i2.1310

This article presents important steps and achievements accomplished by the Republic of Moldova towards integration, by analysing its collaboration with the European Union.  The development of relations with the EU is the priority goal that Moldova strives for, which means not only economic, but also political and cultural integration.  The first steps of the Republic of Moldova towards the EU were encouraging.  After years of isolation, this process was difficult and required a lot of efforts.  This is due to many reasons, the most important of which are Russia's political and economic pressure, theunresolved issue in Transnistria, the ideological and geopolitical schisms of the population, some of which see their future with Russia, and the other part with Europe.  Despite the existing problems, cooperation with the EU has yielded tangible results: the EU-Moldova Association Agreement has been signed, the visa regime has been abolished and financial support for the socioeconomic and public sectors is provided.  Moldova, for its part, is making great efforts to form a single political, economic and cultural educational space with the EU, which supports its efforts in the process of European integration.  Its speed and success largely depend on the country itself, its economic and political development.  A strong statepolicymaking aimed at strengthening reforms and stimulating the transition to a market economy in accordance with the international principles is inherent in the future development of Moldova. The article examines the issues of counteracting the hybrid aggression of the Russian Federation in the countries of the Eastern Partnership. It is stated that European Union has been implementing the Eastern Partnership policy for more than ten years. This implementation has been a resounding success for all, without exception, the six target states. Ukraine, the Republic of Moldova and Georgia have advanced much more in their European aspirations. However, this does not stop the Russian Federation from further positioning all the states that were once part of the USSR as a sphere of its ultimate influence. Russia is also producing rivalry with the EU for influencing all, without exception, the Eastern Partnership states and even the EU. An overview of academic research analyzing the resilience of the EU in the face of Russia in the context of its impact on the Eastern Partnership countries is set out in this article. Some approaches have been used to define the EU as a “normative power” and Russia’s controversial policy towards neighbouring countries. The examination of the works described in the article concludes that the Russian Federation continues to regard neighbouring states as its sphere of influence, particularly Ukraine, Moldova, and Georgia. Moscow considers any attempt by a third party to interfere as an intrusion on its unique field of power. As can be observed from the investigated sources, Russia’s activities are scarcely diplomatic or focused on global democratic norms. In its Eastern Partnership strategy, the EU, on the other hand, utilizes values as a guideline. Simultaneously, Ukraine, the Republic of Moldova, and Georgia must demand immediate modifications to the Eastern Partnership policy. The potential of EU membership, in particular, must be appropriately explained by Brussels.

The fundamental thesis of this paper is that the European Union has, at its disposal, economic and political tools to resolve conflict in Transnistria. The EU Association Agreement signed with the Republic of Moldova is an important instrument which could be used to reintegrate Transnistria with Moldova. In the long term, the flourishing Moldavian economy associated with the EU might prove a more attractive alternative for Tiraspol than dependence on unpredictable Russia. However, Russia continues to play an important part in the efforts to solve the conflict.

<p>The EU-funded program European Water Initiative Plus for Eastern Partnership Countries (EUWI+), which is the biggest commitment of the EU to the water sector in the EaP countries, helps Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine to bring their legislation closer to EU policy in the field of water management, as identified by the EU Water Framework Directive (WFD), with a main focus on the management of transboundary river basins. It supports the development and implementation of pilot river basin management plans, building on the improved policy framework and ensuring a strong participation of local stakeholders.</p><p>Project funding is provided by the European Commission (DG NEAR), the EU support program for improved cooperation in the eastern EU neighborhood region and the EU Water Initiative Plus (EUWI+). On a national level, financial support comes from the Austrian Development Agency, the Austrian Federal Ministry for Sustainability and Tourism as well as from the French Office International de l’Eau. Up to 2020, management plans for selected river basins and transboundary rivers will be implemented under the leadership of a European project consortium headed by the Environment Agency Austria.</p><p>In the Republic of Moldova the River Basin Management Plan for the Moldovan part of the Danube-Prut and Black Sea River Basin District was elaborated by the Institute of Ecology and Geography in accordance with the WFD and the Water Law of the Republic of Moldova no. 272 of 23.11.2011. This management plan needed a review and update for approval and its implementation into practice.</p><p>The presented study comprises a review and an update of the existing delineation and characterization of groundwater bodies (GWBs) in the Danube-Prut and Black Sea River Basin (DPBSRB) of the Republic of Moldova as well as a review of the current groundwater monitoring design. The GWBs are the management units under the WFD and all further implementation steps (risk and status assessment, programs of measures)which regard to groundwater are linked to these GWBs.</p><p>Extensive information, e.g. on the geological structure, the hydrogeological conditions, lithology, flow directions and the human pressures on the aquifers in the DPBSRB, has been collected, generalized and analyzed. Within the area of the DPBSRB in total eleven GWBs were identified, covering all aquifers which are relevant for all current and future legitimate uses and functions and relevant for groundwater associated or dependent aquatic and terrestrial ecosystems.</p><p>The groundwater monitoring design both for quantity and quality was reviewed including the monitoring network, frequency, parameters, use of monitoring data, responsibilities and data management. Based on that results, concrete improvements of the monitoring network within the EUWI+ project are planned.</p>

The article analyzes the visa-free regime of the Republic of Moldova within the framework of the CIS and the European Union. The main steps towards achieving the visa-free regime are reviewed. The authors investigate the process of implementing the visa-free regime with the European Union as a recent success of the Republic of Moldova. At the same time, the authors identify the positive and negative effects that accompany the introduction of the Republic of Moldova — European Union visa-free regime. A comparative analysis with other post-Soviet countries that have also obtained the visa-free regime (Georgia and Ukraine) is conducted. The authors note that a visa- free regime is an important tool that allows the EU to regulate relations with third countries. This regime provides important benefits for citizens and strengthens social, cultural, and economic ties between the EU and its partners. At the same time, the visa-free regime holds it responsible for maintaining the progress achieved in the framework of the visa liberalization dialogues and for ensuring a well-managed migration and security environment. The article makes wide use of statistical and sociological data as well as analytical and empirical materials.

Once widespread in the large European rivers, Palingenia longicauda underwent a drastic range contraction as a result of the intense pollution and hydromorphological interventions of the 19th and 20th centuries. For the last decades it was considered to be restricted only to the Tisa River and its tributaries, and to the Rba&aacute River, but new reports indicated its presence in the Danube River in Hungary, in the Danube Delta in Romania and Ukraine, and in the Prut River in the Republic of Moldova. The objective of this study is to analyze the phylogeographic pattern between the two main eco-regions (Pannon and Pontic) of the species distribution, based on the combined mitochondrial COI (472 bp) and 16S (464 bp) sequences generated for individuals collected in Romania and Ukraine, and from publicly available ones, representing the Tisa catchment populations. The presence of viable populations in the Danube Delta and on the Prut River in Romania is confirmed, and additional presence on the Mureș and Bega rivers from Romania, and on the Styr and Horyn rivers in Northern Ukraine is shown. The phylogeographic results indicate that the presence of the analyzed populations are not the result of recent founding events from the Pannon region, confirming the survival and expansion of cryptic local lineages. The recent recovery of the species may be related to the improvement of water quality as a result of the implementation of the EU Water Framework Directive and the EU Floods Directive after 2000.

In this paper the situation of pollution with nitrogen compounds both in the EU member states and in the Republic of Moldova was analyzed. Also, the existing methods of determination of nitrate ions are analyzed and the necessity of elaborating the method for determination of the nitrate ions in the presence of nitrite ions.
