Forecasts of high tourism development in Jakarta, Indonesia, where massive poverty cases also exist, has directed tourism as a way of alleviating poverty; this is usually termed “pro-poor tourism” which involves multi variant stakeholders and interests. Jakarta has widespread poor areas called “slum Kampongs”, where government and business sectors are supported by international development agencies have tried to tackle down poverty by economy-community (eco-community) based development programs. However, distinguished from those programs, slum kampong development based pro-poor tourism is yet unsupported by bureaucracy agencies. “Jakarta Hidden Tour” (see “Jakarta Hidden Tour” in Trip Advisor) a “wild” tour activity which is promoted by community movement led by Ronny Poluan indicates a term of economy and cultural (eco-cultural) based slum kampong tourism that basically can pursue a better community development and economy condition through a unique culture and real life portrait experience. This paper analyses the dilemma of “Jakarta Hidden Tour” which is claimed as a poor exhibition while in another hand tries to offer a new design and approach of pro-poor tourism by utilizing thematic Kampong development with local culture excellences as such “Green Slum Kampong in Ciliwung river”, or “Sailor Slum Kampong in North Jakarta”. Key learn from Brazil with slum kampong tourism in Santa Marta is a motivation for government to live a recognition, that like any other global/industrial policies, tourism is highly driven by political interest. By conducting a system thinking perspective base, this paper analyses how “Jakarta Hidden Tour” and government’s supporting policy will ensure eco-cultural pro-poor tourism development and how stakeholders as a system’s element need to uphold poverty alleviation towards sustainability

The Southeastern Spanish Region of Guadix is a mainly agrarian territory located in the Granada province, which is in demographic decline and has low economic dynamism. Reversing such a difficult socioeconomic situation requires the implementation of policies capable of promoting demographic revitalization and fruitfully exploiting potential for sustainable development in the zone. Such policies must be based on an appropriate diagnosis of the existing problems. In order to provide elements to make said diagnosis, this research combines the use of quantitative and qualitative methods. Quantitatively, the evolution of demographic dynamics in the region have been analyzed, as well as its levels of occupation, education, its economic situation, or its environmental conditions. In this regard, correlation analysis, factorial analysis, and clustering have been completed with the aim of revealing internal territorial imbalances. A series of qualitative interviews with key actors has also been conducted. Finally, given the little success of development programs applied to date, among other things, it is concluded that a greater involvement of local actors in said programs is needed. Thus, these actors have to be involved in development policies, which in turn must take into account the socioeconomic, cultural, environmental, and geological resources available in the area.

Social studies have many variations because society is not a single object. Social change is a phenomenon of community construction that has a variety of variations. Development is a word used to describe processes and efforts to enhance economic, political, cultural, social, and so on. With such an understanding "development" is aligned with the word "social change." Along with development theory there are other social change theories such as socialism, dependensia, or other theories. Therefore, many people call developmental theory as developmentism. Thus such theories reject theories, such as the theory of community-based development, or even sustainable development and are alternatives to developmentism, but other variations of the ideology of developmentism.Kajian sosial memiliki macam variasi karena masyarakat bukanlah objek yang tunggal. Perubahan sosial merupakan fenomena konstruksi masyarakat yang memiliki ragam yang bervariasi. Pembangunan merupakan suatu kata yang digunakan untuk menjelaskan proses dan usaha untuk menimgkatkan kehidupan ekonomi, politik, budaya, sosial, dan sebagainya. Dengan pemahaman seperti itu “pembangunan” disejajarkan dengan kata “perubahan sosial”. Bersamaan dengan teori pembangunan terdapat teori-teori perubahan sosial lainnya seperti sosialisme, dependensia, ataupun teori lain. Oleh karena itu banyak orang menamakan teori pembangunan sebagai pembangunanisme (developmentalism). Dengan demikian teori-teori seperti ini menolak teori-teori, seperti teori pembangunan berbasis masyarakat, atau bahkan pembangunan berkelanjutan (sustainable development) dan merupakan alternatif dari pembangunanisme, melainkan variasi-variasi lain dari ideologi pembangunanisme.

The purpose of this work is to identify some issues of current sustainable development process in polyethnic border regions of Ukraine. The need to involve various domestic stakeholders (like local, regional and national authorities, businesses, households, education and research institutions, NGOs, regional development agencies) and representatives from neighboring countries in elaboration and implementation of sustainable development programs in border regions is substantiated. Conducted survey helped to identify the position of local NGOs representatives, involved into the different regional development projects, about the priority directions of sustainable development and obstacles for their realization in the polyethnic region. Certain peculiarities of sustainable development related to regional polyethnicity have been identified during the survey. Certain ways to increase the involvement of various ethnic groups in process of sustainable development in border regions have been proposed.

A systematization of approaches to the definition of «sustainable development» has been provided in this article. It has been concluded that there is no unambiguous definition of sustainable development. This term is interpreted by scholars from the standpoint of their own subjective judgments. The definition given in the national strategy of sustainable development of Ukraine until 2030 can be considered as the most acceptable. It has been noted that in the implementation of the concept of sustainable development, the regional (subnational) level should be the determining factor. This is due to the fact that the region is the subject of integration relations, where the goals of sustainable development are most adequate to its position in the system of management of the national economy and regional association. It has been noted that the implementation of sustainable development tasks at the regional level requires: development of socio-economic and environmental development programs; formation of local budgets taking into account the priority of goals and objectives of sustainable development; implementation of a set of measures for balanced development of regions. It has been determined that for further implementation of the concept of sustainable development in the regional dimension, it is necessary to develop a new methodology taking into account the effective allocation of productive forces. It has been emphasized that the deployment of productive forces is a tool to achieve effective implementation of the concept of sustainable development. A scheme to ensure sustainable development of the regions, taking into account the factors of the APF has been suggested by the authors. There are three main areas: development of sustainable development strategies for each region; the formation of local budgets taking into account the priorities and goals of sustainable development and the formation of an effective policy of the APF in the context of sustainable development. It has been noted that the last area is the main one and needs the most attention in the research process. It has been concluded that sustainable development in the region is possible through the development and implementation of regional strategies and programs of sustainable development, as well as in the development of coordinated regional development policy in the context of sustainable development and local budgets taking into account the priority of sustainable development.

ABSTRAK Keuangan Daerah adalah semua hak dan kewajiban Daerah yang dapat dinilai dengan uang serta segala sesuatu berupa uang dan barang yang berhubungan dengan pelaksanaan hak dan kewajiban Daerah. Semangat desentralisasi yang melimpahkan kewenangan pengelolaan keuangan kepada pemerintah daerah,  khususnya tingkat kota atau kabupaten membuat daerah mencari cara mendapatkan pendapatan daerah yang sah untuk mendukung program pembangunan dalam bentuk Infrastruktur untuk meningkatkan kesejahteraan masyarakat, di tengah gencarnya program pembangunan perekonomian di berbagai sektor, sehingga berimplikasi kepada pembangunan yang berkelanjutan dan berdampak luas pada penambahan pendapatan masyarakat sehingga pertumbuhan ekonomi meningkat secara positif . Perangkat Daerah yang terkait di dalam proses penerimaan daerah di pacu untuk meningkatkan peluang penerimaan daerah dari semua sektor pendapatan daerah. dengan paradigma pembangunan berkelanjutan (sustainable development) yang harus diimplementasikan oleh pemerintah daerah. Fakta empiris (empirical evidents) menunjukkan penerapan otonomi  daerah  memberi keleluasaan kepada daerah untuk  mendapatkan sumber sumber pendapatan yang sah seperti pajak dalam bentuk Dana Bagi Hasil baik dari Pemerintah Pusat maupun Pemerintah Provinsi dan retribusi daerah dengan luasnya kewenangan pemerintah daerah. Kata kunci : Dana Bagi Hasil, Infrastruktur dan Pertumbuhan Ekonomi                                                                       ABSTRACT                                                               Regional Finance is all Regional rights and obligations that can be valued with money and everything in the form of money and goods related to the implementation of the rights and obligations of the Region. The spirit of decentralization that delegated financial management authority to local governments, especially at the city or district level, made the regions look for ways to obtain legitimate regional revenues to support development programs in the form of infrastructure to improve community welfare amid the intense economic development programs in various sectors, thus implicating development sustainable and have a broad impact on increasing community income so that economic growth increases positively. Regional Apparatus that is related to the process of regional revenue is encouraged to increase the opportunities for regional revenues from all regional income sectors. with a sustainable development paradigm that must be implemented by the regional government. Empirical evidence shows the application of regional autonomy which gives freedom to the regions to obtain legitimate sources of income such as taxes in the form of Revenue Sharing Funds from both the Central and Provincial Governments and regional retributions with the broad authority of the regional government.
