Land is a form of gift given by God, but human has given brain to think the challenges of live like the land problems, so that the government tries to regulate it properly. The problems in this thesis are: 1) How to regulate ownership of agricultural land rights that exceeds the maximum limit based on Act No. 56 (Prp) of 1960 concerning the Determination of Agricultural Land Areas? 2) How is the action taken by the Land Office towards ownership of agricultural land rights that exceeds the maximum limit? The method used is juridical empirical, with descriptive analytical specifications. The method used in this research is an empirical juridical approach. The results of this study are: (1) The regulation of ownership of agricultural land rights that exceeds the maximum limit is based on Act No. 56 (Prp) of 1960, namely that the provisions regarding land restrictions state that the application for ownership rights as referred to in Article 4 paragraph 1 of Act No. 56 (Prp) 1960 was limited to a maximum land area of 2000 m2. 2) The steps of the Land Office in implementing Act No. 56 (Prp) of 1960, namely the need for a concept of supervision and control over control of land rights, given the various problems that often arise such as in land registration activities.

AbstractThe transcriptome-wide association studies (TWAS) that test for association between the study trait and the imputed gene expression levels from cis-acting expression quantitative trait loci (cis-eQTL) genotypes have successfully enhanced the discovery of genetic risk loci for complex traits. By using the gene expression imputation models fitted from reference datasets that have both genetic and transcriptomic data, TWAS facilitates gene-based tests with GWAS data while accounting for the reference transcriptomic data. The existing TWAS tools like PrediXcan and FUSION use parametric imputation models that have limitations for modeling the complex genetic architecture of transcriptomic data. Therefore, we propose an improved Bayesian method that assumes a data-driven nonparametric prior to impute gene expression. Our method is general and flexible and includes both the parametric imputation models used by PrediXcan and FUSION as special cases. Our simulation studies showed that the nonparametric Bayesian model improved both imputation R2 for transcriptomic data and the TWAS power over PrediXcan. In real applications, our nonparametric Bayesian method fitted transcriptomic imputation models for 2X number of genes with 1.7X average regression R2 over PrediXcan, thus improving the power of follow-up TWAS. Hence, the nonparametric Bayesian model is preferred for modeling the complex genetic architecture of transcriptomes and is expected to enhance transcriptome-integrated genetic association studies. We implement our Bayesian approach in a convenient software tool “TIGAR” (Transcriptome-Integrated Genetic Association Resource), which imputes transcriptomic data and performs subsequent TWAS using individual-level or summary-level GWAS data.

Rice commodity in Aikmel sub-district is one of the main commodities with an area of 9,392 Ha of lowland rice farming and geographically. Non-agricultural activities in rural areas began to develop in response to insufficient income from the agricultural sector. Many rural residents engage in non-agricultural activities when the agricultural sector is free. This is what causes a large number of residents to work from the non-agricultural sector, related to employment and income opportunities. Seeing this condition, it is felt that research needs to be done. This study aims to look at the income of paddy rice farming, non-farming and the relationship between lowland rice farming income and non-farming income on various land areas. The method in this study, namely descriptive, data collection by survey technique, determining the number of samples were 30 people was carried out by quota sampling and taking farmers in each village was carried out by proportional random sampling and determination of villages as samples was carried out by purposive sampling. The Results of the study explain: 1) the average total income of lowland rice farming farmers is Rp. 1.207.412/LLG or equivalent to Rp. 5.219.359/Ha. 2) In this study, farmers receive an average non-farming income of rice farmers of Rp. 8,000,000.- planting season 3). Relationship analysis relationship obtained correlation coefficient value of 0,3786 Because it has a positive result with a correlation coefficient value of 0,3786, the larger the land area, the greater the contribution of agricultural sector income to total non-agricultural income.

As an agricultural country, attention to the welfare of farmers in Indonesia is considered very strategic. One of the measuring tools for farmers’ welfare that is used today is Farmer’s Exchange Rate (FER). This study aims to examine and explore some of the problems with the exchange rate experienced by farmers, including; Farmer’s Exchange Rate (FER) in identifying the welfare of farmers, determining the increase and decrease of Farmer Exchange Rate (FER) in Indonesia; and the potential of Islamic financing in providing solutions for the welfare of farmers. The results show that the increase in FER is not always good. Determination of the increase and decrease rice farmers’ exchange rates are productivity, grain prices, prices of consumer goods, and prices of fertilizers, the exchange rate of farmers on food and nonfood consumption, and production costs. Shariah schemes can be used as a new alternative to help the interest-free and profit-sharing agricultural sector.

This study aims to: (1) determine the socio-economic characteristics of rice farmers in Gunung Tujuh District, Kerinci Regency (2) to determine what factors affect the income of rice farmers in Gunung Tujuh Subdistrict, Kerinci Regency (3) to determine strategies for increasing income rice farmers in Gunung Tujuh District, Kerinci Regency. The quantitative analysis used in this research is regression analysis. Based on the results of multiple regressions, working capital variables, land area, and total production have positive and significant coefficients on farmers' income, where the amount of production variable is the variable that has the greatest influence on the income of rice farmers in Gunung Tujuh District, Kerinci Regency. The results of this study in the form of a strategy to increase rice farmers' income based on internal and external results showed that the main strategy is the strategic focus that must be done, namely optimizing weaknesses and overcoming various threats by reducing land conversion by providing capital, reactivating Gapoktan, optimizing fertilizer use, overcoming the problem of increasing input prices to increase cooperation between extension workers and Gapoktan in Gunung Tujuh District, Kerinci Regency.
