Abstract The purpose of this work is to select a rational concept of the transmission of the tractor being created on the basis of an objective quantitative comprehensive assessment of the considered possible design options. The object of research is the transmission of wheeled tractors of 4 and 6-8 traction classes and forest machines based on their chassis. Making a decision on the principles of building a transmission is an important stage that requires a proper analysis of known theoretical developments, production experience, competitors’ achievements, market conditions and other factors. The decision is based on the ranking of the options available for implementation of the object. It is advisable to support such a ranking with the results of an objective quantitative comprehensive assessment of the compared options. The key points in this case are the formation of a nomenclature of objective private performance indicators and the choice of a data processing method. The paper considers the issue of applying the method of expert assessments when choosing the concept of constructing a transmission and the type of transforming mechanism of a tractor. The algorithm of the method, initial data, and evaluation results are presented. The main solutions for the construction of the transmission of tractors of 4 and 6-8 traction classes have been formulated.

The article examines the main works of Kazakhstani and foreign authors and reflects the basic principles of tax budgeting. The purpose of the article is to assess the need to apply tax budgeting in a rapidly changing tax environment, as well as a more detailed study of the process of phased budgeting. Attention is paid to improving the quality of generating information on taxes, since changes in tax legislation lead to an additional increase in the tax burden in the company. The author's ideas on the reclassification of the types of the traditional approach according to the time components are put forward, and also, based on the results of other sources, the method of expert assessments is distinguished, which is defined as an auxiliary approach by the authors. The main factors influencing the efficiency of tax planning are described and proposals are made for the use of a “flexible” tax budgeting system, due to the introduction of regular amendments to tax legislation. A model of the formation of a “flexible” budget is presented, which reflects the main components of tax revenues and expenses of the organization. The authors noted the key points that make it possible to optimize the procedure for identifying deviations, as well as to take into account unaccounted factors and errors by creating additional reserves for tax payments of previous periods. The above recommendations are generalized and the final results do not take into account the specifics of the organization. In this regard, it is necessary to take into account the peculiarities of the accounting policy of the taxpayer.

This paper attempts to develop techniques of examination and evaluation of urban land, for the purpose of determining the degree of comfortability and livability in small towns, using Obudu town as a focal point.The paper shows that, it is possible to allocate a number of natural (physical), man-made (anthropogenic) and public (social) performance indicators by which one can judge the quality of the urban environment and, consequently, about the extent of its comfort.An algorithm for a comprehensive assessment of urban land and Classification on the degree of comfort of the urban environment was formulated. The paper analyzes the prevailing conditions in the small town of Obudu, and proposes the methodology of assessing the degree of comfort of the urban environment using ten (10) to eight (8) natural and anthropogenic indicators.

E-Learning quality, as with many other theoretical developments about quality, is an open-ended issue. Depending on the perspective, on the way to tackle it, on the aspects everyone considers important, definitions of quality may be different. Even quality issues are distinctly perceived by the management staff, the teachers, and, of course, the students. K-20 students are mature enough to detect which aspects are positive and which deficient. In other words, they are more than able to perceive the quality level of the e-Learning contexts in which they are enrolled. Fortunately, research performed during the last years has produced useful frameworks, guidelines, recommendations, specifications, good practices, benchmarks, etc., with the aim of improving quality in e-Learning. These documents help managers, stakeholders, and teachers to understand the e-Learning variables and their relations and influence on students. Educational actors may use them to improve the quality of their K-20 e-Learning programs. In short, this chapter introduces readers into the most common e-Learning quality concepts and the key points they must observe and ensure in K-20 e-Learning contexts.

Purpose. Justification of the directions of efficient processing by dispersing products and waste of the concentrating and metallurgical industries. The technique. Investigation of materials by the method of jet dispersion, evaluation of indicators of dispersion and surface activity of powders by the potentiometric method and on the device of the company MALVERN (Great Britain). Results. The methods and modes of dispersion in jets, the ranges of rational dispersion of products are theoretically substantiated and confirmed by industrial experiments, the indicators and directions for the use of gas-jet technology are established. Scientific novelty. Produced a reasonable choice of technological options for the use of gas-jet plants for the efficient processing of raw materials and waste processing and metallurgical industry of Ukraine. Practical significance. According to theoretical developments, experimental verification and accumulated production experience, a number of technological applications of activated highly dispersed materials are recommended.

The problem of choosing the most acceptable variant of expert estimating parameters of objects in a situation where there are multiple results is considered. The procedure for assessing the acceptability of the results of expert estimation when solving a particular problem was built. Based on comparison of acceptability assessments it was suggested to choose the most acceptable result. Set of indicators was formed on the basis of which the degree of acceptability was estimated and the expressions for the integral index of acceptability were given. Five possible methods of expert data were described. On the example of one of the tasks of information security sphere the procedure for using these methods and comparing the obtained results were shown. As an example, the task of assessing the vulnerability of individual PC components in relation to information security threats was considered. The most effective method of treatment of expert linguistic data type - a method based on randomization of expert assessments and attraction of the maximum likelihood method was detected. The expert data processing method, which takes into account the degree of competence of the experts only on the basis of affixed assessments, has been proposed. The procedure of formation of the final result of the expert assessment was described in the presence of several variants of expert evaluation of set of objects on a given group of indicators by integrating all the results in one integrated one. These obtained procedures can be used to process the results of the expert evaluation of objects of any nature.

The article discusses the possibility of using flexible building technologies in terms of renovation. In terms of the impact of the renovation process on the construction industry, the application of technologies with the flexibility feature, namely able to adapt to the dynamics of external and internal impacts, maintaining performance indicators at a sufficient level of efficiency, is becoming increasingly important. The quality and comfort of living in the districts of the 20th century in the districts does not at all correspond to modern requirements and current regulatory documents. Depreciation of houses (mainly five-story) is more than 41 %. The thermophysical characteristics of buildings are 3–4 times less than standard indicators. Massively constructed from the end of the 1950s to the mid – 1970s, the five-story free housing districts were conceived as a temporary solution to the problem of resettlement of people from barracks and communal apartments, resettlement of workers around industrial enterprises (mostly currently inactive, whose territories are to be reorganized). These problems were solved, but the quarters remained. Overhaul does not allow to solve the whole complex of problems of a five-story housing stock. In particular, because the overhaul fund is not enough. Therefore, the housing policy of the city of Moscow is characterized by the implementation of the renovation program. To substantiate the choice of the criterion of economic efficiency, the method of expert assessments is used. The method of expert assessments is usually understood as a complex of logical and mathematical procedures aimed at obtaining information from specialists, analyzing and generalizing it in order to prepare and select rational decisions. After the survey of the expert group, the results are processed.

The article investigates the concept of a smart city mainly focused around people. At the same time, a “smart city” is understood to be an innovative city which implements a set of technical solutions and organizational measures aimed at achieving the highest possible quality of human life, an adequate resource management and service delivery system, in order to create sustainable favorable living conditions, as well as the prosperity and business activity of current and future generations. The general and specific (for Russia) factors that determined the transition from “smart cities” to “human-centered smart cities” are highlighted. Human-centered smart cities are cities in which governments attract citizens by being open to partnership with citizens, supporting the collaborative design of technical and social innovation processes through mutual relationships based on mutual trust and cooperation. A system of expert assessments is analyzed, which indicates the possibilities for transitioning to the digitalization of the economy and the city, the possibilities for developing breakthrough information and social technologies that would ensure movement towards Human Smart cites.

Abstract The building industry is booming in the larger cities of Greenland; there is a need for housing, and the building stock is in urgent need of renovation, mainly due to the combination of extreme weather conditions and the lack of tradition to maintain buildings. The harsh climate with short summers and long periods of cold weather combined with occasionally high wind speed and precipitation makes it difficult to prevent moisture during the construction phase, causing high drying costs. These challenges highlight the need for guidelines on how to handle moisture especially in the construction phase, both at renovation or when erecting new buildings. To prepare the guidelines, a survey was carried out aimed at building professionals in Greenland. Focus was on identifying construction work challenged by the conditions in Greenland including geography and seasons. The feedback gave an overview on the main challenges and what kind of solutions that do or do not work, showing that handling of moisture in the construction phase is not the only problem. Further, the survey gave feedback on challenges related to specific technical solutions, e.g. crawl spaces, and what kind of information is missing in relation to moisture-safe construction in Greenland. As key-points, focus should be on project design, improved competences, handling of building materials and components at the building site, and explainable guidelines for specific solutions and building types.

The article analyzes the currently existing methodological support for assessing the effectiveness of the activities of customs authorities. The conclusion is made about the need for a comprehensive assessment of macroeconomic and microeconomic performance indicators, using, if necessary, their differentiation for different levels of management and types of customs relations.
