The existing trend to increase the administrative barriers in Russia is analyzed in the article. The factors of stable reproduction of the administrative barriers and the possibilities of their destruction are examined. The general institutional approach to overcoming administrative barriers is formulated. The recommendations for the debureaucratization policy are elaborated on the basis of the analysis of formal procedures and regulation forms and instruments in Australia.

The article analyzes the psychological basis of the theory and economic policy of libertarianism, as contained in the book by A. Greenspan "The Age of Turbulence", clarifies the strengths and weaknesses of this doctrine that led to its discredit in 2008. It presents a new understanding of liberalization in 1980-1990s as a process of institutional transformation at the micro and meso levels, implemented by politicians and entrepreneurs with predatory and opportunistic mentality. That process caused, on the one hand, the acceleration of growth, on the other hand - the erosion of informal foundations of a market system. With psychology and ideology of libertarianism, it is impossible to perceive real macro risks generated at the micro level, which lead to a systemic crisis, and to develop measures to prevent it.

The study was targeted at developing a methodology for constructing a macroeconomic performance index at a provincial level for the first time in Vietnam based on 4 groups of measurements: (i) Economic indicators; (ii) oriented economic indicators; (iii) socio-economic indicators; and (iv) economic - social – institutional indicators. Applying the methodology to the 2011 - 2015 empirical data of all provinces in Vietnam, the research shows that the socio-economic development strategy implemented by those provinces did not provide balanced outcomes between growth and social objectives, sustainability and inclusiveness. Many provinces focused on economic growth at the cost of structural change, equality and institutional transformation. In contrast, many provinces were successful in improving equality but not growth. Those facts threaten the long-term development objectives of the provinces.

A group approach having an excess because its scope broader, and in accordance with communal culture of the people. Group dynamics and independency farmers become a yardstick to judge whether the programs the government (the course of development) involving group cattle farmers cut is sustainable or not, so that it can be evaluated for sustainability the next. The purpose of research are (1) analyze group dynamics formed in the group spr mega jaya, (2) analyzed levels of independency of farmers in the farmers spr mega jaya, (3) analyze relations group dynamics and independency of farmers with the success kejar farmers spr mega jaya. Data analysis of analysis descriptive statistics (a frequency, the percentage, on the average), and statistic analysis inferential by test a correlation coefficient rank the spearman. The research results show that group dynamics spr mega jaya tends in category high, and independency of farmers spr mega jaya tends in category enough, while test relations shows that there is a positive connection welfare between group dynamics the cattle farmer and independency of farmers with the success kejar cattle farmers cut. This means that the more dynamic group spr mega jaya and independency of felt farmers high, so the success of the program group farmers who reached the higher.Keywords: group dynamics, independency of groups, sekolah peternakan rakyatABSTRAKPendekatan kelompok memiliki kelebihan karena cakupannya yang lebih luas, dan sesuai dengan budaya masyarakat komunal. Dinamika kelompok dan keberdayaan peternak menjadi tolok ukur untuk menilai apakah program pemerintah (program pembangunan) yang melibatkan kelompok peternak sapi potong bersifat sustainable atau tidak, sehingga dapat dievaluasi untuk keberlanjutan program selanjutnya. Tujuan dari penelitian adalah (1) menganalisis dinamika kelompok yang terbentuk dalam kelompok SPR Mega Jaya, (2) menganalisis tingkat keberdayaan peternak pada kelompok peternak SPR Mega Jaya, (3) menganalisis hubungan dinamika kelompok dan keberdayaan peternak dengan keberhasilan program kelompok peternak SPR Mega Jaya. Analisis data berupa analisis statistik deskriptif (frekuensi, persentase, rata-rata), dan analisis statistik inferensial dengan uji koefisien korelasi rank Spearman. Hasil penelitian menunjukkan bahwa dinamika kelompok SPR Mega Jaya cenderung pada kategori tinggi, dan keberdayaan peternak SPR Mega Jaya cenderung pada kategori cukup, sedangkan uji hubungan menunjukkan bahwa terdapat hubungan positif signifikan antara dinamika kelompok peternak dan keberdayaan peternak dengan keberhasilan program kelompok peternak sapi potong. Hal ini berarti bahwa semakin dinamis kelompok SPR Mega Jaya dan keberdayaan yang dirasakan peternak tinggi, maka keberhasilan program kelompok peternak yang tercapai semakin tinggi.Kata kunci: dinamika kelompok, keberdayaan kelompok, sekolah peternakan rakyat

Unexpectedly, one of the marking features of democratization in Niger has been the rise of a variety of Islamic discourses. They focus on the separation between religion and the state and, more precisely, the way it is manifested through the French model of laïcité, which democratization has adopted in Niger. For many Muslim actors, laïcité amounts to a marginalization of Islamic values and a negation of Islam. This article present three voices: the Collaborators, the Moderates, and the Despisers. Each represents a trend that seeks to influence the state’s political and ideological makeup. Although the ulama in general remain critical vis-à-vis the state’s political and institutional transformation, not all of them reject the principle of the separation between religion and state. The Collaborators suggest cooperation between the religious authority and the political one, the Moderates insist on the necessity for governance to accommodate the people’s will and visions, and the Despisers reject the underpinning liberalism that voids religious authority and demand a total re-Islamization. I argue that what is at stake here is less the separation between state and religion than the modality of this separation and its impact on religious authority. The targets, tones, and justifications of the discourses I explore are evidence of the limitations of a democratization project grounded in laïcité. Thus in place of a secular democratization, they propose a conservative democracy based on Islam and its demands for the realization of the common good.

NAFINSA was essential to Mexico’s development process. It served as the financial agent of the Federal Government and provided preferential access to long-term finance favouring selected business interests and groups. With the Washington Consensus, its tasks were reduced to correcting for market failures, becoming a complement to commercial banks, and focusing on attending the market segments falling outside the scope of commercial bank activity (notably SMEs). Although it appears as a successful story of institutional transformation, on closer inspection, NAFINSA has not been able to overcome key obstacles and its success in alleviating credit restrictions is very limited. NAFINSA must recover some of its functions, prerogatives, and responsibilities as a policy bank to become relevant in strengthening financial intermediation for capital formation.

Implicit bias is one of the most successful cases in recent memory of an academic concept being translated into practice. Its use in the National Science Foundation ADVANCE program—which seeks to promote gender equality in STEM (science, technology, engineering, mathematics) careers through institutional transformation—has raised fundamental questions about organizational change. How do advocates translate theories into practice? What makes some concepts more tractable than others? What happens to theories through this translation process? We explore these questions using the ADVANCE program as a case study. Using an inductive, theory-building approach and combination of computational and qualitative methods, we investigate how the concept of implicit bias was translated into practice through the ADVANCE program and identify five key features that made implicit bias useful as a change framework in the academic STEM setting. We find that the concept of implicit bias works programmatically because it is (1) demonstrable, (2) relatable, (3) versatile, (4) actionable, and (5) impartial. While enabling the concept’s diffusion, these characteristics also limit its scope. We reflect on implications for gender theories of organizational change and for practitioners.

The collapse of state socialism in Eastern Europe has transformed many of the institutions governing state enterprises and was expected to lead to radical changes in enterprise structures and practices. This was especially so where ownership had changed. However, just as new constitutions do not create liberal democracies overnight, so too the withdrawal of the state from direct control over the economy and privatization does not automatically generate dramatic enterprise transformations. This study of 27 Hungarian enterprises in the early 1990s shows that products and the markets served changed remarkably little, and the employment and organizational changes that have taken place in most enterprises have been less radical than might be expected. Ownership changes have not always led to major shifts in control, nor have private owners implemented sharply different policies from state controllers. The highly fluid institutional environment limited the commitment to, and capacity for, major strategic changes in most substantial Hungarian enterprises. Where changes have occurred, they have been most significant in: (a) state enterprises that are in severe financial difficulties, and (b) companies controlled by foreign firms.
