Global School Funding Debates and Reforms

In recent decades, important changes have taken place in terms of how governments debate, manage, and allocate funding for schools. These changes have been strongly influenced by a diversification of actors contributing to the school funding. For example, although governments continue to provide the majority of funding resources for schools across member nations of the Organisation for Economic Co-operation and Development (OECD), many nations have witnessed an increased presence of nongovernment actors, such as philanthropies and corporations, in contributing to the funding of both government and nongovernment schools. Many nations have also seen increases in private parental contributions, which has contributed to the expansion of private schooling relative to traditional public schooling. Despite significant diversity in funding models across OECD nations, debates about funding are increasingly informed by a transnational field of policy ideas, practices, and evidence. The OECD has been a central force in facilitating this “global conversation” about the complexity of school funding trends and impacts, particularly in relation to the impacts of funding on student achievement and equity. A key question in these evolving debates is whether “more money” alone will improve outcomes or whether the focus needs to shift more toward “what schools do” with money (i.e., a “what works” approach). In response to this question, the OECD has played a leading role in steering global debates away from a historically dominant focus on whether more funding makes a difference or not to student achievement, toward a different narrative that suggests the amount of money only matters up to a certain point, and that what matters most beyond that is what systems and schools do with money. At the same time, the OECD has been central to producing a rearticulated “numbers-driven” understanding of equity, which understands equity primarily in terms of the relationship between a young person’s background and his or her performance on PISA, and which frames equity as primarily important from an economic perspective. Importantly, however, while schooling funding reforms are increasingly informed by global conversations, policy reforms remain locally negotiated. Recent Australian school funding reforms illustrate this well. Over the past decade, two prominent federal school funding reviews have sought to address funding issues in Australia’s federal system. These reports have been deeply shaped by the distinctive conditions of possibility of Australian federalism, but at the same time have been heavily informed by broader transnational reform narratives and the work of the OECD specifically. Yet while both reviews position the OECD at the center of their respective rationales, each does so in different ways that speak to different policy problems. An exploration of the Australian case and how it relates to broader global conversations about school funding offers important insights into how policies are simultaneously globally and locally negotiated.

ABSTRAKHasil belajar (prestasi belajar) merupakan perubahan perilaku yang diperoleh seseorang setelah mengalami aktivitas belajar. Perolehan aspek-aspek perubahan perilaku tersebut tergantung pada apa yang dipelajari oleh seseorang. Berhasil atau tidaknya seseorang untuk belajar disebabkan beberapa faktor yang mempengaruhi dalam pencapaian hasil belajar (prestasi belajar) yaitu berasal dari dalam diri orang yang belajar dan ada pula yang dari luar dirinya. Banyak faktor yang mempengaruhinya, diantaranya adalah motivasi dan minat. Tujuan dari penelitian ini adalah untuk mengetahui hubungan motivasi dan minat masuk Program Studi D  III Kebidanan dengan prestasi belajar mahasiswa  STIKES Insan Cendekia Husada Bojonegoro. Jenis penelitian ini adalah analitik korelasi. Penelitian ini menggunakan pendekatan cross sectional. Populasi dalam penelitian ini adalah semua mahasiswa Program Studi D III Kebidanan STIKES Insan Cendekia Husada Bojonegoro sebanyak 39 mahasiswa dengan  teknik total sampling dengan jumlah sampel 39. Penelitian ini menggunakan instrumen berupa kuesioner. Analisis hubungan variabel dilakukan dengan menggunakan Yates Correction. Hasil penelitian ini menunjukkan bahwa ada hubungan antara motivasi masuk Program Studi D III Kebidanan dengan prestasi belajar mahasiswa           (ρ =0,027) dan ada hubungan antara minat masuk Program Studi D III Kebidanan dengan prestasi belajar mahasiswa (ρ =0,044). Saran untuk Program Studi D III Kebidanan STIKES Insan Cendekia Husada Bojonegoro agar meningkatkan prestasi belajar mahasiswa Prodi D III kebidanan STIKES Insan Cendekia Husada Bojonegoro dengan cara dosen atau pembimbing akademik menciptakan kondisi pembelajaran yang menarik, sarana prasarana yang menunjang, hubungan antara dosen dan mahasiswa yang baik, sehingga mahasiswa terdorong untuk butuh dan terus belajar dan melakukan pemantauan dan pendekatan lebih dalam terhadap mahasiswa tentang tujuan mereka untuk masuk di Program Studi D III Kebidanan. Kata Kunci : Motivasi, minat, prestasi belajar  ABSTRACT      Results of learning (learning achievement) is obtained by a person's behavior changes after experiencing learning activities. Acquisition aspects of the behavior change depending on what is learned by someone. Success or failure of someone to learn due to several factors that affect the achievement of learning outcomes (learning achievement) that comes from within the person who studied and some are from outside himself. Many factors influence it, such as motivation and interest. The purpose of this study was to determine the relationship of motivation and interest in D III Midwifery Studies Program with student achievement STIKES Insan Scholar Husada Bojonegoro. This type of research is analytic correlation. This study used cross sectional approach. The population in this study were all students of the D III Midwifery STIKES Insan Husada Bojonegoro Scholar at least 39 students with a total sampling with a sample of 39. This study used a questionnaire instrument. Variable correlation analysis done using Yates Correction. Results of this study indicate that there is a relationship between motivation incoming D III Midwifery Studies Program with student achievement (ρ = 0.027) and there is a correlation between interest in D III Midwifery Studies Program with student achievement (ρ = 0.044). Suggestions for Study Program D III Midwifery STIKES Insan Scholar Husada Bojonegoro in order to increase student achievement Prodi DIII midwifery personnel STIKES Scholar Husada Bojonegoro by way of a professor or academic supervisor creates an attractive learning conditions, infrastructure that support, the relationship between faculty and students good , so that students are encouraged to take and continue to learn and perform monitoring and deeper approach to the students about their goals for entry in the D III Midwifery Studies Program. To support continuous professional development model in the teaching and learning of mathematics, many districts and schools have begun hiring elementary mathematics coaches and/or specialists (MCSs). However, limited large-scale empirical research exists that determines how the use of MCSs affect student learning and achievement. Kristin E. Harbour and Evthokia Stephanie Saclarides begin to fill in this gap by using data from the National Assessment of Educational Progress to explore the relationship between the presence and responsibilities of elementary MCSs and 4th-grade student achievement in mathematics. Based on their findings, they share practical implications for districts and administrators to consider.

Knowledge management and continuous improvement are key success factors that are applied in organizations independently; However, there is a significant relationship between the two, therefore organizations that seek to be leaders in their sector must analyze them together. Considering that universities have a leading role and must transcend the expectations of our society, I have considered it pertinent to carry out this article whose purpose is to establish the relationship between Knowledge Management and Continuous Improvement in a Private University from Lima, Peru. It has a quantitative approach because statistical analysis was used to test what was established in the hypotheses. The design is non-experimental, cross-sectional, since information is presented as it occurs in reality and in a given time, it is transectional, correlational, because it measures and evaluates the relationship between the variables. The sample is made up of 45 individuals between heads of areas and school coordinators, to whom a questionnaire with 32 questions was applied, whose data were processed in the statistical program SPSS version 25. Finally, the significant relationship between management of the knowledge and continuous improvement, obtaining a Spearman Rho, 0.730, at the 1% level of significance. Likewise, the findings affirm that the phases of creating, storing, applying and transferring knowledge also have a significant relationship with continuous improvement.

The implementation of customs control occupies a significant share of the activities of customs officers. Customs control procedures make it possible to identify customs violations in a timely manner, to ensure the content of measures aimed at preventing customs offenses, reveals the possibility of identifying shortcomings in the work of customs officials who are responsible for a particular area of work. In addition, the customs control procedure reveals not only the shortcomings in the work of certain parts of the customs, but above all, establishes the level of compliance with the principles of customs control and performance of its functions. This thesis is based on the fact that in case of violation of these segments there is a certain area of activity, which usually acts as a zone of customs violations. At the same time, customs control helps to improve the quality of document flow and provides an opportunity to form more realistic information flows for management decisions. At the same time, customs control procedures provide an opportunity to determine the relationship between the elements of the organizational mechanism, to establish at what stage is the duplication of functional responsibilities of responsible persons, and on this basis to decide on its improvement in the future. However, these advantages of customs control are partially offset by a number of negative factors that have some impact on the effectiveness of the procedure itself. There are professional and scientific discussions about the content of negative factors influencing customs control procedures, among which the leading role is given to the shortcomings in the law-making process. Existing problems indicate the feasibility of conducting research in this area. The article highlights the existing problematic factors influencing the customs control procedures, reveals the legal regulations for their implementation and determines the content of the principles and functions that customs officers are obliged to adapt during their adaptation. Attention is paid to the expediency of expanding the functions of the customs control procedure, the advantage of such changes is outlined. The author's position of content of conceptual categories «customs control», «customs control procedure», «organization of customs control» with the substantiation of the chosen approach is offered. The specific features of the organization of the customs control procedure are revealed, the main tasks are determined and the directions of its improvement are established. The author's position on the expediency of choosing both legal and human factors in the development of measures to improve the customs control procedure is given. The relationship between the qualification level of the executors of control actions and the effectiveness of the customs control procedure is substantiated.

Teacher Quality is one factor that determines student achievement, the research to find out the relationship and contribution to the quality of teachers to student achievement in subjects Housekeeping. This Reseach is expected to expective to be useful for teachers to improve performance. To measure student achievement are used Pearson Product Moment analysis method. Of test data analysis can be seen that there is asignificant relationship with the teacher quality anatara student achiement, which toount (7.09423) is greater than ttable (2.021). Whereas the contribution of teacher quality on student achiement is the amount of KP 46.64% while the remaining 53.36% is determinedby other variables is one of the largest employment practices in the industry.
