Abstract Disease and its consequences result in social and economic impacts to the US animal livestock industry, ranging from losses in human capital to economic costs in excess of a billion dollars annually. Impacts would dramatically escalate if a devastating disease like Foot and Mouth Disease or African Swine Fever virus were to emerge in the United States. Investing in preventative biosecurity can reduce the likelihood of disease incursions and their negative impact on our livestock industry, yet uncertainty persists with regards to developing an effective biosecurity structure and culture. Here we show the implications of human behavior and decision making for biosecurity effectiveness, from the operational level to the owner/managerial level and finally to the systems level. For example, adjustments to risk messaging strategies could double worker compliance with biosecurity practices at the operational level. The improvement of our risk communication strategy may increase willingness to invest in biosecurity. Furthermore, the adaptation of policies could nudge behavior so that we observe a short disease outbreak followed by a quick eradication instead of a pandemic. Our research shows how the emergence of now-endemic diseases, such as Porcine Epidemic Diarrhea virus, cannot be adequately modeled without the use of a human behavioral component. Focusing solely on any one sector or level of the livestock system is not sufficient to predict emergent disease patterns and their social and economic impact on livestock industries. These results provide insight toward developing more effective risk mitigation strategies and ways to nudge behavior toward more disease resilient systems.

PurposeThe purpose of this viewpoint article is to understand crisis leadership during COVID-19 by examining the decision-making with respect to implementing COVID-19 mitigation measures, collaboration with stakeholders, and communication strategies of the governors of the States of California, Texas, Florida, and New York in the United States.Design/methodology/approachThis viewpoint article employs information from the extant literature on crisis leadership and secondary sources to understand the four governor's crisis leadership strategies during COVID-19.FindingsGovernors Gavin Newsom of California and Andrew Cuomo of New York made quicker decisions regarding implementing COVID-19 mitigation measures (e.g. shutting down the economy, mandating physical distancing, issuing stay-at-home orders, mandating wearing face covering in public and issuing a state of emergency) compared to Governors Greg Abbott of Texas and Ron DeSantis of Florida. In addition, all four governors collaborated with state and local governments, private entities, and nonprofits to address COVID-19. Finally, all four governors held some form of briefing on COVID-19 on a regular basis and used different media to get their information out to the public.Originality/valueThis viewpoint article uses decision-making regarding implementation of mitigation strategies, collaboration with stakeholders, and crisis communication strategy to understand governors' crisis leadership during COVID-19.

Mitigation policy is regarded as an effective strategy to achieve the purpose of building health resilience and reducing disaster risk with the current high frequency of environmental event occurrences. To enhance public acceptance of mitigation policy, the issue of decision-making behavior has been a concern of researchers and planners. In the past literature, qualitative measures employed to reveal the behavioral intention of hazard risk mitigation cause restricted outcomes due to the problem of sample representativeness and the fact that quantitative research is restricted to discuss the linear relationship between the two selected variables. The purpose of this article is to attempt to construct a Mitigation Policy Acceptance Model (MPAM) to analyze the behavioral intention of seismic risk mitigation strategies. Based on Dual Processing Theory, affective is conducted as the core variable for constructing two types of thinking processes, and the variables of risk perception, trust and responsibility are selected in MPAM from theories and past research. In this study, the mitigation policy of residential seismic strengthening, adapted in Yongkang District of Tainan, has been conducted as the case study. According to the results, the result of model fit test has confirmed the MPAM framework, and two thinking modes could be associated together when people face a risky decision-making process. The variable of affective is the most effective factor to influence each variable, and a direct effect on intention is also shown in this model. The results could provide suggestions in communication risk strategies for the government.

Background: More patients with cardiac implantable electrical devices (CIEDs) are presenting to spine and pain practices for radiofrequency ablation (RFA) procedures for chronic pain. Although the potential for electromagnetic interference (EMI) affecting CIED function is known with RFA procedures, available guidelines do not specifically address CIED management for percutaneous RFA for zygapophyseal (z-joint) joint pain, and thus physician practice may vary. Objectives: To better understand current practices of physicians who perform RFA for chronic z-joint pain with respect to management of CIEDs. Perioperative CIED management guidelines are also reviewed to specifically address risk mitigation strategies for potential EMI created by ambulatory percutaneous spine RFA procedures. Study Design: Web-based provider survey and narrative review. Setting: Multispecialty pain clinic, academic medical center. Methods: A web-based survey was created using Research Electronic Data Capture (REDCap). A survey link was provided via e-mail to active members of the Spine Intervention Society (SIS), American Society of Regional Anesthesia and Pain Medicine, as well as distributed freely to community Pain Physicians and any receptive academic departments of PM&R or Anesthesiology. The narrative review summarizes pertinent case series, review articles, a SIS recommendation statement, and multi-specialty peri-operative guidelines as they relate specifically to spine RFA procedures. Results: A total of 197 clinicians participated in the survey from diverse clinical backgrounds, including anesthesiology, physical medicine and rehabilitation, radiology, neurosurgery, and neurology, with 81% reporting fellowship training. Survey responses indicate wide variability in provider management of CIEDs before, during, and after RFA for z-joint pain. Respondents indicated they would like more specific guidelines to aid in management and decision-making around CIEDs and spine RFA procedures. Literature review yielded several practice guidelines related to perioperative management of CIEDs, but no specific guideline for percutaneous spine RFA procedures. However, combining the risk mitigation strategies provided in these guidelines, with interventional pain physician clinical experience allows for reasonable management recommendations to aid in decision-making. Limitations: Although this manuscript can serve as a review of CIEDs and aid in management decisions in patients with CIEDs, it is not a clinical practice guideline. Conclusions: Practice patterns vary regarding CIED management in ambulatory spine RFA procedures. CIED presence is not a contraindication for spine RFA but does increase the complexity of a spine RFA procedure and necessitates some added precautions. In African societies, traditional slaughter is linked to celebrations like weddings or births, as well as funerals and ancestor veneration. Participants in traditional slaughter of goats are at risk of exposure to hazards during slaughter, food preparation and consumption of goat meat. For risk mitigation strategies to be implemented, identification of the population at risk is required. This study is based on the premise that the demographic profile of people involved in traditional slaughter of goats is important for risk communication. Both structured and informal interviews were recorded and analysed using a thematic analysis. A total of 105 people were interviewed at taxi ranks in Tshwane, Gauteng. Of these, 48 were women and 57 men. The median age of women and men was 40.6 years and 44.3 years, respectively. The majority of respondents (61.9%, n = 65) interviewed were from the Gauteng Province. Sixty percent (n = 63) of respondents had a secondary education, whilst less than 4.81% (n = 5) of respondents had no formal education. This study demonstrated that interviewing commuters at taxi ranks gave access to a cross section of gender, age, language and origin. It was found that both genders were involved in traditional slaughter of goats. Risk communication strategies should thus target women as well as men. Communication strategies to mitigate the risks of traditional slaughter of goats should take into consideration the dynamic nature of demographic and cultural norms. In light of the wide demographic profile of the respondents, it was concluded that it should be possible to use taxi ranks for successful dissemination of food safety and occupational health risk mitigation messages.

Bangladesh shares a common border with India in the west, north and east and with Myanmar in the southeast. These borders cut across 57 rivers that discharge through Bangladesh into the Bay of Bengal in the south. The upstream courses of these rivers traverse India, China, Nepal and Bhutan. Transboundary flows are the important sources of water resources in Bangladesh. Among the 57 transboundary rivers, the Teesta is the fourth major river in Bangladesh after the Ganges, the Brahmaputra and the Meghna and Bangladesh occupies about 2071 km2 . The Teesta River floodplain in Bangladesh accounts for 14% of the total cropped area and 9.15 million people of the country. The objective of this study was to investigate trends in both maximum and minimum water flow at Kaunia and Dalia stations for the Teesta River and the coping strategies developed by the communities to adjust with uncertain flood situations. The flow characteristics of the Teesta were analysed by calculating monthly maximum and minimum water levels and discharges from 1985 to 2006. Discharge of the Teesta over the last 22 years has been decreasing. Extreme low-flow conditions were likely to occur more frequently after the implementation of the Gozoldoba Barrage by India. However, a very sharp decrease in peak flows was also observed albeit unexpected high discharge in 1988, 1989, 1991, 1997, 1999 and 2004 with some in between April and October. Onrush of water causes frequent flash floods, whereas decreasing flow leaves the areas dependent on the Teesta vulnerable to droughts. Both these extreme situations had a negative impact on the lives and livelihoods of people dependent on the Teesta. Over the years, people have developed several risk mitigation strategies to adjust with both natural and anthropogenic flood situations. This article proposed the concept of ‘MAXIN (maximum and minimum) flows’ for river water justice for riparian land.

The Covid-19 pandemic has greatly impacted frontline workers’ health in 2020. The objective of this commentary is to evaluate some of the challenges faced by undocumented farmworkers in the context of the current global pandemic and possible risk mitigation strategies. Undocumented farmworkers make considerable contributions to the U.S. economy and food production, but they are at an elevated risk for contracting Covid-19. Their risk is compounded by their employment and legal status, as well as their poor working and living conditions which makes it difficult for them to observe Covid-19 precautionary measures. U.S. immigration policy disincentivizes undocumented farmworkers from seeking healthcare services. Contact tracing challenges could be overcome by gaining trust with subsequent increased testing and care. Extending eligibility of safety net programs for undocumented farmworkers will help to ease the burden of Covid-19, thereby improving their overall health and productivity.

Pesticide exposure may affect children’s respiratory and allergic health, although results from epidemiological studies have not reached consensus. This review aims to analyze the scientific evidence on respiratory and allergic effects of exposure to agricultural pesticides in children aged up to 12 years old. The databases PubMed, Web of Science, Scielo, and Lilacs were screened to select articles published in English, Spanish, or Portuguese, and 21 articles were included in this review. Most investigations were conducted in North America (mostly in the United States), while no studies conducted in Latin America or Africa were found, despite their intensive use of pesticides. Children are exposed to pesticides through multiple pathways from the prenatal period throughout later developmental stages and may experience several respiratory effects. Most studies (79%) found positive associations with pesticide exposure and children’s respiratory and allergic effects such as asthma, wheezing, coughs, acute respiratory infections, hay fever, rhinitis, eczema, chronic phlegm, and lung function impairments. Contrastingly, 21% of the studies found no associations between pesticide exposure and children’s respiratory health. The vast differences among the characteristics of the studies hamper any comparison of the results. Exposure to pesticides may have several impacts on childhood respiratory health. More studies must be conducted, especially in low- and middle-income countries, preferably with comparable research protocols adapted to local realities. Efforts should be made to develop comprehensive risk mitigation strategies and behavioral interventions to reduce children’s exposure to pesticides used in agriculture and respiratory health effects, and to ensure healthy childhood growth.
