Theorizing US Foreign Policy in a Postsecular World Society

The chapter presents the book’s theoretical framework, which is grounded in a sociological approach to international relations (IR) theory. It suggests that to explain the causes and shape of the operationalization of religion in US foreign policy attention needs to be paid to the combined effects of macro-level forces represented by the emergence of a postsecular world society, and the mobilization at the micro-level of a diverse range of desecularizing actors who seek to contest the secularity of American foreign policy through the deployment of multiple desecularizing discourses. The chapter then conceptualizes four different processes of foreign policy desecularization—institutional, epistemic, ideological, and state-normative—which take place as religion increasingly becomes an organized subject and object of US foreign policy. Finally, it advances three hypotheses about the global effects of America’s religious foreign policies: they shape religious landscapes around the world in ways that reflect American values and interests; they contribute to religionizing world politics; and they promote similar policies internationally.

AbstractIn July 2019, Secretary of State Mike Pompeo launched a Commission on Unalienable Rights, charged with a reexamination of the scope and nature of human rights–based claims. From his statements, it seems that Pompeo hopes the commission will substantiate—by appeal to the U.S. Declaration of Independence and to natural law theory—three key conservative ideas: (1) that there is too much human rights proliferation, and once we get things right, social and economic rights as well as gender emancipation and reproductive rights will no longer register as human rights; (2) that religious liberties should be strengthened under the human rights umbrella; and (3) that the unalienable rights that should guide American foreign policy neither need nor benefit from any international oversight. I aim to show that despite Pompeo's framing, the Declaration of Independence, per se, is of no help with any of this, whereas evoking natural law is only helpful in ways that reveal its own limitations as a foundation for both human rights and foreign policy in our interconnected age.

AbstractIt is a common—often stereotypical—presumption that Europe is secular and America religious. Differences in international religious freedom and religious engagement policies on both sides of the Atlantic seem to confirm this “cliché.” This article argues that to understand why it has been easier for American supporters to institutionalize these policies than for advocates in the EU, it is important to consider the discursive structures of EU and US foreign policies, which enable and constrain political language and behavior. Based on the analysis of foreign policy documents, produced by the EU and the United States in their relationship with six religiously diverse African and Asian states, the article compares how both international actors represent religion in their foreign affairs. The analysis reveals similarities in the relatively low importance that they attribute to religion and major differences in how they represent the contribution of religion to creating and solving problems in other states. In sum, the foreign policies of both international actors are based on a secular discursive structure, but that of the United States is much more accommodative toward religion, including Islam, than that of the EU.

The article deals with the features of public diplomacy resource’ application in US foreign policy in Central Asia. The author claims that American public diplomacy which has been actively working in the region since the collapse of the USSR appears to be an important instrument of achievement of not only regional, but also global objectives of the USA. Despite a certain de-emphasis on the Central Asian direction in the American foreign policy at the present stage, the rising Russian public diplomacy activity and increasing Chinese influence in the region forces Americans to look for public diplomacy response in order to secure their positions in this important, from geopolitical viewpoint and energy resource perspective, region. The aforementioned tendencies shape a competitive regional environment for implementation of public diplomacy.

Since the Second World War, the Middle East has been mentioned in connection with the national interest of America manifested by US presidents. This paper looks at the US foreign policy in the Middle East from Truman to Clinton on the premise that the US foreign policy has contributed to creating a breeding ground for dissatisfaction toward the US In this context, the paper focuses on the doctrines in use from the time of President Truman to Clinton. Thus, every American president has a doctrine, and this doctrine tells what political line the president follows regarding domestic and foreign policies. The article examines the features of the US foreign policy towards the Central Asian states in the post-bipolar period. The imperatives and constants, as well as the transformation of Washington’s Central Asian policy, have been characterized. It is shown that five Central Asian states have been in the focus of American foreign policy over the past thirty years. In the process of shaping the US foreign policy in Central Asia, the presence of significant reserves of energy and mineral resources in the region was of great importance. Therefore, rivalry for Caspian energy resources and their transportation routes came to the fore. In addition to diversifying transport and logistics flows and supporting American companies, the US energy policy in Central Asia was aimed at preventing the restoration of Russia’s economic and political influence, as well as countering the penetration of China, which is interested in economic cooperation with the countries of the region. During the period under review, the following transformation of mechanisms and means of Washington’s policy in the Central Asian direction was observed: the policy of “exporting democracy”; attempts to “nurture” the pro-American elite; striving to divide states into separate groups with permanent “appointment” of leaders; involvement in a unified military system to combat terrorism; impact on the consciousness of the population in order to destabilize geopolitical rivals; building cooperation on a pragmatic basis due to internal difficulties and external constraints. Central Asian states sympathized with the American course because of their interest in technology and investment. At the same time, these states in every possible way distanced themselves from the impulses of “democratization” from Washington. Kazakhstan was a permanent regional ally of the United States, to which Uzbekistan was striving to join. The second echelon in relations with the American side was occupied by Kyrgyzstan, Tajikistan and Turkmenistan. A feature of the positions of the Central Asian countries is the maximum benefit from cooperation with Washington while building good-neighborly relations with Russia and China, which is in dissonance with the regional imperatives of the United States. In the future, the American strategy in Central Asia will presumably proceed from the expediency of attracting regional allies and stimulating contradictions in order to contain geopolitical rivals in the region.

The conclusion has two main objectives. The first is to show how the International Religious Freedom, Faith-Based Foreign Aid, Muslim and Islamic Interventions, and Religious Engagement regimes form a broader American foreign policy regime complex on religion. The second objective is to reflect on the book’s wider implications for the study of religion in international relations and highlight areas for further research. This includes assessing the strength of the book’s theoretical framework in light of ongoing developments under the Trump administration; understanding better the changes occurring to the religious traditions and actors that America draws from and intervenes in around the world; investigating further how the American experience with the operationalization of religion in foreign policy relates and compares to similar policy changes taking place elsewhere; and reflecting more broadly on the implications for international order of the growing systematic attempt by the United States to manage and mobilize religion in twenty-first-century world politics.

This chapter examines possible futures for American foreign policy in terms of the interests and ideology of the U.S. elites (and to a lesser extent the population at large), the structures of U.S. political life, and the real or perceived national interests of the United States. It first provides an overview of the ideological roots of U.S. foreign policy before discussing key contemporary challenges for U.S. foreign policy. In particular, it considers American relations with China, how to mobilize U.S. military power for foreign policy goals, and the issue of foreign aid. The chapter proceeds by analysing the most important features of America’s future foreign policies, focusing on the Middle East, the Far East, Russia and the former Soviet Union, and Europe and the transatlantic relationship. It concludes by describing some catastrophic scenarios that could accelerate the decline of US power.

This chapter considers future prospects for US foreign policy on the basis of long-established patterns and other factors such as the interests and ideology of elites, the structures of political life, the country’s real or perceived national interests, and the increasingly troubled domestic scene. It first examines the ideological roots of US foreign policy before discussing some of the major contemporary challenges for US foreign policy, including relations with China, US military power, and the US political order. It then describes the basic contours of US foreign policy over the next generation with respect to the Middle East, the Far East, Russia, Europe and the transatlantic relationship, climate change, and international trade. It also presents catastrophic scenarios for American foreign policy and argues that there will no fundamental change in US global strategy whichever of the two dominant political parties is in power.

This chapter examines US foreign policy in Russia. The collapse of the Soviet Union in 1991 raised a number of questions that have profound implications for American foreign policy; for example, whether the Russian Federation, which inherited half the population and 70 per cent of the territory of the former Soviet Union, would become a friend and partner of the United States, a full and equal member of the community of democratic nations, or whether it would return to a hostile, expansionary communist or nationalist power. The chapter considers US–Russia relations at various times under Bill Clinton, Boris Yeltsin, George W. Bush, Vladimir Putin, Barack Obama, Dmitry Medvedev, and Donald Trump. It also discusses a host of issues affecting the US–Russia relations, including the enlargement of the North Atlantic Treaty Organization (NATO), the crisis in Kosovo and Ukraine, and the civil war in Syria.
