Catching-up and Leapfrogging in Key Manufacturing Sectors

Chapter 6 assesses China’s catching-up and leapfrogging in key manufacturing sectors compared with the Korean experience. It explains the varying records of market catch-up by referring to diverse aspects of technological and market regimes, such as modularity, degrees of embodied technical change, tacitness of knowledge, knowledge accessibility, and frequency of innovations. Easy access to foreign technologies from developed countries (mobile phones vs. semiconductors), high degree of modularity (mobile phones vs. automobiles and semiconductors), and frequent changes in the generations of technologies or short cycle times of technologies (mobile phones and telecommunications systems vs. automobiles) generally help latecomers catch up. More importantly, sectors with a high degree of tacit knowledge (e.g., automobiles) tend to show a slower speed of catch-up than the manufacturers of telecommunications equipment with a high degree of explicit knowledge. Whether markets feature segmentation (or the existence of low-end niche segments for Chinese latecomers) seems to play an important role in the market regimes. Chinese firms manage to achieve initial success from a low-end market in segmented market conditions (e.g., telecommunications equipment and mobile phones) or markets protected by the government (e.g., telecommunications equipment). Conversely, they face high entry barriers in markets with no such segmentation (e.g., memory chips), which is one of the reasons for their slow progress in the memory chip sector (see also Chapter 4). These cases also suggest that technological regimes are not the only paramount determining factor; the outcomes are affected by the roles of actors, including firms and governments.

Studies on the determinants of low-carbon innovations in developed countries already exist. We test here the institutional environment in Poland (science–government–enterprise) as supporters of the technological change in industry towards a low-carbon economy. We will examine as well whether conclusions for well-developed countries are relevant for those catching up. The aim of the article is to assess the systemic nature and durability of the impact of internal and external conditions on the implementation of low-carbon technologies in Polish industry. In order to achieve the goal, two surveys were carried out for the periods 2007–2012 and 2013–2018, on sample sizes of 11,493 enterprises. To verify the hypotheses, a statistical multi–factor logit modelling was used to determine the chances of low-carbon innovations under the influence of various parallel circumstances. The results of this research point to other, often abrupt (unstable) phenomena occurring in the catching-up economy, which are the consequence of a long-term technological gap. The case of Poland shows the lack of cooperation between science, enterprises and the government in stimulating the development of low-carbon technologies, although enterprises do try to implement such technologies on their own in the absence of any external cooperation. Without Research and Development (R&D) support and government subsidies, the attempt to implement low-carbon technology fails. Thus, the institutional framework should distinguish between catching-up and developed countries due to the gaps in technological knowledge, cooperation and institutional barriers.

The authors point to the current trends in the development of society, revealed by globalization: stratification of the population by income, the formation of economically developed centers and economic periphery, the dominance of developed countries over developing ones. The article discusses the advantages and disadvantages of the concepts of technological superiority; it is emphasized that the concept of catch-up development allows saving resources in the process of modernizing production, but leads to a technological lag. Therefore, during the transition to the advanced development, the need for the consistent infrastructure becomes urgent, offering opportunities for the commercialization of new developments, and financing projects of competitive high-tech industries. The stages of technological modernization and transition to the "Industry 4.0" production standard are considered and several examples of the implementation of products accompanying the production of transformers are proposed. The conclusion is drawn: in the mode of catching-up development, it is necessary to concentrate resources for modernization and improvement of production; in the mode of advanced development, in addition to financing scientific developments, it is necessary to create conditions for attracting innovations and ensuring their implementation.

In Sweden, pupil referral units (PRUs) have been recommended by the government, suggesting that “inclusion has gone too far”. This governmental recommendation is not based on research focusing on PRUs, as such research is sparse. Furthermore, there has been a lack of evaluations of the efficacy of PRUs, and no national evaluations of such provision have been undertaken. Furthermore, more attention must be paid to PRU students’ own perspectives and experiences as we lack knowledge of their needs and situation. This study aimed to investigate how educational needs have been and should be addressed in one PRU according to nine stakeholder groups, for example, current students, former students, parents, school staff, and various groups of people who, in their work, were responsible for deciding about the PRU (e.g., chief education officers or politicians) or supporting the PRU (e.g., school healthcare unit staff). Comparative analysis of all groups’ perceptions considered similarities and differences of views of this topic. Preliminary results indicate substantial between- and within-group variation concerning the purpose of the PRU and uncertainty about educational quality, partly due to insufficient documentation. Some students described a “Catch-22”: having been told to catch up educationally with peers and that PRU placement would help in this, they were disappointed, as the emphasis on non-educational practices impeded catching up.


New age technologies like Blockchain, Artificial Intelligence, Data Analytics, Internet of Things, Cloud Computing, Data Analytics, also known as Industry 4.0 has become integral part of business organizations in developed countries. India along with other developing countries is also in the race to adopt these new disruptive technologies to bring in more efficiencies in the business processes. Though India was late to get into the 4IR wagon but it is trying hard to catch up with the major players globally. Establishment of Center for the Fourth Industrial Revolution, by World Economic Forum is a major achievement of the Government of India to catch up with the other countries globally, but there are several challenges which needs to addressed simultaneously, This paper focus on the level of adoption of these technologies in India, future prospects and the challenges being faced in successful adoption of these technologies.

The soaring housing prices in Malaysia is not a recent issue. It is a global phenomenon especially in developing and developed countries, driven by factors including land price, location, construction materials cost, demand, and speculation. This issue demands immediate attention as it affects the younger generation, most of whom could not afford to buy their own house. The government has taken many initiatives and introduced regulations to ensure that housing prices are within the affordable range. This article aims to introduce a housing price control element from the Shariah perspective, as an alternative solution for all parties involved in this issue. It adopts content analysis methodology on policy from Shariah approved sources.

This volume on India is one of a series of research projects on exchange control, liberalization, and economic development, undertaken for many less developed countries. The study deals with three major topics: exchange control, liberalization, and growth. First, under 'The Anatomy of Exchange Control', the methods of allocation and intervention in the foreign trade and payments practised by the government during the restrictive period 1956-66 and their economic impact are discussed. Then, a detailed analysis of the 'Liberalization Episode' which covers the policies in the period 1966-68, including the June 1966 devaluation, and the episode's effect on price level, economic activity, and exports is given. Finally, the overall growth effects of the foreign trade regime (broadly defined as exchange rate policy plus the frame-work of relevant domestic policies such as industrial licensing), and their possible contribution to India's rather unsatisfactory economic performance are examined.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

Motivated by inter-regional disparities condition that occurs persistently, this study examines the Indonesian economy in the long run in order to know whether it tends to converge or diverge. This convergence is based on the Solow Neoclassical growth theory assuming the existence of diminishing returns to capital so that when the developed countries reach steady state conditions, developing countries will continuously grow up to 'catch-up' with developed countries. Based on regional economics perspective, each region can not be treated as a stand-alone unit,therefore, this study also focuses on the influence of spatial dependency and infrastructure. Economical and political situations of a region will influence policy in that region which will also have an impact to the neighboring regions. The estimation results of spatial cross-regressive model using fixed effect method consistently confirmed that the Indonesian economy in the long term will likely converge with a speed of 8.08 percent per year. Other findings are road infrastructure has a positive effect on economic growth and investment and road infrastructure are spatially showed a positive effect on economic growth. In other words, the investment and infrastructure of a region does not only affect the economic growth of that region but also to the economy of the contiguous regions.
