The Anarchical Society at 40

Hedley Bull’s The Anarchical Society was published in 1977. Though considered as one of the classics in International Relations, it does not address many world political issues that concern us deeply today—volatile great power relations after the end of the Cold War, the rise of terrorism, financial crises, climate change, the impact of the Internet, deep-rooted racial inequalities, violence against women. Moreover, through the evolution of International Relations as an academic pursuit, various limitations of the type of approach followed by Bull are coming to light. Against this background, eighteen contributors to this collection, with diverse intellectual orientations and academic specializations, have revisited Bull’s book forty years on to assess its limitations and resilience. A number of contributors point to certain fundamental problems stemming from Bull’s a historical conceptual theorizing. However, several others find arguments and insights developed or hidden in his text which are still relevant, in some cases, highly so, to understanding contemporary world politics while others explore ways of augmenting Bull’s intellectual repertoire. An intricate tapestry of ideas emerges from the criss-crossing contributions to the volume and, through this, it becomes clear that there is more to The Anarchical Society than the ‘international society’ perspective with which it is conventionally associated. The contemporary relevance of Bull’s work is clearest when we recognize the flexibility of his conceptual framework and, in particular, the often overlooked potential of his concept of the ‘world political system’ of which, Bull acknowledges, modern international society is only a part.

AbstractThis paper will suggest that since the end of the Cold War liberal states have instituted a new regime of international relations and of international peace and security in particular. Historically, legitimate statehood could be situated virtually exclusively within international society; in their international relations all states subscribed to a common normative standard which regarded all states qua states as legitimate sovereign equals irrespective of the political constitution that they endorsed. With the end of the Cold War, however, an international community of liberal states has formed within international society which considers only those states that respect the liberal values of democracy, human rights and the rule of law as legitimate. Non-liberal states are not only denigrated as illegitimate but more significantly they are stripped of their previously held sovereign status where international community, motivated by the theory that international peace and security can only be achieved in a world composed of exclusively liberal states, campaigns for their liberal transformation. Finally, it will be suggested that despite the disagreement between liberal states over the decision to invade Iraq in 2003 international community survives, and thus its (antagonistic) relationship with non-liberal states continues to provide a useful method for theorising international peace and security in the contemporary world order.

This chapter examines the International Society tradition of international relations (IR). International Society, also known as the ‘English School’, is an approach to world politics that places emphasis on international history, ideas, structures, institutions, and values. After providing an overview of International Society’s basic assumptions and claims, the chapter considers the three traditions associated with the leading ideas of the most outstanding classical theorists of IR such as Niccolò Machiavelli and Immanuel Kant: realism, rationalism, and revolutionism. It then explores International Society’s views regarding order and justice, world society, statecraft and responsibility, and humanitarian responsibility and war; as well as how International Society scholars have used a historical approach to understand earlier international systems and the development of international society. It also discusses several major criticisms against the International Society approach to IR and concludes with an overview of the research agenda of International Society after the Cold War.

Purpose – This paper aims to study the impact of the domestic environment’s components in changing foreign policy. Therefore, the paper focuses on analyzing Russia’s strategies, in the International arena, that has been structured by the domestic factors (leadership, military, security, economics, and identity). Design/methodology/approach – The paper follows three theories of studying the impact of domestic components into foreign policy in international relations; First it focuses on Foreign Policy Analysis as a traditional analysis in international relations; depending on “Determinants” influencing the foreign policy and the “Instruments/Tools” used to achieve the goals of foreign policy. Second, Neo-Classical Realism Theory, as it tried to explain the importance of internal factors in the foreign policy. Third, Constructivism Theory in International Relations as it concerns Non-state actors and refused the traditional viewing of main concepts in international relations. Findings – The domestic environment is the background context on which foreign policy is drawn. In general, the domestic environment is within the framework of society; according to it the decision-makers make decisions and include domestic policies (public opinion, geographical location, nature of the political system, main values of society, parties, lobbies…etc.); national expertise can be added in dealing with international political issues. Originality/Value – This paper proves that there are new forms for foreign policy variables related to the domestic environment and reflects the Economic capabilities, Military Power, Identity, and Leadership into the state's foreign policy.

One of the most common themes in the vast literature on globalization is that it is gradually undermining the state by making it meaningless if not obsolete. This article is a contribution to the growing body of literature that seeks to challenge that thesis. It does so by arguing that there are two distinct sets of processes at work in contemporary world politics: globalization and interstate interaction. While the former tends to break down territorial boundaries and replace them with new, uniform configurations of power, money and culture, the latter reconfirms territorial boundaries and the structures and processes contained by them. The interaction among states, which is often ignored by globalization theorists, may best be understood by situating it within the traditional international relations concept of an international society, provided that this is redefined to give it a more ‘constructivist’ orientation.

Abstract China's rise, like the demise of the Soviet Union, is one of the defining events in the contemporary world. Yet, while the unexpected Soviet collapse and the end of the Cold War sparked the ‘Third Debate’ in International Relations (IR) theory, it is puzzling that the rise of China has yet to generate a comparable process of shell-shock and soul-searching among IR theorists. Just as the end of the Cold War is more than simply the end of a bipolar power struggle per se, so too China's rise is much more than the familiar ascendancy of another great power. Rather, it is also a complex, evolving and possibly border-traversing and paradigm-shattering phenomenon in global life that, on the one hand, requires fresh and innovative theorizing in and beyond IR and, on the other hand, potentially offers new insights for us to rethink world politics more broadly. This article introduces this Special Issue that seeks to tentatively respond to this theoretical, epistemological and ontological challenge. It draws attention to the blind spot in IR theorizing on China, and calls for deeper engagement between IR theory and China's rise that goes beyond mere ‘theory-testing’ within the existing perimeters of mainstream IR.

This paper seeks to understand the impact of current global politicaland socioeconomic conditions on the construction of identity. I advancean argument based on a two-step logic. International Relations scholarship disconnects the history of the so-called expansion of international society from the presence of hierarchies within it. In contrast, this article argues that these developments may in fact be premised on hierarchical arrangements whereby new states are subject to international tutelage as the price of acceptance to international society. It shows that hierarchies within international society are deeply entrenched with the politics of self-determination as international society expands. I substantiate this argument with primary and secondary material on the Minority Treaty provisions imposed on the new states in Central, Eastern and Southern Europe admitted to the League of Nations after World War I. The implications of this claim for International Relations scholarship are twofold. First, my argument contributes to debates on the making of the international system of states by showing that the process of expansion of international society is premised on hierarchy, among and within states. Second, it speaks to the growing body of scholarship on hierarchy in world politics by historicising where hierarchies come from, examining how diverse hierarchies are nested and intersect, and revealing how different actors navigate these hierarchies.

AbstractDespite the prominent place of intervention in contemporary world politics, debate is limited by two weaknesses: first, an excessive presentism; and second, a focus on normative questions to the detriment of analysis of the longer-term sociological dynamics that fuel interventionary pressures. In keeping with the focus of the Special Issue on the ways in which intervention is embedded within modernity, this article examines the emergence of intervention during the nineteenth and twentieth centuries, assesses its place in the contemporary world, and considers its prospects in upcoming years. The main point of the article is simple – although intervention changes in character across time and place, it is a persistent feature of modern international relations. As such, intervention is here to stay.

This paper analyzes the theoretical and pragmatic implications for international relations and world politics of the new holistic approach to climate change articulated by Pope Francis in the Encyclical Laudato Si’, particularly through the notion of “integral ecology”. It is not my intention to offer an exegesis of the Papal document. I will rather try to illustrate and discuss its planetary hermeneutics. I emphasize that the Encyclical’s perspective is not exclusively normative, and that, within the dynamic interplay between social structure and human agency, it can also be considered as a call to action. In this context, I suggest that both International Relations Theory and global politics have much to learn from the fundamental claims of contemporary religions in relation to climate disruption. In particular, Pope Francis’ document, far from being just a new chapter in the unfolding process of the “greening” of religions, raises the issue of the sustainability of the present world system. Therefore, I contend that the perspective of the Encyclical calls for a radical transformation of international relations, since it emphasizes the deep implications of environmental issues on the entire spectrum of security, development, economic and ethical challenges of contemporary world politics. Against this backdrop, my objective is to connect the main tenets of the Encyclical to the environmental turn in International Relations Theory and to the new epistemological challenges related to the paradigm shift induced by the new planetary condition of the Anthropocene and the relevant questions arising for a justice encompassing the humanity-earth system. The Encyclical seems to suggest that practicing sustainable international relations means exiting the logic of power or hegemony, while simultaneously operationalizing the concept of care.
