Militias and the Iraqi State

According to conventional wisdom, states have a monopoly on the legitimate use of force within their territories, and delegate its operation to closely held state agents such as the military and police. Yet when faced with insurgencies, states often enlist the support of paramilitary organizations or militias. The competence–control tradeoff is especially stark in these cases, as states depend on capable militias to fight insurgents, but also risk losing control over them. This chapter examines the tradeoff in light of the relationship between militia groups and the Iraqi government. To bring a semblance of security to Iraq, both the United States and the Iraqi government used paramilitary groups such as the Sons of Iraq and the Kurdish Peshmerga. Following the withdrawal of US troops, the government has become increasingly beholden to Shia militias, yet the case defies a simple, sectarian logic. This chapter examines the choice of governance strategy vis-à-vis militias in Iraq, and changes in that strategy over time, providing insights into the governor’s dilemma, counterinsurgency strategy, and state formation.

What is the relationship between infant mortality and poverty in the United States and how has it changed over time? We address this question by analyzing county-level data between 1960 and 2016. Our estimates suggest that level differences in mortality rates between the poorest and least poor counties decreased meaningfully between 1960 and 2000. Nearly three-quarters of the decrease occurred between 1960 and 1980, coincident with the introduction of antipoverty programs and improvements in medical care for infants. We estimate that declining inequality accounts for 18% of the national reduction in infant mortality between 1960 and 2000. However, we also find that level differences between the poorest and least poor counties remained constant between 2000 and 2016, suggesting an important role for policies that improve the health of infants in poor areas.

The correlation between ideology and partisanship in the mass public has increased in recent decades amid a climate of persistent and growing elite polarization. Given that core values shape subsequent political predispositions, as well as the demonstrated asymmetry of elite polarization, this article hypothesizes that egalitarianism and moral traditionalism moderate the relationship between ideology and partisanship in that the latter relationship will have increased over time only among individuals who maintain conservative value orientations. An analysis of pooled American National Election Studies surveys from 1988 to 2012 supports this hypothesis. The results enhance scholarly understanding of the role of core values in shaping mass belief systems and testify to the asymmetric nature and mass public reception of elite cues among liberals and conservatives.

O artigo aborda a relação existente entre guerra e opinião pública nos Estados Unidos. O artigo foca na análise do caso da Guerra do Iraque iniciada em março de 2003 durante os mandatos de George W. Bush. Esse conflito insere-se no contexto dos ataques terroristas de 11 de setembro de 2001, sendo parte constitutiva da chamada “guerra global contra o terrorismo”. A primeira hipótese de trabalho é a de que inicialmente e reproduzindo padrões históricos anteriores, a guerra foi amplamente aprovada pela população norte-americana, processo que se prolongou por alguns meses e influenciou decisivamente para a reeleição do presidente republicano em 2004. Como segunda hipótese assevera-se que, passado algum tempo, o humor da opinião pública sofreu uma inflexão, diminuindo a aprovação popular à guerra e tendo como importante desdobramento a derrota dos republicanos na eleição de 2008, com o conflito ainda em curso. Espera-se mostrar, portanto, como a Guerra do Iraque pode ser dividida em duas fases distintas, sendo a primeira de bônus para o governo de George W. Bush e seus correligionários republicanos e a outra de ônus a partir do crescimento do número de baixas militares norte-americanas e da crise de credibilidade do governo no que concerne às perspectivas de vitória definitiva no conflito.Abstract: The article discusses the relationship between war and public opinion in the United States. The article focuses on the analysis of the case of the Iraq War that began in March 2003 during the administration of George W. Bush. This conflict is within the context of the terrorist attacks of September 11, 2001, being a constituent part of the "Global War on Terrorism." The first hypothesis is that initially and reproducing previous historical standards, the war was widely approved by the American population, a process that was prolonged for a few months and influenced decisively to the re-election of Republican president in 2004. As a second hypothesis asserts that, after some time, the mood of public opinion has undergone a shift, reducing the public approval of the war and with the important effect the defeat of the Republicans in the 2008 election. It is expected, therefore, to show how the Iraq War can be divided into two distinct phases, with the first bonus for the George W. Bush and his fellow Republicans and other liens being from the growing number of U.S. military casualties and the crisis of credibility of the government with regard to the prospects of ultimate victory in the conflict.

A number of studies find that democracies spend less on their military than non-democracies. Yet there are well known counter-examples, including but not limited to the United States and Israel. We contend that these counter-examples are part of a larger pattern. The relationship between regime type and military spending is conditional on external threat. Among countries that do not perceive a significant external threat to their interests, democracies allocate considerably less to the military than non-democracies. However, democracies with a significant external threat do not allocate less to the military than non-democracies. The reason prior research consistently finds that democracies, on average, spend less on the military, even while controlling for external threat, is that democracies are much less likely to have a high external threat. For example, autocracies are nearly twice as likely as democracies to have a significant external threat in our sample. An empirical analysis of military spending from 1952–2000 is consistent with these expectations.

The subject of this work is to clarify the issues of criminal jurisdiction set forth in articles 13-15 of the Agreement between the Government of the Republic of Poland and the Government of the United States of America regarding the status of the armed forces of the United States of America on the territory of the Republic of Poland of December 11, 2009 in Warsaw. The author simultaneously conducts analysis of the provisions in article VII NATO SOFA, a supplemental agreement between the Governments of Poland and the United States. In addition, memorandum of Understanding between the Minister of Justice of the Republic of Poland and the Command of the Armed Forces of the United States of America in Europe regarding foreign criminal jurisdiction, signed on October 23, 2014 in Warsaw is discussed. The memorandum specifies the provisions of the above-mentioned two international agreements, describing, among other things, how to proceed with American soldiers and members of their civilian staff as perpetrators of prohibited acts. Furthermore, this document contains templates for letters addressed to US military authorities, and Polish judicial authorities with respect to the priority of jurisdiction, as well as arrangements related to the performance of official duties by the perpetrator at the time of committing a prohibited act. The authorities that supervise or conduct preparatory proceedings against members of the United States forces and their civilian personnel are military prosecutors of the regional or the district prosecutor’s offices. The Police, on the other hand and Military Police are law enforcement agencies carrying out procedural activities at the scene and carryingout activities commissioned by the military prosecutor.

Despite the high regard for the US military by the American public, a number of tensions continue to grow in civil-military relations in the United States. These are exacerbated by a lack of clarity, and thus productive debate, in the various relationships inherent in civil and military interaction. By trisecting civil military relations into the relations between the people and the military, the military and the government, and the people and the government on military issues, this chapter examines the potential for crisis in coming years. Doing so allows for greater theoretical and popular understanding and thus action in addressing the tensions, for there is cause for concern and action in each of the legs of this interconnected triangle.

This chapter analyzes the trends in speaking behavior in the United States Congress from 1921 to 2010 in the House and Senate. We find that key determinants of political behavior from the existing American and comparative literature (seniority, committee leader, party leadership, ideological extremism, and majority party membership) correspond to more floor speeches by members. Senators deliver more speeches per member than their counterparts in the House, although the determinants of activity are broadly similar. Splitting the results by historical period and examining the relationship by the polarization of the chamber show that the effects of certain variables have changed considerably over time. In the House, in particular, the effects of committee leader, extremism, and majority party status have increased over time while the effect of seniority has noticeably decreased in the post-Gingrich period.

The article compares attitudes towards and laws regulating the use of alcohol and opium in the United States (US) colonial possession of the Philippines. Forces within the United States and missionary groups in the field in the Philippines fought to have the supply of alcohol to American troops restricted by abolition of the military canteen system, and to eliminate use of alcohol among the indigenous population. To achieve these aims, they developed highly skilled networks of political lobbying led by Wilbur Craft's International Reform Bureau. Temperance, church and missionary groups differed among themselves over the relative seriousness of the two drugs’ impact in the Philippines, but skillfully adapted their tactics in the light of experience in the colony to focus on opium. They developed a tacit coalition with the US government, using the Philippines opium policy to distinguish the United States as a morally superior colonial ruler. By lobbying the government to oppose opium use in the East Asia region, they served to promote an American regional hegemony, and provided an important departure point for modern US drug poalicies.

This study explores how performance measurement has changed over time and identifies the major themes and emerging challenges of the Government Performance and Results Act by reviewing the literature of performance measurement. This study categorizes three themes in performance management studies-conceptual, technical, and managerial-and examines three challenges of the GPRA-adjustment, measurement, and complexity. Although many have argues that performance measurement and the GPRA are some of the best alternatives for improving government, there are many challenges that are difficult to resolve easily. This study argues that performance measurement is not a panacea for improving government; rather, many considerations about how we use or deal with performance measurements are needed.

Abstract In 1981 the ATF, FBI, and U.S. Customs Service agents arrested a group of American and Canadian White nationalists as they were on their way to overthrow the government of Dominica. Although seemingly improbable, the event is important because it illustrates the hegemonic nature of the relationship between the United States and Caribbean countries and, also, the globalization of White nationalist violence. In this paper I show that extant theory on White nationalism can be used to explain the White nationalist plot. In particular, I invoke the concept of Lebensraum and the fact that White nationalists espouse multiple objectives—in addition to racism—to explain their intent to subvert a Black country and to live there.
