Mapping the Land: Spatializing State Nature

In 1965 it was estimated that Belgium had 607,142 hectares (ha) of forested land, while Finland had 21,800,000 ha (6,500,000 of which were swamp forest). France, meanwhile, had 111,800 ha of swamps and marshes (étang en rapport), compared with the Federal Republic of Germany’s 188,000 ha. Of its total land area of 24,402,000 ha, the UK had 7,541,400 ha of unimproved grazing land being grazed by a staggering 28,967,000 sheep. Further estimates revealed that the Netherlands had 7,990 ha of dunes and 50,700 ha of land designated as muddy flats. Perhaps what is most unusual about these figures is that they don’t appear at all unusual. What, after all, could seem more normal than knowing such detailed statistical facts about a series of modern European states? These figures are actually taken from a World Land Use Survey, which was conducted in collaboration by a series of states during the middle of the twentieth century. Despite their seemingly routine character, however, what interests us about these figures are the links they reveal between nature, the state, and space (or more specifically land). The figures presented above have two things in common: first, they are all statistics about the natural world, which have been organized through specific reference to nation-states (France, Belgium, the UK); and secondly, they all (with the exception of the statistics on British sheep) describe nature by making reference to its spatial form—or more accurately its extent (hectares of marsh, forest, dune, etc.). This association between nature and land is, we argue, a significant one. We claim that historically the idea of land has provided different nation-states with a mechanism for making sense of nature and for ordering it spatially. In light of the historical perspective on nature–state relationships provided by Chapter 3, this chapter analyses how state–nature interactions are mediated and played out within space. While recognizing the diverse range of ways in which state–nature relations have been spatialized over time, here we focus our attention on one crucial site of state nature—the land-use map.

Abstract Background Fundamentally, the goal of health professional regulatory regimes is to ensure the highest quality of care to the public. Part of that task is to control what health professionals do, or their scope of practice. Ideally, this involves the application of evidence-based professional standards of practice to the tasks for which health professional have received training. There are different jurisdictional approaches to achieving these goals. Methods Using a comparative case study approach and similar systems policy analysis design, we present and discuss four different regulatory approaches from the US, Canada, Australia and the UK. For each case, we highlight the jurisdictional differences in how these countries regulate health professional scopes of practice in the interest of the public. Our comparative Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis is based on archival research carried out by the authors wherein we describe the evolution of the institutional arrangements for form of regulatory approach, with specific reference to scope of practice. Results/conclusions Our comparative examination finds that the different regulatory approaches in these countries have emerged in response to similar challenges. In some cases, ‘tasks’ or ‘activities’ are the basis of regulation, whereas in other contexts protected ‘titles’ are regulated, and in some cases both. From our results and the jurisdiction-specific SWOT analyses, we have conceptualized a synthesized table of leading practices related to regulating scopes of practice mapped to specific regulatory principles. We discuss the implications for how these different approaches achieve positive outcomes for the public, but also for health professionals and the system more broadly in terms of workforce optimization.

The urban fringe, as a part of an urban spatial form, plays a considerably major role in urban expansion and shrinking. After decades of rapid development, Chinese cities have advanced from a simple expansion stage to an expansion–shrinking-coexistence stage. In urban shrinking and expansion, the urban fringe shows different characteristics and requirements for specific aspects such as urban planning, land use, urban landscape, ecological protection, and architectural form, thereby forming expanding and shrinking urban fringes. A comprehensive study of expanding and shrinking urban fringes and their patterns is theoretically significant for urban planning, land use, planning management, and ecological civilisation construction.

All good quality trials of psychological interventions need to check formally that therapists have used the techniques prescribed in the published therapy manuals, and that the therapy has been carried out competently. This paper reviews methods of assessing adherence and competence used in recent large-scale trials of Cognitive Behaviour Therapy (CBT) for psychosis in the UK carried out by our research groups. A combination of the Cognitive Therapy Rating Scale and specific versions of the Cognitive Therapy for Psychosis Adherence Scales provides an optimal assessment of adherence and competence. Careful assessment of the competence and adherence can help identify the procedures actually carried out with individuals within trials. The basic use of such assessments is to provide an external check on treatment fidelity on a sample of sessions. Such assessment can also provide the first step towards moving research towards making sense of CBT for psychosis as a complex intervention and identifying which techniques work for which problems of people with psychosis, at which stages of disorder?

Abstract. In the UK, as organo-mineral soils are a significant store of soil organic carbon (SOC), they may become increasingly favoured for the expansion of upland forestry. It is important, therefore, to assess the likely impacts on SOC of this potentially major land use change. Currently, these assessments rely on modelling approaches which assume that afforestation of organo-mineral soils is "carbon neutral". This review evaluates this assumption in two ways. Firstly, UK information from the direct measurement of SOC change following afforestation is examined in the context of international studies. Secondly, UK data on the magnitude and direction of the major fluxes in the carbon cycle of semi-natural upland ecosystems are assessed to identify the likely responses of the fluxes to afforestation of organo-mineral soils. There are few directly relevant measurements of SOC change following afforestation of organo-mineral soils in the UK uplands but there are related studies on peat lands and agricultural soils. Overall, information on the magnitude and direction of change in SOC with afforestation is inconclusive. Data on the accumulation of litter beneath conifer stands have been identified but the extent to which the carbon held in this pool is incorporated into the stable soil carbon reservoir is uncertain. The effect of afforestation on most carbon fluxes is small because the fluxes are either relatively minor or of the same magnitude and direction irrespective of land use. Compared with undisturbed moorland, particulate organic carbon losses increase throughout the forest cycle but the data are exclusively from plantation conifer forests and in many cases pre-date current industry best practice guidelines which aim to reduce such losses. The biggest uncertainty in flux estimates is the relative magnitude of the sink for atmospheric carbon as trees grow and mature compared with that lost during site preparation and harvesting. Given the size of this flux relative to many of the others, this should be a focus for future carbon research on these systems.

Human appropriation of land for agriculture has greatly altered the terrestrial carbon balance, creating a large but uncertain carbon debt in soils. Estimating the size and spatial distribution of soil organic carbon (SOC) loss due to land use and land cover change has been difficult but is a critical step in understanding whether SOC sequestration can be an effective climate mitigation strategy. In this study, a machine learning-based model was fitted using a global compilation of SOC data and the History Database of the Global Environment (HYDE) land use data in combination with climatic, landform and lithology covariates. Model results compared favorably with a global compilation of paired plot studies. Projection of this model onto a world without agriculture indicated a global carbon debt due to agriculture of 133 Pg C for the top 2 m of soil, with the rate of loss increasing dramatically in the past 200 years. The HYDE classes “grazing” and “cropland” contributed nearly equally to the loss of SOC. There were higher percent SOC losses on cropland but since more than twice as much land is grazed, slightly higher total losses were found from grazing land. Important spatial patterns of SOC loss were found: Hotspots of SOC loss coincided with some major cropping regions as well as semiarid grazing regions, while other major agricultural zones showed small losses and even net gains in SOC. This analysis has demonstrated that there are identifiable regions which can be targeted for SOC restoration efforts.

In the last decade access for disabled people to public buildings has become an important part of the political agenda. Yet, one of the main forms of discrimination which still persists against disabled people is an inaccessible built environment. In particular, statutory authorities have been slow to acknowledge the mobility and access needs of disabled people, and the legislative base to back up local authority policies remains largely ineffectual and weak. In this paper, the interrelationships between disability and the built environment are considered by focusing on the role of the UK land-use planning system in securing access provision for disabled people.

In this contribution, I present emergent analysis of a preoccupation with managing COVID-19 through border control, among non-Governmental public health actors and commentators. Through a reading of statements, tweets, and interviews from the ‘Independent Sage’ group – individually and collectively – I show how the language of border control, and of maintaining immunity within the national boundaries of the UK, has been a notable theme in the group’s analysis. To theorize this emphasis, I draw comparison with the phenomenon of ‘green nationalism’, in which the urgency of climate action has been turned to overtly nationalistic ends; I sketch the outlines of what I call ‘viral nationalism,’ a political ecology that understands the pandemic as an event occurring differentially between nation states, and thus sees pandemic management as, inter alia, a work of involuntary detention at securitized borders. I conclude with some general remarks on the relationship between public health, immunity, and national feeling in the UK.
