This book has sought to deepen the dialogue between history and international relations theory in examining a pivotal moment in the history of international relations. The Paris Peace Conference constituted a historically specific effort to reimagine “the world.” More specifically, it sought to replace anarchy under realism with “sovereignty.” The conference could not live comfortably with the radical liberalism of Wilsonianism, but the international contract made at the time of the armistice with Germany meant that the conference could not live without it. The territorial state and its discontents lay at the heart of sovereignty at the conference. Two logics of the state fought each other to a standstill in Paris—that of the self-help of realism, forever seeking unattainable “security,” and that of the state that exists only in relation to other states, toward some common end.

We have long known that the Paris Peace Conference of 1919 “failed” in the sense that it did not prevent the outbreak of World War II. This book investigates not whether the conference succeeded or failed, but the historically specific international system it created. It explores the rules under which that system operated, and the kinds of states and empires that inhabited it. Deepening the dialogue between history and international relations theory makes it possible to think about sovereignty at the conference in new ways. Sovereignty in 1919 was about remaking “the world”—not just determining of answers demarcating the international system, but also the questions. Most histories of the Paris Peace Conference stop with the signing of the Treaty of Versailles with Germany on June 28, 1919. This book considers all five treaties produced by the conference as well as the Treaty of Lausanne with Turkey in 1923. It is organized not chronologically or geographically, but according to specific problems of sovereignty. A peace based on “justice” produced a criminalized Great Power in Germany, and a template problematically applied in the other treaties. The conference as sovereign sought to “unmix” lands and peoples in the defeated multinational empires by drawing boundaries and defining ethnicities. It sought less to oppose revolution than to instrumentalize it. The League of Nations, so often taken as the supreme symbol of the conference’s failure, is better considered as a continuation of the laboratory of sovereignty established in Paris.

This article draws on Hobbes and existentialist philosophy to contend that anxiety needs to be integrated into international relations (IR) theory as a constitutive condition, and proposes theoretical avenues for doing so. While IR scholars routinely base their assumptions regarding the centrality of fear and self-help behavior on the Hobbesian state of nature, they overlook the Hobbesian emphasis on anxiety as the human condition that gives rise to the state of nature. The first section of the article turns to existentialist philosophy to explicate anxiety's relation to fear, multiple forms, and link to agency. The second section draws on some recent interpretations to outline the role that anxiety plays in Hobbesian thought. Finally, I argue that an ontological security (OS) perspective that is enriched by insights from existentialism provides the most appropriate theoretical venue for integrating anxiety into IR theory and discuss the contributions of this approach to OS studies and IR theory.

The Congress on Research in Dance (CORD's) thematic and structural concerns over the years, which seek to bring together dance and its allied fields of the performing arts (theatre, music, cinema, etc.), parallel the African aesthetic experience that emphasizes the interconnectedness and inseparability of theatre, dance, and music in performance. Theorizing on the self and the social, to examine the state of the profession, this paper offers an autoethnographic account not only of the contradictory ways in which personal and professional subjectivity is constructed but also of the performing body's power and capacity to reproduce and transform the world. The paper argues that, historically, the performing body of color constitutes a continuum of creative possibilities whose capacity to resist state and institutional hegemonic power has always manifested itself covertly or overtly. In conclusion, the paper celebrates a long history of the performing body of color's ability to double-speak. The performing body's ability to create ambivalent discourses that can be outwardly entertaining while secretly radical and deeply revolutionary has throughout history empowered the body of color to resist even the most repressive circumstances.

This article explores the ontology of personal knowledge that algorithms on digital media create by locating it on two axes: historical and theoretical. Digital platforms continue a long history of epistemic media—media forms and practices, which not only communicate knowledge, but also create knowledge. As epistemic media allowed a new way to know the world, they also facilitated a new way of knowing the self. This historical perspective also underscores a key difference of digital platforms from previous epistemic media: their exclusion of self-reflection from the creation of knowledge about the self. To evaluate the ramifications of that omission, I use Habermas’s theory of knowledge, which distinguishes critical knowledge from other types of knowledge, and sees it as corresponding with a human interest in emancipation. Critical knowledge about the self, as exemplified by psychoanalysis, must involve self-reflection. As the self gains critical knowledge, deciphering the conditions under which positivist and hermeneutic knowledges are valid, it is also able to transform them and expand its realm of freedom, or subjectivity. As digital media subverts this process by demoting self-reflection, it also undermines subjectivity.

States are commonly blamed for wars, called on to apologize, held liable for debts and reparations, bound by treaties, and punished with sanctions. But what does it mean to hold a state responsible as opposed to a government, a nation, or an individual leader? Under what circumstances should we assign responsibility to states rather than individuals? This book demystifies the phenomenon of state responsibility and explains why it is a challenging yet indispensable part of modern politics. Taking Thomas Hobbes' theory of the state as a starting point, the book presents a theory of state responsibility that sheds new light on sovereign debt, historical reparations, treaty obligations, and economic sanctions. Along the way, it overturns longstanding interpretations of Hobbes' political thought, explores how new technologies will alter the practice of state responsibility as we know it, and develops new accounts of political authority, representation, and legitimacy. The book argues that Hobbes' idea of the state offers a far richer and more realistic conception of state responsibility than the theories prevalent today and demonstrates that Hobbes' Leviathan is much more than an anthropomorphic “artificial man.” The book is essential reading for political theorists, scholars of international relations, international lawyers, and philosophers. It recovers a forgotten understanding of state personality in Hobbes' thought and shows how to apply it to the world of imperfect states in which we live.

Problem setting. Legal personality of Kyivan Rus’ is very complex issue, which contains elements such as contract law, law of war, ambassadorial law, general position of the state in the international relations sphere. The condition of Kyivan Rus’ in medieval history can be determined only after analyzing researches of well-known scientists, who had different opinions on this subject. In spite of the fact that a lot of researches were made on this topic, there is no clear and unambiguous answer to the question: “was Kyivan Rus’ independent and equal subject of international law?” In our opinion, this topic is actual even nowadays, because without an analysis of the issue it is impossible to form a modern understanding of Ukrainian statehood and its features in different periods. Analysis of recent researches and publications. Valuable contribution to the research of Kyivan Rus’ position in international relations sphere were made by lots of scientists in areas of Ukrainian history and history of international law such as O. Zadoroznyi, P. Tolochko, O. Butkevich, A. Dmitriev, Y. Dmitriev, M. Kotlyar, V. Pashuto, D. Feldman, V. Butkevich, I. Shekera, O. Pavlenko etc. Target of research is to analyze and compare opinions of different authors on the issue of determining Kyivan Rus’ as legal entity of international law. To achieve this target these tasks have to be solved: to research and analyze modern scientists’ studies about the position of Kyivan Rus’ in international law sphere in medieval period; to compare scientists’ views on legal personality of the state and come to a certain conclusion on this issue. Article’s main body. In this article author analyzes different periods of Kyivan Rus’ existence, general position of the state in international relations sphere and opinions of different scientists on this subject. Also, the article provides a comparison of scientists’ views on the topic of legal personality of international law of Kyivan Rus’. Conclusions. Kyivan state in different periods of its existence was in various international legal positions. Despite of the fact, that features of international law of Kyivan Rus’ is a topic for controversy, Ukrainian and foreign scientists came to the conclusion that Rus’ was full-fledged subject of international law and after its collapse it revived in the Principality of Galicia-Volhynia, Zaporozhian Sich and the Cossack Hetmanate, Ukrainian People’s Republic, UkSSR (as independent UN member) and modern independent Ukraine.

How should India’s rise be understood in the framework of international relations and a changing global order? This chapter assesses India’s jostle for an advantageous position on the world stage through three sets of lenses: the attempt to voice the civilizational values of a nascent nation; the expressions of the economic and developmental needs of a poor citizenry; and the self-professed aims and pursuits of the interests of a sovereign state. It then outlines some of the challenges in defining India’s international position, and explores possible means through which these can be navigated. In order to optimize the rewards of India’s interactions with the global order, deft management of all three approaches is necessary, enabled by a recognition of the fact that its greatest strength lies in the ability to articulate a democratically validated foreign policy.

Despite the lively scholarly debate on the place of The Sleeping Beauty (1890) in the political and cultural history of the Franco-Russian alliance in the 1890s, the representation of international relations in the first production of The Nutcracker (1892) has so far received little attention. This representation includes the well-known series of character dances in the second act of the ballet, but also the use of French fashion from the revolutionary era to costume the party guests, the mechanical dolls, the toy soldiers, and even Prince Nutcracker. The fairy-tale world offered a frame that not only promoted the absolutist aspirations of Alexander III's regime, but also solved the symbolic challenge of a problematic alliance between republican France and tsarist Russia. The same visual repertoire informed diplomatic life: four years after The Nutcracker, in 1896, the décor for the state visit of Nicholas II and Alexandra Feodorovna in France duplicated that of the fairy-tale world on stage.

The article has three goals. The first is to present the history of research on Polish dialectal phrasematics. In particular, attention was paid to the last five years, i.e. the period 2015–2020. The works in question were ordered according to the dialectological key, taking into account the following dialects: Greater Polish, Masovian, Silesian, Lesser Polish, and the North and South-Eastern dialects. The second goal is to indicate the methodologies that have so far been used to describe dialectal phrasematics. Initially, component analysis was used, which was part of the structuralist research trend, later (more or less from the late 1980s) the ethnolinguistic approach, especially the description of the linguistic picture of the world, began to dominate. The third goal of the article is to provide perspectives. The author once again (as he did it in his earlier works) postulates the preparation of a dictionary of Polish dialectal phrasematics.
