This chapter discusses three impediments to proper use of science in the creation of public policy. First, citizens and policymakers follow moral rules other than those that involve consequences, yet the main role of science in policy is to predict outcomes. Second, citizens believe that their proper role is to advance their self-interest or the interest of some narrow group, thus ignoring the relevance of science to policy issues that affect humanity now and in the future. Third, people fail to understand the nature of science as grounded in actively open-minded thinking, thus giving it an advantage over some alternative ways of forming beliefs.

The purpose of this article is to examine the agrarian aspect of the opposition to the Prussian policy of Germanization of the Polish population of the provinces of Poznań and West Prussia from a historical perspective, with the main focus on the 1880s — 1900s. The publication of the Colonization Law in 1886 and the creation of the Colonization Commission marked the beginning of attempts by the Prussian government to change the ratio of the Polish and German population of the provinces in favour of the latter. The German side in 1886—1902 acted exclusively through centralized budget financing of the colonization structures, which increased from year to year. However, this did not lead to the achievement of the goals set. To counteract the Prussian activities, the Poles set up a system of credit institutions, the main role in which belonged to the Land Bank. These financial institutions took over the crediting of land deals and the support of Polish landowners and farmers. The Polish side chose a much more effective method, which allowed it to gain the upper hand over the German strategy. The process of Germanization in the agricultural sector in the late 19th and early 20th centuries went through several stages, always being a direct reflection of the general direction of German government policy: from the creation of internal unity under Bismarck, through Caprivi’s “Era of reconciliation”, to the “Weltpolitik” of Bulow, when Polish policy became a part of the common colonial trend.

The article explores the term “identity” and in particular “corporate identity”, which means the employees’ awareness of the organization’s value, their place in it, the creation of the “we” sense and the pride of affiliation to their organization. It is proved that among the basic elements of corporate identity the visual ones – symbols, signs, corporate color and font, form and composition – play the main role. This is because of the subconscious perception of visual information, and therefore, a greater emotional reaction. Due to the knowledge of the psychological peculiarities of perception in design and the ability to synthesize them into a single whole, it is possible to significantly improve the quality of a corporate style creation withing the organization.

The issues of convergence, which are considered as the convergence of the corresponding parameters of the development of regions and countries of the world, have been studied by economists for a long time. The issue acquired particular importance in the period of globalization. This is a priority in ensuring the security of the state, the formation of a national innovation system, the creation and operation of joint ventures, the development of industries based on innovations. When carrying out the research, the main problem that is relevant in the period of globalization was identified - convergence processes towards the creation of joint ventures on an innovative basis. The peculiarities of convergence processes in the direction of the functioning of joint ventures on the basis of innovations, including through the development of scientific and industrial parks, clusters, were highlighted in their scientific works by outstanding specialists. The problems of the functioning of joint ventures on an innovative basis, including through the creation of organizational forms of innovation, which are actively studied by scientists, have been identified. However, it requires more detailed further study, in particular in the development of proposals for improving legislative and other regulatory legal acts on the activities of joint ventures, scientific, industrial and technological parks, clusters. They can be mechanisms for the innovative development of industry. The statement of tasks consists in defining the basic principles of convergence processes in the direction of creating joint ventures on an innovative basis, as well as developing proposals for improving legislative and other regulatory legal acts on the development of special forms of organizing innovative activities. The purpose of the study is to determine the features of convergence, taking into account the specifics of international experience in the functioning of joint ventures and special forms of organizing innovation. The main methods that were used in the research process are analysis, statistical, comparison, and legal regulation. The review of international experience of the features of the development of convergence processes in the countries of the European Union is carried out. In particular, this applies to the group of countries of «innovation leaders», which include Sweden, Denmark, Finland and the Netherlands. The positive aspects of innovative development and the factors hindering development are identified. Consideration of joint ventures on the territory of Ukraine and China in the context of convergence is a significant achievement. Considerable attention is also paid to the development of special forms of organizing innovative activities. Ways of cooperation between Ukraine and China are proposed. Proposals have been developed that will help improve cooperation in industrial, scientific and educational spheres in the direction of the development of Ukrainian-Chinese cooperation. The field of application of the research results is socio-economic development.

Local government is one of the main role players in local economic development (LED) and need to assist in the creation of an enabling developmental environment for local businesses to prosper. Partnerships are required between local government, businesses and communities for regions to develop, yet in many cases government at this level fails to create this developmental enabling environment. This research has as its focus on the formulation and validation of an Enabling Developmental Environment Scale (EDES). This scale will allow local government to be evaluated, assessed and compared regarding the creation of such a developmental environment. The pilot study involved152 participants from the Vaal Triangle region, South Africa. Reliability and construct validity of the instrument weretested by using the Cronbach’s Alpha Coefficient and Varimax Factor Analysis. It is evident from the results that thescale is a valid and reliable tool for researchers to evaluate and assess the level of an enabling environment as created by local government in a specific region.

today energy saving and energy efficiency improvement in Russia are priority directions of the country’s energy policy. First of all, when creating an energy-efficient house, it is necessary to think about preventing heat losses through enclosing structures, and only then about reducing lighting costs, optimizing the work of building engineering systems, and the introduction of alternative energy sources. Materials for thermal insulation, the most important characteristic of which is the thermal conductivity, do the main role in the provision of optimal conditions of indoor air. The creation of thermal insulation solutions with improved thermal protection properties is a very acute problem at the moment. In this connection, the purpose of this work was to create effective compositional binders that contribute to the reduction of the density of thermal insulation materials. Within the framework of the energy-saving program and the development of housing construction of the Russian Federation and the implementation of the Federal Law №185-FZ “On assistance to the reform of housing and communal services”, the creation of new effective building materials with high performance and thermal protection characteristics that can compete with foreign analogues is of great importance. This article presents new approaches to improve the efficiency of dry heat-insulating mixtures, taking into account the law of affinity structures, which provides for the design of composites using fillers and composite binders of reduced density. Thermal insulation solutions on the basis of dry construction mixtures have superior technology, physical and mechanical and operational performance.

On December 23, 1993 the European Commission adopted the final version of its Explanatory Notice concerning the assessment of cooperative joint ventures under Article 85 of the EC Treaty. This Notice is part of a general readjustment of the Commission's competition policy with regard to cooperative joint ventures. On that same date, the Commission took a further step in this respect by adopting Regulation 151/93/EEC, which widens the scope of four of the Commission's block exemption Regulations. This article gives an explanation of the four block exemption Regulations prior to and after their amendment by Regulation 151/93/EEC, and their importance in relation to stimulating the creation of cooperative joint ventures in the European Union. As a result of the introduction of Regulation 151/93/EEC, industry will be relieved in a number of cases from the administrative burden of having to notify joint venture agreements to the Commission in order to obtain an individual exemption from the prohibition contained in Article 85(1) of the EC Treaty.

Рассматриваются подходы к созданию совместных предприятий - спин-аутов - на базе университетов с учетом того, что формирование совместных предприятий «университет - бизнес» может стать самой эффективной формой коммерциализации инноваций оборонных предприятий, вузов и научно-исследовательских институтов. Это обусловливается характеристиками инноваций, которые создаются в стенах научных учреждений: при высокой степени специфичности довольно низкий уровень спецификации и защиты прав собственности. Также существует необходимость в консультационных услугах разработчиков, более «иерархические» формы институциональных соглашений требуют применения, например, соглашение о совместном предприятии. Кроме того, при объединении возможностей научной организации и крупного промышленного предприятия создается мощный синергетический эффект, что способствует повышению конкурентоспособности предприятий оборонно-промышленного комплекса. Отметим, что в рамках деятельности совместного предприятия «университет - бизнес» не только осуществляется финансирование, но и обеспечивается спин-аут такими ключевыми аспектами, как управленческие кадры, производственные мощности, каналы сбыта, торговая марка и др. Также рассматриваются основные проблемы, препятствующие созданию совместных предприятий «университет - бизнес», особенности спецификации прав собственности на активы, принадлежащие автономным и бюджетным учреждениям. Отмечается противоречие между положениями права интеллектуальной собственности и ограниченным правом собственности - правом оперативного управления. Подведены итоги, сделаны выводы и предложены рекомендации по совершенствованию институциональной среды развития спин-аутов вузов и научно-исследовательских институтов в формате совместного предприятия.
