We revisited the lessons of the 2011 Great East Japan Earthquake Tsunami disaster specifically on the response and impact, and discussed the paradigm shift of Japan's tsunami disaster management policies and the perspectives for reconstruction. Revisiting the modern histories of Tohoku tsunami disasters and pre-2011 tsunami countermeasures, we clarified how Japan's coastal communities have prepared for tsunamis. The discussion mainly focuses on structural measures such as seawalls and breakwaters and non-structural measures of hazard map and evacuation. The responses to the 2011 event are discussed specifically on the tsunami warning system and efforts to identify the tsunami impacts. The nation-wide post-tsunami survey results shed light on the mechanisms of structural destruction, tsunami loads and structural vulnerability to inform structural rehabilitation measures and land-use planning. Remarkable paradigm shifts in designing coastal protection and disaster mitigation measures were introduced, leading with a new concept of potential tsunami levels: Prevention (Level 1) and Mitigation (Level 2) levels according to the level of ‘protection’. The seawall is designed with reference to Level 1 tsunami scenario, while comprehensive disaster management measures should refer to Level 2 tsunami for protection of human lives and reducing potential losses and damage. Throughout the case study in Sendai city, the proposed reconstruction plan was evaluated from the tsunami engineering point of view to discuss how the post 2011 paradigm was implemented in coastal communities for future disaster mitigation. The analysis revealed that Sendai city's multiple protection measures for Level 2 tsunami will contribute to a substantial reduction of the tsunami inundation zone and potential losses, combined with an effective tsunami evacuation plan.

Indonesia coastal areas have considerable natural disaster potential including in Kalianda District South Lampung Regency. Natural disasters such as earthquakes, tsunamis and volcanic activity are likely to occur in coastal areas. The disaster has an impact on economic losses in the marine tourism area. In order to mitigate tsunami disasters in the marine tourism area of Kalianda District, South Lampung Regency, 3 (three) types of tsunami mitigation are needed, namely: construction of coastal protection, installation of the Tsunami Early Warning System (TEWS) and planting of coastal vegetation. This study aims to determine the value of willingness to pay (WTP) of community and tourists in supporting the management of the three types of tsunami disaster mitigation above by using economic valuation / Contingent Valuation Method (CVM). The results of this study indicate that the WTP value of community for coastal protection management is Rp 15.547/person/month while the WTP value of tourist is Rp 12.030/one time entry. Meanwhile, for the WTP value of TEWS management is obtained Rp 12.174/person/month. WTP value for the management of coastal vegetation is Rp 12.444/person/month. The WTP calculation is based on consideration of 3 (three) factors, namely age, income, livelyhood and education level. This research shows that the community and tourists are willing to pay for the management of the three types of tsunami disaster mitigation through BUMDes and entrance fees for marine tourism area. The three types of tsunami disaster mitigation can protect, provide security and calm to the community and tourists in the marine tourism area of Kalianda District, South Lampung Regency from future tsunami.

The Indian Ocean tsunami of 26th December 2004 unleashed catastrophe in many nations including coastal communities located along the west-coast of Malaysian Peninsular.  The goal of this study is to explore the impact of the tsunami to the preparedness of the affected coastal communities.   Data was collected through questionnaire, interviews, documents analysis and field observations.  It was found that the 2004 tsunami disaster has left a significant mark on Malaysia's and the world's disaster management landscape but the tragedy has also heightened disaster awareness and steps must be taken to ensure vulnerable communities are well-equipped to face any eventualities. The government has a function to protect its people, including managing the disaster. The function of government in natural disaster management is a function that is expected to be carried out with full commitment. Disaster management is an activity carried out comprehensively and there is a need for active stakeholder involvement. Pangandaran Regency is a disaster-prone area. This article aims to describe the mitigation launched by the Pangandaran Regency government to reduce disaster risk using a Qualitative approach and observation, interview and literature study. Pangandaran Regency has been stretched to get out of the tsunami disaster that had occurred. Even mitigation efforts have been carried out with the involvement of various stakeholders in Pangandaran Regency. With mitigation, disaster risk reduction can be done. Therefore the government should make efforts to overcome disaster risk through the Mitigation Program by the Regional Disaster Management Agency (BPBD). The disaster mitigation program consists of two types namely Mitigation with a Structural approach and namely mitigation by focusing on physical development, such as the construction of temporary evacuation sites or the construction of an early warning system (EAS). Then the other form is Non-Structural mitigation which is mitigation carried out in the form of non-physical development, such as disaster education to school children and also to the community through activities carried out by mothers. Palu City is one of the provincial capitals in Indonesia which is right on the Equator line. In addition, this city is one of the many regions in the eastern part of Indonesia that have a considerable potential for natural disasters. The natural disaster that occurred in Palu on September 28, 2018 consisted of three types of disasters, the first was an earthquake, the second tsunami and the last was liquefaction. This natural disaster caused damage to supporting infrastructure and thousands of people died. The large number of fatalities illustrates that the preparation and preparedness of the community and local government authorities are still low, mainly due to a lack of knowledge and concern for these natural phenomena and their consequences. The earthquake and tsunami disaster that took place in the city of Palu Sigi and Donggala was a momentum to change the paradigm of disaster management by increasing community preparedness. This research tells the story of the phenomenon of the three natural disasters, also tried to explain the steps and design of disaster mitigation. Disaster Mitigation must be implemented to reduce the risk of natural disasters. Public policy about community preparedness towards disaster management is very important and urgent to do in order to reduce disaster risk. Disaster cases in Palu City as a case study are considered relevant for the implementation of disaster management systems.

The 2011 Great East Japan Earthquake and Tsunami disaster taught us many lessons. Many new findings, insights, and suggestions have been made and implemented in damage determination and in disaster observation, sensing, and simulation. The challenges in terms of mitigating damage from future catastrophic natural disasters, such as the expected Metropolitan Tokyo Earthquake and Nankai Trough Earthquake and Tsunami, are how we share the visions of the possible impacts and prepare to mitigate loss and damage, how we enhance society’s disaster resilience and the ability of society and social systems to prepare well, how we respond promptly and effectively to natural disasters, and how we apply lessons learned to future disaster management. In recent years, a huge amount of information known as “disaster big data,” including data related to the dynamic movement of a large number of people, vehicles, and goods as IoT, has been obtained to understand how our society responds to natural disasters, both inside and outside the affected areas. The key question is how to utilize disaster big data to enhance disaster resilience. Researchers with various areas of expertise are working together in a collaborative project called JST CREST: “Establishing the Most Advanced Disaster Reduction Management System by Fusion of Real-Time Disaster Simulation and Big Data Assimilation.” The project aims to identify possible disaster scenarios caused by earthquakes and tsunamis that occur and progress in a chained or compound manner, as well as to create new technologies to lead responses and disaster mitigation measures that help societies recover from disasters. Since 2016, we have published three special issues entitled “Disaster and Big Data,” and now we will publish a fourth one which includes 10 research papers and 1 report. These aim to share the recent progress of the project as a sequel to Part 3, published in March 2018. As a guest editor of this issue, I would like to express our deep gratitude for the insightful comments and suggestions made by the reviewers and members of the editorial committee. It is my hope that the fruits of everyone’s efforts and outcomes will be utilized in disaster management efforts to mitigate damage and losses from future catastrophic disasters.

The 26th December 2004 Indian Ocean tsunami unleashed devastation in many countries causing fatalities and massive destruction of properties including a number of coastal communities along the west-coast of Peninsular Malaysia. The objective of this study is to explore the impact of the tsunami to the well-being of the affected coastal communities after a gap of a few years since the 2004 disaster. Close attention was given to the respondents' perceptions with regards to mitigation tools and practices that should be adopted in preparing for any future disasters. Data was collected through questionnaire in tsunami-impacted coastal communities within the area of Kuala Muda in the state of Kedah, Malaysia. It was found that the 2004 tsunami disaster left a significant mark on Malaysia's and the world's disaster management landscape but the tragedy had also scarred the victims in the study area physically, financially and psychologically. The heightened disaster awareness subsequent to the event has further empowered the communities in their involvement in disaster management and steps must be taken to ensure these vulnerable communities are well-equipped to face any eventualities.

Abstraksi   Bencana yang sering terjadi di Indonesia memberikan dampak yang serius bagi semua kalangan masyarakat, khususnya pada anak usia dini. Salah satu cara untuk mengurangi dampak bencana adalah dengan melakukan mitigasi bencana. Berdasarkan penelitian sebelumnya, mitigasi bencana pada anak usia dini untuk anak PAUD belum pernah dilakukan. Padahal mitigasi bencana atau penanganan bencana perlu diberikan sejak dini. Oleh karena itu peneliti akan melakukan mitigasi bencana, salah satunya tsunami pada anak usia dini (PAUD) dengan cara memberikan kegiatan bermain yang terdiri dari peningkatan wawasan tentang pengertian, dampak, dan keterampilan mitigasi bencana, hingga anak PAUD dalam melakukan simulasi sederhana dengan tenang, tanpa ada kepanikan. Berdasarkan hasil penelitian yang telah ditemukan, kegiatan bermain dapat menjadi salah satu cara untuk melakukan mitigasi bencana tsunami. Kegiatan bermain dengan tema bencana ini perlu dilakukan secara berkesimbungan agar proses evakuasi saat bencana dapat terekam lebih baik pada memori anak-anak dan hal yang terpenting adalah proses sosialisasi dan mitigasi bencana pun perlu dikuasi terlebih dahulu oleh guru. Kata kunci : mitigasi bencana, anak usia dini   Abstract   Disasters that often happened in Indonesia have a serious impact for all societies, especially in early childhood. One way to reduce the impact of disasters is to conduct disaster mitigation. Based on preceding research, disaster mitigation in early childhood had not been done. Whereas disaster mitigation or disaster management needed to be given early on. Therefore, researchers conducted disaster mitigation, for tsunami in early childhood education (PAUD) by providing playing activities focusing on increasing their insight on understanding about the disaster, knowing its impact and disaster mitigation skills. A simple simulation was done to the children of early childhood education calmly, without any panic.The results of research showed that playing activities could be one way to mitigate the tsunami disaster. The activities of disaster theme playing needed to be done continuously so that the evacuation process could be recorded well in children’s memory. The process of socialization and disaster mitigation were also needed to be mastered first by the teachers. Keyword    : Mitigation, Early Childhood

This paper reviews approximately the first nine months of the Japanese Government’s response to the March 11, 2011 Great East Japan Earthquake and Tsunami that hit the Pacific coast of Northeastern Japan and devastated many coastal communities. By examining various forms of governmentwide initiatives i.e., the Extreme Disaster Management Headquarters, the Reconstruction Design Council, the Headquarters for Reconstruction, the Reconstruction Agency and the Central Disaster Management Council, this paper tries to clarify the specific functions and main achievements of those institutions It also highlights the main features of the Japanese Government’s disaster response and underlies major changes from past practices due to the unprecedented scale and nature of the disaster.

Tsunami which was generated by the 2004 Aceh eartquake has beenhaunting our life. The building damage due to the tsunami could be seenthroughout Meulaboh Coastal Area. Appearing of the physical loss wasclose to our fault. It was caused by the use dan plan of the land withoutconsidering a tsunami disaster threat. Learning from that event, we haveconducted a research on the pattern of damage that caused by the 2004tsunami. Based on the analysis of tsunami hazard intensity and thepattern of building damage, it has been made a landuse planning whichbased on tsunami mitigation for Meulaboh. Tsunami mitigation-based ofMeulaboh landuse planning was made by intergrating some aspects, suchas tsunami protection using pandanus greenbelt, embankment along withhigh plants and also arranging the direction of roads and setting of building forming a rhombus-shaped. The rhombus-shaped of setting of the road and building would reduce the impact of tsunamic wave. It is expected that these all comprehensive landuse planning will minimize potential losses in the future .
