The historical roots, the discovery and the modern relevance of Dmitri Mendeleev's remarkable advance have been the subject of numerous scholarly works. Here, with a brief overview, we hope to provide a link into the contents of this special issue honouring the great scientist. Mendeleev's advance, announced in March 1869, as he put it in 1889, to the ‘… then youthful Russian Chemical Society… ’, first set out the very basis of the periodic law of the chemical elements, the natural relation between the properties of the elements and their atomic weights. This was, and still is, the centrepiece of a historical journey for chemistry to today's position as a pre-eminent science. In November 1868, the Ministry of Enlightenment of Russia approved the Charter of the Russian Chemical Society (RCS), one of the Founding Members of which had been Dmitri Mendeleev. The first report on Mendeleev Periodic Table of Chemical Elements was delivered during a meeting of the RCS in March 1869. Therefore 1869 is considered by the world science as the year of discovery of the Periodic Law and formulation of the Periodic Table of Chemical Elements. Year 2019 is the 150th anniversary since Dmitry Mendeleev discovered the Periodic System, and the United Nations proclaimed this year to be the International Year of the Periodic Table of Chemical Elements (IYPT2019). After a series of transformations, in 1992 the RCS became the Mendeleev Russian Chemical Society. In 2019, the RCS is holding anniversary events. The extraordinary Mendeleev Congress on General and Applied Chemistry is one of them. It will be held in Saint Petersburg in September 2019 and will host approximately 3,000 foreign and Russian participants. English-speaking symposia, conferences and round tables on current issues of strategic development of science and technology are planned as a part of the Congress.

The subject of evaluating foresight work has been around for almost as long as the professional practice itself has, but the field has done little to move closer to a systematic evaluation of its work. This special issue marks the second collection of articles on that project after a special issue of Futures in 2012 (Van Der Duin and Van Der Martin 2012). This issue takes a three-part approach: Part 1: evaluation of foresight in general and evaluation approaches and methods that can support designing an appropriate evaluation; Part 2: evaluation of foresight work in organizations and its impact on long-term thinking and decision-making; and Part 3: evaluation of specific foresight activities—an undergraduate learner foresight experience and a health sector scenario development exercise. The foreword ends with a reflection on the continuing issue of foresight and evaluation.

AbstractHypoxia training at the Royal Air Force Centre of Aviation Medicine (RAF CAM) has traditionally involved the use of a hypobaric chamber to induce hypoxia. While giving the student experience of both hypoxia and decompression, hypobaric chamber training is not without risks such as decompression sickness and barotrauma. This article describes the new system for hypoxia training known as Scenario-Based Hypoxia Training (SBHT), which involves the subject sitting in an aircraft simulator and wearing a mask linked by hose to a Reduced Oxygen Breathing Device (ROBD). The occupational requirements to be declared fit for this new training method are also discussed.

This paper is the introduction to the special issue entitled: ‘Governing artificial intelligence: ethical, legal and technical opportunities and challenges'. Artificial intelligence (AI) increasingly permeates every aspect of our society, from the critical, like urban infrastructure, law enforcement, banking, healthcare and humanitarian aid, to the mundane like dating. AI, including embodied AI in robotics and techniques like machine learning, can improve economic, social welfare and the exercise of human rights. Owing to the proliferation of AI in high-risk areas, the pressure is mounting to design and govern AI to be accountable, fair and transparent. How can this be achieved and through which frameworks? This is one of the central questions addressed in this special issue, in which eight authors present in-depth analyses of the ethical, legal-regulatory and technical challenges posed by developing governance regimes for AI systems. It also gives a brief overview of recent developments in AI governance, how much of the agenda for defining AI regulation, ethical frameworks and technical approaches is set, as well as providing some concrete suggestions to further the debate on AI governance. 150 years ago D. I. Mendeleev revealed the Periodic law to the world and since that time periodic dependencies have been increasingly used in various fields of basic and applied sciences. For the first time we consider the regularities of periodic dependences of the concentration of chemical elements in the ash residue of human hair on the number of the element. Such dependencies for various regions of Russia reveal strictly individual character. It is shown that distributions of the chemical elements for men and women also differ, as well as the distributions determined for the same groups in inhabitants of different regions of residence and depend to a significant extent on the genetic and physiological characteristics of human organism, variability of environmental conditions, earlier diseases and other impacts. This means that population of different urban regions (e.g., Siberian region) is characterized by a strictly individual distribution of biogenic elements. A hypothesis has been put forward that extrema observed on the studied dependences can be a kind of code for a given locality, reflecting correlation with various factors of genetic and ecological nature.

Two experimental studies relating to electrostatic self-assembly have been the subject of dynamic computer simulations, where the consequences of changing the charge and the dielectric constant of the materials concerned have been explored. One series of calculations relates to experiments on the assembly of polymer particles that have been subjected to tribocharging and the simulations successfully reproduce many of the observed patterns of behaviour. A second study explores events observed following collisions between single particles and small clusters composed of charged particles derived from a metal oxide composite. As before, observations recorded during the course of the experiments are reproduced by the calculations. One study in particular reveals how particle polarizability can influence the assembly process. This article is part of the theme issue ‘Modern theoretical chemistry’.

The current research addresses an important educational and administrative issue. It is the financing of universities and the potential that the university can achieve its goals and strive to develop the society away from any pressures. It may face from private or governmental institutions which may participate in funding them with the aim of implementing the new Saudi universities system. All universities and educational institutions rely on their own resources and diversify new funding resources to alleviate the state budget in order to achieve the independence of these institutions and give them freedom to achieve their goals, and also the strategic goals of the 2030 Vision for Saudi Arabia. In order to achieve the research main objective, a questionnaire is distributed to the respondent to know the current reality of universities on the subject of funding. We find and propose a number of ways for the university to be financially autonomous.

Obligate brood-parasitic cheats have fascinated natural historians since ancient times. Passing on the costs of parental care to others occurs widely in birds, insects and fish, and often exerts selection pressure on hosts that in turn evolve defences. Brood parasites have therefore provided an illuminating system for researching coevolution. Nevertheless, much remains unknown about how ecology and evolutionary history constrain or facilitate brood parasitism, or the mechanisms that shape or respond to selection. In this special issue, we bring together examples from across the animal kingdom to illustrate the diverse ways in which recent research is addressing these gaps. This special issue also considers how research on brood parasitism may benefit from, and in turn inform, related fields such as social evolution and immunity. Here, we argue that progress in our understanding of coevolution would benefit from the increased integration of ideas across taxonomic boundaries and across Tinbergen’s Four Questions: mechanism, ontogeny, function and phylogeny of brood parasitism. We also encourage renewed vigour in uncovering the natural history of the majority of the world's brood parasites that remain little-known. Indeed, it seems very likely that some of nature’s brood parasites remain entirely unknown, because otherwise we are left with a puzzle: if parental care is so costly, why is brood parasitism not more common?This article is part of the theme issue ‘The coevolutionary biology of brood parasitism: from mechanism to pattern’.
