Background: Many drugs are still being prescribed in a "off-label mode" and especially in psychiatry. Off-label prescription situations may vary depending on several factors and such practice is not well identifiable in the literature. Methods: A new public academic drug database has been recently created and is able to contain off-label indications, especially in psychiatry in the context of the PSYHAMM French research project. For each situation, bibliographic references have been collected to make the scientific information available to all. Results: this new off-label drug database contains more than 18,154 lines. It is freely available at https://www.hetop.eu/hetop/medicaments. Several off-label usages have been formally described and the system is extensible to all drugs and all specialties. Conclusion: An off-label drug database can be a valuable tool for health professionals and students.

Drawn from the proceedings of the April, 2003 Carnegie Mellon (InSITeS)-Georgetown University Law Center-Century Foundation conference on Security, Technology, and Privacy, A Little Knowledge looks at the different ways that public security, government transparency and the individual's right to privacy have been placed at odds after September 11. In an introductory essay, the editors synthesize the lessons of the chapters that follow into six key propositions: (1) The free flow of information is essential to the security and prosperity of the United States; (2) The impulse towards secrecy inevitably metastasizes; (3) Public information policy and technology policy are inescapably linked; (4) New technologies hold unprecedented promise for maximizing the value of information to an empowered citizenry; (5) Because technology is Janus-faced, democratic intention is as critical to shaping the future as sound engineering; (6) We need new public institutions to insure adequate consideration of the arguments in favor of freedom of public information and the protection of personal privacy. The authors especially urge policy makers to eschew the pursuit of tradeoffs among privacy, security, and transparency as long as possible in favor of a national dialogue about how to optimize the joint realization of these three central values. The volume also features John Podesta on Governing in Secret; Alice P. Gast on restricting the flow of scientific information; Baruch Fischhoff on disclosing risks; Victor W. Weedn on government risk communications; George Duncan on optimizing privacy and openness values in the management of government databases; Joel R. Reidenberg on international approaches to privacy; and Sally Katzen on public information rights.

To date, social representations research in the field of health and illness has focused mainly on lay representations of health. In the context of the “New Public Health”, the more general concept of health (instead of the more reduced concept of curing illness) has become a major target for professional work. From this trend, the following research questions can be drawn: do health professionals hold a concept of health? If so, what is the major focus of such a concept? And does it include topics from the New Public Health discourse? Following a short review of the research into social representations of health, some preliminary results of a qualitative research study are presented. This study focused on representations of health held by two groups of professionals - general practitioners and nurses - both working in home care with elderly people in two German cities. The first results of this study found that, in both groups, different types of health concepts can be identified. In both groups, a strong reference was made to the World Health Organization definition. Among other concepts, a relative concept of health was held. The concepts are expressed with reference to the specific clientele of home-care work. The results are discussed with reference to the differences and overlaps with the other research on health concepts.

Background and context: The Nigerian film industry also known as Nollywood is the biggest in Africa and the second largest in the world in terms of annual production. Nollywood produces hundreds of films every year, most of them low budget straight to DVD tapes. As at 2014 Nollywood had an estimated gross worth of about 5 billion U.S. dollars. It also employs about a million people in the country. Nollywood has since inception been able to blend historical facts with good imagination to create and sustain our society. It has done this across most genres, but a few. Health issues such as cancer is not well represented in Nollywood and about 80,000 Nigerians die of cancer annually. Aim: To encourage cancer themes in Nollywood movies. To help form an alliance between health professionals and Nollywood. Strategy/Tactics: Forming a platform where health professionals and Nollywood practitioners can converge to seek out cancer information for budding stories and get authentic, scientific information concerning cancer and help dispel some local myth on cancer especially in rural Africa. Program/Policy process: A working opportunity whereby more cancer themes can be introduced into Nollywood movies either as a main story, or a secondary one. Outcomes: A work in progress. What was learned: Though Nollywood lags behind in putting health themes in her movies, it is not too late to start off. The journey of a thousand miles starts with a step. Changing people´s perspective can be daunting, but impossible is nothing. Nollywood has to its advantage millions of followers and an established industry. What it requires is a collaboration with health professionals to make movies with cancer themes and highly factual in the science.

Public health ethics is emerging as a new field of inquiry, distinct not only from public health law, but also from traditional medical ethics and research ethics. Public health professional and scholarly attention is focusing on ways that ethical analysis and a new public health code of ethics can be a resource for health professionals working in the field. This article provides a preliminary exploration of the ethical issues faced by public health professionals in day-to-day practice and of the type of ethics education and support they believe may be helpful.

The organization and functioning of research have radically changed over the last 10 or 20 years, as a result of a determined political action. The activism of some scientists, during this period, has failed to significantly alter this trend. So far. Today, New Public Management is triumphant. It has been implemented by a category of former scientists who have become administrators, evaluators, organizers. As a result, the prime role of scientific publications is no longer to exchange scientific information but to allow a measure of scientific production, and to rank the principal investigators. Now, the massive use of numerical tools (impact factors, h index), allows policy makers and their collaborators to evaluate publications without reading them. In addition, researchers are told to work in a budgetarily stable system (or even a decreasing one), with internal dynamics that should make it increase exponentially. This has led to the development of precarious jobs. One day, this bubble will explode.

To better understand and analyze the education of evidence-based practice, it is necessary to review the context and premises of the formation of evidence-based practice itself. The beginning of the evidence-based practice movement in the teaching of health professionals’ dates back to 1910 and looking at the health care system; first, there was evidence-based medicine. In 1990, Sackett's initiative at McMaster University in Canada, it was decided to change the term "evidence-based medicine" to "evidence-based practice" (Mackey Bassendowski, 2017; Thom Eaves, 2015). In nursing, the beginning of evidence-based practice is linked to the reforms of nursing science and practice by the first nursing researcher, Florence Nightingale, from 1854 to 1910, although the term of “evidence-based practice” was not yet known at the time. The professional training of nurses as one of the leading health professionals is related to health policy and the development of nursing science. The European Qualifications Framework (EHEA) defines the expected learning outcomes for professionals with a bachelor's degree, including the skills to find, evaluate, reflect, and apply scientific information in practice (Bologna Working Group, 2005). Despite international and national recommendations, it is difficult for many higher education institutions to refine the steps of teaching evidence-based practice in nursing study programs. These difficulties are revealed by the ambiguity in the definition of the concept of evidence-based practice (Horntvedt et al. 2018).The problematic question is: What is the basis for integrating evidence-based practice training into college nursing study programs? The study is based on the scientific literature review.
