With the rapid development of information technology, the integration of multimedia technology and traditional institutional systems is increasing. However, at present, the establishment and construction of the higher education system in China are not proportional, the function is vague, and the communication efficiency is not high. The reason for this phenomenon is that the traditional higher education management system has been unable to meet the needs of information society and information integration and it is unable to meet the increasing demand for higher education. Therefore, based on the above reasons, it is very important and has long-term strategic significance to establish an efficient and convenient higher education management system based on today’s Internet multimedia technology in a timely and reasonable manner. This paper analyzes the current status of the higher education management system and the problems that are arisen and proposes a three-dimensional integrated management system based on the innovation of Internet multimedia technology. At the same time, aiming at the urgent needs of the current lifelong education of higher education, a reasonable system of higher education diversion is established to focus on solving the phenomenon of imbalanced proportions, ambiguous functions, and low communication efficiency. In the final practical part of this paper, the system model of the three-dimensional integrated education system and the corresponding practical solution to the education diversion are given. After discussion, it has practical application value. The results of the research have shown the effectiveness of the proposed study.

The article studies the main stages of development of national legislation regulating the management of a higher education establishment. It conducts the analysis of the works of modern scientists having dealt with the issues of regulating the activities of a higher education establishment in various aspects, issues of management information defining and systematizing, problems of legal regulation in the higher education establishment management and certain aspects of its statutory and regulatory support by international and foreign legislation, theoretical and practical aspects of administrative and legal regulation in Ukrainian education in the context of European integration. The paper analyzes and highlights three main periods of national legislation development on the higher education establishment management. The first stage of development of legislation on the higher education establishments management (XIX – 1920) is associated with the adoption of the Provisional rules about the higher education establishments management of the Ministry of public education of August 27, 1905 and legislative acts regulating the higher education establishments management. The second stage of development of legislation on higher education (1920-1990) is associated with the fact that during the existence of the USSR, the management of higher education had its own peculiarities, as far as the political system of Soviet government and the state apparatus differed from the modern state democratic structure, and on its territory there were state bodies that existed only under the communist regime. Higher education management was carried out centrally by legislative acts of both the republican and all-union levels, in the complete absence of autonomy of higher education establishments. Third stage of development of the national legislation on higher education management is characterized by the reform of the higher education system on the basis of adopted legislative and bylaws, especially, Ukraine’s Higher Education Act of 2014, the creation of conditions for the autonomy of the higher education establishment management, the introduction of bodies and institutions for monitoring the higher education quality standards and recommendations of the European Union.

Purpose The purpose of this paper is to identify the features of higher education management in the context of global economic transformations. Design/methodology/approach A correlation-regression analysis of the functionality of the modern education system was carried out in the “personality-society-economy” triad by analyzing the impact of global indices such as Economic Quality Index, Personal Freedom Index and Social Capital Index on the resultant indicator, or the Education Index. Findings It was determined that the impact of economic factors on the level of education is rather low, and at the same time, this indicator largely depends on the indicator of the social capital. In this regard, the following social trends have been identified that need to be implemented for the successful education management: expanding the population education program, as well as providing lifelong education, ensuring equal access to quality education, strengthening the role of the state in ensuring equity in education, efficient and effective use of education costs, humanization and democratization of education, updating the content, forms, methods and means of training, enhancing the professional competence of teachers, transparency of education systems, the formation of state-public forms of education management. Originality/value In the framework of the proposed research, it was established the hypothesis that the modern education system is dependent on the relation between individual, society and the national economy.

The article analyzes the impact of international strategies for modernization of education on the content of training specialists in educational management in the European higher education system. The purpose of the article is to substantiate the influence of international strategies for the modernization of education on the content of training specialists in educational management in the European system of higher education. The research was carried out on the basis of methods of theoretical generalization; comparative analysis; methods of grouping and systematization. It is revealed that in modern conditions, among the fac-tors of development of European higher education, three important ones are substantiated, which are direct-ly related to the development of the educational space: smart growth: development of the economy based on knowledge and innovation; sustainable growth: creating an economy based on the rational use of resources, ecology and competition; inclusive growth: promoting employment, social and territorial consensus. The strategic goal of the national policy of the EU in the field of education at the beginning of the XXI century there are problems of purposeful influence on the conditions and preconditions for the implementation of the rules of law, focusing on the benefits of modernization of educational activities in the period of transfor-mation, improvement of the entire education system and the mechanism of realization of the constitutional right to education. The areas that have the greatest impact on the process of training specialists in education management in European education are identified: focus on methodological support of activities within Eu-ropean education; standardization of educational content, licensing, certification and accreditation of educa-tional institutions, recognition of qualifications at the level of higher education; improving the education management system, decentralization and diversification in education. It is emphasized that the develop-ment of human capital is at the heart of the global development strategy

Higher education plays a vital role in the community and the universities are the backbone of the higher education system. Management is an important part of higher education; to survive. The administration of higher education is considered essential to achieving economic progress, political stability and peace. . In this research the researcher found the current challenges facing administrators to maintain the status of higher education in public and private universities. The objectives of the study were to identify the issues and problems faced by management to maintain the quality of higher education at the university level, to identify the importance of quality in the management of higher education, to help in updating our universities for best meeting future demands, and to suggest the possible solutions of current issues and problems to improve the quality of higher education management.  The qualitative approach was used as a research methodology in this study. Five universities from Lahore were selected for observing the current issues and problems about the quality of higher education management. Data were collected through interviews. The vice-chancellors, registrars, controllers, treasurers and heads of human resource departments of these universities were selected for interviews. Interview protocol was used for the collection of data. The results were analyzed with the help of initial codes and broad categories It was concluded that it is necessary for the quality of higher education, to boost up higher education management. It was also determined that all the universities management almost is trying to improve their abilities towards academic matters under the umbrella of Higher Education Commission(HEC). The researchers recommended that by removing the current issues and problems concerned to the management in the universities should be mobilizing financial, technical, human and social resources for enhancing the quality of education, and for facilitating the reform process initiated within these institutions.

The article defines that the education system depends on a balanced educational policy, competence of state decisions and correctly placed accents in determining strategic priorities. Achieving a new quality and development of the domestic educational system is impossible without significant changes in the system, processes, mechanisms of public education management. It is established that the quality of higher education is perceived differently by different subjects of the educational process. For students, it is, above all, the knowledge, skills and practical skills necessary for successful employment and career growth. When it comes to the employer, they associate quality education with the training of professionals who have the necessary competencies and are able to adapt to dynamically changing production conditions. It is emphasized that quality assurance should provide an educational environment in which the content of programs, educational opportunities and tools meet the goal. However, there are a number of problems in ensuring the quality of higher education in Ukraine. The main problems in ensuring the quality of higher education, as well as the quality of training in the Free Economic Zone of Ukraine are revealed. Among them are: systematic underfunding of the higher education system; inconsistency of the level of preparation of entrants to the requirements of higher education institutions; lag of Ukrainian higher education from a number of world and European trends in the development of higher education and improving its quality; the problem of employment of graduates, etc. It is proved that despite a number of regulatory regulations, specially created bodies, there are still problems that somewhat reduce the quality of higher education. The expected quality of education is formed under the influence of a set of conditions and factors that cover the methodological, theoretical and practical aspects of education management. The review of the problems shows that the way to quality higher education lies through its definition of the right standards, sufficient resource base, highly qualified staff, proper structural organization and effective management. One of the conditions for improving the quality of higher education is to strengthen the responsibility of universities for the results of their activities by expanding the democratic principle of their functioning and deepening autonomy.

This study aimed to explore the employment status of women in the higher educational sector and to uphold women’s productivity and commitment in executive positions of responsibility. Management tended to show preferential treatment for men in top management positions; hence, women were less engaged in the decision-making process. Women possess the potential to be transformative leaders in higher education institutions (HEI). The research purpose of this study was to speculate that some Lebanese educational institutions still practice discrimination and prefer men over women in executive positions, as well as to show that excellence in educational institutions is linked to women being in these executive positions. Currently, the higher education sector in Lebanon is under development as numerous educational developments are being implemented. The problem is that a peculiar attitude toward women in the HEI sector and specifically in top management positions still exists. In this study, the author explored women’s engagement at the top levels of higher education management and found that only 15 out of 65 Dean’s positions were filled by women and aimed to discover the factors behind the misrepresentation of women within the higher education system in Lebanon. In addition, the study found a positive relationship between the presence of women and the performance of HEIs. In this study, I aimed to focus on women’s engagement at the top management level and to emphasize the advantages of their skills and expertise, as well as to enhance the presence of women. The findings were significant and clear: There was misrepresentation, bias and stereotyping in HEIs. A clear strategic plan is needed to engage women in the decision-making process along with a well-designed incentive plan to achieve the required purpose. The aim of this study was to highlight this matter and to accentuate the benefit of women’s leadership roles in higher education in Lebanon. A qualitative strategy was used: Primary information was obtained from interviews with 12 chairpersons at six different schools. Data were gathered and analyzed to provide insightful results and recommendations.

The article touches upon in details and presents the governing bodies of the higher education systems in Greece and Italy, emphasizes the similarities and differences in the education process in the universities of the above-mentioned countries. It mentions their management pecularities, as well as reveals the importance and role of higher education in the progressive development of each of these countries. At the same time, this article covers favorable conditions for the productive conduct of the education process in universities and the correct approach to solving various issues regarding higher education in Greece and Italy.
