PurposeThe present paper constructed a new framework for government data governance based on the concept of a data middle platform to elicit the detailed requirements and functionalities of a government data governance framework.Design/methodology/approachFollowing a three-cycle activity, the design science research (DSR) paradigm was used to develop design propositions. The design propositions are obtained based on a systematic literature review of government data governance and data governance frameworks. Cases and experts further assessed the effectiveness of the implementation of the artifacts.FindingsThe study developed an effective framework for government data governance that supported the digital service needs of the government. The results demonstrated the advantages of the framework in adapting to organizational operations and data, realized the value of data assets, improved data auditing and oversight and facilitated communication. From the collection of data to the output of government services, the framework adapted to the new characteristics of digital government.Originality/valueKnowledge of the “data middle platforms” generated in this study provides new knowledge to the design of government data governance frameworks and helps translate design propositions into concrete capabilities. By reviewing earlier literature, the article identified the core needs and challenges of government data governance to help practitioners approach government data governance in a structured manner.

Purpose Information systems (IS) play an important role in contemporary society, but critical questions remain on their potential use and impact on democracy. This study aims to contribute to the discussion on which technology can be adequate to which major challenge of democratic governance, through the identification and pairing of challenges of democratic governance with specific information technologies with the potential to be used in applications related to this challenge. This perspective can be considered positioned in the confluence between IS, political science and public administration. Design/methodology/approach Design science research, a research approach in IS, was used. The suggestion of a conceptual framework with pairs of challenges in democratic governance and information technologies was initially developed. In a subsequent phase, this framework was discussed and assessed through interviews with a panel of selected experts in e-government and IS, reaching a revised conceptual framework. Findings Results suggest that the conceptual pairing of challenges in democratic governance with IS’s solutions such as artificial intelligence, systems integration or blockchain technologies, for instance, if used in a critical, transparent and accountable way, can play a role in capacitating the delivery of better public services and contribute to encouraging citizen trust and political participation. These results may contribute to open a methodological agenda dedicated to the selection of adequate IS resources to address specific challenges of democratic governance, as well as to help in the development of public policies in the area. Originality/value Previous studies on digital government offer important insights on the impact of information and communication technologies-enabled public governance tools for government openness, public service efficiency and user-friendliness, and for citizen political participation and societal mobilization. But the literature still lacks a systematic conceptual framework mapping and assessing the role of distinctive IS instruments in democratic challenge-solving and specifying functional relationships between specific technology and democratic outcomes. This paper aims to contribute to filling this analytical gap.


Significance The new rules follow a stand-off between Twitter and the central government last month over some posts and accounts. The government has used this stand-off as an opportunity not only to tighten rules governing social media, including Twitter, WhatsApp, Facebook and LinkedIn, but also those for other digital service providers including news publishers and entertainment streaming companies. Impacts Government moves against dominant social media platforms will boost the appeal of smaller platforms with light or no content moderation. Hate speech and harmful disinformation are especially hard to control and curb on smaller platforms. The new rules will have a chilling effect on online public discourse, increasing self-censorship (at the very least). Government action against online news media would undercut fundamental democratic freedoms and the right to dissent. Since US-based companies dominate key segments of the Indian digital market, India’s restrictive rules could mar India-US ties.

PurposeExisting literature has reported a barrier list that could affect the implementation of digital transformation in higher education, yet the research question of how to identify barriers remained unanswered. Thus, this study intended to address this gap.Design/methodology/approachThe research design adopted a mixed-methods approach based on the problem-centered design science research (DSR) process model for the development and evaluation of framework.FindingsThis study proposed a systematic framework of three sets of components: (1) the initial set of barriers; (2) the barrier rating scheme and (3) the barrier scoring matrix. The three-component of the framework is to identify and prioritize barriers to the successful implementation of digital transformation in higher education.Research limitations/implicationsThe evaluation of the framework was only based on an expert opinion.Practical implicationsThis study provided a direction to the policymakers for designing sensible strategies to increase the chances of a successful digital transformation in higher education.Originality/valueThis study contributes to the knowledge body by offering a more systematic understanding of barriers to digital transformation in higher education.

PurposeThis paper aims to detail how a Sales and Operations Planning (S&OP) process can be designed to support the planning requirements of recently introduced products.Design/methodology/approachDesign science research was conducted to propose and implement an S&OP model for demand fulfillment after the introduction of new products. The results were analyzed using the CIMO (Context, Intervention, Mechanisms and Outcomes) logic, and two sets of design propositions were formulated.FindingsAn S&OP process for new products can reduce additional costs for market fulfillment by concentrating the planning efforts on new products, aligning organizational efforts, and increasing the sales and supply chain information’s update frequency.Research limitations/implicationsThe outcomes of S&OP new products were analyzed in a single organization and are limited to the contextual factors presented.Practical implicationsThis paper describes in detail how to organize an S&OP focused on new products. By considering the contextual factors and design propositions, managers can potentially increase the success of new products introduction (NPI) in their context.Originality/valueA specific S&OP process focused on new products is a viable solution and could co-exist with a traditional S&OP process. Moreover, we identified six contextual factors that influence the outcomes of the S&OP new products.

Purpose With the ongoing drives towards Open Government Data (OGD) initiatives across the globe, governments have been keen on pursuing their OGD policies to ensure transparency, collaboration and efficiency in administration. As a developing country, India has recently adopted the OGD policy (www.data.gov.in); however, the percolation of this policy in the States has remained slow. This paper aims to underpin the “asymmetry” in OGD framework as far as the Indian States are concerned. Besides, the study also assesses the contribution of “Open Citizens” in furthering the OGD initiatives of the country. Design/methodology/approach An exploratory qualitative following a case study approach informs the present study using documentary analysis where evidentiary support from five Indian States (Uttar Pradesh, Telangana, West Bengal, Sikkim and Gujarat) is being drawn to assess the nature and scope of the OGD framework. Further, conceptualization for “Open Citizen” framework is provided to emphasize upon the need to have aware, informed and pro-active citizens to spearhead the OGD initiatives in the country. Findings While the National OGD portal has a substantial number of data sets across different sectors, the States are lagging behind in the adoption and implementation of OGD policies, and while Telangana and Sikkim have been the frontrunners in adoption of OGD policies in a rudimentary manner, others are yet to catch up with them. Further, there is “asymmetry” in terms of the individual contribution of the government bodies to the open data sets where some government bodies are more reluctant to share their datasets than the others. Practical implications It is the conclusion of the study that governments need to institutionalize the OGD framework in the country, and all the States should appreciate the requirement of adopting a robust OGD policy for furthering transparency, collaboration and efficiency in administration. Social implications As an “Open Citizen”, it behooves upon the citizens to be pro-active and contribute towards the open data sets which would go a long way in deriving social and economic value out of these data sets. Originality/value While there are many studies on OGD in the West, studies focused upon the developing countries are starkly lacking. This study plugs this gap by attempting a comparative analysis of the OGD frameworks across Indian States. Besides, the study has provided a conceptualization of “Open Citizen” (OGD) which may be tapped for further research in developing and developed countries to ascertain the linkage between OGD and OC.

Purpose Accountability, citizen participation and transparency are the three pillars on which open government data (OGD) is based. As such, OGD implies that the government shall provide data freely via the internet so that the same may be re-used for diverse purposes. It is hoped that by re-using government data, public value shall be co-created and government services might be improved upon with the involvement of different stakeholders. The purpose of this paper is to underline the impact of OGD on accountability and transparency in the context of Pakistan where OGD initiative is taking roots for quite some time now. In the present study, the authors seek to investigate the challenges being faced by the professionals in the private sector and nongovernment organizations (NGOs) in Pakistan. Besides, the authors also seek inputs from the respondents in the manner in which OGD initiative of Pakistan has impact on ensuring accountability and transparency. Design/methodology/approach For conducting the review of the national OGD portal of Pakistan, the authors invoke documentary analysis wherein the authors investigate the features of the national OGD portal of Pakistan. Furthermore, the authors conducted structured interviews with 49 senior management representatives from private sector and NGOs in order to gauge the challenges encountered by them in tapping OGD from diverse online public sources. Findings Respondents aver that robust statistical analysis is not feasible via the data sets being shared by the online sources. More initiatives are required on the part of the government bodies to release the data sets which have remained confined in silos. Government should institutionalize an OGD policy and promote the re-use of OGD by the professionals from diverse backgrounds. At present, only educational data are being shared by the OGD portal of Pakistan and it is important that more data sets are being released in the public domain. Furthermore, the respondents perceive that in a bid to be more accountable and transparent, the government bodies should release data sets via the online channels which are user-friendly. Research limitations/implications The present study conducted a qualitative research where the number of respondents was relatively less. Further research is required by adopting quantitative approach in order to accommodate more respondents and lend reliability to the study. Nevertheless, the study holds implications for academicians and practitioners in the sense that while it is needed that further research be conducted on the OGD initiative of Pakistan, it is imperative that policy makers get involved in institutionalizing the OGD initiative of Pakistan at national and local levels. Social implications Professionals might be better involved in creating and co-creating products and services by tapping OGD. Originality/value Given that OGD initiative in Pakistan is in a nascent stage and research is wanting in exploring the nature and scope of Pakistan’s OGD, the present study seeks to contribute toward the existing OGD literature.

PurposeThe provision of high-quality e-Government services requires efficient and collaborative sharing of data across varied types of government agencies. However, interagency government data sharing (IDS) is not always spontaneous, active and unconditional. Adopting a stickiness theory, this paper reports on a research study, which explores the causes of data stickiness in IDS.Design/methodology/approachThis study employed an inductive case study approach. Twenty-three officials from the government of City M in Hubei Province, Central China, were approached and interviewed using a semi-structured question script.FindingsThe analysis of the interview data pointed to 27 causes of data stickiness in five main themes: data sharing willingness; data sharing ability; data articulatability; data residence; and data absorptive capacity. The analysis revealed that interagency tensions and lack of preparedness of individual agencies are the main causes of data stickiness in IDS.Originality/valueThe case setting is based on China's Government, but the findings offer useful insights and indications that can be shared across international borders.

Purpose Legionnaires’ disease is a major threat to public health. Solutions to deal with this problem are usually siloed and not entirely effective. This paper aims to model the information requirements of legionella-safe cooling towers in the era of Industry 4.0. Design/methodology/approach A year-long design science research was conducted in a cooling tower producer for heavy industries. The project started with a bibliometric analysis and literature review of legionella in cooling towers. Goal modeling techniques are then used to identify the requirements for digital transformation. Findings The improvement of legionella prevention, detection and outbreak response in digitally enabled cooling tower should involve different stakeholders. Digital twins and blockchain are disruptive technologies that can transform the cooling tower industry. Originality/value For theory, this study revises the most recent advances in legionella protection. Legionella-safe systems must be prepared to anticipate, monitor and immediate alert in case of an outbreak. For practice, this paper presents a distributed and digital architecture for cooling tower safety. However, technology is only a part of outbreak management solutions, requiring trustworthy conditions and real-time communication among stakeholders.

Purpose The development of innovative procurement instruments can be costly and risky. To capitalize on successful innovative instruments, it is essential that these are reused. However, reuse can be problematic in project-based public client organizations. This paper aims to apply the ambidexterity concept of integration mechanisms to examine how such reuse can be facilitated. Design/methodology/approach An initial framework is developed to conceptualize and contextualize the ambidexterity integration mechanism for the procurement function of a multi-project public client. Concluding that, in this situation, an organizational procedure is an appropriate interpretation of the integration mechanism, a design science project is carried out to develop and implement a procedure in a real-life setting. Findings Reconstructed reuse patterns confirm the need to have an actionable integration mechanism implemented. Integration, in the sense of drawing benefits from successful one-off innovative procurement instruments, may fail unnoticed if not organized and deliberately managed. The procedure developed in the design science project demonstrates how such integration can be achieved. Originality/value Although research on ambidexterity has grown exponentially in the past decade, it is yet to be applied in the field of public procurement. Furthermore, the application of design science research is novel in this field of literature. The paper illustrates how both can help solve a relevant organizational problem.

Purpose Data can nowadays be seen as the main asset of organizations and data leaks have a considerable impact on the organization’s image, revenues and possible consequences to the affected clients. One of the most critical industries is the bank. Information security frameworks (ISF) have been created to assist organizations and other frameworks evolved to update these domain practices. Recently, the European Union decided to create the general data protection regulation (GDPR), applicable to all organizations dealing with personal data of citizens residing in the European Union. Although considered a general regulation, GDPR implementation needs to align with some industries’ laws and policies. Especially in the Bank industry. How these ISF can assist the implementation of GDPR is not clear. Design/methodology/approach The design science research process was followed and semi-structured interviews performed. Findings A list of practices to assist the bank industry in GDPR implementation is provided. How each practice map with assessed ISF and GDPR requirements is also presented. Research limitations/implications As GDPR is a relatively recent subject, it is hard to find experts in the area. It is more difficult if the authors intend to find experienced people in the GDPR and bank industry. That is one of the main reasons this study does not include more interviews. Originality/value This research provides a novel artefact to the body of knowledge. The proposed artefact lists which ISF practices banks should implement to comply with GDPR. By doing it the artefact provides a centralized view about which ISF frameworks (or part of them) could be implemented to help banks comply with GDPR.
