Purpose – The purpose of this paper is to explore the perception of Indian logistics managers and employees engaged on the steel sector having knowledge and exposure on the logistics network and logistics cost in Indian steel sector using descriptive analysis. Design/methodology/approach – To address the research questions, a survey-based empirical study was carried out in a representative sample of 226 from different levels like managers, senior managers, presidents and vice presidents and general managers at the operational levels at reputed steel industries having annual turnover of 250,000 dollars. All 226 responses received and analyzed descriptively and the results presented. Findings – The result showed that 83 percent of the respondents perceived the importance of network mapping and the elements of logistics cost with reference to the total overall logistics cost on the context of Indian steel industry. At the same time, poor infrastructure and port inefficiency were the main barriers for increasing the logistics cost as perceived by the respondents. Research limitations/implications – The sample is restricted to the logistics networking and the elements of logistics cost in Indian steel industry only. So caution needs to be exercised in generalizing the results Practical implications – In order to achieve the cost level at other developed and developing nations, the government of India should give focus on infrastructure development, improvising the exiting road condition and sea port development so that bigger size vessels can call to Indian ports for direct delivery of goods without any transshipment. Further, government of Indian needs to promote the multi modal logistics providers for timely evacuation of material as per the demand of industry requirements. Social implications – In India, it is visualized that logistics company have an advantage of cheap availability of labor but on the other side have to manage high cost of logistics. Typically, the total cost on inbound logistics taken into consideration which is around 16-18 percent of the turnover whereas, the world average is around 7-8 percent. Originality/value – To the best knowledge of the authors this study is the first attempt to survey the perception of logistics managers on logistics networking and cost elements on the overall logistics cost incurring on steel manufacturing companies in India.

Purpose – The purpose of this paper is to understand the role of economic and social factors influencing the logistics cost for the Indian steel sector and its relationship with the service quality. Design/methodology/approach – A structured questionnaire survey is used for the data collection in this research. The questionnaire included different elements of logistics cost on inbound and outbound logistics, and service quality. Findings – This research identified various significant elements of logistics cost for Indian steel sector and observed its relationship with transportation cost, warehousing cost and administrative cost. The findings of this study showed positive relationship between logistics cost and service quality. Research limitations/implications – The data for this study is cross-sectional; it is recommended that future studies can gather it longitudinally. This will help in gaining deeper understanding of the cause and effect relationship among the variables. The findings of this study are very useful in identifying the suitable training directions. Practical implications – Logistics is very critical factor in deciding the competitiveness of steel sector globally. Particularly for steel manufacturing the inbound logistics is more critical as compared to outbound logistics both in terms of volumes and costs. Social implications – For the Indian steel manufacturing companies, the logistics cost is very high as compared to other developed countries. Total logistics cost on inbound movements taken into consideration is around 16-18 per cent of material turn-over whereas; the world average is around 7-8 per cent. Originality/value – To the best knowledge of the authors, this study is the first attempt to study the relationship of logistics cost elements on the service quality in the context of Indian steel manufacturing sector. The logistics cost in steel industry is considered as one of the top performance measurement of the entrepreneur in this research.

PurposeThis paper analyses the COVID-19 situation in Nigeria, its effect on the economy and the structural causes that worsened the coronavirus (COVID-19) crisis.Design/methodology/approachThis paper uses simple descriptive analysis to examine the COVID-19 situation in Nigeria.FindingsThe findings reveal that the economic downturn in Nigeria was triggered by a combination of declining oil price and spillovers from the COVID-19 outbreak, which not only led to a fall in the demand for oil products but also stopped economic activities from taking place when social distancing policies were enforced. The government responded to the crisis by providing financial assistance to businesses and a small number of households that were affected by the coronavirus (COVID-19) outbreak. The monetary authority adopted accommodative monetary policies and offered a targeted 3.5 trillion loan support to some sectors. These efforts should have prevented the economic crisis from occurring but it did not. Economic agents could not freely engage in economic activities for fear of contracting the COVID-19 disease that was spreading very fast at the time.Practical implicationsThe implication of the study is that policymakers should pay attention to three areas of the economy for economic and structural reform. One, policymakers should introduce economic reforms to diversify the economy and reduce Nigeria's dependence on revenue from crude oil export. Two, policymakers in Nigeria should invest in healthcare infrastructure to improve the ability of the national health system to withstand the outbreak of contagious diseases. Three, there is also a need to build appropriate digital infrastructure to facilitate the transition from “face-to-face” business activities to a “digital or online” business activities, which can help to grow the digital economy. Also, policymakers should use legislation to create a robust social welfare safety net for all citizens particularly for unemployed citizens and poor households.Originality/valueThis is the first paper that looks at the economic implication of COVID-19 in a West African country.

Purpose The purpose of this paper is to explore the main features of the Vietnamese economic transition and industrial development pattern analyzing the evolution of the industrial policy formulation in the light of the changes in the country’s productive specialization and competitive position in the international division of labor. The authors also aim at stressing the role exerted by different external paradigm of influence on the Vietnamese policy making and the function of selectivity as an instrument to upgrade the competitiveness of the Vietnamese production system. Design/methodology/approach The paper provides a descriptive analysis of the Vietnamese recent economic trends and structural transformation dynamics. It realizes a literature review concerning the academic debate on the role and the effects of industrial policy in Vietnam identifying a categorization between different theoretical perspectives. In addition, it implements an in-depth analysis of the main industrial planning strategies promoted by the government investigating the evolution of the lines of the country’s economic policy agenda. On the basis of the previous analyses, the paper draws out some conclusions about the application of selective criteria in Vietnamese industrial policy interventions. Findings An in-depth examination of the planning prescriptions suggests that the Vietnamese government has undertaken a pronounced paradigm change in the course of last 15 years. The Vietnamese planning approach displays a shift toward a systematic and extended vision concerning the role of industrial policy, which result to be in clear discontinuity with respect to the market-friendly approach supported by Washington institutions. Nevertheless, this configuration outlines several limits characterizing the Vietnamese planning activity, connected to the lack of transparency and efficiency of the governance mechanisms that risk to undermine the effectiveness of the upgrading policies. Originality/value The paper focuses on Vietnam, an emerging economy in transition whose development trajectory has been characterized by peculiar economic and policy dynamics. The hybrid character of the government policy-making approach makes it difficult to identify univocal interpretations concerning the country’s industrial development dynamics and the resulting policy implications. In this perspective, the analysis has shed light on the mechanisms conditioning the formulation of industrial policy in Vietnam, focusing on the external influences exerted on its definition and on the domestic interactions associated to its implementation.

Purpose The purpose of this paper is to revisit the growth mechanism of Indian sugar industry by deploying quantitative and qualitative metaphors. Design/methodology/approach The research paper has been composed through comprehensive primary research survey using a structured questionnaire, and qualitative discussion following semi- structured interviews with industry professionals on emerging issues across the whole value chain of sugar industry. Respondents regarding primary survey were selected using the purposive sampling, and this collected quantitative information has been verified on the lenses of multiple stream modelling (MSM). Findings To support the data analysis, MSM – a policy-making framework has been developed which found that government being a central construct exerts a profound presence across whole value chain; in suppliers’ mechanism, marketing of sugar and sugar mills’ infrastructural expansions. Nationwide uniformity in sugar policy instead of states’ monopolistic policies, rational and mutual benefits-based decisions collectively by the government, mills management and sugarcane growers, and diversification in production processes are enumerated as the proposed solutions against the chronical industry problems. Practical implications This study enriches extant Asian sugar industry literature. For policymakers, the proposed results should be of help in identifying specific policies to support the competitiveness of local systems and individual manufacturing companies in the Indian sugar industry suggesting that the development of growth mechanisms can contribute simultaneously to improve the financial, market and operational performance of both individual firms and supply chains. Originality/value Cyclicality in production, rising sugarcane farmers’ problems and resulting severe financial distress of mills are some of the topical issues of Indian sugar industry, and the study has explored these issues factually, quantitatively and qualitatively in proximity of industry professionals and described in this depository with the help of document analysis.

Purpose Homeownership, especially for young adults, is a significant challenge in nearly every country and Indonesia, the fourth most populous country in the world, is not exempted. Its capital city, Jakarta, has the lowest homeownership rate when compared with other cities and if this challenge remains unresolved, it could lead to more social and economic issues in the country. Hence, this study aims to investigate the homeownership of young adults in Jakarta, focussing on young adults’ opinions, perceptions and experiences regarding homeownership opportunities. Design/methodology/approach A questionnaire survey was conducted to collect data from young adults in the study area. The collected data were analysed using the statistical package for the social sciences 24.0 software. Descriptive analysis, Cronbach’s alpha test, Pearson’s correlation test and mean score ranking were adopted to analyse the collected data. Findings The result shows that homeownership is driven by factors that are more functional and realistic (in terms of a place to live, marriage and parenthood) rather than those related to pride or social status representation (as a personal or career accomplishment). Unaffordability and insufficient income were ranked as crucial barriers to homeownership. Increasing the supply of affordable housing, controlling housing prices through government’s intervention and reducing mortgage interests are potential solutions to address this issue. Practical implications The result of this research would be useful to young adults who are the participants of this study, property developers, lending institutions and the government concerning homeownership policy formulation, loan provision, affordable housing supply, etc. Originality/value Specific studies that focussed on the young adults’ homeownership in Jakarta, Indonesia is limited, therefore, this research provides an insight into the issue of young adults’ homeownership in the country. Also, the findings could be applicable in other developing countries that have similar characteristics to Indonesia.

Subject Infrastructure politics. Significance In its efforts to improve Ecuador’s infrastructure, President Lenin Moreno’s government has turned to the private sector and international organisations. Infrastructure development is a key political challenge for Moreno, particularly given the substantial improvements made in this area by his predecessor and ally-turned-rival, Rafael Correa. The government is also grappling with corruption networks and embarking on a long-term programme of fiscal consolidation -- two factors that look certain to complicate matters further for Moreno. Impacts Infrastructure will be a key topic in next year’s regional elections, especially projects relating to basic services. Private investment and public-private partnerships will help the government limit the rise of public overseas debt. The opening of Quito’s new metro will put pressure on Guayaquil’s local government to pursue major new developments.

PurposeInfrastructure development and management form the central part of the government's commitment and responsibility to deliver essential services to the communities. However, much focus has been placed on the development aspect, with very little focus on the management and maintenance aspects, causing service delivery problems. This study explores the causes of poor management of immovable municipal infrastructure in South Africa.Design/methodology/approachA qualitative approach was adopted; thus, a sample of 15 participants consisting of senior municipal workers, local organizations and forums in Ngqushwa Municipality in Eastern Cape were identified and interviewed. The interview data were analyzed using thematic content analysis to determine the common themes and the frequencies.FindingsThe study's findings indicate numerous causes of poor municipal infrastructure management, including lack of funding, lack of capacity, poor planning and oversight, lack of By-laws, grant dependency and corruption. The municipality's failure to address these issues has resulted in increased service protests, destruction of public property, interruption of services and loss of confidence in municipal administrations.Research limitations/implicationsAlthough the study concentrated on one municipality, the findings may be applicable to other South African municipalities.Practical implicationsTo provide efficient services for the inhabitants to curtail aggravated service delivery protests, there is an urgent need for the municipalities to institute effective measures to manage and maintain the infrastructure that serves the communities.Originality/valueThe study has identified the factors underpinning ineffective management of the municipalities' facilities and the resultant's effects. Thus, the findings will guide the government and the authorities on the infrastructural management strategies for effective service delivery.

Significance The ordinance aims to facilitate land acquisition for infrastructure development as well as Prime Minister Narendra Modi's 'Make in India' manufacturing campaign. Launched recently amid a bleak industrial growth scenario, the campaign seeks to make India a global manufacturing hub. However, measures such as the land ordinance are inadequate to realise this as yet largely undefined goal, especially given the tough global economic conditions that have developed since 2008. Impacts There is limited room to boost export competitiveness with currency devaluation due to India's heavy import dependence. The government is likely to dilute labour laws to woo investors, at the expense of its own longer-term vision for manufacturing. The new ordinance could facilitate land acquisition in some states, but the wider infrastructure deficit is an abiding constraint.
