Abstract The article deals with the current debate about COVID-19 Vaccines as global public/common goods. After a brief introduction on the global epidemiological and economic implication of the pandemic, the problem of the correct characterization of either vaccine or immunization/herd immunity as global public/common good, according to the necessary characteristics outlined by the pertinent economic theories, is addressed. The conclusion is that the term “global public good”/global common goods” has been extensively used in the last two years by policy makers, political leaders, academics, economists, international organizations, NGOs and others health groups, in a sort of “loose way”. Substantially, in order to underscore that equitable access to health products, including vaccines, health and biomedical technologies, medical services, medical devises, whose availability, accessibility, acceptability, affordability to the world is fundamental to tackling the pandemic. The current legal proprietary regime applied to vaccines, extensively covered by IPRs, has transformed an intrinsically non-excludable common/public good (the vaccines, due to their nature and characteristics) in something excludable and rival in consumption. Consequently, the article argues that what is needed is a swift in their legal governance. The current legal discipline of vaccines and health technologies must be changed to bring it into line with the non-excludable nature of these goods. The richest countries in the world, in pursuit of their “vaccine nationalisms”, have already collectively preordered 8.8 billion doses of vaccine, far in excess of need, thus obliging billions of people in the Global South to wait years to be vaccinated. In this respect, the article investigates the EU vaccines strategy and analyzes the Advanced Purchase Agreements signed by the European Commission with the major vaccine producers, enlightening the untenable secrecy and opacity with which the European Union’s executive has handled COVID-19 vaccine supply contracts, and how it has simply paid no more than lip-service to the concept of global common/public good by attributing a broad “private governance” to the pharmaceutical companies. Then, the various arguments, for and against, the Waiver Proposal to several sections of the WTO TRIPS agreement, introduced by India and South Africa on the TRIPS Council on October 2020, have been briefly summarized, accounting the current luck of needed consensus among the various members of the WTO. The article however describes an important number of new global and collaborative efforts already put in place by a myriad public and private actors to allow efficient development and production of vaccines in order to enhance a global access to vaccines. The article concludes by stressing the major developments in the U.S. patent’s landscape and in the Biden Administration’s attitude towards the current global health crisis, that leave hope for “extraordinary measures” to be agreed by the international community in near future. The auspice is that the time has finally arrived for the international community to develop reliable and long term solutions to tackle future global pandemic, preferably by the negotiation of a new WHO global health treaty, to secure universal fair access to essential technologies and vaccines and protecting them as global public/common goods.

This research aims to analyze the economic impacts caused by the addition of the third digit after the comma in the prices of fuels commercialized in the Carajás region (Parauapebas, Canaã dos Carajás, Curionópolis e Serra dos Carajás) located in the southeast of Pará State, Brazil, and the professional categories chosen were UBER application drivers, who use gasoline with additives in their vehicles, sales representatives who use motorcycles and regular gasoline for their work and lastly, intercity van cooperative drivers who use regular diesel fuel. The results of the investigation highlighted that there was a total loss of 2,10 BRL, for the three categories of professionals for every 100 liters of fuel consumed, representing an economic impact of approximately 43% for S-10 diesel, 38% for regular gasoline and 19% for gasoline with additives. Furthermore, in the professional categories analyzed, it was observed that the greatest economic impact occurred for the group of inter-municipal van drivers, with an annual cost of 191,52 BRL. Subsequently, App drivers obtained 14,72 BRL of economic implication per year, and finally, with less annual impact, sales representatives with a cost of 2,72 BRL.

The article is devoted to the role of the identity factor in the Bulgarian-Macedonian relations. The main controversial issues acute in the period 1991–2021 are the question of the independence of the Macedonian language and the question of the “starting point” of Macedonian history. The foreign policy of the Macedonian republic is investigated in the context of Balkan states` striving for Euro- Atlantic integration. An important part of the study is analyzing the problems of the European Union enlargement to the south-east.As a result of the research, the author comes to several conclusions: Sofia’s opposition to Skopje’s accession to the EU has a solid economic implication; relations with the Bulgarian state have always been of key importance for the Macedonian republic, regardless of plans to join NATO and the EU, since touched upon the key issues of self-determination of the Macedonian people; the rhetoric of the Bulgarian side has a certain tendency to revise the role of Bulgaria in the Second World War, which is categorically unacceptable for the EU member states seeking to withdraw the historical agenda from the negotiation process on the Republic of North Macedonia’s accession to the European Union.

This paper examines not only on the socio-economic implication of the lockdown on practitioners in the entertainment industry namely the cinema halls, live performances, and the film industries among others, but also it explores the ways E-entertainment was being introduced especially in music and drama industry. With the lockdown orchestrated by the Covid-19 pandemic outbreak in Nigeria, show lovers were being entertained through E-concerts, drive in theatre performances, and television live shows like Owambe and Pepsi Dance Party that was being showed every weekend with the audience responding on face book, Instagram and WhatsApp platforms among others. The research method is qualitative and analytical. The study employed a survey method of data collection to gather relevant material from published and unpublished materials in hard and soft copies which included online materials. The material was analyzed through mixed-method, which involved description, explanation, translation, and interpretation. The result showed that the COVID-19 pandemic impacted negatively the entertainment industry, bringing to a halt the performer/audience physical participation and interaction and a lot of reduction in the socio-economic progress of entertainers and the entertainment industry depends on their audience for finance. It also opened up the need for the entertainment industry to focus more on the acquisition of E-entertainment facilities to bridge the gap between the entertainers and the audiences on a larger scale to take care of pandemic incidents like COVID-19.

In this introduction, the authors discuss the limitations that arise when economic failures like youth unemployment are perceived and studied as simply a market supply or demand problem. Rather than the result of poor choices, poor information, or market distortions, a growing body of evidence has indicated that cultural value orientation may influence economic preferences in a fashion captured by the Bourdieu paradox: while an economic calculation lies behind every action, every action cannot be reduced to an economic calculation. To address this paradox and its economic implication, the authors set out to answer three questions: (a) Do some national cultures hold on to value orientations that are more successful than others in promoting economic opportunity? (b) Does the transmission of these value orientations demonstrate stability, regardless of economic conditions? and (c) Do value orientations exert their influence on economic behaviors through stated preferences?

MDR Staphylococcus aureus is an important bacteria with clinical and economic implication. Plants including Garcinia kola provides bioactive principles with diverse structural and biological features.. The n-Butanol fraction of G.kola root extract recorded the highest activity against MDR staph aureus (18.50±0.41) compared to the chloroform (10.00±2.12) and methanol (8.166±0.62) extarct, with no activity recorded with the n-Hexane extract. Analysis of this fraction on GC-MS recorded 14 phytoconstituents with varying structural composition; containing important scaffolds & motifs of benzoquinone, imidazo[1,2-a]pyridine, Chlorocarbazole and azetidine that present key pharmaceuticals as antibiotic and for drug development. Further inslico molecular docking studies of these compounds on antibacterial drug target; Tyrosyl-tRNA synthetase (PDB 1JIJ) from MDR staph aureus was documented. 9 compounds (CID_619544, CID_619583, CID_5732, CID_616643, CID_622021, CID_ 616496, CID_590350, CID_16486 and CID_66747) had good binding scores ranging from -4.63 to -7.08 kcal/mol; with CID_590350 having the highest score. The compounds formed various bonding with the 1JIJ amino acid residues including H-bond, van der waal and π interactions. CID_16486 and CID_66747 bind to the most active binding pocket (Drug score: 0.82 &0.72) while CID_619583 tend to bind outside the active binding pocket. They also have good pharmacokinetic and toxicity profile. Therefore, these compounds are considered as suitable prospective antibiotics against MDR Staphylococcus aureus after successful invitro and insilico experimental validation.

PurposeWith the macroprudential approach, systemic risk is explained by a general equilibrium (GE) model. However, since on-balance-sheet and off-balance-sheet (OBS) risks are structurally segmented, for example annually or periodically on financial statements, the GE model might need further integration with OBS risks including ecological shocks.Design/methodology/approachThis study develops a theoretical two-period model with consumption, investment and loans, which further includes carbon emissions to distinguish between loans for “green” or “brown” firms to enhance the perspective of ecological sustainability.FindingsThe paper shows how the environmental, social and governance (ESG) factors might be of relevance in the standard bank capital regulatory structure. In dealing with ecological sustainability, a new methodological framework with the green K-index introduces penalties to be paid in the capital structure related to ESG factors. The model is enhanced for screening green or brown firms related to impact investing. The integrated view of financial stability and ecological sustainability further illuminates how a wide cross-sectoral resilience of a green K-index measure for the economy might be achievable.Research limitations/implicationsA stock-flow consistent model with balance-sheet methods raises the question whether all necessary variables and parameters can be computed in practice. Compared to the agent-based model (ABM), this model additionally lacks inputs from agents' behaviour, thus non-rational decisions, which may be relevant in practice. More generally, by adopting a balance-sheet structure, the model shows a coherent framework with relevant variables. The methodology of the GE model with OBS has not been scholarly explored and thus is presented for discussion rather than generalisation. The GE model with OBS provides a new interpretation of systemic risk and interbank relations with a consideration of ecological aspects. Its economic implication contributes to contemporary banking theory as well as to the sustainability discussions in the larger financial sector.Practical implicationsBanks and investors can more carefully measure the ecological risks in their loan portfolios and make better informed decisions leading to a better sustainability of the financial markets.Originality/valueThis study develops a theoretical GE model with off-balance-sheet risks. The model adds green regulation enhancing the capital regulation framework relevant to sustainability. This, in turn, enhances the role of banks in a coherent economic framework for loan decisions towards a much greener finance.
