Purpose A number of severe weather events have influenced a shift in UK policy concerning how climate-induced hazards are managed. Whist this shift has encouraged improvements in emergency management and preparedness, the risk of climate change is increasingly becoming securitised within policy discourses, and enmeshed with broader agendas traditionally associated with human-induced threats. Climate change is seen as a security risk because it can impede development of a nation. The purpose of this paper is to explore the evolution of the securitisation of climate change, and interrogates how such framings influence a range of conceptual and policy focused approaches towards both security and climate change. Design/methodology/approach Drawing upon the UK context, the paper uses a novel methodological approach combining critical discourse analysis and focus groups with security experts and policymakers. Findings The resulting policy landscape appears inexorably skewed towards short-term decision cycles that do little to mitigate longer-term threats to the nation’s assets. Whilst a prominent political action on a global level is required in order to mitigate the root causes (i.e. GHG emissions), national level efforts focus on adaptation (preparedness to the impacts of climate-induced hazards), and are forming part of the security agenda. Originality/value These issues are not restricted to the UK: understanding the role of security and its relationship to climate change becomes more pressing and urgent, as it informs the consequences of securitising climate change risks for development-disaster risk system.

Purpose – The purpose of this paper is to report results from a survey on emerging climate changes and the risks to the operation of building assets in the UK. The property sector is facing major challenges as a result of projected climate change scenarios. Predictions concerning future climate change and the subsequent impact on building operations are still subject to a high degree of uncertainty. However, it is important that building stockholders consider a range of possible future risks that may influence the operation of their assets. Design/methodology/approach – The literature review and questionnaire are used to elicit and assess the likelihood of occurrence of climate change risks impacting building operations. The survey was carried out among building stockowners and professionals in the UK. Statistical methods were used to rank and compare the findings. Findings – The majority of the respondents strongly agreed that the list of risks that were elicited from the literature will have an impact on their building assets within a 0-5 years’ time horizon. It was found that the professionals were most concerned about higher energy prices and an increase in operation costs in general; they were least concerned about an electricity blackout. Research limitations/implications – This paper is limited to the UK, and regional variations are not explored. Nevertheless, the buildings’ operation risk study provides a starting point for further investigations into the emerging risks from climate change, and their impact on the operation of building stock. Future work could investigate direct mapping between climate risks and the financial value of properties. Originality/value – Findings of this paper can help professionals and building stockowners improve their understanding of climate change risks and the impact on their assets. This paper could also help these individuals to formulate appropriate adaptation and mitigation strategies.

Action on climate change, to meet the targets set in the 2015 Paris Agreement, requires strong political support at the national level. Whilst the political and governance challenges of climate change have been discussed at length, there is little understanding of how politicians, as influential individuals within the political system, understand or respond to climate change. This article presents findings from 14 qualitative interviews with Members of the UK Parliament, to discuss how politicians conceptualise climate change, and their deliberations on whether or how to act on the issue. First, it reviews an interdisciplinary literature from sociology, political theory and science and technology studies, to investigate how politicians navigate their work and life. Second, it presents ‘composite narratives’ to provide four different MPs’ stories. Last, it draws conclusions and implications for practice. It highlights three crucial factors: identity, or how politicians consider the climate issue in the context of their professional identity and the cultural norms of their workplace; representation, how politicians assess their role as a representative, and whether proposed political action on climate is seen as compatible with this representative function; and working practices, how day-to-day work rituals and pressures influence the aims, ambitions and engagement of politicians with climate change.

Purpose The purpose of this paper is to advance the dialogue between the disaster risk reduction (DRR) and adaptation community by investigating their differences, similarities and potential synergies. The paper examines how DRR and adaptation can inform development to tackle the underlying drivers of disaster risk. Design/methodology/approach Based on a risk-based approach to the management of climate variability and change, the paper draws from a critical review of the literature on DRR and adaptation. The study finds that known and emerging risk from disasters continues to increase dramatically in many parts of the world, and that climate change is a key driver behind it. The authors also find that underlying causes of social vulnerability are still not adequately addressed in policy or practice. Linking DRR and adaptation is also complicated by different purposes and perspectives, fragmented knowledge, institutions and policy and poor stakeholder coordination. Findings The author’s analysis suggests that future work in DRR and adaptation should put a much greater emphasis on reducing vulnerability to environmental hazards, if there is truly a desire to tackle the underlying drivers of disaster and climate risks. Originality/value This will require coherent political action on DRR and adaptation aimed at addressing faulty development processes that are the main causes of growing vulnerability. The study concludes with a first look on the new Sendai Framework for Disaster Risk Reduction and how it aims to connect with adaptation and development.

Purpose – Scenarios have become a vital methodological approach in business as well as in public policy. When scenarios are used to guide analysis and decision-making, the aim is typically robustness and in this context we argue that two main problems at scenario set level is conservatism, i.e. all scenarios are close to a perceived business-as-usual trajectory and lack of balance in the sense of arbitrarily mixing some conservative and some extreme scenarios. The purpose of this paper is to address these shortcomings by proposing a methodology for generating sets of scenarios which are in a mathematical sense maximally diverse. Design/methodology/approach – In this paper, we develop a systematic methodology, Scenario Diversity Analysis (SDA), which addresses the problems of broad span vs conservatism and imbalance. From a given set of variables with associated states, SDA generates scenario sets where the scenarios are in a quantifiable sense maximally different and therefore best span the whole set of feasible scenarios. Findings – The usefulness of the methodology is exemplified by applying it to sets of storylines of the emissions scenarios of the Intergovernmental Panel on Climate Change. This ex-post analysis shows that the storylines were not maximally diverse and given the challenges ahead with regard to emissions reduction and adaptation planning, we argue that it is important to strive for diversity when developing scenario sets for climate change research. Originality/value – The proposed methodology adds significant novel features to the field of systematic scenario generation, especially with regard to scenario diversity. The methodology also enables the combination of systematics with the distinct future logics of good intuitive logics scenarios.

This paper presents a critical account of the representation of immigration in the Brexit corpus—a collective corpus of 108,452,923 words compiled mostly from blogs, tweets, and daily news related to Brexit debate. The study follows the methodological synergy approach proposed by Baker et al. (2008), a heuristic methodological approach that combines methods of discourse analysis and corpus-assisted statistical tools including keyword, collocation, and concordance analysis. Drawing on this methodological synergy approach, the investigation yields significant findings contextualized within the socio-economic-political context of the European Union (EU) leave referendum to trace how the issue of immigration is represented in the discourses of the Remain and Leave campaigns. The frequency results show that immigration is one of the most salient topics in the Brexit corpus. Concordance analysis of the word immigrants and collocation investigation of the word immigration reveal opposing attitudes toward immigration in the EU referendum debate. The analysis uncovers negative attitudes toward the uncontrolled flow of immigrants from other EU countries and public concerns about immigrants' negative impacts on wages, education, and health services. Other findings reveal positive attitudes toward immigrants emphasizing their positive contributions to the UK economy. The study concludes with an argument of the significant association between the political and socio-economic ideologies of a particular society and the language communicated in its media.

PurposeThe purpose of this paper is to answer two main research questions. First, the authors ask the degree to which the UK corporate governance code has changed in response to both systemic perturbations and the subsequent enquiries established to recommend solutions to perceived shortcomings. Second, the authors ask how the solutions proposed in these landmark governance texts might be explained.Design/methodology/approachThe authors take a critical discourse approach to develop and apply a discourse model of corporate governance reform. The authors draw together data on popular, corporate-political and technocratic discourses on corporate governance in the UK and analyse these data using content analysis and the historical discourse approach.FindingsThe UK corporate governance code has changed little despite periodic crises and the enquiries set up to investigate and make recommendation. Institutional stasis, the authors find, is the product of discourse capture and control by elite corporate actors aided by political allies who inhabit the same elite habitus. Review group members draw intertextually on prior technocratic discourse to create new canonical texts that bear the hallmarks of their predecessors. Light touch regulation by corporate insiders thus remains the UK approach.Originality/valueThis is one of the first applications of critical discourse analysis in the accounting literature and the first to have conducted a discursive analysis of corporate governance reports in the UK. The authors present an original model of discourse transitions to explain how systemic challenges are dissipated.

Changes in rainfall patterns, humidity, and temperature, as well as greater exposure to severe weather events, has led to the need for adapting cultural heritage to climate change. However, there is limited research accomplished to date on the process of adaptation of cultural heritage to climate change. This paper examines the perceptions of experts involved in the management and preservation of cultural heritage on adaptation to climate change risks. For this purpose, semi-structured interviews were conducted with experts from the UK, Italy, and Norway as well as a participatory workshop with stakeholders. The results indicate that the majority of interviewees believe that adaptation of cultural heritage to climate change is possible. Opportunities for, barriers to, and requirements for adapting cultural heritage to climate change, as perceived by the interviewees, provided a better understanding of what needs to be provided and prioritized for adaptation to take place and in its strategic planning. Knowledge of management methodologies incorporating climate change impacts by the interviewees together with best practice examples in adapting cultural heritage to climate change are also reported. Finally, the interviewees identified the determinant factors for the implementation of climate change adaptation. This paper highlights the need for more research on this topic and the identification and dissemination of practical solutions and tools for the incorporation of climate change adaptation in the preservation and management of cultural heritage.

PurposeThere are 29 million homes in the UK, accounting for 14% of the UK's energy consumption. This is given that UK has one of the highest water and energy demands in Europe which needs to be addressed according to the Committee on Climate Change (CCC). Smart homes technology holds a current perception that it is principally used by “tech-savvy” users with larger budgets. However, smart home technology can be used to control water, heat and energy in the entire house. This paper investigates how smart home technology could be effectively utilised to aid the UK government in meeting climate change targets and to mitigate the environmental impact of a home in use towards reducing carbon emissions.Design/methodology/approachBoth primary and secondary data were sought to gain insight into the research problem. An epistemological approach to this research is to use interpretivism to analyse data gathered via a semi-structured survey. Two groups of participants were approached: (1) professionals who are deemed knowledgeable about smart home development and implementation and (2) users of smart home technology. A variety of open-ended questions were formulated, allowing participants to elaborate by exploring issues and providing detailed qualitative responses based on their experience in this area which were interpreted quantitatively for clearer analysis.FindingsWith fossil fuel reserves depleting, there is an urgency for renewable, low carbon energy sources to reduce the 5 tonnes annual carbon emissions from a UK household. This requires a multi-faceted and a multimethod approach, relying on the involvement of both the general public and the government in order to be effective. By advancing energy grids to make them more efficient and reliable, concomitant necessitates a drastic change in the way of life and philosophy of homeowners when contemplating a reduction of carbon emissions. If both parties are able to do so, the UK is more likely to reach its 2050 net-zero carbon goal. The presence of a smart meter within the household is equally pivotal. It has a positive effect of reducing the amount of carbon emissions and hence more need to be installed.Research limitations/implicationsFurther research is needed using a larger study sample to achieve more accurate and acceptable generalisations about any future course of action. Further investigation on the specifics of smart technology within the UK household is also needed to reduce the energy consumption in order to meet net-zero carbon 2050 targets due to failures of legislation.Practical implicationsFor smart homes manufacturers and suppliers, more emphasis should be placed to enhance compatibility and interoperability of appliances and devices using different platform and creating more user's friendly manuals supported by step-by-step visual to support homeowners in the light of the wealth of knowledge base generated over the past few years. For homeowners, more emphasis should be placed on creating online knowledge management platform easily accessible which provide virtual support and technical advice to home owners to deal with any operational and technical issues or IT glitches. Developing technical design online platform for built environment professionals on incorporating smart sensors and environmentally beneficial technology during early design and construction stages towards achieving low to zero carbon homes.Originality/valueThis paper bridges a significant gap in the body of knowledge in term of its scope, theoretical validity and practical applicability, highlighting the impact of using smart home technology on the environment. It provides an insight into how the UK government could utilise smart home technology in order to reduce its carbon emission by identifying the potential link between using smart home technology and environmental sustainability in tackling and mitigating climate change. The findings can be applied to other building types and has the potential to employ aspects of smart home technology in order to manage energy and water usage including but not limited to healthcare, commercial and industrial buildings.

Purpose The purpose of this paper is to examine whether audit firms use transparency reports (TRs) as a tool to standardize their brand image or whether the semantic and content analysis in these reports indicates a higher importance of country effects. Design/methodology/approach The sample includes 28 TRs published in English by the Big-4 audit firms from five EU countries (the UK, Ireland, Luxemburg, Hungary and Malta), as well as in the USA and Australia. Findings Using content analysis, this research finds that there is variation in the language used in TRs both across audit firms and jurisdictions. Most TRs from different countries of the same firm tend to be clustered, suggesting that audit firms use transparency reporting as a strategy to differentiate themselves from their competitors. In fact, EY and KPMG seem to have more standardized internal procedures and standardized information. Regarding country effects, the results indicate that TRs in the UK are longer and show more detailed information. Originality/value Overall, this research is innovative in the sense that it applies a new methodological approach to an emerging topic such as audit transparency reporting. It identifies emerging topics of voluntary disclosure, such as financial data of the firm, gender and ethnic origin of employees, community involvement or sanctions, among other topics of interest which might be explored in detail by future research to understand the construction of the profession.

Purpose The purpose of this paper is to discuss and evaluate the role of hybrid forums as tools to address specific controversies related to sustainable practices in localized agro-food systems (LAFS). Design/methodology/approach In contrast with other conventional public engagement methods, such as citizen juries, consensus conferences, focus groups or deliberative processes, hybrid forums entail a more dynamic and democratic mechanism to reflect and act together, with the aim of constructing a common project around a defined challenge (Callon et al., 2001, 2009). They can offer an enriching and challenging methodological approach in the context of LAFS, especially in the discussion of controversial issues around food chain sustainability. The authors present here a new generation of hybrid forums: HF 2.0. Findings HF 2.0. represent both a methodological tool and a real experience of dialogic democracy, two interactive aspects which are closely interlinked and rest upon each other. The authors argue that the attractiveness of HF 2.0. is notable in at least two ways: first, they provide a solid democratic and reflective mechanism to stimulate effective dialogue and knowledge-exchange among different stakeholders; second, they contribute as an important methodological evidence-based tool, which can be used as a launching pad for shaping local action groups and community partnerships’ strategies aimed at fostering local development. Originality/value This paper attempts to provide a methodological discussion over the experimental use of HF 2.0. in the context of LAFS and assesses their effectiveness in the co-construction of knowledge. The authors explore their pragmatic validity in addressing controversies over local and sustainable seafood via empirical applications in Norway and the UK.
