Walkability assessment and tourism cities: the case of Venice

Purpose The purpose of this paper is to propose a systematic review of the contributions present in the literature about walkability. This is aimed at defining a set of criteria and methodologies for the assessment of the level of pedestrian friendliness of cities characterised by mass tourism. Design/methodology/approach The paper is based on a theoretical review about walkability and on the study of mass tourism phenomenon in Venice in relation to the ongoing de-urbanisation process. The analysis of open data sets provides by the Public Institutions of Venice and the execution of on-site observations allowed a qualitative assessment on the level of walkability of the historical centre of Venice. Findings The results of the proposed study highlighted that the level of walkability in Venice is profoundly affected by the lack of base services, the presence of massive tourism flows and the scarcity of road signage. Practical implications All the elements highlighted in this work could lead to proposing several design solutions and policies to manage the tourism phenomenon in Venice in a more effective and sustainable manner. Social implications The assessment and enhancement of the level of walkability of urban areas represent a useful tool to manage the tourist flows and to reduce the conflicts between inhabitants and visitors in tourism cities. Originality/value The current work represents a valuable contribution towards the systematisation of the theoretical and methodological framework towards a tourism-based walkability assessment.

Purpose The main purpose of this study is to investigate the nature and scope of Open Data in Israel, Georgia and Uzbekistan. Design/methodology/approach Drawing upon the two Open Data models proposed by Kalampokis et al. (2011) and Sieber and Johnson (2015), this paper seeks to underline the nature and scope of Open Data in Israel, Georgia and Uzbekistan. Findings Open Data across the three countries (Israel, Georgia and Uzbekistan) is at an early stage of maturity. There is more of data aggregation and this poses a number of challenges as far as access to and usage of these data sets are concerned. Furthermore, in terms of the model proposed by Sieber and Johnson (2015), there is “data over the wall” in these countries. Practical implications The study holds practical relevance in the sense that policymakers are encouraged to further the Open Data initiatives in their respective countries. Furthermore, government departments are encouraged to release data sets for use by the public and to generate public value. Originality/value Whereas extant literature on Open Data veers around economies in the West, academic research in other countries is visibly lacking. Also, no study has been undertaken so far wherein Open Data initiatives in Israel, Georgia and Uzbekistan have been undertaken till date. The present study seeks to plug this gap in a major way.

PurposeThe purpose of this paper was to draw on evidence from computer-mediated transparency and examine the argument that open government data and national data infrastructures represented by open data portals can help in enhancing transparency by providing various relevant features and capabilities for stakeholders' interactions.Design/methodology/approachThe developed methodology consisted of a two-step strategy to investigate research questions. First, a web content analysis was conducted to identify the most common features and capabilities provided by existing national open data portals. The second step involved performing the Delphi process by surveying domain experts to measure the diversity of their opinions on this topic.FindingsIdentified features and capabilities were classified into categories and ranked according to their importance. By formalizing these feature-related transparency mechanisms through which stakeholders work with data sets we provided recommendations on how to incorporate them into designing and developing open data portals.Social implicationsThe creation of appropriate open data portals aims to fulfil the principles of open government and enables stakeholders to effectively engage in the policy and decision-making processes.Originality/valueBy analyzing existing national open data portals and validating the feature-related transparency mechanisms, this paper fills this gap in existing literature on designing and developing open data portals for transparency efforts.

Purpose With the ongoing drives towards Open Government Data (OGD) initiatives across the globe, governments have been keen on pursuing their OGD policies to ensure transparency, collaboration and efficiency in administration. As a developing country, India has recently adopted the OGD policy (www.data.gov.in); however, the percolation of this policy in the States has remained slow. This paper aims to underpin the “asymmetry” in OGD framework as far as the Indian States are concerned. Besides, the study also assesses the contribution of “Open Citizens” in furthering the OGD initiatives of the country. Design/methodology/approach An exploratory qualitative following a case study approach informs the present study using documentary analysis where evidentiary support from five Indian States (Uttar Pradesh, Telangana, West Bengal, Sikkim and Gujarat) is being drawn to assess the nature and scope of the OGD framework. Further, conceptualization for “Open Citizen” framework is provided to emphasize upon the need to have aware, informed and pro-active citizens to spearhead the OGD initiatives in the country. Findings While the National OGD portal has a substantial number of data sets across different sectors, the States are lagging behind in the adoption and implementation of OGD policies, and while Telangana and Sikkim have been the frontrunners in adoption of OGD policies in a rudimentary manner, others are yet to catch up with them. Further, there is “asymmetry” in terms of the individual contribution of the government bodies to the open data sets where some government bodies are more reluctant to share their datasets than the others. Practical implications It is the conclusion of the study that governments need to institutionalize the OGD framework in the country, and all the States should appreciate the requirement of adopting a robust OGD policy for furthering transparency, collaboration and efficiency in administration. Social implications As an “Open Citizen”, it behooves upon the citizens to be pro-active and contribute towards the open data sets which would go a long way in deriving social and economic value out of these data sets. Originality/value While there are many studies on OGD in the West, studies focused upon the developing countries are starkly lacking. This study plugs this gap by attempting a comparative analysis of the OGD frameworks across Indian States. Besides, the study has provided a conceptualization of “Open Citizen” (OGD) which may be tapped for further research in developing and developed countries to ascertain the linkage between OGD and OC.

The author of the article has provided the results of the analysis of the methods of administrative and legal protection taking into account the changes within the relations between public administration and taxpayers and the course chosen by the state for liberalization of tax relations. The place of the concept of the methods of administrative and legal protection in the term system of the science of administrative law and their dialectical relations with the methods of public administration and administrative activity has been established. The author has indicated generic and specific features of the methods of administrative and legal protection of tax relations, where the latter will depend on the peculiarities of the means and methods of influence used by the public administration for the purpose of exercising security functions. The system of methods of administrative and legal protection of tax relations has been offered to form from three elements: general methods of administrative activity (persuasion and coercion), service tools of influence (provision of administrative services, creation of electronic services and publication of open data sets) and organizational methods. The expediency of distinguishing service means of influence into a separate group of methods of administrative and legal protection has been proved. It is conditioned by their special functional purpose – creation of conditions for independent prevention of possible breach of protected relations by the taxpayer. The role and correlation of persuasion and coercion in the system of methods of administrative and legal protection of tax relations have been clarified. Despite the presented importance of the persuasion within the relationship between the controlling agencies and the taxpayers, it has been stated that state coercion remains the main mean of administrative and legal protection of tax relations. Particular attention has been paid on the need to reconsider the correlation of tax and administrative coercion within tax relations. It has been proved that the basis of their delimitation should be not the branch of legislation, where the authority to apply the appropriate measure is assigned, but the essential criterion and the subject matter of regulation (influence) – relations arising from incomplete calculation and late and incomplete payment of taxes and fees, or relationships related to the organization and enforcement of tax responsibilities and the proper exercise by the supervisory authorities of their powers. It has been emphasized that tax coercion, unlike administrative, performs both punitive and compensatory functions.

Purpose This study attempts to use a new source of data collection from open government data sets to identify potential academic social networks (ASNs) and defines their collaboration patterns. The purpose of this paper is to propose a direction that may advance our current understanding on how or why ASNs are formed or motivated and influence their research collaboration. Design/methodology/approach This study first reviews the open data sets in Taiwan, which is ranked as the first state in Global Open Data Index published by Open Knowledge Foundation to select the data sets that expose the government’s R&D activities. Then, based on the theory review of research collaboration, potential ASNs in those data sets are identified and are further generalized as various collaboration patterns. A research collaboration framework is used to present these patterns. Findings Project-based social networks, learning-based social networks and institution-based social networks are identified and linked to various collaboration patterns. Their collaboration mechanisms, e.g., team composition, motivation, relationship, measurement, and benefit-cost, are also discussed and compared. Originality/value In traditional, ASNs have usually been known as co-authorship networks or co-inventorship networks due to the limitation of data collection. This study first identifies some ASNs that may be formed before co-authorship networks or co-inventorship networks are formally built-up, and may influence the outcomes of research collaborations. These information allow researchers to deeply dive into the structure of ASNs and resolve collaboration mechanisms.

Purpose The purpose of this paper is to ascertain how perceived service quality mediates employees’ customer orientation and customer satisfaction in the public utility sector. Design/methodology/approach The study focused on the commercial customers (small and medium-scale enterprises– (SMEs)) of Electricity Company of Ghana Ltd. There were 350 SMEs sampled for the study, and each had no more than 99 employees. Respondents were either owner-managers or employee-managers. Structural equation model (SEM) was used in estimating the effects among the variables studied. Findings Most public institutions have a built-in customer base, and therefore places less emphasis on employees’ customer orientation. This notwithstanding, findings revealed that employees’ customer orientation behaviors significantly impacted customers’ perceived service quality and satisfaction toward public institutions. Similarly, customers’ perceived service quality influenced their satisfaction toward public institutions. SMEs serve as an engine for economic growth in an economy, and therefore public institutions must consider their peculiar needs in the delivery of service to them. Originality/value This study pointed out that, employees’ customer orientation behaviors of public institutions have an influence on customers’ perceived service quality and satisfaction. Previous studies on these concepts have largely focused on the private sector, where there are lots of competition. This study also specifically studied commercial customers (SMEs) of public institution, which is quite novel, especially in relation to the concepts studied. And the contribution of SMEs to economic growth makes their study even much more important.


Subject The outlook for constitutional reform and presidential re-election. Significance Since the government announced its intention to revise the constitution to allow President Rafael Correa to seek re-election in 2017, the opposition has resisted the move. Various parties and coalitions have attempted to call a referendum on the issue using mechanisms in the 2008 constitution to enable greater public participation in political decision-making. The government has used its influence over public institutions to block a referendum, fearing defeat at the polls. The outcome of the conflict remains unclear six months on from when the proposal was first announced. Impacts The fragmentation of the opposition will bolster government attempts to rebuff demands for a referendum. Denying the public the opportunity to vote on constitutional reform will undermine the legitimacy of the president and government. The economic fallout from low oil prices will complicate the government's political situation and allow for opposition gains.

Purpose – The aim of this paper is to describe a local government effort to realise an open government agenda. This is done using a storytelling approach. Design/methodology/approach – The empirical data are based on a case study. The authors participated in, as well as followed, the process of realising an open government agenda on a local level, where citizens were invited to use open public data as the basis for developing apps and external Web solutions. Based on an interpretative tradition, they chose storytelling as a way to scrutinise the competition process. In this paper, they present a story about the competition process using the story elements put forward by Kendall and Kendall (2012). Findings – The research builds on existing research by proposing the myth that the “public” wants to make use of open data. The authors provide empirical insights into the challenge of gaining benefits from open public data. In particular, they illustrate the difficulties in getting citizens interested in using open public data. Their case shows that people seem to like the idea of open public data, but do not necessarily participate actively in the data reuse process. Research limitations/implications – The results are based on one empirical study. Further research is, therefore, needed. The authors would especially welcome more studies that focus on citizens’ interest and willingness to reuse open public data. Practical implications – This study illustrates the difficulties of promoting the reuse of open public data. Public organisations that want to pursue an open government agenda can use these findings as empirical insights. Originality/value – This paper answers the call for more empirical studies on public open data. Furthermore, it problematises the “myth” of public interest in the reuse of open public data.

The impact caused in the tourism sector by the public health crisis linked to coronavirus COVID‑19 and the need to protect the population from subsequent infection marks a necessary change in the model of tourism in coastal areas in Spain where mass tourism was the norm. Relevant reforms must be made to soften the economic effects of the drop in foreign tourism. In the case of cultural tourism in urban areas and inland, there is an en excellent opportunity to make structural changes in management that pre‑Covid was already experiencing serious problems. In this document we attempt to highlight the elements that may be key to future reform.

Purpose The purpose of the study is to investigate the feasibility of investing the religious heritage in anti-corruption efforts in public organizations in Palestine. The study sought to measure the current status of public organizations, if they are investing the religious heritage in the efforts of encountering corruption. Further, the study sought to measure the attitudes and future expectations if there is an integration of the religious heritage in the current anti-corruption efforts. Design/methodology/approach This study combines two folds: First, theoretical and qualitative, through research in previous studies, texts and religious attitude of corruption, historical models and international experiences that have tried to invest in it and incorporate it in anti-corruption efforts, which are generalizable generic models; and the second: a field empirical part, through the researcher use of a questionnaire tool and analyzing it statistically, in addition to ensuring the possibility of using religion in anti-corruption efforts within the Palestinian public institutions which will eventually enable us to answer the study questions. Findings The study found that the reality of investment in the religious heritage in anti-corruption efforts in the Palestinian public sector is present in a moderate degree (56.8%), both in rules and regulations, in strategic plans or policies, or in the internal systems and the organizational culture of the public institutions. With regard to the attitudes of the employees toward corruption and the way of their formulation to these attitudes either if they are influenced by the religious heritage or the law or by the eight reasons mentioned previously in this study, it is obvious that the employees attitudes toward corruption are formulated first from a religious perspectives and second from a legal perspective. Regarding their attitudes and their agreement level toward the investment of the religious heritage in anti-corruption in the Palestinian public sector was high (75.9%), as well as their future expectations in case the religious heritage is invested in anti-corruption efforts was in a high degree (74.1%). Therefore, the authors conclude that there is a feasibility of religious heritage investment in anti-corruption efforts in the Palestinian public sector in case it is accredited and integrated in anti-corruption strategies as a supportive factor but not as a substitute of other efforts. The study recommended that decision makers should adopt new anti-corruption policies and strategies compatible with these striking results through the rules, regulations and administrative decisions, or in the internal institutional system and the cultural organization, in the publications and declarations of the public institution, in special code of conduct based on the religious heritage, in the training of the employees and designing new proposals to integrate the religious heritage in anti-corruption efforts in parallel with the permanent evaluation of these efforts after its application. Originality/value This study, The feasibility of investing in religious heritage in anti-corruption efforts, is different from the previously reviewed studies, as the previous studies were either philosophical or theoretical in nature, looking at the relationship between religion and corruption or empirical, but in a different environment and society than the society of this study. The general purpose of this research is to identify the impact of religious perceptions on corruption in the behavior of public officials in the Palestinian public sector as it is on the ground, and whether their attitudes were affected by corruption with their religious beliefs? Do they welcome the investment of religion in the fight against corruption and what are their expectations if this is done in institutional, strategic or policy context.
