The response of Swedish and Norwegian public diplomacy and nation branding actors to the refugee crisis

Purpose The purpose of this paper is to analyse the communication management of the Swedish and Norwegian Governments during the 2015-2016 refugee crisis. It does so in the context of recent debates into public diplomacy (PD) and nation branding, on the understanding that governments seek to manage their reputations in order to attract trade, investment and tourism, as well as generate broader interest in their policies and values. Design/methodology/approach The study is based upon a case study of each country’s response, and draws upon qualitative interviews and document analysis. Findings The study finds that more than a decade of advances in PD can be readily adapted to negative branding aimed at dissuading undesired publics. However, opportunities remain for communication professionals to ensure that brand values are not discarded. Originality/value The study is among the first to examine the contemporary PD and nation branding apparatus when it is used to dissuade and even repulse target groups. It therefore explores some important issues related to communication management in the public sector.

Purpose The purpose of this paper is to bring a communication management perspective to how nations might use their involvement in humanitarian responses to refugee crisis in attempts to improve their global standing through a case study of Turkish efforts during the Syrian Civil War. Design/methodology/approach In order to assess the context of Turkey’s attempts to communicate its humanitarian response to the Syrian refugee crisis and its political discourse, the authors use a two-level analysis. The authors utilize a framing analysis and the informational framework of public diplomacy. The authors conduct a framing analysis of 14 speeches delivered by President Recep Tayyip Erdogan and Foreign Minister Mevlüt Çavusoglu at various international platforms in order to determine the frames and the information frame strategies employed. The authors investigate how Turkey managed its communication efforts and the ways in which the frames are used to reflect Turkey’s nation brand. Findings The analysis indicates that Turkey uses three frames: benevolent country, righteous side, and global power. These frames indicate that Turkey sees the refugee crisis as a problem resulting from the inefficiency of the international community and presents the “Turkish model” as the benevolent and righteous example to overcome these inefficiencies. Based on the information framework strategies used, it can be argued that the positive impact of these frames on the Turkish brand will be limited to certain audiences mainly due to the communication priorities of the country. Originality/value This study provides a novel communication management outlook on humanitarian aid and public diplomacy through an analysis of Turkey as an illustrative case exemplifying communication of development. This study also demonstrates a framework to assess the communication management strategies of other nations that are encountering global refugee crisis and similar humanitarian relief efforts.

Purpose The aim of this paper is to characterize how innovation may happen through cross-functional teams (CFT) in an organization of the public sector. Design/methodology/approach A case study helped to characterize several behavior patterns, team structures and respective links with generating innovation in internal processes and public answering contexts. Findings The results highlight that formal-temporary teams present a higher capacity to generate incremental innovation in products, whereas permanent-informal teams have a higher capacity to generate innovation in the internal processes and public answering contexts. Research limitations/implications The limitations of this research relate to the fact that this is a single case study, and although it is an important case to examine innovation and CFTs, by its very nature, it is not possible to extend and generalize the obtained data to other organizations. The evaluation of its propositions was merely qualitative, and future research is needed to validate its characteristics. Practical implications Several settings of CFTs are presented, as well as their ability to generate different types of innovation, such as the computerization of documents, petitions and papers, which decreases the time to answer the taxpayer. Moreover, CFTs can help to create products, such as computer programs that can be used not only locally but also in several public organizations related to tax management. Originality/value The field research provides the perceptions of the respondents regarding CFT characteristics that can lead to specific types of innovation, as well as the types of products or services that can be generated by these processes.

Over four decades, China’s transformed propaganda system has embraced public diplomacy to dispel its perceived “threat.” The most recent strategy has been the branding of the Chinese Dream narrative. Although there has been some academic focus on China’s nation branding, little has been written about its reception by overseas audiences. Accordingly, this article draws on focus-group data and employs Tu Wei-ming’s “cultural China” framework in exploring how the Chinese Dream is received and interpreted in the United Kingdom. This article contributes to understandings of nation branding by recognising how Chinese diaspora communities and British intellectual and professional elites engage with and promote brand values. It argues that the socio-cultural aspect of branding is important for China’s identity and that using the Chinese Dream as a branding narrative is successful when it focuses on cultural and economic messaging but divides opinion when political ideology is used. Purpose – The purpose of this paper is to explore the challenges of measuring fraud in overseas aid. Design/methodology/approach – The research is based on 21 semi-structured interviews with key persons working in the delivery of aid in both the public and voluntary sectors. It uses the UK Department for International Development as a case study to applying more accurate measures of fraud. Findings – This paper shows there are significant challenges to using fraud loss measurement to gauge fraud in overseas aid. However, it argues that, along with other types of measures, it could be used in areas of expenditure in overseas governments and charities to measure aid. Given the high risk of such aid to fraud, it argues helping to develop capacity to reduce aid, of which measuring the size of the problem is an important part; this could be considered as aid in its own right. Research limitations/implications – The researchers were not able to visit high-risk countries for fraud to examine in the local context views on the challenges of measuring fraud. Practical implications – The paper offers insights on the challenges to accurately measuring fraud in an overseas context, which will be useful to policy-makers in this context. Social implications – Given the importance of as much aid as possible reaching recipients, it offers an important contribution to helping to reduce losses in this important area. Originality/value – There has been very little consideration of how to measure fraud in the overseas aid context, with most effort aimed at corruption, which poses some of the same challenges, as well as some very different challenges.

Purpose Post-crisis renewal discourse (Ulmer et al., 2007) is one form of communication that stakeholders may use as they attempt to organize for resilience. The purpose of this paper propose extending Discourse of Renewal Theory to explain how it could enact a different kind of resilience than scholars typically consider. Organizational resilience strategies often focus on the recovery or prevention stages of crisis management. Under conditions of persistent threat, it would be more productive for renewal discourse to emphasize greater preparedness. Design/methodology/approach To illustrate the need for this kind of theorizing, the author analyzes a case study that follows the public relations efforts of Canadian energy company Enbridge, Inc., in the aftermath of the 2010 Kalamazoo River oil spill. Findings By the criteria of Discourse of Renewal Theory, Enbridge attempted a renewal strategy, but it failed. By other criteria, however, it succeeded: it created the opportunity for richer dialogue among stakeholders about their interdependence and their competing interests. Originality/value By considering how elements of the resilience process may vary, this paper offers resources for more nuanced theory-building and theory-testing related to organizational and system-level resilience.

PurposeThis paper studies the role of heritage walks and tours in promoting inclusive education. It assesses if these walks are an effective method of exhibiting culture and facilitating inclusive heritage learning. The purpose of this paper is to attempt to establish that walks can play an imperative role in creating greater sensitivity towards heritage and conservation.Design/methodology/approachThe study uses a case study approach using mixed methods. Participants for qualitative interviews were chosen using purposive sampling and six interview schedules were sent to walk leaders. Walk participant data were collected through participant observation and standardised survey with randomly selected participants of the case walks. Surveys were sent to participants electronically.FindingsHeritage walks play a crucial role in not only imparting knowledge about history and heritage but also as a tool for learning other crucial skills, competencies, values, attitudes, etc. This paper attempts to highlight that walks are an effective and inclusive way to shed light on the alternative and forgotten stories. As an educational tool these walks can not only encourage the development of historical knowledge and appreciation but also assist in the development of competency to “de-construct” mainstream “grand narratives”, questioning and learning about the forgotten.Research limitations/implicationsThis paper has limited itself to the study of select cases in New Delhi. Since the study has followed a case study design, it does not produce a largely generalizable result, but rather examines and understands the dynamics of particular walks and produces insights that may well be applicable in other contexts. Whilst this paper makes an attempt to understand the changes in perception and attitudes, it does not study behavioural changes.Social implicationsIn the long run, walks allow for meaningful citizen engagement with tangible heritage such as monuments as well as intangible heritage such as practices and festivals. This allows for appreciation for the value of heritage resources and leads to a demand for better conservation and preservation from the authorities. In a few cases, local citizens themselves lead heritage management and development activities in a bid to promote their local culture. This paper has shown that heritage walks can be helpful tools in giving “forgotten” voices and stories recognition in contemporary society.Originality/valueAs heritage walks have recently gained popularity, there has been very limited research in the field especially linking heritage walks to heritage education. This is especially true for India. Even a city like New Delhi, which boasts of a robust heritage and is one of the tourism hubs of the country, heritage walks have been a very recent phenomenon. This research aims to address this lacuna in academic research and contribute meaningfully to the field of heritage education and conservation by studying how heritage walks support and promote inclusive heritage education.

Purpose Neo-liberal “reform” has in many countries shifted services across the boundary between the public and private sector. This policy re-opens the question of what structural and managerial differences, if any, differences of ownership make to healthcare providers. The purpose of this paper is to examine the connections between ownership, organisational structure and managerial regime within an elaboration of Donabedian’s reasoning about organisational structures. Using new data from England, it considers: how do the internal managerial regimes of differently owned healthcare providers differ, or not? In what respects did any such differences arise from differences in ownership or for other reasons? Design/methodology/approach An observational systematic qualitative comparison of differently owned providers was the strongest feasible research design. The authors systematically compared a maximum variety (by ownership) sample of community health services; out-of-hours primary care; and hospital planned orthopaedics and ophthalmology providers (n=12 cases). The framework of comparison was the ownership theory mentioned above. Findings The connection between ownership (on the one hand) and organisation structures and managerial regimes (on the other) differed at different organisational levels. Top-level governance structures diverged by organisational ownership and objectives among the case-study organisations. All the case-study organisations irrespective of ownership had hierarchical, bureaucratic structures and managerial regimes for coordinating everyday service production, but to differing extents. In doctor-owned organisations, the doctors’, but not other occupations’, work was controlled and coordinated in a more-or-less democratic, self-governing ways. Research limitations/implications This study was empirically limited to just one sector in one country, although within that sector the case-study organisations were typical of their kinds. It focussed on formal structures, omitting to varying extents other technologies of power and the differences in care processes and patient experiences within differently owned organisations. Practical implications Type of ownership does appear, overall, to make a difference to at least some important aspects of an organisation’s governance structures and managerial regime. For the broader field of health organisational research, these findings highlight the importance of the owners’ agency in explaining organisational change. The findings also call into question the practice of copying managerial techniques (and “fads”) across the public–private boundary. Originality/value Ownership does make important differences to healthcare providers’ top-level governance structures and accountabilities and to work coordination activity, but with different patterns at different organisational levels. These findings have implications for understanding the legitimacy, governance and accountability of healthcare organisations, the distribution and use power within them, and system-wide policy interventions, for instance to improve care coordination and for the correspondingly required foci of healthcare organisational research.

Purpose The purpose of this study is to discuss corporate governance in state-owned enterprises (SOEs) in Lesotho to influence policy debates. Design/methodology/approach This is a desktop study that used the qualitative research approach. For this research, the case study method has been adopted. In terms of orientation, this is descriptive research. Data were collected from three-tiered sources: independent publications (e.g. World Bank); government publications; and newspaper articles. Data analysis was in the form of document analysis. Findings The study concluded that there are instances of poor and/or bad governance in SOEs in Lesotho. Egregious examples include transgressing against the Public Financial Management Act (2011) and the failure to submit Audited Financial Results. Research limitations/implications The findings are limited to a specific case. Nonetheless, there are general lessons that can be drawn for African countries from the case study. A key general lesson is the imperative need to reconfigure the legal-institutional architecture of SOEs so that they create public value. Practical implications Other than cataloguing instances of poor and/or bad governance in SOEs in Lesotho, the paper goes further and accordingly makes policy recommendations to enhance corporate governance in SOEs in Lesotho. Originality/value There is no academic study on corporate governance in SOEs in Lesotho; therefore, there is a gap in the literature. Hence, the study makes an original contribution to the literature.

Purpose The purpose of this study was to investigate the adoption and use of electronic document and records management system (EDRMS) in the public service in Namibia and Zimbabwe with the aim of establishing barriers and enablers, and best practices which each country could adopt from the other. Design/methodology/approach This multi-case study was informed by an interpretivist paradigm. Qualitative in nature, the study applied face-to-face interviews as the data collection method, supplemented by documents analysis. The study population was Namibia and Zimbabwe’s public sectors with units of analysis, being the governments’ ministries, offices and agencies which have implemented EDRMS. Findings The paper provides the state of EDRMS implementation in Namibia and Zimbabwe. It establishes how the two countries have implemented EDRMS and factors that have contributed to the success/failure of the implementation in both countries. Originality/value The paper is a response to the need for further research studies on the implementation of EDRMS in various countries.

Purpose Adaptation appears to be regarded as a panacea in policy circles to reduce the risk of impending crises resulting from contemporary changes, including but not restricted to climate change. Such conceptions can be problematic, generally assuming adaptation as an entirely positive and non-conflictual process. The purpose of this paper is to challenge such uncritical views, drawing attention to the conflictual nature of adaptation, and propose a theoretical framework facilitating the identification and analysis of conflicts in adaptation. Design/methodology/approach The study is based on case study research using first-hand narratives of adaptation in Nepal and the Maldives collected using qualitative interviews, participant observation and document analysis. Findings The findings identify conflicts between actors in, and around, communities that are adapting to changes. These conflicts can be categorized along three dimensions: qualitative differences in the type of conflict, the relative position of conflicting actors and the degree of manifestation of the conflict. Originality/value The three-dimensional Adaptation Conflict Framework facilitate analysis of conflicts in adaptation, allowing for a critical examination of subjectivities inherent in the adaptation discourses embedded in disaster risk reduction and climate change adaptation research and policy. Such an inquiry is crucial for interventions supporting community adaptation to reduce disaster risk.
