Purpose The purpose of this paper is to investigate US noncombatant evacuation operations (NEO) in South Korea and devise planning and management procedures that improve the efficiency of those missions. Design/methodology/approach It formulates a time-staged network model of the South Korean noncombatant evacuation system as a mixed integer linear program to determine an optimal flow configuration that minimizes the time required to complete an evacuation. This solution considers the capacity and resource constraints of multiple transportation modes and effectively allocates the limited assets across a time-staged network to create a feasible evacuation plan. That solution is post-processed and a vehicle routing procedure then produces a high resolution schedule for each individual asset throughout the entire duration of the NEO. Findings This work makes a clear improvement in the decision-making and resource allocation methodology currently used in a NEO on the Korea peninsula. It immediately provides previously unidentifiable information regarding the scope and requirements of a particular evacuation scenario and then produces an executable schedule for assets to facilitate mission accomplishment. Originality/value The significance of this work is not relegated only to evacuation operations on the Korean peninsula; there are numerous other NEO and natural disaster related scenarios that can benefit from this approach.

Here, we report the draft genome sequence of Pseudorhodobacter sp. strain E13, a Gram-negative, aerobic, nonflagellated, and rod-shaped bacterium which was isolated from the Yellow Sea in South Korea. The assembled genome sequence is 3,878,578 bp long with 3,646 protein-coding sequences in 159 contigs.

In recent years, light detection and ranging (LiDAR) has been increasingly utilized to estimate forest resources. This study was conducted to identify the applicability of a LiDAR sensor for such estimations by comparing data on a tree’s position, height, and diameter at breast height (DBH) obtained using the sensor with those by existing forest inventory methods for a Cryptomeria japonica forest in Jeju Island, South Korea. For this purpose, a backpack personal laser scanning device (BPLS, Greenvalley International, Model D50) was employed in a protected forest, where cutting is not allowed, as a non-invasive means, simultaneously assessing the device’s field applicability. The data collected by the sensor were divided into seven different pathway variations, or “patterns” to consider the density of the sample plots and enhance the efficiency. The accuracy of estimating the variables of each tree was then assessed. The time spent acquiring and processing real-time data was also analyzed for each method, as well as total time and the time required for each measurement. The findings showed that the rate of detection of standing trees by LiDAR was 100%. Additionally, a high statistical accuracy was observed in pattern 5 (DBH: RMSE 1.22 cm, bias—0.90 cm, Height: RMSE 1.66 m, bias—1.18 m) and pattern 7 (DBH: RMSE 1.22 cm, bias—0.92 cm, Height: RMSE 1.48 m, bias—1.23 m) compared to the results from the typical inventory method. A range of 115–162.5 min/ha was required to process the data using the LiDAR, while 322.5–567.5 min was required for the typical inventory method. Thus, the application of a backpack personal LiDAR can lead to higher efficiency when conducting a forest resource inventory in a coniferous plantation with understory vegetation. Further research in various stands is necessary to confirm the efficiency of using backpack personal laser scanning.

In automated laboratories consisting of multiple different types of instruments, scheduling algorithms are useful for determining the optimal allocations of instruments to minimize the time required to complete experimental procedures. However, previous studies on scheduling algorithms for laboratory automation have not emphasized the time constraints by mutual boundaries (TCMBs) among operations, which is important in procedures involving live cells or unstable biomolecules. Here, we define the “scheduling for laboratory automation in biology” (S-LAB) problem as a scheduling problem for automated laboratories in which operations with TCMBs are performed by multiple different instruments. We formulate an S-LAB problem as a mixed-integer programming (MIP) problem and propose a scheduling method using the branch-and-bound algorithm. Simulations show that our method can find the optimal schedules of S-LAB problems that minimize overall execution time while satisfying the TCMBs. Furthermore, we propose the use of our scheduling method for the simulation-based design of job definitions and laboratory configurations.

This paper presents the analysis of a novel framework of study and the impact of different market design criterion for the generation expansion planning (GEP) in competitive electricity market incentives, under variable uncertainties in a single year horizon. As investment incentives conventionally consist of firm contracts and capacity payments, in this study, the electricity generation investment problem is considered from a strategic generation company (GENCO) ′ s perspective, modelled as a bi-level optimization method. The first-level includes decision steps related to investment incentives to maximize the total profit in the planning horizon. The second-level includes optimization steps focusing on maximizing social welfare when the electricity market is regulated for the current horizon. In addition, variable uncertainties, on offering and investment, are modelled using set of different scenarios. The bi-level optimization problem is then converted to a single-level problem and then represented as a mixed integer linear program (MILP) after linearization. The efficiency of the proposed framework is assessed on the MAZANDARAN regional electric company (MREC) transmission network, integral to IRAN interconnected power system for both elastic and inelastic demands. Simulations show the significance of optimizing the firm contract and the capacity payment that encourages the generation investment for peak technology and improves long-term stability of electricity markets.

Purpose This paper aims to investigate the location of regional and international hub ports in liner shipping by proposing a hierarchical hub location problem. Design/methodology/approach This paper develops a mixed-integer linear programming model for the authors’ proposed problem. Numerical experiments based on a realistic Asia-Europe-Oceania liner shipping network are carried out to account for the effectiveness of this model. Findings The results show that one international hub port (i.e. Rotterdam) and one regional hub port (i.e. Zeebrugge) are opened in Europe. Two international hub ports (i.e. Sokhna and Salalah) are located in Western Asia, where no regional hub port is established. One international hub port (i.e. Colombo) and one regional hub port (i.e. Cochin) are opened in Southern Asia. One international hub port (i.e. Singapore) and one regional hub port (i.e. Jakarta) are opened in Southeastern Asia and Australia. Three international hub ports (i.e. Hong Kong, Shanghai and Yokohama) and two regional hub ports (i.e. Qingdao and Kwangyang) are opened in Eastern Asia. Originality/value This paper proposes a hierarchical hub location problem, in which the authors distinguish between regional and international hub ports in liner shipping. Moreover, scale economies in ship size are considered. Furthermore, the proposed problem introduces the main ports.

Purpose – The purpose of this paper is to sketch the UK housing backdrop, review the student private rented sector (PRS) and assess the experience of post-graduate university student tenants in the PRS. Design/methodology/approach – A literature review puts the issues of student-PRS responsiveness into context and helps to untangle some UK housing issues. The private sector’s size, growth and performance is assessed by reviewing secondary data. In-depth interviews were then conducted at a regional university campus. Findings – The study confirms accumulating evidence of an unbalanced UK housing market. The study identified four main PRS issues: first, rapid university expansion without accompanying residential construction has sparked rampant PRS growth with, second, quality issues, third, in tight letting market conditions, rented agent service levels fell and fourth, part of the problem is complex PRS management procedures. Research limitations/implications – The research has three noteworthy limitations. First, the macroeconomic analysis integrated secondary research without independent modelling. Second, the views of letting agents, university property managers, planning officers or landlords were not canvassed. Finally, the pilot interviews were geographically restricted. Practical implications – When they expand, universities, local authorities and industry players need to give due consideration to plan for, design and develop quality student accommodation. Over-reliance on the PRS without informed oversight and coordination could undermine student experience and erode long-term UK competitiveness. Social implications – The lack of quality student rented accommodation mirrors a general housing malaise around affordability, polarisation and sustainable “dwelling”. Standards and professionalism in the rented sector is part of the overall quality mix to attract global talent. Originality/value – The preliminary investigation uses mixed-methods to investigate PRS service delivery. It illustrates the interplay between professional property management and wider issues of metropolitan productivity, sustainability and resilience.

✓ A skull-mounted apparatus is described for use with ultrasound probes 16 mm in diameter (5.0-MHz probes for near-field and 7.5-MHz probes for far-field lesions). The system permits ultrasound-guided stereotaxic biopsy of intracranial lesions through a burr hole in awake or anesthetized patients. This apparatus has been used in 19 patients for biopsy of central nervous system lesions 1.5 to 5 cm in diameter and for drainage of abscess cavities and cysts. The time required to obtain a tissue sample after incision of the skin ranged from 25 to 40 minutes. The only complication was a delayed hemorrhage in a patient with acquired immunodeficiency syndrome. The advantages of this method over those guided by computerized tomography (CT) include less time required for the entire procedure, immediate confirmation of the biopsied target by imaging the echogenic needle track, assessment of cyst or abscess drainage, and detection of hemorrhage within minutes after biopsy. The apparatus may be especially useful in pediatric patients because it obviates the need for general anesthesia during transport to and from the CT scanner. This ultrasound-guided system does not require a craniotomy, craniectomy, or two separate burr holes.

Purpose The purpose of this study is to explore the essential cause for the policy failure of Trade Adjustment Assistance (TAA) in South Korea. Design/methodology/approach To substantiate the claims made for the failure of the policy, this paper focuses on the differences in policy preferences among the government ministries and agencies involved in TAA. Findings The failure in the TAA policy, according to this study, was attributed to the conflicts and miscoordination arising from the differences in policy preferences among government ministries and agencies. To rectify this failure, the South Korean government had to revise its laws and regulations several times over a short period. Originality/value Drawing on the analytical framework of the literature on policy failure, this paper examines the causal relationships between outcomes of TAA policy and the conflicts or miscoordination among government bodies at each stage: initiatives and planning, implementation and operation of the policy.

PurposeThe dairy industry needs to make important decisions regarding its supply chain. In a context with many available suppliers, deciding which of them will be part of the supply chain and deciding when to buy raw milk is key to the supply chain performance. This study aims to propose a mathematical model to support milk supply decisions. In addition to determining which producers should be chosen as suppliers, the model decides on a milk pickup schedule over a planning horizon. The model addresses production decisions, inventory, setup and the use of by-products generated in the raw milk processing.Design/methodology/approachThe model was formulated using mixed integer linear programming, tested with randomly generated instances of various sizes and solved using the Gurobi Solver. Instances were generated using parameters obtained from a company that manufactures dairy products to test the model in a more realistic scenario.FindingsThe results show that the proposed model can be solved with real-world sized instances in short computational times and yielding high quality results. Hence, companies can adopt this model to reduce transportation, production and inventory costs by supporting decision making throughout their supply chains.Originality/valueThe novelty of the proposed model stems from the ability to integrate milk pickup and production planning of dairy products, thus being more comprehensive than the models currently available in the literature. Additionally, the model also considers by-products, which can be used as inputs for other products.
