Purpose Motivated by the increasing need to provide support to refugees, which remains as a pressing issue in the agenda of many countries, the purpose of this paper is to consider the refugee camp management problem. Although each of these countries may have different procedures shaped by their own culture, rules and regulations, the main structure of the problem can be modeled utilizing a general framework which will apply to different practices. Design/methodology/approach In this study, the authors consider the issue with an operations research (OR) perspective and provide such a framework utilizing Turkish Red Crescent (TRC)’s field expertise in many regions of the world. In the proposed framework, the overall refugee camp management problem is first categorized in two main phases: the establishment phase, which consists of one-time decisions like infrastructure design and the administration phase, which focuses on routine decisions that are taken on a periodic basis like aid distribution. Findings The authors then provide a unifying decision-making model for the establishment phase and detail the administrative phase via subcategories, linking the relevant problems to the OR literature. The proposed framework is general enough to be used by practitioners and to be utilized by the academicians to define new OR problems to the literature. Originality/value TRC’s know-how is very broad and extensive. Integrating that know-how with OR perspective, the authors provide a general framework that could be of use to practitioners as well as academicians. The proposed framework will constitute an example for countries of asylum and national or international NGOs to manage the refugee camps efficiently. The authors also highlight main challenges and dynamics of the decision-making problems encountered in different parts of the proposed framework, which may constitute many different problems to the OR literature each of which can open new venues for future research.

PurposeThe aim of this paper was to investigate the criteria and sub-criteria with the most impact on determining a suitable location for refugee camps. This paper also analysed the relationships between the main criteria used in the selection process.Design/methodology/approachThis study applied a combination of fuzzy methods and the Decision-Making Trial and Evaluation Laboratory (DEMATEL) and Analytical Network Process (ANP) methods as tools for multiple-criteria decision analysis. A questionnaire was distributed to field workers in an international humanitarian organization team.FindingsFive main criteria and twenty sub-criteria were defined. Between them, the highest ranked sub-criteria were long-term planning, optimal distribution and opportunity for growth. These findings were specific to the interviewed respondents of presented research at the time the data were collected and offer a potential research design for future research examining different organizations and teams.Research limitations/implicationsThe methods and evaluation were based on human opinions that were potentially biased.Practical implicationsThe results of this study could be useful to government organizations, UN agencies, humanitarian organizations and other decision-making parties in selecting camp locations for refugees or internally displaced people according to how the importance of particular sub-criteria is understood.Originality/valueNew sub-criteria were included in this research. To date, the combination of fuzzy, DEMATEL and ANP methods has not been previously used in relation to these issues. Scientific knowledge concerning refugee camp siting problems is limited. This research extends this knowledge with the involvement of humanitarian workers as respondents. This paper also offers organizations a process for solving complex decision-making problems with long-term results or effect.

PurposeRefugee camps are not easily welcomed by local communities. The purpose of this paper is to outline a structured approach to support the decision-making process for siting refugee camps in mainland Greece using multiple criteria, including local opposition. A suitability analysis generates a list of potential sites and a multiple criteria evaluation is applied. The motivation is the development of a methodology that can support choices and policies regarding the refugee camps siting problem, incorporating the need to address local opposition.Design/methodology/approachThe proposed methodology combines geographic information systems (GIS) with multiple criteria decision-making (MCDM) techniques. These are used to develop a location classification and ranking model based on related criteria and subcriteria, attributes and weights. The region of Peloponnese in Greece is selected as a case study to validate the approach.FindingsThe lack of predefined candidate sites for refugee camps necessitates, initially, tackling a site search problem to generate a pool of potential sites through a suitability analysis. Subsequently, using the GIS the pool yields a subset of potential sites, satisfying all the criteria to setup a refugee camp. Through the current analysis the suitability of the single existing refugee camp site in Peloponnese can be evaluated. Finally, a “with and without” analysis, excluding the social criterion, depicts the changes in the candidate sites pool and their scores.Research limitations/implicationsThere is a lack of relevant literature taking into account the local opposition or sociopolitical implications as decision criteria. The selection of the appropriate criteria is a complex process that involves the cooperation of many experts. The main criteria, subcriteria and their attributes were determined according to existing literature and authors' informed judgment.Originality/valueThe proposed methodology can help decision-makers to setup a decision-making system and process for identifying refugee camps' sites using multiple criteria, including local opposition.

Purpose The purpose of this study is to measure the supply chain competitiveness of the e-commerce industry in Indonesia. Design/methodology/approach The study used a multi-criteria decision-making model based on the analytic hierarchy process. Four main criteria are used to measure the supply chain competitiveness, i.e. cost, differentiation, sustainability and infrastructure. Findings The findings of this study show that cost is the most important criterion with a degree of importance of 33.19%, followed by infrastructure of 29.40%, differentiation of 27.96% and sustainability of 9.45%. It shows that the internally controlled strategy contributes about 70% of supply chain competitiveness. The internal infrastructure criterion that consists of software and hardware contributes 65.92% to the whole infrastructure criterion. The internal infrastructure then contributes 19.38% to supply chain competitiveness. Therefore, the internally controlled strategies and internal infrastructure contribute up to 90.08% to the supply chain competitiveness of e-commerce in Indonesia. This result implies that to attain the supply chain competitiveness, the company must carry out strategies focusing on the performance such as cost, differentiation, sustainability as well as on the internal infrastructure such as software and hardware. Research limitations/implications In this paper, the authors limited their study to the business to business (B2B) and business to consumer (B2C) players because these two platforms have been experiencing a very rapid growth. While e-commerce business can take many platforms besides B2B and B2C, the future research should include other platform such as consumer to consumer as well. Because the focus in this study is more the information and material flows, it will be of great interest if the future research covers the platform of mobile payment as well that guarantee the ease of cashflows within supply chains. Also, with the occurrence of the Covid-19 pandemic when this paper was written, in the near future, it is then of great interest to incorporate the pandemic context into the proposed model used in this study. The further study should analyze long-term changes happened as the result of pandemic such as behavioral changes of online shopping from customer side or shift in e-commerce supply chain infrastructure and inventory practice. Practical implications With this study, it is expected that it can be determined which criteria contribute the most to the supply chain competitiveness of the e-commerce industry in Indonesia that will be useful for industry player. Originality/value E-commerce development in Indonesia is still facing serious challenges. The multi-criteria decision making approach used in this research lays a foundation of how supply chain competitiveness is determined based on the judgment of experts coming from major companies within the supply chain.

Purpose – This paper aims to study the value of sociality. Recent experimental evidence has brought to light that the assumptions of the Prospect Theory by Kahneman and Tversky do not hold in the proposed substantive domain of “sociality”. In particular, the desire to be a part of the social environment, i.e. the environment where individuals make decisions among their peers, is not contingent on the framing. Evolutionary psychologists suggest that humans are “social animals” for adaptive reasons. However, entering a social relationship is inherently risky. Therefore, it is extremely important to know how much people value “sociality”, when the social outcomes are valued more than material outcomes and what kinds of adaptations people use. Design/methodology/approach – We develop a new theory and propose the general utility function that features “sociality” component. We test the theory in the laboratory experiments carried out in several countries. Findings – Our results suggest that when stakes are low the theory of “sociality” is successful in predicting individual decisions: on average, people do value “sociality” and it surpasses the monetary loss. Originality/value – The main contribution of this paper is the breakdown of the risk attitudes under low stakes and individual level of decision-making. Another advancement is the ability to formalize the social utility or the theory of “sociality” in an economic model; we use general utility function that we define both on the outcomes and on the process of the decision-making itself and test in laboratory studies.

Purpose There is limited insight concerning a firm’s remedy choice after a product recall. This study aims to propose that failure severity and brand equity are key antecedents of remedy choice and provides empirical evidence for a non-linear relationship between pre-recall brand equity and the firm’s remedy offer that is moderated by severity. Design/methodology/approach This study uses field data for 159 product recalls from 60 brands between January 2008 to February 2020 to estimate a probit model of the effects of failure severity, pre-recall brand equity and remedy choice. Findings Firms with higher and lower pre-recall brand equity are less likely to offer full (vs partial) remedy compared to medium level pre-recall brand equity firms. Failure severity moderates this relationship positively, i.e. firms with low and high brand equity are more sensitive to failure severity and then select full instead of partial remedy. Research limitations/implications This research reconciles contradictory arguments and research results about failure severity as an antecedent of remedy choice by introducing brand equity as another key variable. Future research could examine the psychological process of managerial decision-making through experiments. Practical implications This study increases the awareness of the importance of remedy choice during product-harm crises and can help firms and regulators to better understand managerial decision-making mechanisms (and fallacies) during a product-harm crisis. Originality/value This study theoretically and empirically advances the limited literature on managerial decision-making in response to product recalls.

Purpose The purpose of this paper is to develop propositions explaining the influence of individual goals and social preferences on human decision making in transport planning. The aim is to understand which individual goals and social preferences planners pursue and how these influence planners’ decisions. Design/methodology/approach Propositions are developed based on investigation of decision making of transport planners in a Dutch logistics service provider using multiple data collection methods. Findings The study shows how decision making of transport planners is motivated by individual goals as well as social preferences for reciprocity and group identity. Research limitations/implications Further research including transaction data analysis is needed to triangulate findings and to strengthen conclusions. Propositions are developed to be tested in future research. Practical implications Results suggest that efforts to guide planners in their decision making should go beyond traditional (monetary) incentives and consider their individual goals and social preferences. Moreover, this study provides insight into why transport planners deviate from desired behaviour. Originality/value While individual decision making plays an essential role in operational planning, the factors influencing how individuals make operational planning decisions are not fully understood.

Purpose – The purpose of this paper is to empirically examine how status-based labels, based on future capabilities, can impact people's risk tolerance in decision making. Design/methodology/approach – In this paper the authors developed and tested theoretical arguments using a set of three studies employing a scenario-based approach and a total of 449 undergraduate business students. Findings – The findings suggest that labeling people in terms of future capabilities can trigger perceptions of public scrutiny and influence their risk preferences. Specifically, the results reveal that individuals who are recipients of high-status labels tend to choose lower risk decision options compared to their peers. Research limitations/implications – The study employed scenarios to examine the issue of employee labeling. The extent to which these scenarios have truly captured the dynamics of labeling is questionable, and future research should employ a field-based study to examine whether the reported effect can be observed in a “real” work context. Practical implications – Organizations are concerned about their future leadership capacity and often attempt to grow leadership talent by identifying high-potential employees early on. The results of this study suggest that such practice may have an unintentional negative effect of reducing high-potentials’ tolerance toward risky decision making, thus potentially impacting these future leaders’ decision making in the realm of corporate strategy, R&D, etc. Originality/value – The issue of how labeling individuals in terms of future capabilities can impact their risk preference has been largely ignored by organizational research. This paper suggests that the popular practice of identifying high-potential employees may have unintentional negative effects by lowering their risk tolerance.

Purpose – At present, financial agglomeration tendency in domestic and foreign countries is increasingly evident. Therefore, from a comparative perspective, this paper aims to assess and predict the financial agglomeration degree in central five cities. Design/methodology/approach – According to the diversity of evaluating indexes and the uncertainty of financial agglomeration, this paper constructs a set of indexes of evaluating the financial agglomeration degree, comprehensively evaluates the financial agglomeration degree of the five cities – Wuhan, Changsha, Zhengzhou, Nanchang and Hefei – in China's middle region from 2001 to 2010 by using the multiple dimension grey fuzzy decision-making model, and predicts their development tendency by using the GM (1, 1, β) model. Findings – The results show that the multiple dimension grey fuzzy decision-making pattern cannot only be used to determine the weights of evaluating indexes, but also get the fuzzy partition and ranking order of the financial agglomeration in central five cities. The grey prediction results can objectively reflect the development tendency of the financial agglomeration in central five cities. Practical implications – From the results, it is necessary for any competitive city to clarify their relative strengths and weaknesses in order for the accurate location and scientific development, and it also provides a reference for the government decision-making. Originality/value – The paper succeeds in using the multiple dimension grey fuzzy decision-making model to measure the financial agglomeration degree of the five central cities and the grey prediction model to predict future trends.

Purpose Supplier selection for capital procurement is a major strategic decision for any automobile company. The decision determines the success of the company and must be taken systematically with the utmost transparency. The purpose of this paper is to construct capital procurement decision-making model to optimize supplier selection in the Indian automobile industry. Design/methodology/approach To achieve the stated objective, a combined approach of fuzzy theory and AHP-DEMATEL is applied. Evaluation parameters are identified through an extensive literature review and criteria validation has been introduced through a Fuzzy Delphi method by using fuzzy linguistic scales to handle the vagueness of information. AHP is employed to find the priority weight of criteria, although an inter-relationship map among criteria is not possible through AHP alone since it considers all criteria as independent. To overcome this, DEMATEL is used to establish cause-effect relationships among criteria. Findings The results show that the total cost of ownership (TOC) is the first weighted criterion in supplier selection for capital procurement, followed by manufacturing flexibility and maintainability, then conformity with requirement. The cause-effect model shows that supplier profile, TOC, service support and conformity with requirement are in the cause group and are considered to be the most critical factors in selecting the supplier. Originality/value The study’s outcome can help the automobile industry to optimize their selection process in selecting their suppliers for capital procurement; the proposed model can provide guidelines and direction in this regard.

Purpose This study aims to address a heretofore neglected area in research, nation branding, for the purpose of attracting foreign direct investment (FDI). It compares and contrasts the well-established literature on decision-making and location choice in FDI with studies in the nascent field of nation branding, with a view to developing directions for future research that result from the identification of research gaps at the intersection point between the two areas. Design/methodology/approach The study is based on a systematic and integrative review of several streams within the relevant literatures, from the theory of decision-making in FDI to the similarities and differences between advertising, promotion, branding and marketing for investment on the part of nations and sub- or supra-national places. Findings Each of the two areas is characterized by lack of consensus as to the principal factors that affect investor and nation decisions and actions, resulting in several knowledge gaps that need to be addressed by new research along the lines suggested in the study. Research limitations/implications A large number of avenues for potential future research are identified, from assessing the importance of target country image in location choice to the adverse effects arising from the emphasis on “promotion” rather than “marketing” on the part of places engaged in nation branding efforts. Practical implications The study examines several problems that affect the practice of nation branding for FDI and points to alternative approaches that may enhance place marketers’ effectiveness in their efforts to attract foreign capital. Originality/value Notwithstanding the global growth of FDI in volume and importance, and the omnipresence of nation branding campaigns to promote exports or attract tourism and investment, there has been virtually no research to date on the core issue, nation branding for FDI. The study uses a strategic perspective that highlights key nation branding issues related to FDI, and FDI issues related to nation branding, and suggests a comprehensive agenda for research in the future.
