Algerian university libraries and the digital age: new communication behaviors

Purpose – The purpose of this paper is to clarify the digital era and to explain that these changes have given rise to the existence of several communities or consortia in higher education of Algeria in order to bring users closer. Various changes linked to advancement in information technologies have changed work methods and behavior among professionals in the information and communication sciences field. Design/methodology/approach – The paper opted for a survey which was organized into two principal phases. An exploratory phase that consisted of undertaking qualitative interviews and another phase followed by a preliminary survey (pilot study) to prepare for the definitive survey. In this way that the authors chose a sample of a total of 50 questionnaires. The authors succeeded in obtaining a total of 30 respondents, representing a response rate of 60 percent. Findings – The preliminary survey reveals that the Algerian university libraries wish to create a community of exchange and collaborative work between professional colleagues in this new digital age. Research limitations/implications – This study is a beginning of a research on the behaviors of professionals in Algerian university libraries. A national survey is about to be performed in order to analyze more better the new communication behaviors. Practical implications – The paper includes implications for changing the new behavior of professionals in university libraries in order to be adapted in this new digital age that requires us to work in the library without walls. Originality/value – The originality of this paper is to discuss the subject of the digital libraries, the information retrieval and the collaborative work environments and the Semantic Web.

Purpose – The purpose of this paper is to enquire into various forms of innovation and observable configurations in films are observable and document the specific technological fields in cinema, and innovations brought by young IT and digital companies. Design/methodology/approach – The paper is based on desk research, a review of literature, review of the technical journals, analysis of annual reports and meeting with experts and industry participants. Findings – It identifies in most cases the presence of information and communication technologies (ICT) companies, new middlemen of the digital age, that integrate in one or another way the core activity of the cinema industry. These companies (“specialized technological companies” with edge R & D) are playing the rather recent role of “new middlemen” liaising between the different layers of a transformed industrial environment described as the “new ICT ecosystem”. Research limitations/implications – The size of the sample (case studies) as the paper relies on some emblematic cases which come with some limits for any generalisation. Besides, most of the information is derived from company websites, complemented by trade press which clearly comes with some constraints in terms of accuracy. Social implications – The paper concludes delineating some potential policy interventions, and identifies the challenges ahead with a focus on the EU. Originality/value – Innovation is not so frequently dealt with in the studies of the cultural sectors. One very important issue is neglected both in the scientific literature and in the committed reports: the characteristic and the management of R & D in the creative industries, especially in the cultural sector. The paper shed some light on this issue.

Purpose Accessibility metadata has been a recurring theme in recent efforts aimed at promoting accessibility of information and communication technology solutions to all, regardless of their disabilities, cultural differences, language, etc. The purpose of this paper is to explore the potential of accessibility metadata in improving knowledge discovery and access in digital library environments, discuss developments in creating accessibility terms for resource description, and attempt to relate those developments to the overall purpose of universal design to finally recommend points for improvement. Design/methodology/approach This is an exploratory study based on review of selected literature and documentations made available by metadata projects. Search for related literature was made using Google Scholar, EBSCO, and Web of Science Databases using terms and combination of terms such as “universal design and metadata,” “accessibility metadata,” “inclusive design,” and “metadata and digital libraries.” Some documentation on metadata projects were obtained through e-mail correspondences. Findings The overall discussion shows that accessibility metadata can be instrumental in exposing accessible resources to search engines and in augmenting library resource discovery tools for the benefit of users with disabilities. Accessibility metadata would help users to quickly discover materials that fit their needs. However, the notion of indexing resources by their accessibility attributes remains an area that needs further exploration. Originality/value The paper gives emphasis to the importance of metadata research in universal design endeavors. It also provides recommendations for practical applications that would improve accessibility in digital library environments.

Purpose – Digital humanities (DH) has become a much discussed topic among both humanities scholars and library professionals. The library and information science (LIS) community has taken efforts in providing new facilities and developing new services to meet humanities scholars’ changing research behaviors and needs employing digital tools and methods. How to effectively collaborate with the DH community has been a challenging task to LIS in their digital library (DL) development endeavors. The purpose of this paper is to discover productive ways for LIS to support DH scholarship, specifically, what DL components, including content, technology, and service, should and could be developed for digital humanists. Design/methodology/approach – As an initial effort of the Digital Humanities Interest Group at University of California, Irvine Libraries, the examination is primarily based on a cross-boundary environmental scan in both DH and DL fields. The environmental survey includes both a literature review and web and physical site visits. The survey results, especially a gap analysis between the behaviors and needs of humanities scholars and the digital content, technologies, and services currently offered by the DL community, are used to shape the proposed roles of DH librarianship. Findings – First, DH’s innovative approach to research and teaching practices brings opportunities and challenges. Second, DH research is collaborative work. Third, major channels are established for the DH community. Fourth, various tools and data sets are developed to support different types of projects. Fifth, DH community has unbalanced geographical and disciplinary distribution. Sixth, DH research output still lacks attention, integration, and sustainability. Finally, LIS professionals play unique roles in DH projects. Overall, the communities of DH and DL share common goals and tasks. Practical implications – This paper proposes these present and future roles of LIS professionals: creator and contributor; curator; messenger and liaison; educator; mediator and interpreter; host; partner; innovator; “hybrid scholar”; advocate; consultant. At the organizational level, libraries should demonstrate higher efficiency and effectiveness in the services by revamping organizational culture or structure to stimulate and realize more and deeper cross-boundary conversations and collaborations. On a larger scale, the DL community should strive to become more visible, valuable, and approachable to the DH community; and even better, become part of it. Originality/value – This paper examines both DH and DL fields critically and connects the two communities by discovering gaps and commonalities. Based on the findings, the authors recommend roles and actions to be taken by LIS professionals, libraries, and the DL community. This paper is valuable to both humanities scholars who are seeking support in their research using digital methods and LIS professionals who are interested in providing more effective and suitable services. The paper also helps library administrators and aspiring librarians better understand the concept of DH and grasp insight on the present and future of DH librarianship.

Purpose Through the case analysis of China’s digital library, the purpose of this paper is to make readers understand the development status, achievements and problems of China’s digital library. At the same time, it also enables readers to understand the common application forms of these modern information technologies in digital libraries, so as to provide a reference basis for the application of new technologies in other countries’ digital libraries. Design/methodology/approach On the basis of literature review, the authors have analyzed a conspicuous collection of related papers in order to make a comprehensive summary and elaboration on the present situation of modern information technology application in Chinese digital libraries. Findings This paper defines and analyses the concepts, contents and relationships of the three most important modern Big Data information technologies, and then completes the analysis of the current situation of the application of information technology in Chinese digital libraries. The block chain can achieve more accurate information collection, more secure information storage and more effective information dissemination. Artificial intelligence can improve the existing digital library service level in three aspects: resource construction, information organization and information service. Internet plus will help transform the traditional digital library business mode in order to adapt to the change of user-centered service. Originality/value This is among the first structured attempts of comprehensively and generally summarizing the application of modern information technology in Chinese digital libraries. It also contains an original exploration of the relationship between the main kinds of modern information technology. Based on this, a relatively complete application scenario and possible vision of modern information technology in digital library can be built.

Purpose The purpose of this paper is to explore the role of university libraries in accelerating the achievement of sustainable development goals (SDGs) through information and communication technologies (ICTs). Design/methodology/approach The study adopted a descriptive survey design using a researcher developed questionnaire for data collection. In all, 103 professional librarians working in all the university libraries in Ogun State, Nigeria were surveyed. Statistical Package for Social Sciences (version 19) was used to run the analysis. Findings The university libraries in Ogun State, Nigeria are not lagging behind in the provision of ICT facilities for the delivery of twenty-first century library services. The paper highlights the critical role of university libraries in bridging digital gaps by taking advantage of ICTs to accelerate the attainment of SDGs. ICTs have the capacity to accelerate the actualisation of SDG in all communities. However, illiteracy, lack of political accountability and transparency, lack of financial resources and inadequate power supply were the major challenges impeding the achievement of SDGs in Ogun State, Nigeria. Practical implications This paper establishes the role of university libraries in bridging digital gaps through ICTs in order to facilitate the attainment of SDGs. Originality/value The paper originality lies in its concise articulation of the roles of university libraries and ICTs in the actualisation of SDGs. Library and information professionals who are eager to contribute their quota to the achievement of SDGs will find this article useful.

PurposeLibrary Hi Tech is one of the most influential journals that publish leading research in library and information science (LIS). The present study aims to understand the scholarly communication in Library Hi Tech by profiling its historic footprint, emerging trends and knowledge diffusion.Design/methodology/approachA total of 3,131 bibliographic records between 1995 and 2018 were collected from the Web of Science. Text mining, graph analysis and data visualization were used to analyze subject category assignment, domain-level citation trends, co-occurrence of keywords, keyword bursts, networks of document co-citation and landmark articles.FindingsFindings indicated that published research in the journal was largely influenced by the psychology, education and social domain as a unidisciplinary discipline. Knowledge of the journal has been disseminated into multiple domains such as LIS, computer science and education. Dominant thematic concentrations were also identified: (1) library services in academic libraries and related to digital libraries, (2) adoption of new information technologies and (3) information-seeking behavior in these contexts. Additionally, the journal has exhibited an increased research emphasis on mixed-method user-centered studies and investigations into libraries' use of new media.Originality/valueThis study provides a promising approach to understand scientific trends and the intellectual growth of journals. It also helps Library Hi Tech to become more self-explanatory with a detailed bibliometric profile and to identify future directions in editorship and readership. Finally, researchers in the community can better position their studies within the emerging trends and current challenges of the journal.

Purpose – The core purpose of the study is to find the existing status of digital libraries (DLs) in university libraries of Bangladesh and to see whether university libraries of Bangladesh are ready to convert their traditional libraries into digital ones. Other purposes include: to explore the status of adoption of subscription-based e-resources among the university libraries in Bangladesh; to assess the level of information and communications technology skills of library and information science (LIS) professionals working in the university libraries; and to illustrate the government initiatives on digitization/DL development. Design/methodology/approach – The current study used the mixed methods, i.e. qualitative and quantitative. A questionnaire was prepared to assess the existing status of DL systems in university libraries of Bangladesh and to meet other purposes of the study. The population of the study included the heads of the public and private university librarians in Bangladesh. Several phone contacts were made for this study. A good number of e-mail addresses of the librarians of public and private universities in Bangladesh were collected over the phone. The study was conducted from June 2012 to September 2012. Of the 50 identified respondents, the author received 30 completed questionnaires. The heads of 18 public universities and 11 private universities and one international university responded to this study. Two responses were received by post. Therefore, the response rate for the current study is 60 per cent. Findings – As part of the government’s pledge to build “Digital Bangladesh”, several initiatives have been taken that are related to digitization, information development and developing repositories and e-services for citizens. However, not much initiative has been taken to develop nationwide DLs in Bangladesh. In terms of e-resource usage scenario, public university libraries are better in offering e-resources to its students and faculty members than private university libraries in Bangladesh. Finally, it turned out that the majority of the university libraries in Bangladesh are not ready to be digital. Lack of funds, lack of infrastructural support and lack of skilled LIS professionals are the main reasons hindering the development of DLs in the university libraries of Bangladesh. Originality/value – This study will help DL researchers around the world in getting information on the status of DLs in Bangladesh. The Government of Bangladesh, policymakers, university authorities and LIS professionals in Bangladesh will highly benefited from this research. No study to find DL readiness of the universities has so far been conducted.

Purpose The purpose of this paper is to investigate the professional competence and attitude of library personnel towards digital services in selected university libraries in Nigeria. Despite the evolution of digital technologies in university libraries, as well as massive investment and research on digital libraries particularly in developed countries, it has been observed that many university libraries in Nigeria are still relatively reliant on traditional library services which no longer serve and satisfy the twenty-first-century users’ needs. Design/methodology/approach The population of the study comprised all the 196 library personnel from the 5 purposively selected university libraries in Nigeria. The total enumeration sampling method was adopted; while the questionnaire was the main instrument for data collection. Findings The findings of the study revealed that internet service was the most available digital service in libraries. It further revealed that most of the library personnel have requisite proficiency skills in basic computer operations. However, inadequate power supply was the major problem affecting digital services in the university libraries. Research limitations/implications The study is limited to a specific geographical area and selected university libraries in Ogun State, Nigeria. Accordingly, further studies need to be carried out on the same or similar subject matter, in other states or regions in Nigeria. Practical implications The need for library personnel to acquire relevant information and communication technology skills and develop a positive attitude that will enable them to render effective digital library services in the university libraries. Apart from this, university libraries should also strive to train users on how to access digital services in the libraries. Originality/value This study is novel, in the sense that it is the first of its kind to examine the professional competence and attitude of library personnel towards digital services in university libraries in Nigeria. The paper reported the necessary skills that library staffs need to demonstrate to effectively use various digital resources in the libraries to meet the information needs of their users.

Purpose – The purpose of this paper is to evaluate the current digitization levels of Korean libraries by identifying key elements of library services and measuring them for conventional vs digital approaches and use. Design/methodology/approach – The study utilized previous research related to digital libraries and consultations with experts to arrive at 13 evaluation elements and components within them to analyze. For the purpose of this study specialized libraries, college and university libraries, and public libraries were surveyed, and their responses analyzed to rate their current digitization levels vs more conventional approaches. Findings – First, after determining the elements that characterized the conventional and digital libraries by analyzing different pieces of literature and consulting with experts, 92 factors were identified for each of the conventional and digital elements based on the axis which was composed of 13 items. Second, this study indicated that the libraries obtained one of the conventional or digital characteristics independent of the situation, rather than that the digital library was more effective than the conventional library. Third, in evaluating the chosen libraries used as the examples, it was observed that the libraries had more conventional characteristics among the elements of the digital and conventional libraries. Also, based on the axis used for comparison of 13 items, elements such as the next generation service, the SNS service, and the library program service were more conventional, but elements such as classification and cataloging, acquisition, and the organization were more digitized. Originality/value – This study is the first study in the world to measure the level of digitization of the library. Therefore, hereafter, each library will be able to measure and determine its digital position based on these elements. Up to now, some research was performed in pursuit of extracting the elements of a library but it had relied solely on literature review. Comprehensive research had never been performed as in this study.

ResumoEste estudo teve como intuito analisar implicações das Tecnologias Digitais da Informação e Comunicação em aulas remotas e síncronas para a abordagem da metodologia de Ensino-Aprendizagem-Avaliação de Matemática por meio da Resolução de Problemas, indicando adaptações, se necessário. Para tanto, nessa pesquisa, caracterizada como qualitativa, apresenta-se uma revisão da literatura frente aos pressupostos que envolvem a metodologia indicada e o uso das tecnologias digitais em aulas remotas. Na sequência, uma aplicação, realizada na disciplina de Cálculo Numérico no Ensino Superior, é relatada e analisada com base nos referenciais adotados. Os resultados indicam que o uso de tecnologias de informação favorece o ambiente de investigação e do trabalho colaborativo na resolução dos problemas, enquanto o uso de tecnologias de comunicação demanda adaptações nas etapas de organização dos grupos de trabalho, acompanhamento do professor e compartilhamento das soluções.Palavras-chave: Resolução de Problemas, Protagonismo, Trabalho Colaborativo, Aulas Remotas e Síncronas, Mediação por Tecnologia.AbstractThis study aimed to analyze implications of Digital Information and Communication Technologies in remote and synchronous classes for the approach of the methodology of Teaching-Learning-Evaluation of Mathematics through Problem Solving, indicating adaptations, if necessary. To this end, in this research characterized as qualitative, a literature review is presented in view of the assumptions that involve the indicated methodology and the use of digital technologies in remote classes. Following an application performed in the discipline of Numerical Calculus in Higher Education is reported and analyzed based on the adopted references.
