Bosnia's problematic party scene will delay reform

Subject Party congresses' ratcheting up of political tensions. Significance Many of the divisions and problems present in executive, legislative, judicial and other institutions at all administrative levels in Bosnia-Hercegovina (BiH) derive from structural weaknesses in the political scene and poor political culture. All main parties are likely to maintain or further radicalise their positions, destabilising an already difficult political situation. This, in turn, could bring down the reform agenda which is under a tight, year-end deadline, jeopardising financial liquidity and challenging an EU breakthrough. Impacts The easy re-election of party leaders with little or no opposition shows the continuing low level of democracy and political pluralism. Some parties' congress declarations clearly show the further advance of radical nationalist and separatist agendas. BiH's patronage system will continue to impair the capacities of political parties and the effectiveness of government institutions.

Significance Garcia’s death removes from the political scene one of Peru’s most influential politicians. The twice former-president had been closely identified as a recipient of bribes from the Brazilian construction company Odebrecht, although he consistently denied allegations against him. He was one of several senior political figures, both in Peru and in Latin America more broadly, to be embroiled in the so-called ‘Car Wash’ investigation. Impacts APRA’s ability to rebuild political support in the country is doubtful. The Peruvian and Brazilian examples of judicial activism will not necessarily be paralleled elsewhere. President Martin Vizcarra will push ahead with his reform agenda in the face of congressional opposition.


Subject Politics and exchange rate reform. Significance Plans to introduce a modest reform in mid-2017 to make the exchange rate system more flexible have been held up by political tensions. The delay has raised questions about the effectiveness of the coalition government formed in April, more than six months after the general election. Impacts The political scene will remain highly charged, with simmering protests in the north. Power struggles within several of the leading political parties will also slow policymaking. Given the difficulty of the decision and uncertain political environment, politicians will wait to see what the king tells them to do.


Subject A profile of Speaker of the House Rodrigo Maia. Significance Speaker of the House Rodrigo Maia has quickly become a key name in a Brazilian centre-right landscape that is otherwise short of skilled leaders, and in national politics more widely. In a country bitterly divided between the far-right of President Jair Bolsonaro and the centre-left, Maia has increasingly positioned himself as a moderate conservative, fiscally responsible but also socially sensitive. Impacts Maia will be crucial to the success of passing Bolsonaro’s ambitious reform agenda. Maia’s unusual ability to negotiate effectively with politicians beyond his ideological field will be an asset going forward. The political scene could be gradually changing in favour of Maia’s centre-right camp.

Political parties today are important elements of the regional political process. Parties, along with other political institutions, participate in the implementation of state policy within the region. The practice of recent years shows a negative trend in the creation of political parties, but those parties that are already registered and are actively fighting for political power at all stages of the Russian elections. Political parties participate in the regional political process to embrace the advantages of the political party space. These advantages are due to both objective factors (territorial potential, the economy of the region) and subjective reasons (personal factors associated with the rating of the leader, both the governor and the party coordinator, the nature of his acquaintance with the central financial department, and more). The study of the organization of power in the regions allows us to talk about its various modifications due to these factors. Political parties are a political institution, they represent an ideological, conceptual, personnel and electoral resource of any government. Regional branches of political parties in today’s political situation fully personify the needs of the regions and represent them at elections. They reflect regional interests, as well as the degree of democracy of the regional government

The paper offers an analysis of the interview data collected in the project "Politics and everyday life: Three years later" in terms of three main topics: attitudes to the political sphere, change of social system, and the democratic public sphere. The analysis focuses on ambivalences expressed in the responses which, under the surface of overall disappointment and discontent, may contain preserved results of the previously achieved "social learning" and their positive potentials. The main objective was to examine to what extent the processes of political maturation of citizens, identified in the 2002 study, have continued. After pointing to a number of shifts in people?s views of politics which generally do not contradict the tendencies outlined in 2002 (such as deemotionalization and depersonalization of politics, insistence on efficiency of public officials and on a clearer articulation of positions on the political scene), it is argued that the process of rationalization of political culture has not stopped, but it manifests itself differently in changed circumstances. The republican euphoria of 2002 has been replaced by resignation, with a stronger individualist orientation and a commitment to professional achievement.

The article focuses on the national issue in the programs of Rusin political parties during the Transcarpathian stay in the First Czechoslovak Republic (1918–1938). The author claims that the main requirement of most of political parties was the autonomy of Subcarpathian Rus. The refusal of the Czechoslovak authorities to comply with this demand led to an aggravation of the political situation in the region. The two most powerful ideological trends were Ukrainophilism and Russophilia. The multiethnicity of the Transcarpathian population contributed to the development of parties of other national minorities – Hungarian, Polish, Roma, and Jewish. The statewide parties were also popular in the region – the Communist and Czechoslovak Social Democratic. These two parties were among those few in the interwar Czechoslovakia that were built on the ideological rather than national basis. The highest number of parties during the period when Transcarpathia was part of Czechoslovakia was 30. Most of them emerged after 1918, while the process of formation of the overwhelming majority of Czech and Slovak parties took place in the second half of the 19th – early 20th centuries. Thus, these were new political parties at the initial stage of their development and without a clear organizational structure.

Purpose The purpose of this study to identify the role of women in political agenda at Azad Jammu Kashmir. The political parties are always considered main gatekeepers to women’s political representation. Existing scholarship highlights the significance of centralized political institutions (parties) with structured set up for the effective representation of women at different levels. However, the functioning of these institutions is greatly influenced by the social and cultural context of a country in which they operate. Design methodology/approach This paper mainly analyzes social and cultural practices and those informal ways that operate within the exited democratic government setup and creates serious obstacles for women’s effective political representation at the party level. For this purpose, a qualitative research methodology is used to get the full insight of the issue at hand. The authors conducted 25 in-depth interviews with women members of three different political parties. Findings The results revealed that both (social context and political structure) have a significant impact on women’s nature and level of participation in the political processes in Azad Jammu and Kashmir. Originality value Prevailing social and political context of Pakistan does not support a truly democratic and centralized political system. Parties are weak entities with the less democratic organizational structure, which ultimately have a negative impact on women’s political representation.


Subject The weakness of state and local level institutions is encouraging more intervention from Mexico City. Significance With twelve Mexican states set to go to the polls on June 5, and a thirteenth holding elections on July 3, longstanding concerns regarding the risk of criminal infiltration in local governments have returned to the fore. Beyond the political manipulation of alleged political-criminal links, political actors appear increasingly aware of their vulnerability to threats, intimidation and physical attack. Impacts How federal and local authorities manage criminal threats will be central to the outcome of the forthcoming elections. Candidate screening will be ineffective as long as federal authorities and political parties are both reluctant to lead the process. Politically motivated intervention will worsen, with all parties using criminal accusations to smear or disqualify other candidates.


Subject Moldova's armed forces. Significance Russia's military build-up in Crimea and other parts of the continent, combined with its intervention in Syria, continue to alarm nations in Eastern Europe. With Moscow maintaining a military contingent in Transnistria and its growing military presence regionally, Moldova's armed forces and their relations with NATO will come under greater focus. However, Moldova's financial plight will make military reform and boosting defence spending difficult. Impacts The banking scandal that has rocked the political scene will push defence reform lower down the political agenda. A more militarily capable Moldova would be a useful partner for Ukraine in the future. Moldova may be invited to participate in more NATO exercises to enhance capacity-building measures.


Significance The new government will have only 34 of the 179 seats, because policy differences among the right-wing parties, and the political strategy of the electorally strengthened anti-immigration, Euro-sceptic Danish People's Party (DF), mean DF will remain outside. Policy-making will be difficult. The government will be more economically liberal and pro-EU than it would have been with DF, but to make policy it will rely on partners across the political spectrum, especially the ousted Social Democrats -- who remain the largest party -- and DF. Impacts If DF is seen as a welfarist protector of ordinary citizens, it is more likely to repeat, at least, its 22% vote in the next election. The much-tighter immigration regime which is in prospect could taint Denmark's image and make it less attractive to foreign investment. The new government is likely to be an ally for much of UK Prime Minister David Cameron's EU reform agenda.
