Subject The United Russia party's search for a meaningful role. Significance President Vladimir Putin has reaffirmed the central role of the governing United Russia party but instructed it to improve its performance. He was speaking on day two of a December 7-8 party congress held in the aftermath of reverses in regional elections and falling popular support. The party duly promised to mend its ways with a training school to raise standards and new ethics procedures, but offered no new policy ideas. Impacts Putin snubbed United Russia by being re-elected as an independent but has turned back to the party in hope of reinvigorating it. United Russia has no collective voice on foreign policy issues such as Ukraine or Western sanctions; it must stick to its assigned role. The Kremlin will watch United Russia's regional governors closely and assess their ability to contain local grievances. If United Russia is failing, the Kremlin may have to examine alternative mechanisms for picking Putin's successor.

PurposeThis paper is an empirical study examining how sectoral committees function as knowledge networks within CCIs in Saudi Arabia. It employs the Madinah Chambers of Commerce and Industry (MCCI) branch as a case study. The research examines the influence of individual factors (taking pleasure in helping others, knowledge of self-efficacy, and outcome expectations), and organisational factors (top management support and knowledge sharing culture) on knowledge sharing, to establish whether knowledge sharing assists in the business development of the members of sectoral committees.Design/methodology/approachThe research uses a quantitative methodology to investigate how knowledge sharing between sectoral committee members can assist in the development of their businesses and industries.FindingsThis research provides valuable information regarding the role of knowledge sharing among sectoral committee members and addresses the challenges facing business owners in sectoral committees. Precisely, the results of the survey showed that knowledge sharing in the CCI was considered crucial.Research limitations/implicationsThe research model was confined to the MCCI and using Saudi Arabia as a context of study, which has a unique organisational culture that influenced the participants' perceptions regarding knowledge sharing, and therefore cannot be generalised to other organisations. Further investigation of knowledge sharing using samples from other countries would give a more robust examination of the studied hypotheses.Practical implicationsThe results provided in this research indicated that the activity of knowledge sharing impacts members' business development. This suggests that enhancing knowledge sharing among members of sectoral committees would support the creation of new ideas that were beneficial to improving their business and investments.Originality/valueTo the best of the author's knowledge, this study is the first to investigate the role of knowledge sharing in business development among sectoral committees, particularly within Saudi Arabian CCIs, and is thus able to offer new insight into existing knowledge sharing in sectoral committees in non-Western contexts.

Purpose – The purpose of this paper is to respond to the call by Dumay and Cai (2014) for new ideas to enhance intellectual capital (IC) research. One possibility is to draw conclusions on comparability across the results of prior studies. This study investigates whether the results of prior IC content analyses are comparable despite differences in their IC research frameworks. Design/methodology/approach – A content analysis of 428 German management reports is conducted, capturing the IC reporting scores for individual IC items to investigate the role of certain widely used IC items. The relationships of IC scores for different combinations of widely used IC items are further examined in a correlation analysis to indicate comparability of prior results. Findings – The findings show that widely used IC items capture the majority of IC reporting and that the IC scores for different combinations of these IC items are highly correlated. These findings indicate that the results of prior IC content analyses are comparable as long as most of the widely used IC items are included in prior IC research frameworks. Research limitations/implications – The study contributes to IC reporting research as it shows that conclusions can be drawn across prior studies in meta-analyses because the results of prior studies are comparable in rankings and key findings. Originality/value – Although content analyses of IC reporting have been previously criticised, this study seminally questions the comparability of the results of prior studies due to differences in the IC research frameworks.

Significance The legislation is the most radical and comprehensive reform of centre-regional relations since Vladimir Putin became president in 1999. Formalising and consolidating a steady process of political centralisation, it further shifts powers from the regional heads and assemblies to the president and the federal executive. Impacts After years of attempts to forge a Russia-wide ethos, local identity politics will become more visible. The September regional elections are another opportunity to pre-select regional leaders before they are approved by voters. Regional leaders removed and replaced ahead of the elections may include the Communist head of Khakassia, Valentin Konovalov.

Significance Opposition to the retirement age increase is widespread, with frequent street protests, Communist successes in the regional elections and talk of a referendum. President Vladimir Putin initially stayed out of the debate but finally stepped in on August 29, offering some concessions but backing the thrust of the reform in a television address to the nation. Impacts The pension reform controversy shows the limits to Putin's vision of a purely technocratic, apolitical government. The issue also highlights the deficiencies of state-controlled narratives when people do not want to listen. The Communist Party has a rare chance to grow into a stronger force but is unlikely to seize this opportunity under its current leadership.

Subject Prospects for Russian politics to end-2017. Significance President Vladimir Putin is likely to announce in late summer that he will run for re-election in March 2018. Regional elections in September will provide indications of strategies for boosting turnout in the presidential contest. Purpose The purpose of this paper is to introduce the special issue about entrepreneurial universities. The paper focuses on the reasons for their importance in global communities. Design/methodology/approach The literature about entrepreneurial universities is reviewed with a focus on the role of communities, people and places. Findings Entrepreneurial universities need to consider the people in society in terms of how they relate to learning, education and teaching about new ideas and business practices. Research limitations/implications It is important in the increasingly connected global economy that universities be seen as the drivers of the entrepreneurial society, which helps place people at the centre of educational communities. Practical implications This paper has suggestions for educational managers and business people interested in connecting with entrepreneurial universities and their place in the society. Originality/value This value of this paper is that it includes the main ideas from the special issue in terms of how entrepreneurial universities are fostering a connected society that places people, places and communities at the forefront of the change.

Subject Different lessons from regional elections in Russia. Significance Two different trends emerged from the September 10 local elections. All the regional governors approved by President Vladimir Putin, most of them recent interim appointees, were elected without serious competition. At a lower level, the opposition Yabloko and United Democrats scored surprisingly well in municipal elections in Moscow. Impacts Opposition leader Alexey Navalny may have lost ground by distancing himself from the Moscow elections only to see opposition wins. The mayor of Moscow showed a subtle approach to the 2018 mayoral election by welcoming the city's new political diversity. Confirmation of Putin's choice of governor in Sevastopol is unlikely to end power struggles among local political factions.

Significance Regional elections held on September 9 brought the United Russia party its worst results in a decade. President Vladimir Putin has already embarked on his annual cull of governors, whose interim successors can normally expect trouble-free election the following September. Impacts New interim St Petersburg Mayor Alexander Beglov may not run in 2019, requiring careful candidate selection in Russia's second city. United Russia will struggle to rebuild its image after losing control of three regional assemblies on top of four governor-level disasters. As opposition parties are virtually out of the picture, the Communists and Liberal Democrats will partly fill that space.

Purpose – The purposes of this paper are to develop a more complete understanding both of the characteristics of innovation within retail firms and of the ways in which retailers perceive innovation and measure its effectiveness. Whilst there is a broad consensus that innovation is an application of new ideas that stimulate economic performance, the term attracts a wide range of interpretations that are largely contingent upon the context within which innovation occurs. Design/methodology/approach – These aims are achieved through analysis at the level of the firm by means of qualitative research in the form of a series of in-depth interviews with more than 50 senior retail executives and other industry experts internationally. Findings – The research results show that whilst retailers clearly recognise the important role of innovation for successful business performance, innovation in retailing nevertheless possesses a range of sector-specific meanings and measurement approaches that are distinct from more generic understandings of the phenomenon. Originality/value – Whilst the paper summarises relevant literatures and presents the results of the primary research it also sets out a number of novel conceptual frameworks, which seek better to categorise the perceived meanings of retail innovation and the measurement tools most frequently employed to determine innovation effectiveness in retail firms. The proposed frameworks facilitate future scholarly exploration but are also of use to practitioners as a means of better understanding the nature of innovation within their businesses.

Purpose This paper aims to examine the mediating role of knowledge sharing (KS) on the relationship between the transformational leadership (TL) and innovation in banks. Design/methodology/approach Quantitative analysis was conducted by using the structural equations modeling with AMOS 24 to examine the influence of the mediating role of KS on the TL–innovation relationship. Data were collected from 310 employees at 27 banks in Lebanon. Findings The research highlights that leaders exhibiting transformational behavior were able to promote knowledge-sharing culture that enhances the generation of new ideas, products and processes. The findings confirmed that KS mediates the association of TL and innovation. Practical implications The findings point to how TL mobilizes employees to engage in innovative products and processes by encouraging a knowledge-sharing culture. Originality/value The research findings advance the understanding of how TL stimulates innovation and highlights the benefits gained by cultivating KS to generate more innovative outcomes.
