Brazil's GPA accession will involve costs and benefits

Significance The agreement would open a market of USD1.7tn for Brazilian companies to compete for government procurement contracts internationally, but would also render them vulnerable to competition for Brazilian government contracts from foreign suppliers on equal terms. The process of negotiations is a lengthy one, as well as controversial. Impacts Accession to the GPA could facilitate Brazil’s ambition to join the OECD. Domestic companies’ lack of competitiveness within the GPA could aggravate existing problems with industrial performance. Political uncertainties surrounding the October elections could delay the pace of accession.

Purpose – The purpose of this study is to present a system called NEBULOSUS, which is a fuzzy rule-based expert system for assessing the maturity level of an agency regarding technical interoperability. Design/methodology/approach – The study introduces the use of artificial intelligence and fuzzy logic to deal with the imprecision and uncertainty present in the assessment process. To validate the system proposed and demonstrate its operation, the study takes into account the Brazilian technical interoperability maturity model, based on the Brazilian Government Interoperability Framework (GIF). Findings – With the system proposed and its methodology, it could be possible to increase the assessment process to management level and to provide decision-making support without worrying about technical details that make it complex and time-consuming. Moreover, NEBULOSUS is a standalone system that offers an easy-to-use, open and flexible structuring database that can be adapted by governments throughout the world. It will serve as a tool and contribute to governments’ expectations for continuous improvement of their technologies. Originality/value – This study contributes toward filling a gap in general interoperability architectures, which is a means to provide an objective method to evaluate GIF adherence by governments. The proposed system allows governments to configure their technical models and GIF to assess information and communication technology resources.

PurposeThe purpose of this study is to analyze year-end spending practices in the European Economic Area (EEA) to baseline the pervasiveness of year-end spending spikes across countries in Europe.Design/methodology/approachThe Tenders Electronic Daily dataset is used to descriptively analyze above-threshold procurement contracts by country, year and contract type from 2009 to 2018. Proportional distributions are employed to compare percentages of spend across quarters. Analyses are run within each country on the number of years displaying a fourth quarter spike, as well as within each country and contract type.FindingsThe results show that while spending spikes for above-threshold contracts in the final fiscal quarter are not consistent across all countries, patterns emerge when the data are disaggregated by country. The most populous nations in the EEA are more likely to have years with the highest proportion of fiscal spend occurring in the fourth quarter. Further, the type of contract makes a difference – services and supplies contracts are more likely to display fourth quarter spikes than works contracts.Originality/valueThis article provides the first analysis of the year-end spending spike across countries in Europe using procurement data, as well as the first to disaggregate by year and contract type. Findings support the literature on the presence of year-end spikes; such spikes exist even for above-threshold public procurement contracts.

PurposeThe purpose of this article is to investigate how social integration, immigrant networks and barriers to ventureing affect the entrepreneurial activities of Brazilians in Canada, indicating how mixed embeddedness takes place in that context.Design/methodology/approachData were collected in Toronto, through the application of a survey with 74 Brazilian entrepreneur respondents and 42 semi-structured interviews with selected subjects, thus representing a multi-method approach. The analysis included descriptive statistics from the survey data and a qualitative analysis of the trajectories and life stories of Brazilian immigrants.FindingsOur sample comprises respondents with a high level of education and proficiency in English, coming predominantly from the southeast of Brazil, white, aged from 30 to 49. The majority of businesses are small and related to the service sector. The article contributes to the literature by discussing the elements related to mixed embeddedness, including the need for cultural adaptation and for the creation of networks as a crucial element for business venturing.Research limitations/implicationsThe study focuses on entrepreneurs regardless of their businesses sector or formality/informality status. It could be used as an instrument to support Canadian public policies for welcoming Brazilians and for the Brazilian government to prevent the evasion of potential entrepreneurs.Originality/valueThe article contributes to the body of knowledge of immigrant entrepreneurship in Canada and of Brazilian entrepreneurship overseas. The results suggest factors that may be relevant to the expansion of their business, such as social networking, cultural embeddedness and adaptation of the products/services to a wider range of target customers.

PurposeThe internet has made it possible to diffuse totally digitized products on a very large scale. The newspaper business is one of the sectors that has been most affected by this technological revolution. Given such products’ uneven commercial success, an analysis of the literature suggests that these mixed results could be explained by the digitized nature of the product combined with a price judged too high. Both these elements reduce the perceived global value of the digital support compared with the print version on paper. To test this proposition, the authors have constructed an experimental design, manipulating the format (digital newspaper vs. print newspaper) and the price (high vs low). The results show that newspaper digitization significantly reduces perceived global value for the consumer compared with the print format. The authors also show that the perceived intangibility of the product exerts a more complex effect on perceived global value: this effect depends on both the nature of the intangibility (mental vs physical) and the cost and benefit analysis.Design/methodology/approachAn experimental study was conducted with two factors: digitalization (print vs digital format) and price (low vs high). The authors carried out a mixed-factor variance analysis and follow Preacher and Hayes procedure to test the hypothesis. A sample of 387 undergraduate students was interviewed in laboratory.FindingsThe results show that newspaper digitization significantly reduces (i.e. destroys) perceived global value for the consumer (i.e. it destroys value), compared to the print format. The reuslts also show that the perceived intangibility of the product exerts a more complex effect on perceived global value: this effect depends at the same time on the nature of the intangibility (mental vs physical) and the account taken of costs and benefits.Originality/valueOne major result is the fact that digitizing newspaper strongly destroys its perceived global value for the consumer, compared to the physical alternative. To explain this phenomenon, the product’s perceived intangibility had been considered, as well as how this is related to the perceived costs and benefits. It appears that it has an overall direct negative effect on perceived value; therefore, the more a newspaper format is perceived as physically intangible, the more its perceived global value decreases. Results shows that this loss of value can be counteracted in two different ways, through the indirect effects of costs and benefits.

Driven by both economic and geopolitical imperatives, negotiation of the Australia-China Free Trade Agreement (ACFTA) has been slow and difficult. The negotiation process has reached an impasse since the latest round took place in March 2012. Major reasons for this include difficulties encountered in negotiating on agriculture, services, investment, and government procurement contracts and surrounding populist resistance from both Australian and Chinese domestic constituencies. Following more than eight years of negotiations and establishment of closer trade related ties, there is a lot at stake for both countries in the outcome of these discussions. This paper examines these issues and of the way forward towards a workable negotiation process.

Purpose This study aims to take a public goods approach to understand relationships between collecting and contributing knowledge to an online knowledge sharing portal (KSP), mental model processing and outcomes at the individual and collective levels. Design/methodology/approach This study reports on a survey (N = 602) among tax professionals, examining the perceived individual and collective benefits and costs associated with collecting and contributing knowledge. Hypotheses were tested using structural equation modeling. Findings Collecting and contributing knowledge led to considerable mental model processing of the knowledge. That in turn significantly influenced (primarily) individual and (some) collective costs and benefits. Results varied by the kinds of knowledge sharing. Whether directly from knowledge sharing, or mediated through mental modeling, the perceived costs and benefits may be internalized as an individual good rather than being interpreted at the collective level as a public good. Research limitations/implications The study is situated in the early stages of a wiki-type online KSP. A focus on the learning potential of the system could serve to draw in new users and contributors, heightening perceptions of the public goods dimension of a KSP. Practical implications A focus on the learning potential of the system could serve to draw in new users, and thus the number of subsequent contributors, heightening perceptions of the collective, public goods dimension of a KSP. Originality/value This study explores how knowledge sharing and mental model processing are directly and indirectly associated with individual and collective costs and benefits. As online knowledge sharing is both an individual and public good, costs and benefits must be considered from both perspectives.

Purpose This paper aims to present a methodology to establish and integrate formal sustainability control systems (SCS) into management control systems (MCSs). The innovative approach aims at contributing to the need for SCS integration by permeating and transforming MCSs so that positive and negative externalities can be internalized into the financial performance measurement and reporting. Design/methodology/approach In an exploratory process, control systems were closely connected with financial accounting within four interrelated – ecologic, social, financial and knowledge-related – dimensions. Building on the action design research, multicriteria key performance indicators (KPI) for these dimensions were developed. Four value-based small and medium-sized enterprises of the food sector developed KPIs in interactive and participative workshops and interconnected their own business model with their sustainability principles. Constantly revising conformity, specific S.M.A.R.T. goals and related activities were defined, thereafter being used for KPI measures and for input in financial accounting. Findings The workshop series reveals the importance of including relevant stakeholders, multiple feedback loops and permanent dialogue to abolish cognitive barriers. The approach enables the development of multicriterial KPIs and identification of costs and benefits for an integrated financial accounting. Originality/value The paper contributes to practice and research in the field of SCS by providing insights into the process of an explorative workshop series developing multicriteria KPIs for controlling and financial accounting.

ABSTRACT Each year, governments around the world spend billions of dollars purchasing a wide variety of goods and services. These governments must spend their money wisely in order to eliminate fraud, waste, and abuse of taxpayer dollars. Although government contracting systems are supposed to be transparent, people may still take advantage of these systems to gain benefits, which leads to high-risk contracts and, sometimes, costly government frauds. Recently, governments in some countries have started open data initiatives in order to make government operations more transparent to their citizens. With the open data, a new type of auditor, called an armchair auditor, could play an important role in monitoring government spending. An armchair auditor could be anyone who has an interest in government expenditures and who usually uses technologies to perform analyses on open data. Few studies have discussed how armchair auditors can better use the open data and what data analytics tools could be applied. To that end, this paper proposes a list of audit apps that could assist armchair auditors in analyzing open government procurement data. These apps could help investigate procurement data from different perspectives, such as validating contractor qualification, detecting defective pricing, etc. This paper uses Brazilian federal government procurement contract data to illustrate the functionality of these apps; however, the apps could be applied to open government data in a variety of other nations.

Purpose This study aims to examine Malaysian small and medium-sized enterprises (SMEs) Adoption of electronic government procurement (EGP) in the post-introduction phase as the portal was introduced in the early year 2000. Design/methodology/approach This study integrated electronic public services into two acceptance theories (the technology acceptance model [TAM] and unified theory of acceptance and use of technology [UTAUT] framework) and having a direct measurement of the criterion. Both TAM and UTAUT models measure the behaviour intention to use and indirectly measure the criterion of actual usage along with behavioural intention. Besides, this study conducted a systematic sampling survey in SMEs located in Klang Valley (the business hub in Malaysia). Findings The results confirm that effort expectancy, performance expectancy and social influences had a direct effect on the adoption of EGP in the private sector. Rather than the original UTAUT setup, the behavioural intention would influence user behaviour. Social implications The implications and policy recommendations of these findings will be used by both SMEs and the government to improve the EGP delivery. Originality/value The gap with this study is at the time the Malaysian Government introduced e-procurement. The SMEs were quite new and had limited knowledge in the e-procurement during the introduction phase. Both SMEs and the government will use the implications and policy recommendations of these findings to improve the EGP delivery in the current post introduction phase.
