Organizational support and Chinese police officers’ attitudes toward intervention into domestic violence

PurposeThe purpose of this paper is to examine Chinese police officers’ general support for police intervention into domestic violence, emphasizing adequate protection of the victims, and specific support for utilizing arrests to deal with the offenders.Design/methodology/approachThis study relies on survey data collected from 1,064 police officers who worked in multiple areas in two provinces of China between June and July of 2019. OLS models were used to test whether organizational variables are significant predictors of officer attitudes toward domestic violence intervention.FindingsBoth agency endorsement and supervisory support are positively related to officers’ favorable attitudes toward police intervention into domestic violence and using arrests to handle offenders. The amount of training received from the agency on the recently promulgated Anti-Domestic Violence Law, however, has a negative influence on officer support for general intervention into domestic violence and no influence on officer attitudes toward arrests.Originality/valueThis study represents one of the first attempts to investigate the connections between organizational and managerial factors and Chinese officers’ support for both general and specific interventions into domestic violence. It contributes to the current literature that only included police cadets in the analysis of Chinese police attitudes toward domestic violence despite the fundamental differences between cadets and active-duty officers.

Although domestic violence has long been identified as a serious social problem in China, little is known about police officers’ attitudinal and behavioral tendencies toward such incidents. Drawing upon survey data collected from police officers in two Chinese provinces, this study assesses whether officer and organizational factors are correlated to police inaction and intervention in resolving family violence. More than a quarter of Chinese police officers often and sometime did not take any action when responding to domestic violence. Chinese officers favored most the least punitive approaches of mediation and separation, with the most punitive actions, written warning and criminal sanction as the least preferred interventions. We found that Chinese officers with low levels of knowledge about the domestic violence law, higher degrees of tolerance of violence and less supportive attitudes toward an active police role in handling domestic violence are less willing to take any action against the offenders. Chinese police officers who perceived stronger supervisory support and expressed better knowledge about China’s new domestic violence law are more likely to intervene in domestic violence, whereas police officers who expressed greater degrees of tolerance of violence and believed in gender equality in society are less inclined to intervene. Policy makers and police administrators ought to pay greater attention to frontline supervisors’ attitudes and behavior toward proper responses to family violence. If active intervention is preferred, then measures and programs should be put into place to improve police officers’ legal knowledge and communication and problem-solving skills pertaining to conflict resolution.

Purpose The purpose of this paper is to examine the contours of police integrity among Chinese police officers. Specifically, this study explores how Chinese police evaluate integrity based on official policy governing interactions, discipline governing infractions, views of seriousness, and willingness to inform when others engage in misconduct. Design/methodology/approach In total, 353 police officers were surveyed representing those attending in-service training program at a Chinese police university in May 2015. Questionnaires containing 11 scenarios describing police misbehaviors were distributed to officers during classes. Findings There was a strong correlation between officers’ perceptions of rule-violation, misconduct seriousness, discipline, and willingness to report. Additionally, preliminary results suggest there exists a code of silence among Chinese officers, and that Chinese officers hold a lenient attitude toward the use of excessive force. Research limitations/implications This study utilizes a convenient sample, which restricts the generalizability of the results. Practical implications The results indicate the existence of code of silence among Chinese officers and their lenient attitude toward the use of excessive force. Originality/value Although there has been a growing body of research examining police integrity in both western democracies and transitional societies, China as the largest developing nation in the world and with a unique police system (falls somewhere between the centralized model and the integrated model) is understudied. This study addresses this gap in previous literature by exploring the contours of police integrity among Chinese police officers.

PurposeThe authors examine predictors of self-legitimacy for police officers belonging to the Military Police force of São Paulo (Brazil). Considering the variables mobilized by the literature on self-legitimacy, the authors seek to identify what explains the self-legitimacy of militarized police officers.Design/methodology/approachA survey was applied to 298 frontline police officers in the city of São Paulo, analyzing indicators separated into two groups: relationship dimension and organizational dimension. An ordinary least square model is used to test the “relationship” and “organizational” variables on police officers' self-legitimacy.FindingsEffectiveness is the strongest predictor for self-legitimacy. Organizational justice and distributive justice also present important effects, as the perception of citizens' attitudes toward police reinforces the conception of self-legitimacy as a dialogical construct, comprising here the public's expectations of police work as well as the police officers' perceptions that they are respected and considered important by the public.Originality/valueThere are no other studies on self-legitimacy related to Brazilian police officers or exploring these aspects among police officers submitted to a militarized structure. These results contribute to the ongoing debate on the militarization of police activities and their possible effects on police legitimacy.

Purpose The purpose of this paper is twofold. The first goal is to conduct a cross-national examination of law enforcement officer attitudes about domestic violence (DV) by comparing officer attitudes in the USA to officer attitudes in Australia. The second goal is to examine law enforcement officer attitudes about DV using a gender lens to identify whether patterns in attitudes among male and female officers in the USA are similar to those among Australian male and female law enforcement officers. Design/methodology/approach The current study involves a comparative analysis of DV attitudes in two different countries (the USA and Australia). Officers in the USA were asked to indicate their level agreement with 28 attitudinal statements about DV. The Australian survey adapted the Gover et al. (2011) instrument by including 24 of the 28 attitudinal statements. The survey followed a mixed-methods design with both quantitative and qualitative components. Bivariate analyses were conducted to determine whether attitudes varied by country and gender of the responding officers. Analyses of attitudinal questions and categorical variables (e.g. gender) were conducted using t-tests. Findings According to survey data gathered from police officers in Colorado (USA) and Queensland (Australia), male and female officer attitudes within each country are more similar than different. When comparing the overall sample of American officer attitudes to Australian officer attitudes, they significantly differ about half the time. Research limitations/implications The Australian survey had a considerably low response rate, and therefore it cannot be stated with certainty whether the responses given are truly representative of the views of Australian officers as a whole, although the demographic characteristics of the sample were comparable with the overall police population demographics. Another limitation is that not all demographic and background variables were collected by both surveys. For example, the US survey asked about officers’ ethnicity, while the Australian survey did not, and the Australian survey asked about how many DV jobs officers attended per month, while the US survey did not. Practical implications Improving knowledge about police attitudes towards DV can help to inform future policy or practice implementation, as well as training programmes and better overall responses to the pervasive and ongoing problem of DV internationally. Originality/value This is a unique and original piece of research as it is a partial cross-national replication of an existing survey. This work does have the potential for great impact in understanding and developing innovative law enforcement responses to DV. In developing such responses officer attitudes need to be considered and integrated into the response, as their opinions will guide the support of future interventions.

Purpose The purpose of this paper is to increase the knowledge and understanding of organizational and supervisory support in the context of employee deviant workplace behavior (DWB) by examining the potential associations of employees’ cultural value orientations. This paper aims to: clarify DWB; review perceived organizational support (POS) and perceived supervisory support (PSS); discuss the meaning of employees’ cultural value orientations (individualism–collectivism, power distance and paternalism); use the fuzzy logic model to analyze relationships between DWB and POS, as well as PSS and employees’ cultural value orientations. Design/methodology/approach This research applies a fuzzy-set qualitative comparative analysis. Findings The results show the role of employee perceived organizational and supervisory support and cultural dimension (power distance and paternalism) configurations on employee DWB. Originality/value The main originality of this study is to further increase the understanding of organizational and supervisory support in the context of employee DWB by examining the potential associations of employees’ cultural value orientations. This study extends the previous research by providing evidence that organizational and supervisory support influences employees’ DWB.

Purpose The purpose of this paper is to examine whether management supports police officers adequately, or whether police have to rely on their individual attributes, specifically psychological capital (PsyCap), to cope with red tape and stress. Work outcomes/consequences examined were discretionary power, affective commitment and turnover intentions. Design/methodology/approach A cross-sectional design using a survey-based, self-report strategy was used to collect data from 588 police officers from USA, who are most engaged with the public. The data were analysed using AMOS and a structural model to undertake structural equation modelling. Findings Two significant paths were identified Path 1: management support to red tape to discretionary power to affective commitment and turnover intentions; and Path 2: supervisor relationships to PsyCap to stress to affective commitment and turnover intentions. Further, management support predicted PsyCap, red tape and police stressors. Red tape increased police stressors and turnover intentions. Research limitations/implications The use of self-report surveys is a limitation, causing common methods bias. Using Harmon’s one-factor post hoc test, the authors were able to provide some assurance that common method bias was of no major concern. Originality/value As far as is known, this study is the first to examine, for police officers, how PsyCap impacts upon negative factors (stress and red tape) and enhances positive drivers for employees. Examining the impact of an individual attribute – PsyCap – provides an important piece of the organizational puzzle in explaining the commitment and turnover intentions of police officers. By examining the impact of both organizational and individual factors, there is now more knowledge about the antecedents of police outcomes.

Although a substantial number of studies have examined public attitudes toward the police, a relatively thin line of research has assessed police attitudes toward the citizenry in China. Using survey data collected from a sample of approximately 200 Chinese police officers, the current study examined the effects of police officers’ demographic characteristics, socialization and experience factors, and role orientations on officers’ attitudes toward citizen virtue, citizen cooperation with the police, and citizen input in police work. Results indicated that background and experience characteristics were ineffective in predicting the three aspects of officer attitudes toward citizens. Crime-fighting and service orientations were found to be related to officers’ attitudes toward the citizenry. Findings of this study enhance our understanding of police occupational attitudes in China and provide valuable implications for policy and future research.

Purpose – The purpose of this paper is to examine the relationship between Chinese police cadets’ background, motivations and educational perceptions and their attitudes toward common police roles. Design/methodology/approach – Self-administered questionnaires were collected from 382 Chinese police cadets. Based upon predisposition and socialization theories, personal background, career motivation and attitudes toward education were examined as statistical explanations of cadets’ attitudes toward order maintenance, preventative patrol, law enforcement, and community building as elements of the police role. Findings – Cadets who recognized more value in their practical and academic education also significantly favored the transitional and contemporary police roles (preventative patrol, law enforcement, and community building), which are taught as part of their college curriculum. But educational perceptions had no effect on order maintenance, which is a more historical role, and not emphasized by the police college. Cadets from lower SES backgrounds and those receiving outside influence to select a policing career tended to support traditional police roles whereas cadets with a relative in policing tended to show greater support for contemporary policing roles. Research limitations/implications – This study is limited by being a cross-sectional study of a single police college. Future studies should incorporate a longitudinal element to follow the perceptions of cadets from their school experience into the policing profession and should be conducted in other settings to assess generalizability. Practical implications – The impact of higher education on police cadets appears to be better measured as a function of their perceived importance of education (engagement) rather than measuring their exposure to it. The effectiveness of police training and education may be enhanced by adopting teaching methods that better engage learners. Social implications – Better alignment between police officers’ attitudes toward their roles and duties and contemporary police standards and practices will assure more effective and responsible police action and delivery of police services to the community. Originality/value – This study is among the first to demonstrate that Cadets who hold higher regard for practical and academic education are significantly better aligned to the policing roles emphasized by their educational program.

Purpose The aim of this study is to investigate the employee perceptions of organizational support for environmental behaviours and its impact on innovative environmental behaviours and frequency of involvement in upstream oil and gas supply chain management. The study also examines a new area where environmental work culture has been introduced as a facilitator on the relationship between employees’ perceptions and engagement in supply chain management. Design/methodology/approach Self-administered questionnaires were used for collecting data from supply chain managers in production arrangement contractor and service provider company in Kuala Lumpur. Partial least squares was used for data analysis. Findings The findings reveal that supervisory support for environmental initiatives and environmental training is positively related to employees’ perception of organizational support for environmental behaviours, while rewards provided by the organization for environmental behaviours are not associated with it. The employees’ perceptions of organizational support for environmental behaviours have a significant impact on employees’ engagement in environmental behaviours in both forms of employees’ frequency of involvement and employees’ innovative environmental behaviours. The findings also show that environmental work culture moderates positively the impacts of organization’s support practices (supervisory support for environmental initiatives and rewards provided by the organization for environmental) on employees’ perception of organizational support for environmental behaviours. Originality/value The study critically examines the possible impact of enablers of engagement in environmental behaviours and how employees’ perceptions of organizational support reflect their engagement towards environmental behaviours of the organizational practices. The findings are useful for supply chain management practitioners in terms of exerting environmental behaviours and facilitating employees’ environmental behaviours in the upstream oil and gas supply chain management sector.
