Purpose – The purpose of this paper is to examine the system of development controls in the Offinso South municipality. It investigates the challenges to the development control regime. Design/methodology/approach – The paper reviews the land use regulation system in the municipality. The municipality was clustered into four for data collection. Eight neighbourhoods (two from each cluster) were selected from the municipality for the study. In all, 15 properties were sampled via purposive sampling techniques from each of the selected neighbourhoods for data gathering. Self-administered questionnaires were relied on to gather data from the 120 respondents. The property owners were the unit of enquiry. Findings – The paper finds that socio-cultural factors, delays in the planning approval process, negative public perceptions about the planning process and planning officials, lack of official support to developers in curing identified defects in their proposed developments, and unrealistic building regulations are partly responsible for the large-scale violations of development controls in the municipality. Practical implications – It is noted that the planning authority should focus more on strategies that will facilitate voluntary compliance and less on enforcement. It also notes the need for a review of the building regulations and the purging of the planning system from negative public perceptions and processing delays. Originality/value – The paper identifies the constraints on the Ghanaian development controls regime.

PurposeThis paper aims to provide the results of a survey of courses dedicated to the field of supply chain management in higher education. This research is unique because it represents the first large-scale study of graduate supply chain management courses taught at universities globally. Design/methodology/approachContent analysis was performed on each syllabus to identify the actual course content: requirements, pedagogy and content emphasis. This aggregated information was used to compare historical research findings in this area, with the current skills identified as important for career success. This data provides input for a gap analysis between offerings in higher education and those needs identified by practitioners. FindingsData gathering efforts yielded a sample of 112 graduate courses representing 61 schools across the world. The aggregate number of topics covered in graduate courses totaled 114. The primary evaluation techniques include exams, projects and homework. Details regarding content and assessment techniques are provided along with a gap analysis between the supply chain management course content and the needs identified by APICS Supply Chain Manager Competency Model (2014). Originality/valueThe goal is to use this data as a means of continuous improvement in the quality and value of the educational experience on a longitudinal basis. The findings are designed to foster information sharing and provide data for benchmarking efforts in the development of supply chain management courses and curricula in academia, as well as training, development and recruitment efforts by professionals in the field of supply chain management.

Urban regeneration has been at the forefront of urban planning and development in European cities for many decades and is strongly connected to property-led development, with the involvement of various stakeholders. In Greece, urban regeneration, as a public policy response to large-scale abandonment and dereliction of urban land, has not been successful so far. The Greek planning system and its provisions for renewal of degraded urban areas have for long been regarded as an obstacle to the implementation of urban regeneration projects. The reform of the planning system in the 2010s introduced some critical changes, with an emphasis on larger-scale development, but with no particular focus on urban regeneration. Using two case studies of regeneration projects in the city of Thessaloniki, this paper attempts to provide an insight into the role of the various stakeholders in such projects. It is argued that in these projects, each stakeholder, irrespective of its character, acts as distinct interest group which develops only binary relations with other stakeholders. Thus, the regeneration project becomes a platform upon which each stakeholder aims to secure its power, instead of a coordinated multi-stakeholder process with a framework for sharing the costs and benefits of its implementation.

Purpose – The purpose of this paper is to illustrate the relevance of cultural heritage inventories and documentation as critical tools for heritage conservation and management in historic cities, through the case study of the historic city of Ahmadabad, India. Design/methodology/approach – The paper discusses the creation of inventories as part of the comprehensive documentation undertaken for preparation of the World Heritage nomination dossier. In this context, the goal of preserving the outstanding universal value of the historic city formed the basis for selection and assessment of the assets to be included in the inventory. Standard processes and methodology employed for creation of the database involved archival research and planning; field surveys for mapping, photo documentation and data collection; data registration and processing using CAD, Ms Office and geographic information system (GIS)-based digital platform. Optimal data acquisition while maintaining cost and time efficiency was an important consideration for the fieldwork. Findings – While an inventory remains a critical conservation tool, the heritage assets are integrally linked to and influenced by their surroundings in an urban context. A comprehensive documentation approach that provides a broader understanding of the city’s natural features, built environment, heritage resources, cultural practices and socio-economic networks is therefore necessary for creation of a suitable management plan for historic cities. Traditional field surveys based on external visual observation are time and cost effective, and can generate adequate information on identification and assessment of built heritage assets for creation of inventory along with documentation of their context. However, the scale of investigation and the intended role of an inventory as an urban management tool calls for creation of integrated, accessible and updatable data management systems. Research limitations/implications – At the moment, the database created is only used for the limited purpose of monitoring and managing the conservation of listed properties. The importance of the inventory as a critical conservation and urban management tool can be further validated once the GIS database of the historic city is integrated within the urban management and planning system for the city. Originality/value – The inventory created for the historic city of Ahmadabad offers one of the few examples of heritage documentation at such a large scale. It covers an area of 543 ha with a detailed inventory of more than 6,000 properties. The description of, and the reflections on the process employed provide an overview of usual challenges encountered in creation, presentation and management of heritage inventories for historic cities which may offer useful guidelines to practitioners planning similar exercises and help them establish efficient work processes.

Purpose The purpose of this paper is to examine the impact of the land acquisition phase and site assembly of land for large scale infrastructure road projects and its impact on property owners. A review of one of the largest roadwork projects currently underway in Sydney Australia demonstrates the adverse impact that has resulted in property owners challenging the approach used by government to acquire land for this project. Similar case studies are used to set out the key measures that should apply internationally in mitigating challenges from property owners in the land acquisition phase. It further shows that while adequate statutory provisions are important, it is the practices of acquiring authorities that ultimately determine the success and expedition of this initial important phase of these projects. Design/methodology/approach In measuring the factors that impact the acquisition of land by negotiation in contrast to acquisition by compulsory taking, a case study methodology is used. In this approach, the author reviews two completed projects and the factors that contributed to their success. These are contrasted with the primary case study currently underway in Sydney, the WestConnex project in which a number of adverse factors have emerged that have impacted this project. The review of these cases examined provides options for reforms that should be adopted both in the WestConnex case and across projects internationally. Findings It is demonstrated that the impact of the land acquisition phase on property owners with limited ability to rehouse within the same or surrounding locations, results in increases to challenges. This factor has prompted increases in the number of cases that have proceeded to court and potentially impacts the public perception and site assembly phase of large scale road projects. The inability for impacted property owners to relocate themselves has resulted in a breakdown in the ability for acquiring authorities to achieve acquisition by agreement. This is evidenced by significant increases in the number of properties that have been acquired by compulsion since 2016. It is found that the operational provisions of the land acquisition processes were obsolete in NSW, particularly those leading up to acquisition that was originally designed to assist owners. The paper finds that the most important phase of a megaproject is the planning and consultation phase, which includes most importantly the way in which impacted owners are informed, assisted and compensated. It is concluded that the processes engaged in by acquiring authorities rather than the statutory provisions available, will determine the success of the land acquisition phase and perceptions of the project. Originality/value The primary contribution of this paper is defining the changing landscape that has led to the adverse impact on property owners in the site assembly process for large scale projects. It identifies the reforms that will enhance opportunity for owners to relocate and rehouse which will expedite the acquisition phase of megaprojects and restore acquisition by agreement rather than by compulsion. This in turn will contribute to improve public perception of large scale projects in urbanised locations.

PurposeEast London NHS Foundation Trust (ELFT) is a major provider of mental healthcare and community health services. Quality improvement (QI) has become central to its organisational policy and goals for which it has received national and international attention.Design/methodology/approachThis piece reflects on the Trust's transformation and its approach. It provides many examples and discusses several of the associated challenges in building and sustaining QI momentum. It is the result of a range of perspectives from staff involved in planning and building large-scale QI capability. It contextualises QI's current status in UK mental healthcare.FindingsSeveral key factors were identified: board-led commitment to organisational transformation; investment in training and resources to support staff motivation; clear and realistic project goals in line with the service's over-arching strategic direction; support for service users and staff at all levels to get involved to address issues that matter to them; and, finally, placement of a high value on service user and staff qualitative feedback.Practical implicationsBuilding QI capability represents a significant challenge faced by all large healthcare providers. Sharing experiences of change can assist other organisations achieve the necessary buy-in and support the planning process.Originality/valueAchieving and sustaining lasting organisational change in healthcare is challenging. This article provides a background on QI at ELFT and reflects on the pathway to its present position at the forefront of the application of QI within healthcare.

Purpose – The purpose of this paper is to develop a first-principles model for the simulation of pedestrian flows and crowd dynamics capable of computing the movement of a million pedestrians in real-time in order to assess the potential safety hazards and operational performance at events where many individuals are gathered. Examples of such situations are sport and music events, cinemas and theatres, museums, conference centres, places of pilgrimage and worship, street demonstrations, emergency evacuation during natural disasters. Design/methodology/approach – The model is based on a series of forces, such as: will forces (the desire to reach a place at a certain time), pedestrian collision avoidance forces, obstacle/wall avoidance forces; pedestrian contact forces, and obstacle/wall contact forces. In order to allow for general geometries a so-called background triangulation is used to carry all geographic information. At any given time the location of any given pedestrian is updated on this mesh. The model has been validated qualitatively and quantitavely on repeated occasions. The code has been ported to shared and distributed memory parallel machines. Findings – The results obtained show that the stated aim of computing the movement of a million pedestrians in real-time has been achieved. This is an important milestone, as it enables faster-than-real-time simulations of large crowds (stadiums, airports, train and bus stations, concerts) as well as evacuation simulations for whole cities. Research limitations/implications – All models are wrong, but some are useful. The same applies to any modelling of pedestrians. Pedestrians are not machines, so stochastic runs will be required in the future in order to obtain statistically relevant ensembles. Practical implications – This opens the way to link real-time data gathering of crowds (i.e. via cameras) with predictive calculations done faster than real-time, so that security personnel can be alerted to potential future problems during large-scale events. Social implications – This will allow much better predictions for large-scale events, improving security and comfort. Originality/value – This is the first time such speeds have been achieved for a micro-modelling code for pedestrians.

In large-scale socio-technical systems such as military command and control, operators must work with complex and dynamic information from many diverse sources. For this project, we used the Cognitive Work Analysis and Ecological Interface Design frameworks to design a virtual workspace for the USAF work domain of Special Assignment Airlift Mission planning. Based on information made available through the analysis, we developed a workspace prototype in which multiple View-Ports house distinct functional requirements and in which options are made available to link various View-Port functionalities in the mission planning process. In this paper we illustrate how we bridged the gap between analysis and design by developing a link from the analytic products of our Cognitive Work Analysis to the design of the ecological workspace.

Purpose Mega sport events (MSE) are immensely popular but also highly criticized because these include large public budgets and involve politically sensitive topics. In this context, there is an increasing attention toward legacy planning, the effort to confer long‐term benefits to a host destination through organizing MSEs, such as the Olympic Games. When it comes to event planning, large‐scale master plans are a common approach. However, in the Netherlands the authors see that an alternative development model is pursued called the Dutch Approach to prepare for the possible candidature to host the Olympic Games of 2028. This paper aims to analyze this approach with a specific focus on whether this approach has the potential to result in a positive legacy. Design/methodology/approach The research involves a literature review which distinguishes factors that positively or negatively influence event legacies. This results in a framework which is used as a guide for a content analysis of data on the Dutch Approach. Hence, data are obtained from analyzing academic and professional literature, policy documents, research reports, and newspaper articles on the Dutch Olympic ambitions, and the planning approach thereof. Moreover, data are derived from a study by the authors on the development of the area “Sportas Amsterdam”. Findings The research identifies factors that can contribute positively and negatively to the legacy of events. It provides a unique insight into the planning process of The Netherlands in the context preparing a bid for the Olympic Games of 2028. What can be learned from the Dutch Approach is that planning for a positive legacy is a long‐term and complex process that heavily relies on the support of a range of stakeholders. Due to the range of actors involved, it involves much negotiations and becomes increasingly difficult to achieve consensus. Research limitations/implications The paper provides a reflection on the concepts of legacy and legacy planning, and outlines a set of propositions concerning the future of MSEs that present an agenda for further research. By doing to, the paper highlights the importance of focusing on how the relations between stakeholder involvement, planning approaches, and types of urban regimes influence the extent to which a positive legacy can be achieved. Originality/value The paper provides a state of the art overview of contributions on event legacy and legacy planning. It draws attention to conditions for positive legacies and implications for planning and governance approaches. It is argued that a top‐down government‐led approach to a MSE will probably have less impact on future tourism compares to the Dutch Approach.

PurposeThe purpose of this study is to empirically investigate determinants of financial distress among small and medium-sized enterprises (SMEs) during the global financial crisis and post-crisis periods.Design/methodology/approachSeveral statistical methods, including multiple binary logistic regression, were used to analyse a longitudinal cross-sectional panel data set of 3,865 Swedish SMEs operating in five industries over the 2008–2015 period.FindingsThe results suggest that financial distress is influenced by macroeconomic conditions (i.e. the global financial crisis) and, in particular, by various firm-specific characteristics (i.e. performance, financial leverage and financial distress in previous year). However, firm size and industry affiliation have no significant relationship with financial distress.Research limitationsDue to data availability, this study is limited to a sample of Swedish SMEs in five industries covering eight years. Further research could examine the generalizability of these findings by investigating other firms operating in other industries and other countries.Originality/valueThis study is the first to examine determinants of financial distress among SMEs operating in Sweden using data from a large-scale longitudinal cross-sectional database.

Purpose The purpose of this study is to understand the residents’ perception towards environmental, social, cultural and economic impacts of tourism development in Kashmir. Design/methodology/approach The research instrument containing 27 items pertaining to six variables is adopted from the literature. A mix-method survey approach is used to solicit residents’ perceptions regarding environmental, social, cultural and economic impacts of the current level of tourism development. A total of 326 useful responses were subjected to descriptive statistics, analysis of variance (ANOVA) and post hoc analysis using SPSS (Version 22.0). Findings In general, the negative and positive impacts of tourism development are well perceived by the residents. The results indicate that the residents display positive perception regarding economic impacts, however, social and environmental impacts are negatively perceived. Furthermore, barring level of education, the study found no significant difference in the residents’ perception towards tourism impacts (environmental, social, cultural, economic, quality of life and cost of living). Research limitations/implications The paper identifies perceived impacts and issues of tourism development thereby, proposing possible mitigating measures. Also, the study identifies the need to develop a comprehensive policy framework addressing the issues related to the resident’s negative feelings towards tourism impacts. Further, the study envisages the need for engaging residents in developing a progressive and participatory planning process for future tourism activities in the area. Social implications The study offers critical social implications for city tourism development. It suggests a community-based approach should be adopted to sensitize residents about the positive benefits of tourism. Originality/value The study is a novel attempt concerning residents’ residents perceptual differences towards tourism impacts. Furthermore, this study investigated socio-cultural impacts of tourism under two separate categories for better understanding. in doing so, this study provides finer understanding of perception of residents towards tourism impacts in Indian context. The findings of the study will prove critical for different stakeholders in developing future tourism framework and policies in the region.
