PurposeA retrospective action-research case study of one branch of the University and College Union (UCU) is used to show how threshold requirements of the Act can be systematically beaten.Design/methodology/approachThe paper responds to calls for “best practice” on how trade unions may react to member voting threshold requirements of the Trade Union Act 2016 (the Act). A broader aim is to make a theoretical contribution related to trade union organising and tactics in “get the vote out” (GTVO) industrial action organising campaigns.FindingsFindings are presented as a lead organiser's first-hand account of a successful GTVO campaign contextualised in relation to theories of organising. The findings offer “best practice” for union organisers required to beat the Act's voting thresholds and also contribute to theories surrounding trade union organising tactics.Research limitations/implicationsFurther development and adaptation of the proposed model may be required when applied to larger bargaining units and different organising contexts.Practical implicationsThe findings can inform the organising practices/tactics of trade unions in relation to statutory ballots. The findings also allow Human Resource (HR) practitioners to reflect on their approach to dealing with unions capable of mounting successful GTVO campaigns.Social implicationsThe findings have the potential to collectively empower workers, via their trade unions, to defend and further their interests in a post-financial crisis context and in the shadow of the Covid-19 pandemic.Originality/valueThis is the first known empirical account of organising to exceed voting thresholds of the Act, providing practical steps for union organisers in planning for statutory ballots. Further value lies in the paper's use of a novel first-hand account of a GTVO campaign, offering a new and first, theoretical model of organising tactics to beat the Act.

Purpose – This paper aims to provide a study of a structured approach at map cataloguing training by a team of cataloguers at the Alma Jordan Library of the University of the West Indies, St. Augustine, Trinidad and Tobago. Design/methodology/approach – The methodology is a case study which underscores the value of the experiences of cataloguers at training themselves in a particular cartographic format. Findings – The collaborative efforts of the cataloguers facilitated the further development of institutional expertise and provided the required skills set for increasing bibliographic access in a specialised format. Originality/value – The paper brings to bear the uniqueness of the cataloguing of Caribbean cartographic materials in a team-teaching setting which serves as a model for other academic libraries and information centres.

Purpose The purpose of this paper is to complement and test prescriptive volunteer management proposals by examining how volunteers are actually managed and exploring factors other than prescribed best practice to assess volunteer management effectiveness. Design/methodology/approach The authors use qualitative methods to study five Portuguese non-profit organisations, selected for having active volunteer programmes while presenting diverse sizes, organisation styles and levels of reliance upon volunteers. Interviews were conducted between February and August 2011 with board representatives, volunteer managers and volunteers. Findings This paper assesses volunteer management practices in these organisations, and further identifies a number of interrelated dimensions affecting volunteer programme success, namely: centrality, formalisation, professional support, sustainability and a minimum set of practices. It also uncovers weakness points that inhibit further development, including lack of a strategic approach and limited capacity to diversify sources of financing. Research limitations/implications This is an exploratory study, with a limited number of cases and interviews. Practical implications This study may help volunteer managers focus their attention in aspects other than prescribed management practice. Although a minimum set of identified practices are vital, the dimensions it uncovers have a pivotal role in the success of volunteer programmes. Originality/value This set of intertwined dimensions has not been specifically addressed in the literature. They go beyond the more conventionally prescribed volunteer management practices, and provide a promising framework for analysing the effectiveness and sustainability of volunteer management.

Purpose – Collective bargaining (CB) in China is perceived as inadequate, thanks to the lack of trade union independence and representation. However, CB of the sweater industry in Wenling, one of the world’s largest manufacturing centre, shows another tendency. Using Wenling as the case, the purpose of this paper is to explore whether a new form of CB is emerging in China. Design/methodology/approach – This paper uses a qualitative case study approach, and covers stakeholders, including the government, trade union, sweater association, workers and employers. Findings – In China, trade unions are constrained by corporatism and therefore cannot become the effective agents of CB. However, the increased industrial conflicts could in effect push employers to become the engine of change. This paper finds that employers endeavour to use CB as a tool to stabilise employment relations and neutralise workers resistance. Consequently, a gradual transition in labour relations system is on the way, characterised by “disorderly resistance” to “orderly compliance” in the working class. Research limitations/implications – The case industry may not be sufficient in drawing the details of CB in China, while it provides the trend of change. Originality/value – Conventional wisdom on the Chinese labour relations and CB tends to ignore the employer’s perspective. This paper partially fills in the gap by offering CB and change of employment relations from the aspect of employers.

PurposeWith over 3,000 academic journals in the fields of Business and Economics, most academics face a hard time selecting an adequate journal to submit their work to. In today's demanding academic environment and with the presence of different journal ranking lists (JRLs), the selection becomes more difficult when considering employment, promotion and funding. The purpose of this paper is to explore key differences among multiple JRLs pertinent to the latter common objectives. An extensive analysis is conducted to compare the content of journals in the Australian Business Deans Council (ABDC) Journal Quality list, Scopus and Web of Science (WoS) in the fields of Business and Economics. Then, a case of a university with medium research output is considered where scholarly performance evaluation is based on the ABDC Journal Quality List.Design/methodology/approachAfter ranking journals in the fields of Business and Economics based on SCImago Journal Rank (SJR) indicator, JCR's Journal Impact Factor (JIF) and JCR's Eigenfactor (EF), a methodology is proposed to categorize journals in the three JRLs into the same categorization adopted by ABDC. The latter establishes a way to compare the four JRLs under consideration and serves as a basis to compare and analyze the content of journals in the ABDC Journal Quality list, Scopus and WoS. As a proxy impact metric, a normalized citation count is associated with each article based on Google Scholar. The publications of the considered university are then evaluated from the perspective of the four JRLs in terms of citation-based impact and quality while considering the exposure to popular world university ranking tables.FindingsFor journals classified under fourth tier by ABDC, over 53 and 59% are not indexed by Scopus and WoS, respectively. In this case study, over 42% of the publications appear in journals that are not listed in JCR despite the fact that over 94% of them are listed by the SJR list. Generally, publications that appear in journals listed by JCR achieve, on a yearly average, significantly higher citation rates when compared to those that appear in journals listed in ABDC and SJR Lists.Originality/valueA four-tier mapping is proposed for consistent comparison among JRLs. Normalized citation count associated with each article based on Google Scholar is employed for evaluation. The findings provide recommendations for scholars, administrators and global universities, including Euro-Med Universities, on which JRL can be more influential for both faculty development and positioning of the university.

Purpose – The University of York Library, part of its Information Directorate, has successfully run an annual user survey using LibQUAL+ since 2008. The tool has proven invaluable in understanding user needs and measuring improvements. The ability to benchmark performance has been well received by university senior managers. Following this positive experience, the Directorate piloted the TechQual+ survey to assess its technology services. TechQual+ is a total market-survey tool developed on the same principles as LibQUAL+. York was the first university in the UK to do this. The purpose of this paper is to reflect upon the experience and its relevance to information services. Design/methodology/approach – A team was established to co-ordinate the distribution of the survey, which was e-mailed to all university members. The survey was conducted over a period of three weeks in December 2011 using their web-based tool. The team worked with the survey providers to make amendments in order to comply with UK Data Protection legislation. Findings – The TechQual+ tool provided a rich set of data on the IT needs of University of York students and staff, including a wealth of comments. As the first use of the tool in the UK, a number of outcomes arose from the pilot: methods for running the survey in order to meet UK data protection requirements; feedback on the tool itself, with some questions not understood from a UK context; a rich set of results data, with some similarities (and several differences) to those available through LibQUAL+. Originality/value – The paper presents the first application of the TechQual+ survey in UK and discusses the issues faced when implementing it in a UK context. The case study will be of interest to libraries or converged services interested in assessing their IT provision.

Purpose The purpose of this paper is to explore ways in which “library value” may be communicated in a university setting through more effective engagement with strategic planning and a broader array of campus partners. Design/methodology/approach This paper presents a case study of an academic library in which alignment with the university mission and strategic plan and alignment of library assessment efforts with the broader culture of assessment at the university have resulted in positive gains for the library in terms of campus engagement and recognition of library value. Findings This paper provides insights into successful strategies for improved communication of library value to senior leadership, new investment in library facilities, and enhanced opportunities for collaboration across the university on strategic initiatives including student success, innovation in teaching and scholarship, and community engagement. Originality/value This paper provides library leaders with new approaches to engagement with campus partners and senior academic leadership in promoting the library as a strategic resource worthy of investment in the twenty-first century.

Purpose Through the significance matrix, this paper aims to investigate and explore the main sustainability factors of mega transportation infrastructure projects. Sydney’s Metro mega transportation infrastructure is used as a case study. Sydney’s Metro was selected because of its sustainability challenges faced because of the areas’ diverse ecological zones. Sydney’s Metro is thus examined as the basis of best practice for the determination of the sustainability factors of transportation infrastructures. Design/methodology/approach Using the significance matrix as a methodology, this research evaluates the environmental impact assessment and environmental assessment processes, to alleviate the problems of the mega transportation infrastructure. Findings This research found that a more comprehensive determination is needed to further analyse the sustainability factors of mega transportation infrastructures, use of a significance matrix would further assess the environmental complexities of mega transportation infrastructures and the sustainability factors of mega transportation infrastructures should include a nonlinear and asymmetrical scheme highlighting its components and carefully outlining its integration and consolidation. Originality/value Although there is concurrent research into sustainability factors of mega transportation, this paper undertakes a new methodology for such infrastructure. While the significance matrix is not a new concept, it has never been used specifically for mega transportation infrastructure. Subsequently, using the significance matrix as a methodology, this research undertakes such environmental analysis and assessment and thus produces a qualitative risk analysis matrix. The findings from this research will ultimately assist the key stakeholders of mega transportation infrastructures to better plan, monitor and support similar projects.

PurposeThe research reported in this paper brings forth the experiences of three teachers working in different schools. These teachers learned about lesson study through a course offered at the University of Malta while, at the same time, leading a lesson study with colleagues at their school. With the COVID-19 outbreak, these teachers had, out of necessity, to adopt and accommodate for their lesson study to an exclusive online approach. This paper, hence, focuses on teachers' learning as they shifted their lesson study online.Design/methodology/approachThis paper presents a case study that delves into the experiences and perceptual insights that these teachers manifested in shifting to an exclusive online lesson study situation. Data collection is derived from a focus group discussion, teacher reflective entries and detailed reports documenting the lesson study process and experiences. Employing technological frames as the theoretical lens, a description-analysis-interpretation approach was employed to analyse and interpret reflections and grounded experiential perceptions that the respondents disclosed during their lesson study journey.FindingsNotwithstanding their initial discerned sense of loss and unpreparedness of being constrained to migrate lesson study to exclusive online means, teachers eventually recognised that digitally mediated collaborative practices enhanced self-reflection about the lesson study process. Therefore, the extraordinary situation that the teachers in this study experienced not only disrupted their modus operandi but also allowed them to discern new opportunities for learning about digital technology use in lesson study.Practical implicationsDisruption, brought about by unforeseen circumstances, takes teachers and professional development facilitators out of their comfort zones, invariably helping them grow out of their limitations and rethink lesson study practices.Originality/valueIntentionally driven disruptions prompt teachers to resolve their dissatisfactory situations by thinking out of the box, eventually helping them to improve their professional practices.

PurposePerson-centred care is a fundamental component of any service. This case study aims to explore the delivery of person-centred care in the voluntary sector, discussing how integrating support can be achieved to benefit individuals. It identifies challenges, best practice and learning that can be applied across sectors and promotes further enquiry.Design/methodology/approachThis case study is the result of a service audit at a mental health charity. The findings are a blend of reflections, observations and examples from service delivery, synthesised with national policy to provide evidence of best practice and processes that enable person-centred care.FindingsA focus on need not diagnosis, creating accessible and inclusive services, employing dual trained practitioners, having a varied skill mix along with holistic self-assessment tools are all enablers for integrated person-centred support. Multi-agency assessment frameworks, collaboration across services, cross-agency supervision and a shared vision for integration and person-centred care support services to coordinate more effectively. Barriers to integrated person-centred support include complex physical and mental health needs and harmful risk and safeguarding. The diversity of the voluntary sector, a lack of resources along with complex and competitive funding also hinder integration.Originality/valueThis case study provides a valuable insight into the voluntary sector and shares its findings to enhance best practice. It aims to promote interest and invites further research into health and social care delivery by the voluntary sector. As this delivery continues to increase, it is vital to examine the interface between the voluntary and statutory sector. Through better understanding and further research across all sectors, the author can identify how they can achieve person-centred outcomes and deliver the national policies.

PurposeThis paper proposed a bi-level mathematical model for location, routing and allocation of medical centers to distribution depots during the COVID-19 pandemic outbreak. The developed model has two players including interdictor (COVID-19) and fortifier (government). Accordingly, the aim of the first player (COVID-19) is to maximize system costs and causing further damage to the system. The goal of the second player (government) is to minimize the costs of location, routing and allocation due to budget limitations.Design/methodology/approachThe approach of evolutionary games with environmental feedbacks was used to develop the proposed model. Moreover, the game continues until the desired demand is satisfied. The Lagrangian relaxation method was applied to solve the proposed model.FindingsEmpirical results illustrate that with increasing demand, the values of the objective functions of the interdictor and fortifier models have increased. Also, with the raising fixed cost of the established depot, the values of the objective functions of the interdictor and fortifier models have raised. In this regard, the number of established depots in the second scenario (COVID-19 wave) is more than the first scenario (normal COVID-19 conditions).Research limitations/implicationsThe results of the current research can be useful for hospitals, governments, Disaster Relief Organization, Red Crescent, the Ministry of Health, etc. One of the limitations of the research is the lack of access to accurate information about transportation costs. Moreover, in this study, only the information of drivers and experts about transportation costs has been considered. In order to implement the presented solution approach for the real case study, high RAM and CPU hardware facilities and software facilities are required, which are the limitations of the proposed paper.Originality/valueThe main contributions of the current research are considering evolutionary games with environmental feedbacks during the COVID-19 pandemic outbreak and location, routing and allocation of the medical centers to the distribution depots during the COVID-19 outbreak. A real case study is illustrated, where the Lagrangian relaxation method is employed to solve the problem.
