Can you measure IT? The UK experience of TechQual+

Purpose – The University of York Library, part of its Information Directorate, has successfully run an annual user survey using LibQUAL+ since 2008. The tool has proven invaluable in understanding user needs and measuring improvements. The ability to benchmark performance has been well received by university senior managers. Following this positive experience, the Directorate piloted the TechQual+ survey to assess its technology services. TechQual+ is a total market-survey tool developed on the same principles as LibQUAL+. York was the first university in the UK to do this. The purpose of this paper is to reflect upon the experience and its relevance to information services. Design/methodology/approach – A team was established to co-ordinate the distribution of the survey, which was e-mailed to all university members. The survey was conducted over a period of three weeks in December 2011 using their web-based tool. The team worked with the survey providers to make amendments in order to comply with UK Data Protection legislation. Findings – The TechQual+ tool provided a rich set of data on the IT needs of University of York students and staff, including a wealth of comments. As the first use of the tool in the UK, a number of outcomes arose from the pilot: methods for running the survey in order to meet UK data protection requirements; feedback on the tool itself, with some questions not understood from a UK context; a rich set of results data, with some similarities (and several differences) to those available through LibQUAL+. Originality/value – The paper presents the first application of the TechQual+ survey in UK and discusses the issues faced when implementing it in a UK context. The case study will be of interest to libraries or converged services interested in assessing their IT provision.

Purpose – This paper aims to present a holistic framework, termed ShaRInK (Sharer, Relations, Institution, Knowledge), that depicts key categories of influences that shape individual perceptions of knowledge sharing within an organisational setting. Design/methodology/approach – An exploratory and qualitative case study strategy in which empirical data were gathered from 24 interviewees that were based in four different branches (i.e. China, The Netherlands, the UK and the USA) of a single information technology services organisation. Findings – The findings led to a holistic framework that depicts four key categories of influences that shape knowledge sharing from an individual perspective: attitudes and characteristics of the sharers, relations between the sharers, institutions which act as a united entity on sharer perceptions and knowledge itself. Furthermore, the four key influences not only shape knowledge sharing independently but are intertwined and have a synergistic effect. The ShaRInK framework is formed by combining these. Originality/value – The findings indicate that knowledge sharing from an individual-level perspective is a more complex phenomenon than currently portrayed in the literature. All four key influences, each being fundamentally different in nature, and their relationships should be taken into account. Equally, the ShaRInK framework can be applied by organisations when developing a knowledge-sharing strategy or auditing existing strategies.

PurposeThe purpose of this paper is to explore the response of British business schools to criticism levied against the MBA.Design/methodology/approachThe content of elite British MBAs was surveyed using web-based research. This followed the approach adopted by Navarro (2008) in his analysis of MBA curricula in the USA.FindingsThe findings suggest that there is significant innovation and diversity within British business schools as they search for more effective ways of preparing MBA students for senior management positions.Research limitations/implicationsThis survey was limited by the sample size of the top-10 MBAs in the UK. The results do provide an insight into the curriculum development that is occurring within elite institutions.Practical implicationsThis paper not only refutes much of the criticism of the MBA but also provides evidence of the evolution of the degree.Originality/valueThis paper contributes to the body of research relating to the MBA as the premier qualification for senior managers. It details the progress made in the UK in making the degree fit for purpose.

Purpose The purpose of this paper is to offer an employer perspective on the value of degree apprenticeships (DAs) less than a year after the first apprentices commenced their studies for a bachelor’s degree in September 2015. Design/methodology/approach This case focusses on one of the first DAs in the UK. It draws on evidence from interviews with HR professionals responsible for the DA in two contrasting companies, an international PLC and a smaller, fast growing enterprise. Findings Both employers consider that the DA meets recruitment needs in ways that other options do not. They particularly value the ability of apprentices to make an immediate contribution in the workplace. For the smaller employer the university support structures are a significant advantage. Only the larger employer formally input into the curriculum prior to validation but both feel they can tailor content to suit their needs. Both see investing in the DA as excellent value for money. Practical implications The value of strong relationships, trust and ongoing dialogue between partners emerges as a key component in fulfilling the need of employers. Originality/value The DA model recasts employers as the purchasers of higher education and affords them a key role in developing provision tailored to their needs. Implications of this new model for employers, universities and learners are potentially profound and hard to predict. This case study is based on part of the early stage of a three-year research programme. It provides a unique, early insight into two employers’ rationales for engaging with the DA programme and their initial experiences.

Purpose The government’s ambition is to have three million more apprentices by 2020. The newness of degree apprenticeships and insufficient data make it difficult to assess their relative importance in boosting the UK economy, meeting higher skills needs of employers, closing educational attainment gaps, increasing social mobility and supporting under-represented groups into professional employment. The purpose of this paper, led by the University of Winchester and delivered by a new collaboration of private and public sector partners, is to build a pipeline between those currently failing to progress to, or engage with, degree apprenticeships and employers seeking higher skills and a broader pool of applicants. Design/methodology/approach The paper provides an analysis of collaborative initiatives and related research in England as the context for university involvement in degree apprenticeships. The case study illustrates the benefits of collaboration in targeted outreach initiatives within the local region to address gaps in progression to degree apprenticeships. Findings This paper illustrates how establishing a regional picture of degree apprenticeship provision, access and participation can inform effective partnerships and build capacity locally to deliver the higher skills employers need, further demonstrating the potential benefits of university involvement in degree apprenticeship provision in contributing to local and national policy ambition. It also shows how effective targeted interventions can help under-achieving groups, including those in social care and women in digital enterprises. Originality/value The authors believe this paper is the only academic analysis of the impact of Degree Apprenticeship Development Fund activity in the region.

Purpose The purpose of this study was to investigate the difference between South Africa (SA) and the United Kingdom (UK) in terms of data protection compliance with the aim to establish if a country that has had data protection in place for a longer period of time has a higher level of compliance with data protection requirements in comparison with a country that is preparing for compliance. Design/methodology/approach An insurance industry multi-case study within the online insurance services environment was conducted. Personal information of four newly created consumer profiles was deposited to 10 random insurance organisation websites in each country to evaluate a number of data privacy requirements of the Data Protection Act and Protection of Personal Information Act. Findings The results demonstrate that not all the insurance organisations honored the selected opt-out preference for receiving direct marketing material. This was evident in direct marketing material that was sent from the insurance organisations in the sample to both the SA and UK consumer profiles who opted out for it. A total of 42 unsolicited third-party contacts were received by the SA consumer profiles, whereas the UK consumer profiles did not receive any third-party direct marketing. It was also found that the minimality principle is not always met by both SA and UK organisations. Research limitations/implications As a jurisdiction with a heavy stance towards privacy implementation and regulation, it was found that the UK is more compliant than SA in terms of implementation of the evaluated data protection requirements included in the scope of this study, however not fully compliant. Originality/value Based upon the results obtained from this research, it suggests that the SA insurance organisations should ensure that the non-compliance aspects relating to direct marketing and sharing data with third parties are addressed. SA insurance companies should learn from the manner in which the UK insurance organisations implement these privacy requirements. Furthermore, the UK insurance organisations should focus on improved compliance for direct marking and the minimality principle. The study indicates the positive role that data protection legislation plays in a county like the UK, with a more mature stance toward compliance with data protection legislation.

Purpose – The purpose of this paper is to present a model of a university-led business support programme that ran in the West Midlands region of the UK. The initiative was designed with the specific aim of assisting businesses to grow into the renewable energy technology markets by engaging them in a spectrum of support activities. A distinctive form of university-industry collaboration was used in the implementation of the programme where the leadership and management roles were carried out by Staffordshire University, while technical consultancy was delivered by external industry experts. The effectiveness of this model is investigated through a survey of businesses assisted by the programme. Design/methodology/approach – The case study first describes the design and rationale of the support programme and then goes on to present findings from a survey conducted with firms who part took in the support programme (41 per cent response rate, n=54). Findings – Respondents’ overall satisfaction with the programme indicate that the university-business collaborative model worked well. However, the survey findings show that businesses preferred group-based activities over one-to-one, direct consultancy type of support. Results suggest that the overall effectiveness of the scheme could have been improved through greater industry focus and better management of companies’ expectations through clearer articulation of the programme's ability and scope for support. Research limitations/implications – The survey was carried out with participating businesses only four months after the programme had ended, which may have limited the time for programme-related impacts to mature and/or materialise. Practical implications – The presented model of university-led business support programme and recommendations can be of use to other Higher Education Institutions (HEIs) as well as business organisations seeking to establish such collaborative initiatives. Originality/value – This paper contributes to the discourse on university-industry relationships and the nature of business support programmes by presenting a “real-world” case study of a university-led business support initiative. The findings and recommendations may be of interest and use to researchers, HEIs, policy makers as well as business support and training organisations.

Purpose This paper aims to outline work to support the employability agenda in the Library at the University of Sheffield, set in the context of debates about the nature of employability, employability skills and information literacy in the workplace. Design/methodology/approach The paper starts with a brief review of literature on employability and student skills in the UK higher education sector, the place of information literacy as an employability attribute and information literacy in the workplace. It goes on to outline work done in the Library at the University of Sheffield to support the employability agenda. This includes the development of a commercial awareness workshop in collaboration with other services and the incorporation of student and alumni voices in an employability guide. Findings The literature reviewed highlights the differences between information literacy in the workplace and academia. This could present challenges and opportunities in promoting information literacy as an employability attribute. The case study highlights the benefits of working in collaboration with students and services beyond the library in the employability arena. Originality/value The approaches taken in Sheffield may be of interest to other institutions looking to develop support for the employability agenda.

PurposeWith over 3,000 academic journals in the fields of Business and Economics, most academics face a hard time selecting an adequate journal to submit their work to. In today's demanding academic environment and with the presence of different journal ranking lists (JRLs), the selection becomes more difficult when considering employment, promotion and funding. The purpose of this paper is to explore key differences among multiple JRLs pertinent to the latter common objectives. An extensive analysis is conducted to compare the content of journals in the Australian Business Deans Council (ABDC) Journal Quality list, Scopus and Web of Science (WoS) in the fields of Business and Economics. Then, a case of a university with medium research output is considered where scholarly performance evaluation is based on the ABDC Journal Quality List.Design/methodology/approachAfter ranking journals in the fields of Business and Economics based on SCImago Journal Rank (SJR) indicator, JCR's Journal Impact Factor (JIF) and JCR's Eigenfactor (EF), a methodology is proposed to categorize journals in the three JRLs into the same categorization adopted by ABDC. The latter establishes a way to compare the four JRLs under consideration and serves as a basis to compare and analyze the content of journals in the ABDC Journal Quality list, Scopus and WoS. As a proxy impact metric, a normalized citation count is associated with each article based on Google Scholar. The publications of the considered university are then evaluated from the perspective of the four JRLs in terms of citation-based impact and quality while considering the exposure to popular world university ranking tables.FindingsFor journals classified under fourth tier by ABDC, over 53 and 59% are not indexed by Scopus and WoS, respectively. In this case study, over 42% of the publications appear in journals that are not listed in JCR despite the fact that over 94% of them are listed by the SJR list. Generally, publications that appear in journals listed by JCR achieve, on a yearly average, significantly higher citation rates when compared to those that appear in journals listed in ABDC and SJR Lists.Originality/valueA four-tier mapping is proposed for consistent comparison among JRLs. Normalized citation count associated with each article based on Google Scholar is employed for evaluation. The findings provide recommendations for scholars, administrators and global universities, including Euro-Med Universities, on which JRL can be more influential for both faculty development and positioning of the university.

Purpose The purpose of this paper is to explore ways in which “library value” may be communicated in a university setting through more effective engagement with strategic planning and a broader array of campus partners. Design/methodology/approach This paper presents a case study of an academic library in which alignment with the university mission and strategic plan and alignment of library assessment efforts with the broader culture of assessment at the university have resulted in positive gains for the library in terms of campus engagement and recognition of library value. Findings This paper provides insights into successful strategies for improved communication of library value to senior leadership, new investment in library facilities, and enhanced opportunities for collaboration across the university on strategic initiatives including student success, innovation in teaching and scholarship, and community engagement. Originality/value This paper provides library leaders with new approaches to engagement with campus partners and senior academic leadership in promoting the library as a strategic resource worthy of investment in the twenty-first century.

Purpose A case study of the Wales Higher Education Libraries Forum (WHELF) project to procure and implement a shared library management system (LMS) for all universities in Wales, together with the National Health Service Libraries in Wales and the National Library of Wales. In particular, the purpose of this paper is to explore the drivers to this collaboration, outline the benefits achieved and the framework to realise further benefits. Design/methodology/approach Case study review of the process, together with a review of literature on consortia and LMSs. Findings WHELF has developed into a more mature consortium through procuring and implementing a shared LMS. The process has delivered tangible benefits and is driving more work to realise further benefits. Research limitations/implications As the WHELF Shared LMS project is only nearing the end of the implementation phase, many of the anticipated operational benefits cannot be reported. Practical implications Useful case study for other consortia or potential consortia. Originality/value WHELF is in vanguard of consortia developments in the UK, and this is the first case study of the project.
