Framework model for post-occupancy evaluation of school facilities

Purpose – The purpose of this paper is to present an IDEF0 framework model for the post-occupancy evaluation of school facilities, and the findings of a case study to demonstrate the applicability of the framework. Design/methodology/approach – The framework model consists of five sequential processes, namely: first, identify the performance requirements of school facilities; second, conduct a walk-through evaluation and a focussed group discussion; third, develop and administer a user satisfaction survey; fourth, analyze the collected data and report the findings; and fifth, develop a plan of remedial actions. Findings – The case study demonstrates the applicability of the framework through presenting the findings of an indicative evaluation of the major technical and functional elements of performance carried out on a school building in city of Khobar, Eastern Province of Saudi Arabia. The school users were satisfied with the qualities of the thermal comfort, visual comfort, fire protection, functional spaces in the school and the interior and exterior appearance of the school. The case study also resulted in developing a plan of remedial actions to improve the performance of the school. Practical implications – The framework model provides a descriptive and systematic approach for evaluating the technical and functional performance of existing school facilities. The approach followed in collecting the data, designing the user satisfaction survey, analyzing and reporting the findings can be applied to any school building, upon the needed customization, irrespective of location. Originality/value – The paper is particularly beneficial for design professionals, school administrators and facilities managers responsible for the design and operation of school facilities.

Purpose This paper aims to present an assessment of user satisfaction of an innovative workplace design, otherwise known as flexible workplaces. Design/methodology/approach The study first sought to establish the level of flexibility of the workplace through the identification of flexibility criteria presented in a checklist format. In total, 29 criteria were identified and subsequently assigned weights by ten professionals. These professionals further assessed a case study office building through a walkthrough exercise to determine its level of flexibility. Furthermore, a post occupancy evaluation (POE) was conducted to assess the level of users’ satisfaction with functional performance elements. Questionnaire surveys were administered to 142 users, with a 63 per cent response rate. The feedback was analyzed and presented using the mean satisfaction index approach. Findings The results showed that the total flexibility achieved by the facility is 67.63 per cent, which is considered to be “averagely flexible”. The POE results also showed that users were strongly dissatisfied (SD) with the “adequate number of enclosed offices,” which is one of the corner-stones of flexibility where open-plan offices are strongly encouraged. Users expressed dissatisfaction with other issues, while their overall satisfaction with the facility was noted. Originality/value This study is based on the premise that innovative workplace facilities will only fulfill its intended objectives if designers consider the satisfaction of its users. The study makes a specific contribution in the assessment of workplace flexibility and occupants’ satisfaction of flexible workplaces. This will be of significant value to facility managers, designers and space planners involved in the design and management of workplace facilities.

PurposeThe research reported in this paper brings forth the experiences of three teachers working in different schools. These teachers learned about lesson study through a course offered at the University of Malta while, at the same time, leading a lesson study with colleagues at their school. With the COVID-19 outbreak, these teachers had, out of necessity, to adopt and accommodate for their lesson study to an exclusive online approach. This paper, hence, focuses on teachers' learning as they shifted their lesson study online.Design/methodology/approachThis paper presents a case study that delves into the experiences and perceptual insights that these teachers manifested in shifting to an exclusive online lesson study situation. Data collection is derived from a focus group discussion, teacher reflective entries and detailed reports documenting the lesson study process and experiences. Employing technological frames as the theoretical lens, a description-analysis-interpretation approach was employed to analyse and interpret reflections and grounded experiential perceptions that the respondents disclosed during their lesson study journey.FindingsNotwithstanding their initial discerned sense of loss and unpreparedness of being constrained to migrate lesson study to exclusive online means, teachers eventually recognised that digitally mediated collaborative practices enhanced self-reflection about the lesson study process. Therefore, the extraordinary situation that the teachers in this study experienced not only disrupted their modus operandi but also allowed them to discern new opportunities for learning about digital technology use in lesson study.Practical implicationsDisruption, brought about by unforeseen circumstances, takes teachers and professional development facilitators out of their comfort zones, invariably helping them grow out of their limitations and rethink lesson study practices.Originality/valueIntentionally driven disruptions prompt teachers to resolve their dissatisfactory situations by thinking out of the box, eventually helping them to improve their professional practices.

PurposeUsing the campus of a Brazilian university as case study, this research aims to identify which aspects of the outdoor spaces are the most significant in attracting people.Design/methodology/approachThis research relies on the application of different post-occupancy evaluation (POE) methods, including user tracking, behavioural mapping and questionnaires, on one plateau of the campus.FindingsThree group of aspects (socialization, proximity and infrastructure) were identified as key elements in explaining the impact of the campus physical characteristics on users’ behaviour. The results indicate that having characteristics of at least one group of aspects in those spaces can guarantee their vitality and, if there is presence of attributes of more than one group, liveliness can be increased.Research limitations/implicationsFurther studies should be conducted on an entire campus to identify other spatial elements in the three groups.Practical implicationsThis research contributes to the planning of future campuses and to solutions to the existed ones, indicating the most relevant spatial characteristics to be considered. Additionally, the combination of different methods may be useful to future research.Originality/valueMost of the investigations on the university campuses focus on the buildings, and little research has investigated the outdoor spaces, although they play a critical role in learning and academic life, where people establish social, cultural and personal relationships. In addition, studies using several POE allowed a consistent and complete diagnostic about the aspects of the campus, giving recommendations for future projects.

PurposeWith the increasing attention acquired from researchers and practitioners in Architecture, Engineering and Construction (AEC) industry, building information modeling (BIM) has fundamentally changed the approach we design, construct and delivery, as well as operate and maintenance of buildings and civil infrastructures. This study tries to provide an innovative perspective on BIM research. This study aims to analyze the necessity and feasibility of BIM user satisfaction research and define what BIM user satisfaction is, and then to develop a quantitative method for the measurement of BIM user satisfaction.Design/methodology/approachAs it is indicated in the content, BIM user satisfaction is measured by the sum of the user's weighted reactions to a set of factors. To be specific, the entropy method was adopted to calculate the “weighting” of the factors, and the triangular fuzzy number (TFN) method was selected to compute the “scoring” of the factors. Through the literature review, methodology and tool development, as well as case study and discussions, this paper was generated sequentially.FindingsThis study found that the proposed tool for the measurement of BIM success is valid and reliable; it formerly translated the conceptual definition of BIM user satisfaction into an accurate measurement instrument. It also indicated that many factors are affecting the BIM users' satisfaction, and each of the factors inherited various importance and score, and the findings are expected to improve the performance and effectiveness of BIM management.Originality/valueThrough the translation of the conceptual BIM user satisfaction into a valid quantitative measurement instrument, this research provides an excellent framework for the management of BIM from the user's perspective, and it could help to stimulate user's acceptance of BIM in the AEC industry in future.

Purpose This paper aims to assess the level of occupants’ satisfaction, comparing older and newer on-campus accommodation buildings in Sydney, Australia, aiming to identify their comfort factors deficiencies in terms of design and construction solutions/strategies (e.g. spatial arrangements, materials, thermal comfort). Design/methodology/approach A post occupancy evaluation survey was used to assess the occupant satisfaction with three on-campus accommodation buildings in The University of New South Wales (UNSW) Sydney. One of the selected buildings is an older building opened for occupation in 1996, and the other two are more recent on campus accommodations buildings. The survey included 11 post occupancy evaluation elements identified through literature review which were categorised into three dimensions: technical, functional and behavioural. Findings The results show that the satisfaction levels with thermal and acoustic comfort were below standards for both older and newer buildings. In addition, the older building used in this study was rated low in terms of: indoor air quality, lighting, maintenance and management, vertical transportation facility, room layout and furniture quality, building layout and aesthetics and level of privacy. Such factors related to both functional and behavioural dimensions were of greater satisfaction in newer buildings. Practical implications Findings suggest the high priority of strategies that address and improve the thermal and acoustic comfort of older and newer on-campus accommodation buildings if the intention is to enhance students’ satisfaction, especially considering the impact that these facilities have on students’ performance. Thermal performance in different seasons and adaptive thermal comfort activities should be considered in the design of new on-campus accommodation buildings and the retrofit of existing old buildings. Originality/value On-campus accommodation is an important facility that supports student learning outcomes and helps students adapt in a new learning environment. A post occupancy evaluation study to assess the adequacy of this facility is still lacking because previous studies have generally focussed on class rooms and work spaces in the education sector. This research compares the user satisfaction of older and newer on-campus accommodation buildings in Australia, to highlight deficiencies and areas for improvement in the design of existing and future buildings.

Purpose The purpose of this paper is to develop a model for producing an objective and holistic assessment of organisational decision-making to measure the procurement success of built facilities from the perspective of six key stakeholder groups (i.e. company, staff, customers, community, government and the environment). Design/methodology/approach This research is based on grounded theory. The methodology comprises a number of sequenced but interdependent steps. The first step involves reviewing the underpinning literature, whereas the second and third steps involve a detailed case study of actual practice and identification of stakeholder models that have been previously published, respectively. A knowledge gap is then highlighted from which a conceptual framework using a six-star rating algorithm as an integration metric is developed. The final steps seek an expert panel to validate the framework through focus group discussion ultimately leading to suggestions for further improvements. Findings It is found that the developed stakeholder satisfaction model is capable of assessing the sustainable procurement of built infrastructure using a generic six-star rating algorithm. The overall rating can be used to compare and rank performance across a range of portfolio assets, although some modification is required for non-built assets. Originality/value This research makes a contribution to knowledge through the presentation of a model, grounded in practice, that combines the economic, social and environmental performance of organisational decision-making from a stakeholder satisfaction perspective. It is acknowledged that there are a number of techniques that could be used to assess each stakeholder group, although the ones chosen in this research are mostly drawn from existing approaches developed and validated by others.

Purpose This paper aims to identify the built environment attributes and dimensions to assess customers’ satisfaction concerning the built environment in a gas station located in southern Brazil. Besides, this study aims to verify the dimensions that most impact customers’ satisfaction and the attributes that are most relevant to customers. Design/methodology/approach The research was operationalized through a survey and data were analyzed with confirmatory factor analysis. Multiple regression analysis was used to assess the impact of the dimensions on perceived customer satisfaction, while stepwise linear multiple regression was used to identify the most significant attributes. Findings The factor analysis result indicates that 66.77% of the variance explained concerns to six built environment dimensions (or factors). The regression analysis shows that overall satisfaction with the gas station is predicted by the dimensions appearance, functionality and location, and positively related to seven attributes. In relation to the built environment satisfaction, the location and functionality of the dimension are its predictors and positively related to five attributes. Research limitations/implications Further studies in different contexts are required to test the reliability of the built environment dimensions – comfort, functionality, configuration, location and appearance. Also, the study calls for further debate about the built environment related to the occupant or user satisfaction and other factors that can impact it. Originality/value This study identifies the need to evaluate the impacts of post-occupancy evaluation of measurable factors related to the user’s judgment.

Purpose In response to elevated local self-harm and suicide rates, and the lack of a dedicated pathway for children and young people (CYP) who self-harm, a rapid response pathway united to reduce self-harm (RUSH) was developed and implemented within Norwich (Norfolk, England). This public health case study aims to describe the pathway model and share its outcomes, learnings, and reflections over the pilot year. Design/methodology/approach RUSH was a community-based pilot pathway aiming to support CYP, 11–18 years old, engaging in or at risk of engaging in repeated self-harm and subsequently at risk of repeated attendance at local emergency departments. From May 2020 to April 2021, RUSH supported 61 CYP using funding from NHS England and Improvement. Findings This case study shares the pathway’s outcomes, through a mixed-method evaluation. Results indicate statistically significant reductions in self-harm frequency (p = 0.01) and anxiety and depression symptomatology (p < 0.001); a statistically significant increase in progress towards goals (p < 0.001); and a general downward trend in re-attendance at local emergency departments following RUSH. Findings also illustrate high service user satisfaction. Framework analysis of focus group data highlights positive experiences with hope for recommissioning from a staff perspective. Originality/value This study will be valuable for services looking to develop and implement a similar service provision, in response to the need to tackle self-harm rates as a broader approach to suicide prevention. In light of the NHS long-term plan (2019), it also serves as an example of how to develop and use a strategic co-production group, and work collaboratively with the voluntary, community and social enterprise sectors.

Purpose – Evaluate the post occupancy performance of a typical “traditional” building using multiple post occupancy evaluation (PoE) protocols against design intents to learn lessons about their suitability in meeting UK's climate change reduction targets. The paper aims to discuss these issues. Design/methodology/approach – PoE studies of a single case study, Norton Park, using three PoE methodologies. Gaps and overlaps between the PoE protocols are assessed and their role in improving energy and carbon emission performance of traditional buildings is explored. Findings – Refurbishment of the type undertaken in this case study could halve the energy use in traditional buildings with comparable savings in CO2 emission. Research limitations/implications – Traditional buildings could positively contribute to achieving climate change reduction targets; regular feedback loops improve performance over time. Practical implications – Quantification of the likely national benefit of focusing retrofit actions on traditional buildings is explored. Originality/value – The research study demonstrates that very high levels of energy saving can be achieved when traditional buildings are refurbished. In addition on-going monitoring and PoE studies highlight opportunities to optimise the performance of traditional buildings.
